Role of SCDOT

• Develop a concise RFP.

• Provide an on-sight R/W Project Manager as single point of contact with authority to approve all settlements and provide tract certification.• Provide constant oversight to insure all federal guidelines are adhered to.

Lessons Learned

• Assign Project Manager and authorize to approve just compensation, appraisals, relocation, administrative adjustments, etc.

• Establish “critical path” for construction and stage R/W and relocation accordingly.

• Identify new methods to handle R/W issues; i.e., purchase of improved property without appraisal including establishment of total benefits to landowner, use of auction company for disposal of 14 homes (less than 3 years old).
