The following is a summary of the campaign fundraisers that the NAPA PAC has attended from January – December 2012. The summary is divided into two parts - Senate and House and includes highlights from the meetings written by the individuals who attended.

NAPA PAC Supported Candidates - 2012 Senate

Member of Congress: Sen. Max Baucus (D-MT) Length of Service: 6th Term Committees/Relevance: Chairman Finance Committee; Conferee PAC Representative: Bob Kober and Jackie Flikkema from Knife River Companies and the company’s lobbyist Gary Forrester Date of Visit: June 3, 2012 Notes: Baucus briefed them on the bipartisan (74-22) Senate passed highway bill which did not contain language on the Keystone XL Pipeline. Member of Congress: Sen. Scott Brown (R-MA) Length of Service: 1st Term Committee/Relevance: Friend of Industry EVENT ONE PAC Representative: Janet Callahan, Palmer Paving Corp. Date of Visit: August 22, 2012 Notes: The event was attended by members of the asphalt community as well as general road contractors. Brown spoke about his record - votes for the jobs bill, the recent MAP-21 highway bill and has been extremely supportive and responsive to the asphalt industry on the whole.

EVENT TWO PAC Representative: Janet Callahan, Palmer Paving Corp. Date of Visit: October 22, 2012 Notes: Janet Callahan attended a small fundraiser on October 22 for Sen. Scott Brown. The industry is hoping that the voters of Massachusetts will understand the importance of having a balanced voice in the U.S. Senate.

NAPA PAC Activities (Senate) Page Two Member of Congress: Democratic Senatorial Campaign Committee (Members –John D. Rockefeller IV (D-WV), Barbara Boxer (D-CA)) Length of Service: N/A Committee/Relevance: Chairmen of Science & Transportation; Environment & Public Works PAC Representative: Jay Hansen, NAPA Date of Visit: September 13, 2012 Notes: The Democratic Senate Campaign Committee hosted a small fundraiser attended by about a dozen groups. Sen. Jay Rockefeller and Sen. Barbara Boxer headlined the transportation event. NAPA used the meeting to express concerns with the pending continuing resolution (CR) that would cut highway funding by about $500 million from the proposed funding levels in MAP-21. Sen. Boxer and Sen. Rockefeller will fight to restore the funding after the CR is enacted.

Kirsten Gillibrand (D-NY) Length of Service: 1st Term Committees/Relevance: Environment & Public Works PAC Representative: Jay Hansen and Ester Magorka, NAPA Date of Visit: June 28, 2012 Notes: NAPA organized an industry event to support Gillibrand in Washington, D.C. Gillibrand noted the need for the transportation industry to have a strong advocate in leadership. She is an advocate for infrastructure investment and believes that a bi-partisan approach is the way forward. Member of Congress: Sen. Orrin Hatch (R-UT) Length of Service: 6th Term Committees/Relevance: Ranking Member, Finance; Conferee PAC Representative: Jay Hansen, NAPA Date of Visit: May 23, 2012 Notes: Transportation industry event in Washington. Hatch, a conferee, and said, “I know, I know, we need to get the highway bill done.” Utah Executive Director, Reed Ryan, a former staffer, to delivered PAC contribution to Hatch on June 22. UAPA arranged an industry event with Hatch leading a roundtable discussion for 45 minutes for the Utah contractors.

Jeanne Shaheen (D-NH) Length of Service: 1st Term Committee/Relevance: Friend of Industry PAC Representative: Christian Zimmerman, Larry Major, John Hay with Pike Industries, An Oldcastle Materials Co. Date of Visit: July 20, 2012 Notes: Pike Industries, An Oldcastle Materials Co. hosted a plant tour for the Senator. Shaheen has been outspoken in her support for MAP-21 and the need for transportation investment. The Senator was clear that much more needs to be done in the next 2 years to address the revenue shortfalls that will only get worse with the expiration of MAP-21. She will continue to be a leader on this issue at home and in DC. Members of the local media met with the Senator after the tour and she give a 5 minute taped interview in which she related the importance of MAP-21 to global competitiveness, job creation, and safety. Member of Congress: Sen. Richard Shelby (R-AL) Length of Service: 5th Term Committee/Relevance: Appropriations Committee PAC Representative: Donald Davidson and David Stewart, Vulcan Materials Co. Date of Visit: July 29, 2012 Notes: Vulcan asked for support of this event located in Alabama. Shelby has been tapped to lead the fundraising effort for the key races in play for Senate control.

Pat Toomey (R-PA) Length of Service: 1st Term Committees/Relevance: Budget; Commerce, Science & Transportation PAC Representative: Owen McCormick, Joseph McCormick Construction Co. Date of Visit: January 12, 2012 Notes: NAPA's Pennsylvania State Director, Owen McCormick hosted an industry fundraiser for Sen. Pat Toomey in Erie, Pa. Attendees discussed the highway reauthorization bill and pressed Sen. Toomey for early action on a multi-year highway bill in the Senate.

David Vitter (R-LA) Length of Service: 2nd Term Committee/Relevance: Environment & Public Works PAC Representative: Don Weathers, Louisiana Asphalt Pavement Association Date of Visit: October 30, 2012 Prior Donations: Louisiana Asphalt Pavement Association hosted a luncheon for Senator David Vitter on October 30, 2012. A small group of contractors and suppliers from across the state were able to discuss national and local issues with the Senator and advise him of the need for sustained funding for highways and infrastructure. Vitter updated the group on national issues, the election, and possible future highway legislation.

Sheldon Whitehouse (D-RI) Length of Service: 1st Term Committees/Relevance: Environment & Public Works PAC Representative: Jay Hansen, NAPA Date of Visit: May 21, 2012 Notes: This was a small event, 12 people in attendance, at the home of Terry Lierman. The group talked about the President’s top five priorities – Whitehouse upset that transportation not on the list and how uncertainty in funding causes problems for industry.

Spencer Bachus (R-AL) Length of Service: 10th Term Committee/Relevance: Chairman of Financial Services & Friend of Industry EVENT ONE: PAC Representative: David Donaldson, Vulcan Materials Co. Date of Visit: February 21, 2012 Notes: David Donaldson met with the Chairman during an event hosted by the industry in February. EVENT TWO: PAC Representative: David Donaldson, David Stewart, Vulcan Materials Co. Date of Visit: October 16, 2012 Notes: David Donaldson spent a time with Rep. Bachus, who is grateful for the support. He addressed the upcoming election, House and Senate races, the adverse impact of over-regulation, particularly with respect to Dodd-Frank. Member of Congress: Rep. Lou Barletta (R-PA) Length of Service: 1st Term Committee/Relevance: Transportation & Infrastructure PAC Representative: Gary Hoffman, Pennsylvania Asphalt Pavement Association Date of Visit: July 3, 2012 Notes: Gary Hoffman attended a plant tour for Rep. Barletta and said, this Congressman “gets it”. He is a strong advocate for additional and sustainable revenue streams which meet the needs of the trust fund. Barletta stated over and over again that construction companies and workers spend and reinvest their income when there is assurance of a longer term transportation program, so the economy and tax receipts both grow. Member of Congress: Rep. John Barrow (D-GA) Length of Service: 4th Term Committee/Relevance: Energy & Commerce PAC Representative: John Hay, Oldcastle Materials Inc. Date of Visit: September 17, 2012 Notes: Oldcastle Materials and Vulcan along with other industry groups had a lunch with Barrow. The meeting included a small group of 7 people who had a great discussion on politics and the elections. They also discussed the need to address the nation’s infrastructure investment shortfall.

Brian Bilbray (R-CA) Length of Service: 7th Term Committee/Relevance: Friend of Industry, Energy & Commerce PAC Representative: Donald Daley Jr., California Commercial Asphalt Date of Visit: October 1, 2012 Notes: Don met with Rep. Bilbray at California Commercial Asphalt’s Carroll Canyon plant in October. They spoke a lot about reclaimed asphalt being used in mixes and recycled shingles. Member of Congress: Rep. Earl Blumenauer (D-OR) Length of Service: 9th Term Committees/Relevance: Ways & Means; Conferee PAC Representative: Jay Hansen, NAPA Date of Visit: April 18, 2012 Notes: At event Blumenauer asked for a tour of an asphalt plant and asked for Oregon contractors to be a part of his “transportation stakeholder group”. Member of Congress: John Boehner (R-OH) Length of Service: 11th Term Committees/Relevance: Speaker of the House PAC Representative: Kurt Bechthold, Payne & Dolan; Jay Hansen, Ester Magorka, NAPA Date of Visit: May 30, 2012 Notes: The Speaker addressed the group and updated them on the reason he appointed seven freshman from Transportation & Infrastructure to the conference committee (they have more energy) and stated that the highway bill was a priority despite not making it onto Cantor’s summer to-do list.

Larry Buchson (R-IN) Length of Service: 1st Term Committee/Relevance: Transportation & Infrastructure PAC Representative: Kevin Kelly, Walsh & Kelly Inc. Date of Visit: September 27, 2012 Notes: Vicki Kitchen, Build Indiana Council's Executive Director hosted the event for Bucshon. Bucshon spent two hours discussing MAP-21 and the work that needs to be done to address the future of the highway trust fund and the future of highway reauthorization. Larry is a transportation champion and has gained significant knowledge during his first term.

Member of Congress: Rep. Dave Camp (R- MI) Length of Service: 11th Term Committee/Relevance: Chairman, Ways & Means Committee PAC Representative: Jay Hansen, NAPA Date of Visit: July 19, 2012 Notes: This was a small industry event. Jay asked Chairman Camp if we could expect Congress to include additional revenues into the Highway Trust Fund when Congress deals with the fiscal cliff (sequestration) during the lame duck session. Some groups have been advocating for a gas tax increase as part of the “grand bargain.” Camp said absolutely not. Jay also asked him what revenue options should be on the table when the next Congress has to reauthorize MAP-21. Camp said both gas tax and vehicle miles traveled was off the table - he did not have any recommendations.

Member of Congress: Rep. Peter DeFazio (D-OR) Length of Service: 13th Term Committee/Relevance: Transportation & Infrastructure PAC Representative: Jay Hansen, NAPA Date of Visit: August 2, 2012 Notes: This was a small industry event. Rep. DeFazio recommended the industry do two things: one use the lame duck session as an opportunity to seek additional revenue in the Highway Trust Fund. It may not succeed but it will help build the case for the reauthorization and it is worth a try. The other recommendation is for the industry to back a fee on a barrel of oil to raise revenues for the next highway bill.

Charlie Dent (R-PA) Length of Service: 4th Term Committees/Relevance: Appropriations PAC Representative: Kim Snyder, Eastern Industries Date of Visit: May 5, 2012 Notes: Snyder met with Dent in the district. There was a large crowd. Jay Hansen also met with Dent in Washington for a meet and greet. Jay let him know the asphalt industry strongly supports him and appreciate his support in helping to pass a well-funded transportation bill. Member of Congress: Rep. John Duncan (R-TN) Length of Service: 13th Term Committees/Relevance: Chairman – Highways and Transit Subcommittee PAC Representative: Jay Hansen, NAPA Date of Visit: June 20, 2012 Notes: Jay attended the event at AGC townhouse co-hosted by ATSSA and NATSO. Duncan addressed the crowd of transportation construction lobbyists on the current state of the transportation bill. His door is open if the industry needs him and he is willing to speak at future meetings. Member of Congress: Rep. John Garamendi (D-CA) Length of Service: 10th Term Committee/Relevance: Natural Resources & Friend of Industry EVENT ONE: PAC Representative: Russell Snyder, California Asphalt Pavement Assn. Date of Visit: October 19, 2012 Notes: Teichert Industries and the California Asphalt Pavement Association hosted a very successful tour. Garamendi has ties to the industry so he knows it well. Garamendi’s new district has a lot of aggregate sources. The congressman was briefed on the many "green" aspects of asphalt, including recycling and the use of warm-mix asphalt. EVENT TWO: PAC Representative: Russell Snyder, California Asphalt Pavement Assn. and Robert Dugan, Granite Construction Co. Date of Visit: December 10, 2012 Notes: This event was held to help pay down Rep. Garamendi’s re-election win. The event was attended in district by Robert and Russell who had other transportation stakeholders present. Rep. Garamendi informed the group that he was getting back on the Transportation & Infrastructure Committee (after losing his seat in 2010 because of the committee rebalance).

Sam Graves (R-MO) Length of Service: 6th Term Committees/Relevance: Transportation & Infrastructure PAC Representative: Jay Hansen, NAPA Date of Visit: May 8, 2012 Notes: This was a small transportation construction industry event attended by AGC, Oldcastle, Caterpillar, ACEC, and the National Roofing Contractors Association. He wants to pass a good highway bill. He believes the bill has a 50-50 chance of getting out of conference, but doing nothing on a highway bill perpetuates the perception of a do-nothing Congress. Member of Congress: Rep. Frank Guinta (R-NH) Length of Service: 1st Term Committee/Relevance: Friend of Industry PAC Representative: Christian Zimmermann, Pike Industries Date of Visit: September 20, 2012 Notes: Jay attended a very small event with Frank Guinta. Frank appreciated the NAPA PAC support. Christian will meet with Rep. Guinta in his district to deliver the check. Guinta is on the Financial Services Committee and perhaps he can be helpful with an infrastructure bank during the reauthorization of MAP-21.

Member of Congress: Rep. Richard Hanna (R-NY) Committees/Relevance: Transportation & Infrastructure; Conferee PAC Representative: Kurt Bechthold, Payne & Dolan; Jay Hansen and Ester Magorka, NAPA Date of Visit: May 30, 2012 Notes: NAPA PAC co-hosted this event at the TCC Fly-In. Hanna spoke to the group about the status of the highway conference and stated that he doesn’t believe anyone should be applauding themselves once the highway bill passes – this is the job and they have been failing to do it – with 9 extensions, Congress must act now!

Duncan Hunter (R-CA) Length of Service: 2nd Term Committee/Relevance: Transportation & Infrastructure PAC Representative: Donald Daley Jr., California Commercial Asphalt Date of Visit: August 7, 2012 Notes: California Commercial Asphalt organized a plant tour with Rep. Hunter. On the tour they discussed highway funding, asphalt preservation, and various mixes. Daley thanked Hunter for his vote on MAP-21 and requested a second meeting which will be centered on reauthorization.

Member of Congress: Rep. Timothy Johnson (R-IL) (Retiring) Length of Service: 6th Term Committees/Relevance: Transportation and Infrastructure Committee PAC Representative: Marvin Traylor, Illinois Asphalt Pavement Association Date of Visit: February 24, 2012 Notes: Event was held by Illinois Road Builders. After the event Johnson announced his retirement. Member of Congress: Rep. Mike Kelly (R-PA) Length of Service: 1st Term Committees/Relevance: Friend of Industry PAC Representative: Owen McCormick, Joseph McCormick Construction Co.; Jay Hansen, NAPA Date of Visit: June 12, 2012 Notes: McCormick spent a morning touring his plant with Kelly followed by a fundraiser in McCormick’s home. Jay met with the Congressman’s chief-of-staff and legislative staff

Leonard Lance (R-NJ) Length of Service: 2nd Term Committee/Relevance: Energy & Commerce PAC Representative: Pete Kochek, Weldon Materials Inc. Date of Visit: August 14, 2012 Notes: Lance talked to employees about the recently passed two-year transportation bill and the ongoing struggle for Highway Trust Fund solvency. Weldon presented the congressman with a proclamation thanking him for his vote in favor of MAP-21 and for his work as a member of the House Energy and Commerce Committee.

Member of Congress: Rep. Jeff Landry (R-LA) Length of Service: 1st Term Committee/Relevance: Transportation and Infrastructure PAC Representative: Steve Warren, Warren Paving Inc. Date of Visit: September 6-8, 2012 Notes: The event was well attended. Rep. Landry is on the side of the highway industry. Landry wants to stop diverting the gas tax money into transit issues - instead funding road building and maintenance. Landry feels that if Congress demonstrates the government using responsible spending practices with gas tax revenues, there is a possibility of increased funding.

James Lankford (R-OK) Length of Service: 1st Term Committee/Relevance: Transportation & Infrastructure PAC Representative: Larry Lemon and Jay Lemon, Haskell Lemon Construction Co. Date of Visit: September 26, 2012 Notes: Larry, Jay and Kelly Lemon attended a reception with Congressman Lankford. They thanked him for helping get the transportation bill. Lankford discussed the sequester, elections, and taxes. He hopes Congress takes action in the lame duck, but says it will really depend on the elections.

Tom Latham (R-IA) Length of Service: 9th Term Committee/Relevance: Chairman of Appropriations PAC Representative: Jay Hansen and Ester Magorka, NAPA Date of Visit: September 20, 2012 Notes: This meeting was attended by many industry representatives. Rep. Latham had Rep. Bill Shuster attend as a special guest. The Representatives joked with the group that they have a strong working relationship and a friendship – which will help with the next transportation bill.

Member of Congress: Rep. Rick Larsen (D-WA) Length of Service: 6th Term Committee/Relevance: Transportation & Infrastructure Committee PAC Representative: Jay Hansen, NAPA Date of Visit: July 25, 2012 Notes: Oldcastle PAC organized a small industry event for Larsen. He had two messages to deliver to the industry. The first is to think about what it would take to develop a consensus around funding in the next reauthorization bill. Larsen asked that the industry think about the politics of what we are proposing in the next reauthorization bill. The second message Larsen delivered was around the fiscal cliff (sequestration) that will take affect if Congress does not act by Dec. 31. The industry needs to highlight the impact sequestration would have on the transportation construction industry. Even though Highway Trust Fund programs are exempt, the industry could still be impacted. While sequestration is a bad situation, there are no plans coming together in Congress to replace sequestration with another deficit reduction plan.

Member of Congress: Rep. Doris Matsui (D-CA) Length of Service: 4th Term Committees/Relevance: Energy & Commerce PAC Representative: Robert Dugan, Granite and Russ Snyder, California Asphalt Pavement Association Date of Visit: May 24, 2012 Notes: Granite and Teichert Aggregates hosted this event in Matsui’s district. She supports the passage of the surface transportation bill as soon as possible. She’s a big supporter of infrastructure investments in general, particularly flood control (a big issue in her district). Matsui believes that we all need to work together to raise the level of awareness on transportation funding.

Member of Congress: Rep. Richard Neal (D-MA) Length of Service: 12th Term Committees/Relevance: Ways & Means PAC Representative: Janet Callahan, Palmer Paving Corp. Date of Visit: June 13, 2012 Notes: Richard is very supportive of the highway program and a senior member of the House Ways and Means Committee. If the industry has an issue to raise, Richard has an open door. Member of Congress: Rep. Kristi Noem (R-SD) Length of Service: 1st Term Committee/Relevance: Friend of Industry PAC Representative: Jason Duininck, Duininck Inc. Date of Visit: September 16, 2012 Notes: Jason Duininck and his father, Harris Duininck attended this two-day event for Rep. Noem. Kristi knows the Duininck’s well and spent several hours discussing various topics. Jason and Harris encouraged Rep. Noem to contact them at any time should she have any questions related to transportation. They also discussed the recent passage of MAP-21 and Kristi indicated her willingness and support for the industry and that she was happy that legislation was able to pass.

Member of Congress: Rep. Tom Petri (R-WI) Length of Service: 17th Term Committees/Relevance: Transportation and Infrastructure Committee PAC Representative: Jay Hansen, NAPA Date of Visit: March 9, 2012 Notes: Strong advocate for transportation. This was a small transportation construction industry event in Washington DC. Jay has a relationship with the Congressman and his staff.

Nick Joe Rahall (D-WV) Length of Service: 18th Term Committees/Relevance: Ranking Member, Transportation & Infrastructure Committee; Conferee EVENT ONE PAC Representative: Jay Hansen, NAPA Date of Visit: March 1, 2012 Notes: This was a small transportation industry event. Rahall is frustrated that Mica is not working with him on the House highway bill – H.R. 7. EVENT TWO PAC Representative: Pat Parsons, Asphalt Pavement Association of West Virginia Date of Visit: October 3, 2012 Notes: Rahall is in full campaign mode – lots of outside spending and he appreciated the support. Rahall attended APA WV’s annual meeting and spoke at their business session. Congressman Rahall has always been a strong supporter of transportation and infrastructure in general, and specifically highway funding. Member of Congress: Rep. Tom Reed (R-NY) Length of Service: 1st Term Committee/Relevance: Ways and Means PAC Representative: Jay Hansen, NAPA Date of Visit: September 21, 2012 Notes: The Tom Reed event was very small. Jay thanked him for his support with his drafting of the Reed-Ribble letter calling the Speaker for passage of a multi-year highway bill. Jay urged him, as a member of the Ways and Means Committee, to work on shoring up the Highway Trust Fund during the debate on a tax reform bill. Reed is a believer in investing in our infrastructure.

He said he did not think Congress will come up with a so-called “grand bargain” to replace sequestration. He thought Congress would enact legislation however to extend the Bush tax cuts for another year. He believes the legislative agenda for the rest of the year is fading fast. This fundraiser had a lot of equipment manufacturers in attendance.

The Congressman is a strong advocate for maintaining good transportation infrastructure with adequate, sustainable funding resources at both the national and state level.

Date of Visit: November 2012 Prior Donations: Notes: A NAPA PAC check was sent to the candidate who ran in a slightly Democratic leaning district. Mr. Tavaglione is a moderate Republican whom is supportive of transportation issues, unfortunately he lost his election bid.

Pat Tiberi (R-OH) Length of Service: 6th Term Committees/Relevance: Ways & Means PAC Representative: Jay Hansen, NAPA Date of Visit: July 12, 2012 Notes: Pat Tiberi represents the Columbus, Ohio area and is well acquainted with the industry. NRMCA was the host for this small industry event. Rep. Tiberi said being a conferee on the highway bill was very helpful to him in understanding the issues and need to find more funding for the program. While he is not ready to state specific revenue options he would support, he understands the need to find revenue due to his position on the Ways and Means Committee. He asked for help with “out-of-the-box” ideas on paying for the next highway bill that he could support.

Chris Van Hollen (D-MD) Length of Service: 5th Term Committees/Relevance: Ranking Member, Budget PAC Representative: Michael Day, F.O. Day Date of Visit: June 29, 2012 Notes: Michael Day went to a Washington D.C. event for Rep. Van Hollen. He talked to Van Hollen after the event and delivered the industry’s message. Van Hollen was aware of the transportation issues and the need for certainty within the industry. Member of Congress: Candidate Jackie Walorski (R-IN) Length of Service: N/A Committee/Relevance: Friend of Industry PAC Representative: Kevin Kelly, Walsh & Kelly Inc. Date of Visit: September 5, 2012 Notes: Kevin met with Jackie and her Finance Director, Rudy Yakim. She has a strong organization in place, and is getting help from national players like Majority Leader Rep. Eric Cantor (R-VA). Jackie and Kevin discussed the need to change the approach to highway funding in the next reauthorization. She agrees that the federal government plays a role highways and infrastructure and she wants to see a proper investment in the system to ensure America remains an economic superpower.
