    PRIVATE EDUCATION

    (EDUCATION ACT 1996)

    Every private individual shall comply with the

    provisions of the act

    In the Education Act 1961 we find thephilosophical unwritten and unclear. What we findthere is to unite people in Malaysia in line with themulti-racial society.

    In the 1996 Education Act clearly tells us thateducation policy is based on the wishes of Vision2020 and the National Education Philosophy.

    The Education Act 1961 states that the national educationsystem included only the school or educational institution orgovernment assistance only.

    "For the purpose of this act, the stages of statutory educationsystem shall be as follows:

    primary education;lower secondary education;upper secondary education;education in the educational institutions referred to in paragraph (a)to (d) o f section 25.(Education Act 1961, Sec.19)

    Sections 15 and 16 of the Education Act 1996 has clarified theNational Education System, covering all levels and types ofschools or educational institutions except school expatriates.

    In the National Language Act 1961 is the medium ofinstruction of national schools and national secondaryschools only.

    Education Act 1996 are described in section 17 of theposition of the national language as the main mediumof instruction in all schools or institutions except innational-type schools or other schools are exempted.Here the question of language has been strengthened.

    " (1) The National language shall be the main medium ofinstruction in all educational institutions in the NationalEducation System except an national-type school establishedunder section 28 or any other educational intitution exemptedby Minister from this section. (Education Act 1996, Sec.17)

    Education Act 1961, Chinese and Tamil are taughtby two conditions:

    There is a demand of 15 parents

    If it is reasonable and practicable.

    In section 2 of the Education Act 1996 hasprovided teaching Chinese and Tamil languages in
