History

Elizabeth City State University was founded on March 3, 1891, when House Bill 383 was enacted by the North Carolina General Assembly, establishing a Normal School for the specific purpose of “teaching and training teachers of the colored race to teach in the common schools of North Carolina.” The Bill was sponsored by Hugh Cale, a black Representative from Pasquotank County. Between 1891 and 1928, curricula and resources were expanded under the leadership of Peter Wedderick Moore. Enrollment increased from 23 to 355 and the faculty from 2 to 15 members by the time Dr. Moore retired as President-Emeritus on July 1, 1928. Under the leadership of John Henry Bias, the second president, who served from July 1, 1928 until his death on July 15, 1939, the institution was elevated from a two-year normal school to a four-year teachers college in 1937. The institution’s name was officially changed to Elizabeth City State Teachers College on March 30, 1939, and the mission was expanded to include “the training of elementary school principals for rural and city schools.” The first bachelor of science degrees (in Elementary Education) were awarded in May 1939. A vocational-technical program was organized in 1957. Curricular offerings were expanded between 1959 and 1963 from a single elementary education major to 12 additional academic majors. Currently, ECSU offers 37 baccalaureate degree programs in the basic arts and sciences, and selected professional and pre-professional areas, and selected master’s degree programs through four schools--the School of Arts and Humanities; the School of Business and Economics; the School of Education and Psychology; and the School of Mathematics, Science and Technology. The college was granted full membership in the Southern Association of Colleges and Schools in December 1961. Its accreditation has since been reaffirmed. The name changed from Elizabeth City State Teachers College to Elizabeth City State College by the General Assembly in 1963. Effective July 1, 1969, the college became Elizabeth City State University. In 1971, the General Assembly redefined The University of North Carolina system with all sixteen public senior institutions, including ECSU, becoming constituents of The University of North Carolina, effective July 1972. When ECSU first began operation on January 4, 1892, with 23 students, it did so in rented quarters with a budget of $900. In the fall 2006, the university made history with its highest enrollment ever of 2,681 students. Today, the faculty and student body are increasingly multicultural. The library contains over 199,880 books, 487,732 microforms, 77 databases, 1297 sound recordings, 390 videotapes and films, and 1,735 serials and subscriptions. There are 862 acres of land, of which 200 represent the campus proper. As of December 2006, 15, 805 degrees, undergraduate and graduate, have been conferred. As ECSU’s history continues to evolve, highlights of the last decade include: a doctor of pharmacy degree in collaboration with UNC-Chapel Hill (August 2005) and the first four master’s degree programs in Elementary Education (January 2000), Biology (August 2003), Mathematics (August 2004) and School Administration (December 2006); six new baccalaureate degree programs—Marine Environmental Science and Social Work (August 2000), Communications Studies and Aviation Science (August 2002), Pharmaceutical Science (August 2003), and Graphic Design (September 2004); U.S. News and World Report ranking ECSU in the category of “Top Public Comprehensive Colleges” in the south as number one (2004) and number three in 1999, 2001, and 2002, and 2005; The Education Trust national report recognizing ECSU in 2004 and 2005 for its high performance graduation rate; NCAA Foundation and USA Today ranking ECSU in the top 10 of Division II colleges for the graduation rate of its student-athletes (2001 and 2002); In 2000, ECSU began design of additional capital projects using the $46.3 million secured from the statewide Higher Education Bond Referendum completing the Physical Education/Field House (2003), University Suites, a new residence hall (2004), and a Student Center (2005). Also, Viking Village – student housing adjacent to campus resulting from a university-private partnership – was completed in September 2004. In July 2004, the NC General Assembly passed legislation for ECSU to receive $28 million to construct facilities for a pharmacy program. In 2006, major renovations began and are underway at Lane Hall and Mitchell-Lewis Hall.

(Continued) Other renovations include Moore Hall, the Chancellor’s Residence and new parking lots on the campus and at the Chancellor’s Residence. Two new 2007 Van Hook Motor Coaches were purchased in fall 2006. The fundraising goal of $3,500,000 has been achieved with a target of $4,000,000 to be raised by the end of the fiscal year. In November 2006, ECSU was named a Teaching Fellows Institution, one of four new schools admitted to the program in the state of North Carolina. The Viking Football Team was CIAA Eastern Division Champions in 2006 and the championship game was played on the campus of ECSU – a first in the history of the university. A formal ring ceremony was held honoring the Champions – another first. The Women Viking Basketball Team becomes the 2006-2007 CIAA Eastern Division Champions with the Men Vikings Team defeating Virginia Union, 63-60, to win the 2007 CIAA Men’s Basketball Championship.. Historic Location Located in the historic Albemarle area near the mouth of the Pasquotank River, Elizabeth City State University offers students the opportunity to receive an excellent education while enjoying a wide variety of recreational and cultural amenities. Favored by a mild climate and proximity to the world renowned Outer Banks recreation area, Elizabeth City State University can supply ingredients that help make student living and learning both exciting and fulfilling. In addition, the university offers students a variety of social programs, cultural programs, religious and musical organizations and clubs. Honor and Recognition societies, as well as fraternities and sororities are also available to students. Also, there is a variety of athletic sports events. Students may also wish to take advantage of the historical sites in the greater Albemarle and southeast Virginia areas. Williamsburg, Jamestown, Roanoke Island, Yorktown, several ante bellum plantations, beaches and waterways are among sites within an easy drive from the campus. United States Highways 17 and 158 make the city and the university easily accessible by automobile. There are also city bus routes, hotels and motels available to accommodate overnight visitors, and the university is just over an hour's drive from the Norfolk (Virginia) International Airport. The university is situated on 114 acres which represent the campus proper. Another 68 acres comprise the former farm on Weeksville Road (N.C. 34); a 639-acre tract in Currituck County helps preserve the nation's diminishing wetlands and provides for educational research; and 35 acres serve residential or expansion purposes. There are also small sites in Utah and Virginia used, respectively, for geological instruction and institutional enhancement.

Mission Statement Elizabeth City State University, a constituent institution of The University of North Carolina, offers baccalaureate programs in the arts and sciences, professional and pre-professional areas, as well as, master’s degrees in selected disciplines. Originally an institution for African-American students, the university’s rich heritage provides a strong background for its increasingly multicultural student body. By providing a challenging, student-centered learning environment, the university prepares its students for responsible participation and leadership in an ever-changing world. Through teaching, research, and community outreach, the university is a valuable resource for developing the intellectual capital of the state and the nation and for addressing the environmentally sensitive economic needs of northeastern North Carolina.

ECSU Points of Pride Facts/Achievements

FALL 2006 ENROLLMENT HIGHEST IN HISTORY. The fall 2006 student enrollment of 2,681 represents the highest enrollment in the 116-year history of the university. ECSU enrolled 539 new freshmen and 189 new transfers.

SPRING 2007 ENROLLMENT SETS SPRING ENROLLMENT RECORD AND ESTABLISHES THE SECOND

HIGHEST ENROLLMENT IN THE HISTORY OF ECSU. The spring student headcount of 2,566 sets another all-time record for student enrollment for the spring term.

ECSU BOARD OF TRUSTEES CHARTERS THE ECSU BOARD OF VISITORS. The 48-member Board of Visitors was

established to advance the university’s position by sharing the expertise and knowledge of the combined membership. The intent is to share opinions, desires, needs and expectations of the community, as well as to facilitate and increase services, strengthen performance, and enhance perceptions of ECSU.

HOMEGROWN TEACHERS: ECSU has partnered with Halifax Community College and the College of the Albemarle-

Mateo to encourage community college graduates to complete two additional years of courses and earn their bachelor’s degree from ECSU. ECSU offers the final two years of courses on site as a convenience in order to eliminate a lengthy commute for those working full-time adults.

ECSU AWARDED $350,000 FROM HUD TO HELP REBUILD GULF COAST IMPACTED BY HURRICANE

KATRINA. HUD Secretary Alphonso Jackson awarded ECSU $350,000 in its newest initiative, Universities Rebuilding America Partnership. ECSU was one of nine HBCU universities that shared in the $5 million initiative.

ECSU CREATES MILLIONS IN SPENDING FOR THE LOCAL ECONOMY. ECSU’s impact on the local economy is

worth more $100 million annually, according to an economic impact study conducted by the Raleigh-based law firm Smith Moore LLP, formerly Holt, York, McDarris & High. That money included $45 million that ECSU spent from its annual operating budget, plus money the University spent on capital improvement projects. In addition, of the 15,906 people who held jobs in Pasquotank County, ECSU accounted for 1,500 of those jobs, or 1 out of every 10.

40 ECSU STUDENTS TRAVEL TO AFRICA TO STUDY THE MEDICINAL USES OF PLANTS. Dr. Ephraim Gwebu,

professor of biochemistry, received a four-year grant for $875,448 from the National Institutes of Health (NIH). The grant will fund international research, lab supplies, and travel costs for 10 students a year to Botswana and South Africa where students will be able to study plant extracts in the wilds of Africa for their potential uses in treating serious diseases like Alzheimer’s and prostate cancer.

ECSU AWARDED $3 MILLION FOR AFRICAN EDUCATION INITIATIVE. The U.S. Agency for International

Develop0ment (USAID), under the Foreign Assistance Act of 1961, has awarded $3 million to ECSU for the Textbook and Learning Materials Program. ECSU will work with Senegal. Under the leadership of Dr. Johnny Houston, the three-year grant period is October 1, 2005 through September 30, 2008.

ECSU AWARDED $2 MILLION GRANT BY THE NATIONAL SCIENCE FOUNDATION TO STUDY GLOBAL

WARMING. ECSU, the University of Kansas, and other institutions received a $26 million grant from the National Science Foundation (NSF) to conduct a joint study of changes in global climate. Under the grant, Jerome Mitchell, a junior computer science major from Chesapeake, Virginia, flew to McMurdo Station, Antarctica, in December 2005 for six weeks to research global warming.

ATHLETICS. Football: The 2006 football Vikings had its best record since 1981 and won the CIAA southern division

championship. In the NCAA Division II playoffs played at Roebuck Stadium, the Vikings succumb to Delta State by the score of 17-10. Head Coach Waverly Tillar was named “CIAA Coach of the Year.” Five first year players were named to the CIAA All-Rookie Team. Basketball: Celeste Trahan, a 6-2, Junior, Center, Elizabeth City State University Lady Viking from Stockton, CA is the 2007 CIAA Women's Basketball Player of the Year. Celeste ranks 4th in the nation in rebounds with 12.4 rpg. and 8th nationally in blocked shots with 2.7 bkpg. Trahan also leads the conference in scoring (19.5 ppg) and rebounding. Deanna Price rounds out the women's honors as 2007 Defensive Player of the Year. This is Deanna's second year in a row as Defensive Player of the Year. Price, a 5-7, Senior, Guard from Washington, DC tops the nation with 4.9 steals per game and ranks second in the conference in assists, 5.5 apg. On the men’s side, ECSU defeats VU to win the 2007 CIAA championship. C. J. Pigford, a senior from Washington, D.C., and Anthony Hilliard, a sophomore from Fayetteville, NC, made the All-CIAA team. Baseball: Carlos Gutierrez was named to the 2006 North Carolina All-State Division Baseball Team to add to his two-Time CIAA Player of the Year awards. He signed professional contracts with the Oakland Athletics. Golf: Coach Lavern Jones was voted 2006 CIAA Golf Coach of the Year. Coach Jones coached Dustin Boothe who received the CIAA Golf Player of Year award.
