1991
DEGES ( Deutsche Einheit Fernstraßenplanungs- und-bau
Gesellschaft GmbH) is a management company for the
realization of infrastructure projects.
DEGES was founded at 01.10.1991 for the realization of the
„Verkehrsprojekte Deutsche Einheit Straße“ (after the
reunification, the major part oft the motorways in the new
federal countries had to be rebuilt).
The shareholders of DEGES are the Bund(esregierung) and
those federal countries which have joined the company.
DEGES works as service provider for these countries.
Since 1991 Deges has built about 1400 km motorways
amounting to costs of 11 Mia €.
Besides the 5 new federal countries further seven countries
have joined the DEGES up to 2015.

no specifications (only for permanent bi-directional traffic)
RAA (Pkt. 8.5.2):
„Eine 4+0 Verkehrsführung wird wegen des erhöhten Aufwandes für Belüftung und Beleuchtung bei Gegenverkehrsbetrieb nicht grundsätzlich gefordert, ist im Bedarfsfalle aber möglich. Die Sicherheit für den Tunnelnutzer ist dann auf der Grundlage der RABT nachzuweisen“ (= the safety for the tunnel user has to satisfy the conditions of the RABT).

• Separation of the traffic directions by protection barriers
• Traffic surveillance and management for bi-directional traffic
• Emergency cross passages in short distances (60m)
• Shortening detection time using video
• Shortening breakdown disturbances by rescue crew
• Optimization fire rescue
• Special ventilation system (smoke extraction system)
• Automatic fire fighting system
• Emergency exits on both sides or rescue tunnels
• Special ventilation or constructional measures during execution period

Suggestion for an Addition of the RABT 2006:
RABT Pkt.4.3: Temporary bi-directional traffic in one tunnel tube.
Complete compliance with the conditions for permanent bi- directional traffic in one tunnel tube is not necessary if the time period of the bi-directional traffic is limited. Actions of risk reduction can be considered according to the limited time period and the conditions of the individual case. Cost efficiency must be taken into account.
RABT Pkt. 6.1.3: Emergency cross passages.
Short distances between the emergency cross passages can be an efficient action for safety enhancement.
