MSBA Delegate Assembly OKs 14 legislative resolutionsThe MSBA Delegate Assembly — comprised of public school board member Delegates — approved 14 new

legislative resolutions during the Delegate Assembly conference December 5 in Minneapolis.These new resolutions will be added to MSBA’s Legislative Policies. These policies establish the direction

of MSBA’s lobbying efforts on the behalf of public school board members at the state Capitol in St. Paul.Delegates passed the following resolutions to urge the Minnesota Legislature to:■ Fund any expansion of early education programs■ Provide General Education Disparity Aid■ Support funding for English Learners programs■ Expand the use of long-term facilities maintenance revenue■ Reduce the calculation for seasonal/recreational property in the tax base used for the long-term facilities

maintenance programs■ Make a permanent exemption for sales tax and school districts at Minnesota State High School League events■ Support a more equitable approach to agricultural taxes for school bond referendums■ Merge the Teacher Development and Evaluation with the Alternative Teacher Professional Pay System■ Adjust licensure requirements for science teachers■ Repeal M.S. 123B.095 (“Vacancy in the Office of School Board Member”)■ Expand Innovation Zone waivers■ Expand the teacher-loan forgiveness program■ Explore alternative approaches to the Higher Learning Commission’s clarification on credentialing for

MSBA applauds U.S. House’s passage of ESEA replacement billThe U.S. House of Representatives passed a bipartisan, bicameral bill December 2 by a vote of 359-64 to

reauthorize the Elementary and Secondary Education Act (ESEA) of 1965 — also known as the No Child Left Behind Act (NCLB). The new education bill is called the Every Student Succeeds Act (ESSA).

The U.S. Senate is expected to vote on this bill on Wednesday, December 9.MSBA applauds the work to create the Every Student Succeeds Act. MSBA has been working with

U.S. House Education Chair John Kline and with Minnesota Sen. Al Franken over the past few years to make fixes that would bring more flexibility to the federal ESEA law.

MSBA Executive Director Kirk Schneidawind said the new act will replace a “one-size-fits-all” model with accountability for student achievement placed at the state level.

“Student achievement is still at the center of this law, but it now opens flexibility for states to send resources to help improve outcomes for all students,” Schneidawind said.

Minnesota has worked under a waiver the past few years to target schools that need more resources, increase teacher quality and maintain critical programs in schools. This new bill, Schneidawind said, takes some of the best qualities from what Minnesota and other states are doing and allows a more local approach to help students. MSBA looks forward to continuing its work with the state and Congress to help education in Minnesota move forward with a modernized set of tools to help students succeed.

School winners announced for Local Government Innovation AwardsThe Minnesota Partnership for Collaborative Curriculum (MPCC) won the School Category for the

2015 Local Government Innovation Awards (LGIA). The MPCC will receive a $5,000 grant from the Bush Foundation to continue their work and a professionally produced video to use for marketing and awareness.

The MPCC was formed as a grass-roots effort to provide all Minnesota teachers with access to high quality, easily adaptable digital materials aligned to the state’s academic standards. Currently, there are now more than 200 Minnesota school districts participating in this effort to use technology to ultimately replace expensive text books and vendor solutions in public education. The school runners-up include:

MDE offering “How to Construct a Successful Q Comp Plan” workshopThe Minnesota Department of Education is conducting “Q Comp

Application: How to Construct a Successful Q Comp Plan” from 9 a.m. to 3:30 p.m. Friday, January 29, at the MDE office in Roseville.

Fulda, Northland, Perham-Dent pass ballot questions■ Fulda voters passed a 10-year, $2,300 per-pupil operating levy request 495-400 on December 1. The levy will

help the school district avoide $760,000 in cuts for next year.■ Northland Community Schools voters approved a $26.2 million bond request on November 9. The bond

will provide funds for the acquisition and betterment of school sites and facilities, including the demolition of portions of, the construction of an addition to, and the remodeling, repair, renovation and upgrading of the Northland Community School site.

■ Voters in Perham-Dent approved one of two referendum questions on November 24. Question 1 — which provides funding for building a new high school and renovating a middle school and an elementary school — passed 2,169-2,080. However, Question 2 — which asked voters to approve construction of an auditorium at the new high school — failed 2,265-1,966.
