Nobuyo Kasuga earned her M.A. from Ochanomizu University and her M.D. from the School of Medicine, Jikei University. She specializes in stress management in the f ie ld o f psychosomatic medicine. Since she became assistant professor at the Shibaura Institute of Technology, she has been researching the role of human behavioral factors, such as driver psychology, in the field of traffic safety. She is also visiting researcher at the Advanced Research Institute for Science and Engineering, Waseda University, visiting researcher at the National Traffic Safety and Environment Laboratory, and chairperson of a Research Committee on Traffic Safety and Related Mental Factors.

The key to bringing about a signifi-cant decrease in the number of traffic accidents lies in driver education re-form. What are the factors necessary to implement this reform?The first factor is the "awareness"-oriented motivation which is an es-sential part of the "Safety Drive" pro-gram. In order to motivate drivers to adopt "Safety Drive" principles they are first made more aware of the risks they face while driving and their own personal driving habits and character-istics. Through this increased aware-ness, drivers are then able to internal-ize the risks they face. The second factor is recognizing that the con-cepts of "Eco Drive" and "Safety Drive" are inter-related, which then provides extra motivation for people to drive safely since smooth and safe driving without any sudden starting or stopping not only improves fuel consumption but also contributes to the improvement of environmental quality. These combined of benefits are expected to play a vital role in motivating more people to drive the "Safety Drive" way.

Making a conscious effort to adopt this sort of driving attitude is called the "Eco Drive" way. According to the data obtained before and after it was adopted, "Eco Drive" not only contributes to an improvement in fuel efficiency and environmental quality but also to a reduction in traffic accidents. Reducing traffic accidents is a societal challenge which companies that use automobiles must address and commit themselves to when implementing proactive preventive measures.

Effects of automobiles on the environment

With the rapid increase in petroleum consumption over the past 100 years, the average temperature of the Earth's surface has increased by 0.3 - 0.6oC. It is expected that, if this increase in global warming continues, the average temperature will rise by 2 - 4oC over the next 100 years and that the sea level will consequently rise by 50 cm, causing serious problems for the inhabitants of lowland areas.The people of Tuvalu, a reef-fringed island nation in the South Pacific, suffered serious problems from February to April when a high spring tide produced waves which flooded over coastal areas and caused seawater to gush from the ground. Any increase in global warming poses a crucial threat to low-lying countries because of the consequent risk that they may be submerged.In addition, global warming has already caused many abnormal weather conditions and changes in the global ecosystem, requiring urgent, worldwide countermeasures.

Greenhouse gases cause global warming and the largest source of greenhouse gasses is the use of fossil fuels. The increase in CO2 emissions is the most serious problem. In particular, the amount of CO2 emitted from automobiles is still on the increase and bringing about a reduction in fuel consumption is the largest challenge facing us.

On February 16, 2005, the Kyoto Protocol was entered into as the first step towards the adoption of global warming prevention measures. The Kyoto Protocol requires the developed countries to reduce emissions of 6 kinds of greenhouse gases by 5.2%, overall. Japan is required to achieve a 6% reduction. If these reduction targets are not achieved, penalties are expected to be imposed within the new framework which will come into effect after 2013.

Infrared radiation emitted from the Earth's surface radiates into space and cools the planet. The types of gas that are impenetrable to infrared radiation (such as CO2, methane and CFCs) are called greenhouse gases.

A very small amount of vapor or CO2 in the air absorbs infrared radiation emitted from the Earth's surface and this warms the atmosphere. This is called the greenhouse effect because the vapor and CO2 act like the glass used in greenhouses.

The 1st "Eco Drive" Contest was held during Air Pollution Control Promotion Month in June 2004.

"Why can't you cut the number of car accidents by the drivers in your department?" This was an eye-opening question for me.The car accident rate in my department once accounted for 40% of our company's total. This question from the President was the reason why we started the "Eco & Safety Drive" program. The first action I took was sending the managers responsible for the external training involved in the "Eco & Safety Drive" program to learn how to exercise leadership because it is these

managers who work most closely with the drivers. Then, we prepared an illustrated manual with many photographs and produced a film about the "Eco & Safety Drive" program, using a home video camera. The key to successfully implementing the "Eco & Safety Drive" program was the utilization of the traditional KYT (Kiken Yochi Training) Risk Prediction Training system. With the successful implementation of the "Eco & Safety Drive" program as our goal, we then sought to reduce the burden on drivers as well as to vitalize the system. When preparing fuel consumption data, we tried to be unbiased and objective and to fill out all forms in full. The

monthly data report reveals the table of fuel consumption for all vehicles. It encourages employees to strive to do better and to ensure the program's ongoing sustainability. We have also created a reward system in which employees without any accidents or with an excellent achievement record in fuel consumption improvement receive an award acknowledging their motivation and initiative. As a result of these efforts, the number of car accidents was halved while fuel consumption improved by about 10%. Although it is often said that there is no miracle cure to prevent car accidents, I believe that the "Eco & Safety Drive" program has, like a Chinese herbal medicine, proven to have slow but effective healing power.

Efforts to promote the "Eco & Safety Drive" program

In 2004, the 1st "Eco Drive" Contest was held under the auspices of the Ministry of the Environment and the Environmental Restoration and Conservation Agency. It was established as a new project during Air Pollution Control Promotion Month, involving Tokyo prefecture and the cities of Sapporo, Kawasaki, Nagoya and Kita-kyushu.The aim of the contest was to promote air pollution control by raising the awareness of drivers and to help spread "Eco Drive" activities throughout Japan. From among the 285 business establishments (19,034 vehicles in total) participating, one company was selected as the winner of the best performance award, four companies won the outstanding performance award and 10 companies won the honorable performance award.

What are the benefits of the "Eco & Safety Drive" program?

At first I thought "no way, it is impossible to do such a thing as Eco Drive" and thought it was just being carried out for company cost reduction purposes. But I now realize that it has more benefit to me than to the company because it helps reduce accidents and serves as a cushion in mind when driving.

The "Eco Drive" philosophy is a type of environmentally friendly driving. Although every company talks about it these days, only a few companies actually do it. I am proud that I work for an "Eco Drive" company.

Since we started to hold monthly "Eco Drive" meetings, I have had more conversations with people to whom I had rarely talked before (especially the managers).

I used to be worried that I would not be able to keep delivery schedules for customers if I drove the "Eco Drive" way. But I was surprised to find that there wasn't much difference in delivery time even after adopting "Eco Drive".

To be honest, at first I had no interest in "Eco Drive". But one day I found out that my driving attitude had changed and that my fuel consumption had improved quite a bit.

It was difficult for me to get used to but now it's all right. Now I feel scared when driving at high speed. There are almost no situations I feel frightened or startled.

"Eco Drive" made me realize that speeding without any particular reason is no longer acceptable.

I am happy that the accident rate has decreased since my company implemented the "Eco Drive" program.

I simply feel happy that I can make a contribution to countering environmental problems by participating in the "Eco Drive" program.

As I got used to starting and stopping more smoothly, I found I got broader view. Now I can see what is going on around me much better than before.

Before I started "Eco Drive" I often felt frustrated while driving and this contributed to my bad attitude towards customers. But since I started "Eco Drive" I am less frustrated and this has enabled me to deliver products to customers in a good mood with a smile on my face.

Our major goal is the promotion of the environmental basic action plan which is a voluntary industry initiative supporting our goal "to become a more eco-friendly company".Our actions are specific and effective. For example, each sales person voluntarily proclaims the "Eco Drive" program's goals before roll call. In addition, employees fill out the daily "Eco & Safety Drive educational report" describing the progress they have made.In weekly and monthly "Eco Drive Promotion Meetings", we hold an overall evaluation of environmental topics such as automobile safety inspections, inspection for idling stop, ensuring that driving is carried out at an economic speed and maintaining a constant speed. As a result, we have achieved maximum impact on the educational aspects of eco-friendly driving as well as on traffic accident prevention. We are also among the first organizations to introduce natural gas-powered cars and we are now striving to promote the "Eco Drive" program even further.

All member companies of the Tokyo Route Truck Conference Association and the Kanto/Koshinetsu Area Association of the Japan Long Haul Trucking Association are committed to implementing the "Eco & Safety Drive" program as a part of their corporate social responsibility (CSR) activities designed to improve traffic safety and reduce the environmental burden. In 2004, we started "training sessions for Eco Drive leaders" for each branch playing a key role in promoting the "Eco Drive" program. Since 2005, we have been providing participating member companies with a promotional program.According to the reports received from member companies since they joined the "Eco Drive" program, as well as from meetings held to establish rules for maintenance and checkout procedures and to exchange opinions, many companies have noted significant reductions in both fuel consumption and the number of traffic accidents. We encourage all members to obtain accreditation for green management (from the Land, Infrastructure and Transport Ministry) and accreditation as a company with excellent safety practices (from the Japan Trucking Association) in the training of "Eco Drive" leaders.As a route truck operator, we will further promote the "Eco & Safety Drive" program as a model for the transportation industry.
