Special Recognition

A. 2016 Teacher of the Year

Hillsboro R-3 is proud to announce Mrs. Mindy Boyer as Teacher of the Year.

Mrs. Boyer possesses so many qualities that make her an outstanding 4th Grade teacher. Mindy is

patient, loving and kind. She has a strong desire to help each of her students reach their full potential.

Mindy is careful to give each student exactly what they need to be successful. She treats all of her

children as if they were her own. Mindy donates her own time to serve on countless committees in

order to benefit the children and the building as a whole. She is mentor to all, willing to provide advice

or assistance in any way possible. Mindy leads by example and will go the extra mile for both her

students and colleagues. Congratulations Mrs. Boyer on receiving this prestigious honor.

B. “Hawk Award” Winners

1. The Executive Council of the Guardian Hawks PTO

We are pleased to announce that our Hawk Award winners are The Executive Council of the Guardian

Hawks PTO. The contributions of President, Laura Weber; Vice-President, Theresa Barner; Secretary,

Shannon Stum; Treasurer, Sarah Duncan; and Parliamentarian, Amber Stroter, impact students of the

Hillsboro Primary and will impact future hawks for years to come.

In only 16 short months since their inception, the Guardian Hawks PTO established a culture of parent

collaboration within the Primary, facilitated free or economical enrichment opportunities for students,

celebrated student accomplishments, brought smiles and recognition to faculty, and provided

volunteer/financial support of key Primary programming. No project has been too big or small for them

to tackle.

The Guardian Hawks collaborated with the Primary in our dream to build an inclusive playground where

children of all abilities could play side by side. With this vision in mind, the Guardian Hawks applied for

multiple grants and their efforts paid off this fall. The Jefferson Memorial Community Foundation

awarded a $120,000 grant to make this dream a reality. Because of the enormous effort of these ladies,

the Primary will have an inclusive playground by May 2016 that will feature equipment that will service

children of all abilities.

The Executive Council of the Guardian Hawks PTO are a group of dedicated volunteers who exemplify

what it means to be a Hard Working Hawk. The effects of these ladies’ efforts have made the Primary an

enriched place for our children. The Executive Council has been the backbone of making many special

projects at the Primary a success and the Primary is greatly appreciative of their outstanding service in

making the Primary a better place!

2. Scott Readnour-Intermediate Principal

The second “Hawk Award” winner is Scott Readnour. He has been an outstanding educational leader in

our District for over 12 years. He is always positive, encouraging, supportive, and dedicated to our

students, staff, parents, and community members. He sets high standards for himself and his

employees. He is truly one of a kind. Congratulations Scott!

C. 2016 Classified Staff Member of the Year

Hillsboro R-3 is proud to announce Craig Tinsley as Classified Staff Member of the Year. Craig has been a

custodian for 26 years within the District. He was nominated for his strong commitment to our school,

ability to complete tasks in an excellent manner, and providing students with an optimal learning

environment. Craig is known throughout the Primary campus for being a consistent hard worker who

goes above and beyond. Teachers know when they walk into their classroom it will be clean and

maintenance issues will be reported immediately. Countless times, Craig has called staff at home to let

them know he found their purse, their child’s book bag, or put their lunch in the fridge. He understands

that learning happens and never complains about the use of glitter, messy hands on projects, or crumbs

when students really enjoy snack. Mr. Tinsley takes pride in his work. He will work weekends at the

start of school to ensure our floors are gleaming. Thank you Mr. Tinsley for your dedication we are

blessed you are a part of the Hawk family.

UNFINISHED BUSINESS (Tabled Items from December 2015 Board Meeting)

Board Policies – Missouri School Boards Association sent an email regarding

policy JO that was approved in February asking for points of clarification.

JO: Student Records – Approved 6-0

These policies are in the process of Board approved revisions….please check the website

at a later date to review them. The will go into effect July 1, 2016.

NEW BUSINESS

o Approval of Bills for Payment: $373,846.06 – Approved 6-0

o Approval of the 2016-2017 School Calendar – Approved 6-0

With Following Revisions:

1). Thanksgiving – November 23 was made a full day off for certificated staff

and students…The Board voted to extend November 23 as a paid holiday to the

12-month employees as well. This is for the 2016-2017 school year only.

2). December – District Offices will be Closed in observance of Christmas on

December 23 and 26. This is a change from the proposed calendar (December 23

– 27).

o Approval of Insurance Proposal as presented from Insurance Committee –

Approved 6-0

o Approval of graduation dates May 2018 – May 2020 – Approved 5-1

Statement of Issue:

High school administration and senior class sponsors need to set graduation dates for 2018, 2019 and 2020.

Background Information: In 2008, high school administration was directed to contract with Jefferson College as the back-up venue for

graduation in the event that inclement weather prohibited it being held outdoors at the HHS Athletic

Complex. Jefferson College offers a very limited selection of dates from which to choose. After checking

with their representative, we have learned that the college is available on the following dates:

May 22,2018

May 21,2019

May 19, 2020

Rational of Purpose and Justification for Need:

Choosing dates as early as possible allows ample time for the high school administration to contract with

Jefferson College.

Cost Analysis:

Costs incurred for commencement would be the rental of Jefferson College as a back-up venue in case of

inclement weather. The rental fee is $1740.00 and is paid out of the high school graduation fund. In the

event that Jefferson College is not used as a back-up venue, half of the fee is refunded (new as of 2015).

Recommendation:

It is recommended that the Board of Education approve future graduation dates with Jefferson College as the

back-up venue in the event of inclement weather.

o Approval of MSTA grants – Approved 6-0

Statement of Issue:

Amber Spiller from the Intermediate Building is seeking permission to apply for a Missouri Retired

Teachers Foundations Classroom grant.

Background Information:

The Missouri Retired Teachers Association has offered classroom grant opportunities to teachers around

the state. The funds from these grants can be used to purchase resources that are used by active Missouri classroom teachers.

Cost Analysis: Permission to apply for the grant would be of no cost to the district. The Mo Retired Teacher Association

will award $500 grants.

Mrs. Amber Spiller plans to use the money to purchase a cart for the Chromebooks that they will have in

their hall.

Recommendation:

Approve permission to apply for the grants

Consensus was given to allow staff to initially write for the $100 MSTA grants….this is initial

approval to write for the grants only. This should assist with some of the process. The Board will be

reviewing the policy after consideration from the policy committee.
