    Ihave indeed perused the file, but mu st confessthatI am in an u t te r quandar yas towhat adviceI canpossibly render.

    Firstly, it appears to me tha t th e inves t iga tion cente red a r ound adeterminat ion o f the means by which the i m m i g r a t i o n files left th eDepar tment o f Immigra t ion , rather tha n aro un d the co ntents of the f i les thatwere handed over. In this regard, it is noted that that none of the filesprovidedby Mr.Saldivar have been attached to the investigationfile whichofcourse,m eans th at 1 have not been privy to any of them .

    In fact,in his s tatem ent, ASPJulioV aldez says, at page 4, After the documentswere examined i t was observed that several nationali t ies were approved by

    February 20 2014Immigration to individuals without meeting th e criteriafor approval, ye t theywere process and approved (sic) . The Officer then details his investigationalongthis line, and, remarkably, concludes, .....after followed up was done onthis and question ask about these descrepancies, this line of the investigationdi d not continue, due to instructions, no other follow was made. It remained asis (sic) .

    I would be most grateful if the Officer were to indicate the source of these ins t ruct ions and if in fact it simply means that no fur ther invest igat ion willever be don e inre la t ion to the issue.

    The informat ion on file suggests that offences may have been committed atth e Immigration Department. I am unablet o advise further since no fileshavebeen forwarded and the investigation, in relation to that issue at least,according to the Officer 's own wo rds, was hal ted.

    Please therefor e, indicate whether the Belize PoliceDepartment intends to proceed with

    an investigation to determine whether anyone can be charged for theirregularitiesidentifiedby ASPValdezand

    2 . forward to me the files in your possession which,whether on their faceor because of the info rm atio n gathered by ASP V aldez , seem to suggestthat they pertain to persons who did not satisfy th e r e q u i r e m e n t sfo rnationality but were nonetheless granted a certificate,

    so that a proper assessment of the way forw ard can be made.
