this major change is called the decentrali-zation which will: 1. Create less regulatory pressure for the citizens. inhabitants with complex needs now have one local contact for their social affairs. 2. Simplify the budget for municipalities for tasks in the social domain.

half of the available municipality budget will be allocated to the social domain, and exceeding this budget will have immense consequences for the financial position of the municipality and those responsible for the budget. the transition goes hand in hand with a billion euro budget cut, facing municipalities with the major challenge to do more with less.

one family – one Plan – one coach

in their new role, the municipalities will have total control over the social domain. they need to help families retain an overview by jointly creating a family plan, assisted by community workers: ‘1 family – 1 plan – 1 coach’. new it functionality is needed to improve municipal services to the community and also stimulate a high level of self-ser-vice and self-participation by the citizens in their social environment in order in order to accomplish and run the decentralization within budget. the coach requires the right information at the right time which means that there has to be an exchange with data from central agencies, stakeholders, judicial authorities, other municipal systems, certified and mandated care organizations and many other partners in the network.

the objective of Social affairs, a business unit of PinkRocccade, was to be the first in the market with services that empower munici-palities to carry out the decentralization and give them the tools to fulfill and realize this challenge with confidence. in a relatively short time span, apps had to be created that seam-lessly fit the different roles within the social domain: from family members to professional care providers, to the coach. the solution had to contain the necessary coupling to cen-tral information from different sources and pro-actively inform users on relevant events through notification.. and security and privacy were of the essence with the option for each municipality to arrange their own security lev-els for information sets. Plus the functionality and data had to fit seamlessly into the existing architecture of the municipalities enabling maximum use of all existing solutions.

conTinuous focus To meeT The objecTives

the business plan laid the foundation and included budget, timelines, go/no-go sce-narios and five launching customers by Q3 2014 with concept validation moments dur-ing the development. this was all according to the CSi new initiative principles. for the initiative to be finished within the tight timeframe, within the budget and within scope, Social affairs turned to longtime partner Yonder to take full responsibility for the development.

The Discovery Phase. it started with the discovery phase where a Yonder team, consisting of the delivery manager, uX designer and Requirements analyst, visited PinkRoccade and were joined by the iSocial affairs Product manager and enterprise architect to further extend their specific vertical domain knowledge. the group created a mind-map of possible features and apps for the product and a high level project plan.

The creaTion anD imPlemenTaTion Phase. in order to ensure customer adap-tation within the short time frame, Yonder created clickable front-end apps that Social affairs validated with the munici-palities. these received positive feedback creating a clear ‘go’ situation. the project plan was finalized and processes were implemented. a full Yonder team, including a system architect started working on de-veloping the apps, taking full responsibility. the architecture was carefully designed to include all current and future require-ments: security, scalability, agility, support-ing cloud environments and new future technologies and trends. during the entire process, there were moments when certain features were given a ‘no-go’ because it was not feasible to have these finished on time in the first release.

The launching Phase. in September, the first version was ready for the five launching customers. Yonder’s devops team stepped in to prepare the infra-structure within the Pink Private Cloud, followed by a big sprint to the finish line of January 1st, 2015 as the product had to reach the next level of maturity and new important features were to be added. and successfully, as iSocial affairs went live on the set date. the collaboration continues by further developing and maintaining the iSocial affairs solution.

the new functionalities and dashboards improve municipal services to the community and also stimulate a high level of citizen self-service and self-participation.

after the first half, iSamenleving is in use at fifty municipalities and many more are lined up to join. now that first release of the solution is live more functionality is developed. iSamenleving will consist of the following portals and apps:

municiPal PorTal. this portal supports the family’s personal process and the work process of the care professionals. it gives an integral overview of the customer: family composition, nature and urgency of the issues, assignments, tasks, progress, notifications, etc. the coach can align other organizations if needed for the family via iSocial affairs. the portal processes all no-tices in a comprehensive overview includ-ing from, for example the external judicial youth care chain.

ciTizen PorTal. this portal offers fami-lies with multiple needs access to insight into their own situation and progress of activities. it stimulates families to make better use of the opportunities given to them and helps them to become more independent.

ProviDer PorTal. this portal ensures that once (volunteer) organizations and care providers have been accepted, they can receive messages from the coach. they can communicate digitally with the social teams and others around the problem fam-ilies and register actions, progress or make a record of conversations.

iSocial affairs has realized very secure, simple and quick data exchange from many different sources, unlocking the information in the portals where needed while giving the municipality the control to implement their own security levels for each type of user. the architecture creates an agile framework whereby new portals, functionality and backend systems can be easily added to the solution. the flashy, user-friendly apps ensure quick adoption by with the users and Social affairs went from five launching customers to fifty and more in the pipeline. the deadline was met, making Samenlev-ingszaken the first and only company at that time to offer an all-round comprehensive solution for the decentralization.

i want to thank and compliment the Social affairs’s team with the results. the solution is one of the best, i dare even say the best, to support social affairs at the municipalities. We received great responses from our customers, such as ‘i understand this application straight away’, ‘this is what we need’ and ‘when can i start using it’.
