The CSC Field Offices Prepares for the JMC Enforcement
The Civil Service Commission, through its Project Management Unit, conducted the JMC
Enforcement Training (JET) for the CSC Field Offices on November 28, 2013 at El Cielito, Baguio City.
Attended by participants from CSC Regional Offices 1, 2, and CAR, the JET aims to train Assessors who will
assist select LGUs in implementing the JMC 2010-01.
Accountability Seminar on Tobacco Industry Interference Goes North!
The 2nd Accountability Seminar on Tobacco Industry Interference (ASTII) was conducted on
November 27, 2013 at El Cielito Hotel, Baguio City. It was attended by participants from the CSC Regional
and Field Offices of Regions 1, 2, 3, and CAR, as well as LGUs from the said Regions namely: Provincial
Government of Benguet; Provincial Government of Isabela; Provincial Government of Mt. Province;
Provincial Government of Nueva Ecija; Provincial Government of Nueva Vizcaya; City Government of
Baguio; Municipality of Bauang, La Union; Municipality of Pinili, Ilocos Norte; Municipality of San
Fernando, La Union; Municipality of Sta. Cruz, Ilocos Sur; and Municipality of Tagudin, Ilocos Sur.
Representatives DILG Regional Office 3 and CAR also participated in the ASTII.
During the ASTII, advocacy partners, Dr. Asuncion Anden (Department of Health), Atty. Diana
Ceclia Trivino (HealthJustice, Inc.) and Atty. Krunimar Antonio Escudero III (Civil Service Commission-Office
for Legal Affairs) teamed up to capacitate the agency representatives in implementing the CSC-DoH JMC
2010-01 at the LGU level and shared their expertise on tobacco control advocacy.
Consultative Forum on JMC Enforcement
“The JMC demands transparency and accountability among all government officials and
employees in interacting with the tobacco industry. It is meant to make clear that the government’s role
is to promote health, thus we should act in unison on the issue of tobacco control”, says CSC Chair
Francisco T. Duque III as he addressed the representatives of allied government agencies and advocacy
partners during the Consultative Forum on JMC Enforcement held on November 14, 2013 at the Eastwood
Richmonde Hotel, Libis Quezon City.
The forum aimed at gathering inputs from expert partners on how to accelerate the JMC
enforcement. The attendees include: Commission on Higher Education, Department of Education,
Department of Justice, Department of Health, Department of the Interior and Local Government,
Metropolitan Manila Development Authority, Office of the Ombudsman, City Government of Makati, City
Government of Mandaluyong, City Government of Marikina, City Government of Pasig, Framework
Convention on Tobacco Control Alliance, Philippines; HealthJustice, Inc.; New Vois Association of the
Philippines, Southeast Asia Tobacco Control Alliance.
Prof. Bill Billew of the International Union Against Tuberculosis and Lung Disease, Former CSC
Commissioner Mary Anne Z. Fernandez-Mendoza and Atty. Debby Sy also participated in the forum.
Third Tobacco Control Working Group Meeting
The Civil Service Commission’s Tobacco Control Working Group held its 3rd Quarterly Meeting on
October 30, 2013 at the CSC.
The highlights of the meeting include the CSC-National Capital Region’s report on the symposium
it recently conducted to enforce the implementation of the JMC 2010-01 and the institutionalization of
the monitoring and reporting mechanism relative to the JMC implementation in CSC’s core programs.
Third Quarterly Meeting of SWAT 5.3
The Sector-Wide Anti-Tobacco Council Sub-Committee on FCTC Article 5.3 conducted its 2nd
meeting last October 17, 2013 at Dolcelatte Café, Quezon City. It was attended by the SWAT 5.3 Sub-
Committee members and some representatives from the Department of Agriculture (DA).

Second Quarterly Meeting of SWAT 5.3
The Sector-Wide Anti-Tobacco Council
Sub-Committee on FCTC 5.3 conducted
its second quarterly meeting last August
7, 2013 at the Civil Service Commission.
It was presided by the CSC-Office for
Legal Affairs Director III Alma F. Foronda
and was attended by advocacy partners
from some national government
agencies and civil society organizations.
During the meeting, the SWAT 5.3
discussed some updates, issues,
concerns and strategies concerning the
government’s tobacco control advocacy.
Raising the bar through the ASTII

The International Union Against Tuberculosis and Lung Disease
Commends the CSC
During the country visit of The Union, Prof. Bill Billew (The Union Technical Advisor) handed the
commendation letter to CSC-OLA Director III Alma F. Foronda, for the Commission. Last July 18, 2013,
Prof. Bill Billew and Ms. Sissi Zhang (Contract Administrator) from The International Union Against
Tuberculosis and Lung Disease visited the Civil Service Commission-Project Management Unit to give
technical assistance to the CSC PMU on the implementation of the CSC-The Union project, “Race Towards
a Tobacco Industry Interference Free Civil Service” relative to JMC 2010-01 that aims to protect the
bureaucracy from the tobacco industry interference.
TCWG Meets for the Second Quarter
The Tobacco Control Working Group (TCWG)
conducted their second Consultative Meeting
with the CSC-Project Management Unit for the
project dubbed, "Race Towards a Tobacco
Industry Interference-Free Civil Service" last July
8, 2013 at the CSI Training Room. Attended by 25
participants from the CSC Offices which are
members of the TCWG, the meeting drew the
progress about the project and other
consultative matters with regard to the project
implementation specifically on the aspect of
capacity building and compliance monitoring.
The meeting was presided by Asst. Comm. Ariel
G. Ronquillo.
CSC Regional Offices’ Consultation Workshop
The CSC Regional directors and officials participated in the CSC Regional Offices’ Consultation
Workshop last May 31, 2013 at the CSC Central Office. Some resource speakers shared some knowledge
on tobacco control: Atty. Karla M. Rocas (HealthJustice), Atty. Evita Ricafort (Advocacy partner), and Atty.
Jacky T. Sarita (CSC-Officer for Legal Affairs. During the afternoon session, the attendees gave their inputs
on the CSC-The Union Project Plan.
The CSC draws NGAs and LGUs for a Consultation Meeting
Drawing fifty-seven (57) attendees, the First Stakeholders’ Consultation Meeting was conducted
last April 30, 2013. It was participated by different advocacy partners and government offices. The
participants came from the following offices: Philippine Amusement and Gaming Corporation (PAGCOR);
Bureau of Internal Revenue (BIR); Department of Environment and Natural Resources (DENR);
Department of Trade and Industry (DTI); Department of Justice (DOJ); Department of Labor and
Employment (DOLE); Department of Social Welfare and Development (DSWD); Department of Education
(DepEd); Department of Foreign Affairs (DFA); City of Marikina; Bureau of Customs (BoC); City of Quezon;
City of Pasay (Pasay, DSWD); Philippine Information Agency (PIA); Manila International Airport Authority
(MIAA); Career Executive Service Board (CESB); Metro Manila Development Authority (MMDA);
Department of Health (DOH); World Health Organization (WHO); HealthJustice, Inc.; Framework
Convention on Tobacco Control Alliance Philippines (FCAP); South East Asian Tobacco Control Alliance
(SEATCA); Civil Service Commission-Office of the Chairman (OCH); Civil Service Commission-Office for
Human Resource Development and Development (OHRMD); Civil Service Commission-Office for Financial
and Assets Management (CSC-OFAM); Civil Service Commission-Public Assistance Information Office (CSC-
PAIO); Civil Service Commission-Human Resource Policies and Standards Office (CSC-HRPSO); Civil Service
Commission-Office for Legal Affairs (CSC-OLA); and Civil Service Commission-Project Management Unit.
The purpose of the said meeting is to seek inputs and comments on the draft monitoring and
evaluation tool, together with the capacity building strategies of the project. This is also an initial step in
building relationship and involvement with the stakeholders.
During the meeting, Atty. Jacky T. Sarita (Project Coordinator, CSC-OLA) discussed the WHO-FCTC
5.3. He also expounded on the tobacco industry interference incidents in the Philippine context. In line
with this, he also explained the Joint Memorandum Circular 2010-01, since some government agencies
admitted the lack of knowledge regarding the said policy.
Ms. Ma. Consuelo B. Ricafort (Former Project Manager) presented the project plan to the
stakeholders. Afterwards, Atty. Benedict Benigno A. Aquino (Legal-Technical Officer) presented the
monitoring and evaluation tool.
The First Quarterly Meeting of SWAT 5.3
The Civil Service Commission, through its Project Management Unit, convened the Sector-Wide
Anti-Tobacco Council Sub-Committee on FCTC Article 5.3 on April 17, 2013 at the Central Office to discuss
the updates about the Sub-Committee and the CSC-The Union Project titled, “Race Towards a Tobacco
Industry Interference-Free Civil Service”.
CSC Chairman Francis T. Duque III attended the meeting and it was presided by CSC Commissioner
Robert S. Martinez. Former CSC Commissioner Mary Ann Z. Fernandez-Mendoza also expressed her
support to the SWAT 5.3 during the meeting.
Other members of the SWAT 5.3 also attended the said meeting: Department of Health (DOH),
Department of Justice (DOJ), Metropolitan Manila Development Authority (MMDA), Pasay City
Government, World Health Organization (WHO), Framework Convention on Tobacco Control Alliance
Philippines (FCAP), Southeast Asia Tobacco Control Alliance (SEATCA) and HealthJustice (HJ).
