DISCUSSION: Throughout January and February 2016, eight different meetings or open house opportunities were provided in an effort to inform the community about the Master Plan process and to gather perspectives and input. In addition to meetings and open houses, an online component of the Master Plan process was developed, which provided information and an opportunity for community members to submit their input electronically.

Winskill Park Master Plan - Priorities for Program

• RECOMMENDATION:

THAT the Parks, Recreation & Culture Commission support the principles and program elements outlined in this report for the development of the Winskill Park Master Plan.

• PURPOSE:

To seek support for the progression of the Winskill Park Master Plan (Master Plan) process to the stages of program development, conceptual design and sequenced implementation based on the principles outlined in this report.

In the development of the community input phase, categories were identified to enable all community input to be tied to a principle by which the Master Plan could be built upon. The categories and associated descriptions are identified in Attachment A.

Once the community input was gathered, two separate steps were undertaken. Staff reviewed the detailed community input and associated the detailed input with the appropriate categories. In parallel, the Working Group undertook an exercise to prioritize the categories on which to develop the Master Plan.

As a result of the prioritization exercise, the following four categories were clearly ranked by the Working Group as focal points for the development of the Master Plan:

• Active Recreation • Multi-Use Opportunities • Volume of Usage • Passive Recreation

Using the detailed community input already associated with the four priority categories identified by the Working Group, a cohesive set of specific community input items was identified which could maximize the benefit of the site to the community. These items are:

• Growth and succession planning of the urban forest across the entire Winskill Park site, including the development of the existing disc golf course to integrate with the planned urban forest

• Addition of a ball diamond to the Winskill Park site if opportunity permits • Addition of the space available for fitness opportunities in conjunction with the

current fitness opportunities at Winskill Aquatic and Fitness Centre • Enhancement of the washroom and changeroom facilities in the Winskill Aquatic

and Fitness Centre to serve both facility users and park users • Active transportation routes and amenities (cycling, walking) to support

movement through and within the site, and to connect to nature • Creation of a community centre facility to include:

o · multi-use fitness, social and art spaces for both youth and seniors activities

o dedicated or shared clubhouse and food service opportunities for community sports organizations, such as lawn bowling, baseball, soccer and field hockey

• Provision of lawn bowling and seniors centre services in cooperation with the KinVitlage Association as part of the development of opportunities

• Redevelopment or expansion of the existing children's play opportunities with a focus on a natural play environment

• Addition of vehicular parking opportunities

Another point of guidance includes the potential removal of the Winskill Annex, also known as the St. David's Church. Community input cited a host of extensive upgrades and improvements for the Winskill Annex. Since the heritage value of this structure is not specific to Winskill Park, the final draft of the Master Plan may recommend removal

of the Winskill Annex if the existing services provided to the community through this facility can be accommodated by potential changes to the Winskill Aquatic and Fitness Centre or a new community centre.

Implications: Financial Implications - While the final version of the Master Plan may have financial implications in various forms, the planning process, consulting services and associated recommendations contained within this report carry no financial implications outside of the 2016 Operating Budget.

• CONCLUSION:

All ideas and opportunities presented in the community input phase of the Master Plan process could not be integrated into the Winskill Park site based on land limitations alone. The principles identified through the process to date and the associated program elements aligned with these principles should be a strong foundation for the development of the Master Plan. The Master Plan program, conceptual design and sequenced implementation plan will be built primarily around land uses identified in this report, and subject to modifications based on further discussions with stakeholders, community organizations and the public.
