* European Community / Hashemite Kingdom of Jordan Programme* Jordan Enterprise Development Corporation as Executing Agency * First pilot programme focusing on the Services sector * Programme specific objectives:

Business up-grading Export development Finance engineering

Policy recommendations * Total budget 16 million EUR (EC 15 + HKJ 1) including:

6 million grants for private sector2 million Loan Guarantee Fund for private sector

* Programme duration: 4 years (2008-2011) (3 years for contracting + 1 year final implementation)

JSMP Specific Objective Related to the Consulting Services Sector:

1. Developing and further strengthening local consulting capacities to support service sector development.

2. Links and networks, both at national and international level, of firms operating in service sector are developed and strengthened

3. Export capabilities and actual exports of services are heightened

* Principle: system allowing a quick mobilisation of experts within already established EU procedures

* Potential users: grants beneficiaries + JEDCO* Eligible sectors: Services and Manufacturing

JSMP, Building Enterprise & Export Sectors (JUMP 2) and JSMP 2

* Selected companies/consortia sign a 0 EUR value contract with JE as JE MFWC contractors

* JE MFWC contractors are consulted by the grant beneficiaries according to the following process:

From preliminary Company Needs Assessment:1/Preparation of Terms of Reference2/Launching of a Request for Services3/Consultation of three MFWC companies on the basis of

standard Terms of Reference (2 weeks)4/Selection of the best value offer by the user 5/Contracting and start of the work by experts6/ Advance payment (80%) to the grant beneficiary of

which they pay the contractor.7/ Evaluation of the assignment 8/ Final payment to the contractor based upon actual

expenditures

• 7 Lots , each including a list of specialized areas where the applicant must demonstrate a core capacity in. These are: • Lot 1 – Marketing and Marketing Organisational & Development Strategies •Lot 2 - Business Coaching and Management•Lot 3 - Information Technology support and management software •Lot 4 - Quality Standards •Lot 5 – Macro-Economy, legal and regulatory assistance •Lot 6 - Interpretation, translation, training in foreign languages•Lot 7 – Audit, assistance to procurement, monitoring & evaluation and training on EC external aid rules

• Legal assistance, regulatory environment, export marketing & financial issues , commercial law, in international Joint Venture operations, in International Dispute Resolution, in Patent and Intellectual Property Rights • (Cross) sectoral policies and reforms & macro-economic studies• External trade policy• Competition policy• Institutional building training and research • Awareness raising, advocacy, partnership, etc.

Selection criteria: Economic and financial capacity of candidate Lots 1, 6, 7: annual TO exceeds EUR 50.000 per year, over last 3 years (2006-2008) Lots 2, 3, 4 and 5: annual TO exceeds EUR 75.000 per year over last 3 years (2006-2008)

Professional capacity of candidate Legally established office + at least 5 staff At least, 1 staff in Jordan office being fluent English and Arabic At least, 3 staffs as permanent staff in 2008 in the specific field of the lot

Technical capacity of candidate Last 5 years at least 3 successful projects of which 1 achieved

Minimum budget of each project EUR 7.000 At least 1 project implemented in the ENPI South region
