The Executive Development Program (EDP) is among the key features of the Philippine Higher Education Career System (Phil-HECS), a system envisioned to recruit, select, and develop senior executives in the Philippine higher education sector based on merit. The program aims to prepare candidates for the unique demands of leading a State University and College and serves as a venue for them to dialogue and address critical issues in higher education and to be developed as executives who are able to recognize, understand, and respond to various forces and changes that their institutions would face. This year the Phil-HECS hopes to complete its initial run of the EDP and produce its first batch of Higher Education Career Officers. The program aims to prepare candidates for the unique demands of leading a State University and College and serves as a venue for them to dialogue and address critical issues in higher education and to be developed as executives who are able to recognize, understand, and respond to various forces and changes that their institutions would face.

This year the Phil-HECS hopes to complete its initial run of the EDP and produce its first batch of Higher Education Career Officers.

Deadline for submission of applications is on 20 June 2016.

The program is designed for experienced administrators—with or without background in higher education—who hold a doctorate degree and who aspire to become leaders in SUCs. The program is open to applicants from State Universities and Colleges, other agencies of government and private sector.

The program will run for a total of five months and consists of residential trainings, community engage-ment activity, and design and implementation of an experiential innovation project. It will culminate in a colloquium where candidates will present the results of their project.

Being able to recognize and maintain one’s values, communicate effectively, and navigate the many

responsibilities and pressures that a higher education leader would face.

Being able to inspire and ignite the passion and enthusiasm of stakeholders and constituents. This involves

mobilizing them through a shared vision and ensuring their strong commitment to reinventing their HEI to

be at par with leading institutions.

Being able to recognize, understand, and analyze complex and multidimensional issues and concerns, generate creative solutions, and map out strategies that provide numerous alternative paths that result in sound judgments and clear processes.

Being able to promote and sustain a culture of learning in the HEI, build a community of scholars who cherish academic freedom, initiate innovations in diverse academic fields, ensure quality of instruction and research, deliver relevant and timely extension work, and develop the full potential of the individuals who contribute to the institution’s success.

Being able to generate new assets while protecting and efficiently utilizing what is readily available. It also means having the ability to prioritize the most pressing needs and important programs of the HEI, and ensure that government policies, rules, and procedures are closely followed.

Anchored on these six competencies, the program aspires to produce innovative, accountable and highly competent education managers who will steer public higher education towards achieving the goals of the Higher Education Reform Agenda.

Being able to build and cultivate work relationships based on mutual trust and respect and to balance the interests of all the various stakeholders of the institution.
