Proposal Development and Submission Guidelines

» Read the guidelines of the funding announcement thoroughly. » Review similar proposals that have been funded by the sponsor. » Discuss your proposal idea with the sponsor’s program officer. » Notify your department chairperson of your intent to submit a proposal.

o Request cost matching if applicable. » Submit a Notice of Intent to [email protected]. » Register in RAMSeS (A&T’s electronic research administration management system). New

faculty should contact Liwen Han ([email protected]) for registration. » Contact your designated grant administrator in the Office of Sponsored Programs to discuss

proposal submission plans. o Grant administrators are assigned to specific funding agencies. See the following list of

grant administrators and their assignments. » Review and follow the Solicitation/RFP/RFQ instructions as you prepare your proposal.

o Be sure to adhere to university policies governing research compliance, student support, subcontracting, data management, and allowance of direct and indirect costs.

» Have a colleague review your proposal and give you feedback. » Prepare your budget and submit it for review to Natalie Teagle, Budget Manager

([email protected]). » Finalize your proposal and budget. Attach them in RAMSeS along with the solicitation and

related documents (e.g. support letters). » Submit your proposal in RAMSeS for routing and approvals at least five business days before the

Post-Award Budget Management Guidelines When a proposal results in a grant award, work cannot begin until the principal investigator:

(1) Completes a budget create form and (2) Attends a start-up meeting with a grant administrator from the Office of Sponsored

Programs and with an accountant from the Office of Contracts & Grants. Budget Create (Establishes an account in Banner) The budget create form should mirror the expenses outlined in the proposal budget. Expenses that were not included in the proposal budget should not be included. Great care should be given to ensure that funds are expended according to the proposal budget. Fringe Benefits The current University fringe benefit rate is 33% for all permanent full-time faculty and staff. The 33% fringe benefit rate is an average that covers the costs for Social Security, Medicare, Retirement, Disability and Life & Health Insurance. The fringe benefit rate for part-time employees is 7.65%. Fringe benefits are not charged for students enrolled for the academic year or during the summer. Equipment and Supplies Any item having a unit cost of $5,000 or more and a useful life of one year or more is classified as equipment. Items with a useful life of one year or more that cost less than $5,000 per unit are considered to be materials and supplies. General purpose items such as office furniture, copiers, PC’s, fax machines etc. are generally deemed unallowable by most sponsors. Office supplies are generally unallowable and are considered covered through F&A costs. Equipment should be ordered immediately after award (within the first three months). Facilities & Administrative Costs (Indirect Costs) The University’s current on-campus federally negotiated F&A rate for organized research, instruction and other sponsored activities is 42.5%. The off-campus rate is 26%. A project is considered to be off-campus when 50% or more of the work performed under the project is conducted outside of University-owned facilities. Specific program guidelines may mandate a different F&A rate. Budget Revision Funds budgeted for student support (ex: salaries, tuition, stipends, travel) cannot be re-budgeted to cover other expenses. All student funds are to be used for students. Budget revisions may require prior agency approval. All budget revisions require written justification.

The Institutional Review Board » The Institutional Review Board (IRB) is a standing university committee established under

federal regulations to protect the rights and welfare of all human subjects who volunteer to participate in research studies. Federal regulations stipulate that universities organize an IRB to review and approve projects that involve human subjects before research begins.

IRB Application/Protocol

» Go to http://www.ncat.edu/~divofres/compliance/irb/index.php. Download and save the application and supporting forms.

» Provide accurate contact information in case clarifications are needed. » Contact the Research Compliance Office at [email protected] for username and password.

Provide your department and NCAT email address. » Upload the IRB Application and all other material (consent forms, surveys, fliers, etc.) to

http://www.irbuploads.org/login.php. It is recommended that you use a browser that supports Java script, such as Firefox.

» Sign the signature page and obtain the signatures of your department chair, director, or advisor, if applicable.

» Submit the completed signature page via scan/upload to the IRB Uploads site or by campus mail.

Project Materials » Advertisements and flyers must be approved by the IRB (see the Forms section on IRB website). » Provide copies of IRB approval for projects involving collaboration with off-campus researchers

Informed Consent

» You must receive informed consent from all research participants. » Use either the informed consent template for documentation of consent (signatures) or the

consent information sheet if you do not require a person’s signature for voluntary, anonymous participation. If you are electronically recording your participants (audio or video), you must use a consent template for signatures and add a line for agreement to be recorded.

» If children are involved, you must obtain parental permission. If your research involves children ages 7 and up, you also must obtain child assent. You can request a waiver of parental permission or child assent. Contact the IRB chair or the Compliance Officer for assistance.

Animal Care and Use » The Institutional Animal Care and Use Committee (IACUC) is self-regulating entity with authority

that is derived from the following federal laws: (1) the Animal Welfare Act (AWA) plus amendments, which is administered through USDA Animal Plant Health Inspection Service (APHIS), and (2) the Health Research Extension Act (Public Health Service Act) which is administered through the Office of Laboratory Animal Welfare (OLAW) of the National Institutes of Health.

» Institutions that use live vertebrate animals in research, teaching, research training, and/or biological testing must establish an IACUC to oversee and evaluate all aspects of the institution’s animal care and use program. The IACUC is appointed by the Chancellor and reports directly to the Institutional Official, which at N.C. A&T is the Vice Chancellor for Research and Economic Development.

Biosafety » The Institutional Biosafety Committee (IBC) is a university committee charged by federal law

with the planning and implementation of the campus Biosafety Program with a purpose to ensure the health and safety of all personnel working with biohazardous agents. The IBC makes certain that research conducted at the university is in compliance with the NIH Guidelines for Research Involving Recombinant DNA Molecules and the Select Agent Rule; drafts university policies and procedures; and reviews individual research proposals for biosafety concerns.

Radiation Safety » The Radiation Safety Committee (RSC) is the governing body for all aspects of radiation

protection within the university, including all affiliated research, instructional and service units using ionizing and non-ionizing radiation sources or devices (collectively referred to as “radiation sources”) in facilities owned or controlled by the university. The RSC ensures that all possession, use and disposition of radiation sources by the university personnel complies with pertinent federal and state regulations and with specific conditions of licenses to the university, and that all concomitant radiation exposures are maintained As Low As Reasonably Achievable (ALARA).

What is an Invention Disclosure? » An invention disclosure is a written document that thoroughly describes the innovation. » A disclosure provides preliminary information to patent attorneys for a patent search, forms the

basis of the patent application, and serves as a witnessed invention record to help establish date of conception.

When do I Disclose? » Disclose your idea to the Office of Technology Transfer as soon as the innovation is clearly

conceptualized. » Disclose your idea to the Office of Technology Transfer before you allow any information to be

made public. Public disclosure of the innovation may prohibit patenting. o Examples of public disclosures: Articles in newspapers, newsletters, or journals; oral

presentations; and descriptions on Internet blogs or through social media. » All foreign application rights are lost once an innovation is made public if it’s not protected first. » In the United States, inventors have a grace period of one year to file a patent application after

disclosure through publication.

What is a Patent? » A patent is a property right that gives the holder the exclusive right to exclude others from the

manufacture, use, and sale of an invention for a period of 20 years. » To be patentable, an invention must satisfy three criteria:

o Novelty — "New." If it has been used or sold, known by others, patented, or disclosed, a new patent is barred.

o Utility — The invention must be of some degree of use for some purpose that is not immoral.

o Non-obviousness — The invention must not be obvious to a person who has ordinary skill in the art.
