Dennisse Pizarro says she is “a citizen without documents.”

Pizarro was born in Ecuador 24 years ago. At 14, her family arrived in the U.S. Her grandmother is a citizen, but her parents are undocumented.

Other family members have different immigration statuses.

Pizarro, who has worked with Cabrini Immigrant Services, is a DACA recipient, with plans to pursue a graduate degree in Social Work. But now, everything is up in the air.

“I am made to live in fear,” she said. “The United States describes itself as a country that is inclusive and that provides the American Dream. However these actions and executive orders refl ect the total opposite.”

President Trump signed those executive orders last week. One authorized the building of a border wall between the U.S. and Mexico. Another called for tripling the number of Immigration and Customs Enforcement (ICE) agents. Syrian refugees are now banned from entering the country. Another order suspends all refugee admissions for 120 days. Trump also signed an executive order barring citizens of seven Muslim countries (Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen) from entering the U.S. for the next three months.

In the days since, protests erupted all over the U.S.—including New York’s JFK Airport and outside of the White House. A Federal District Court judge in Brooklyn ruled that the executive order refusing refugees traveling to the U.S. would cause “irreparable harm.” Other federal judges followed suit, ruling that the government cannot detain travelers. It is unclear how or if the government will abide by the rulings.

“President Trump is creating fear and separation,” Pizarro said. “It is not a solution

to our broken immigration system.”Several local policymakers agree, and

many gathered on January 26th at the New York Immigration Coalition (NYIC) headquarters to denounce the bans and to call for mobilization against what they see as an anti-immigrant bias in the new

NYIC, indicated that Trump may try to authorize local police to act as immigration offi cers.

“He’s going to terrorize, harass and abuse immigrant communities; not just undocumented immigrants,” Choi predicted. “This is the opening salvo of what is shaping up to be our president’s war on immigrants in the United States.”

Trump’s executive orders have generated a

rare unity in the usually fractious landscape of New York City politics.

New York City Comptroller Scott Stringer remarked, “Just the elected offi cials in this room represent what America and this city is all about.” The room was fi lled with people from nearly every continent on the globe.

“Here’s the thing—we all look different. Some of us don’t even get along that well. But we all stand united together. We are one city and we are going to fi ght every day until we have one good election to take care of this mistake.”

Make way for WHEDco.

Strewn with gravel and broken concrete, the sprawling vacant lot at Brook Avenue and East 163rd Street has sat neglected for decades, but on a recent Friday, the property was fi lled with the sounds of upbeat music, which could be heard drifting for several blocks.

Latin jazz legend Bobby Sanabria and his band played as offi cials gathered on January 13th to break ground on Bronx Commons, a $165 million project that includes 305 units of affordable housing, retail space and a 300-

seat concert venue called the Bronx Music Hall.

The 426,000-square-foot development is spearheaded by the Women’s Housing and Economic Development Corporation, or WHEDco, a nonprofi t responsible for other Bronx housing projects.

Offi cials touted Bronx Commons, expected to be completed in 2019, as a project that would transform a long-abandoned, city-owned land parcel — the fi nal undeveloped portion of the Melrose Commons Urban Renewal Area — into a vibrant community hub.

“As we create and preserve affordable housing at a record pace, we all know that we’re not just helping the people who will live in these buildings, but we are building better

neighborhoods,” said Department of Housing Preservation and Development (HPD) Commissioner Vicki Been.

Since the groundbreaking, it was announced that Been would step down from the HPD post by month’s end to teach at New York University.

Nancy Biberman, Founder and President of WHEDco, said the groundbreaking was a long time coming, as her group fi rst proposed the complex eight years ago. She added that community members played a key role in the design of the project.

“Neighborhood residents have guided the work on this project since the very beginning,” said Biberman.

The project’s 305 apartments will be

created for residents spanning seven income bands. Units will be available for homeless

individuals and families exiting the shelter system, as well as households with annual income ranging from $22,032 to $89,760, according to HPD.

“We fought hard for this project,” said City Councilmember Rafael

Salamanca, who pointed out that housing is routinely cited by his constituents as their number one concern. He said that any housing projects done in his Council district should be mixed-income.

“We will no longer approve just low-income housing, because we need to ensure that everyone in our community has access,”

Time to pony up for higher ed.

Though some educators believe New York State is on the right track, they say it needs to invest more in higher education.

Three weeks ago, Gov. Andrew Cuomo unveiled a plan to make the state and city university systems tuition free for low- and middle-income New Yorkers.

Testifying at state budget hearings this past week, Andrew Pallotta, Executive Vice President of the New York State United Teachers, praised the governor’s commitment to higher education, but noted that over the

past decade, state support of the schools has dropped by about 16 percent.

“Throughout the years, usually funding goes up,” he said. “When it’s fl at, it’s a problem and when it’s less than it was when the Great Recession hit it’s even worse than that.”

“With additional funding coming into the state from an enhanced millionaires’ tax and also the carried interest loophole, we can possibly raise over $5 billion over the next few years,” he explains.

Pallotta adds that changes in the way the

state collects online sales taxes could bring in another $200 million over two years.

He also is calling on the state to increase funding for community colleges by $250 for every full-time equivalent student, and a multi-year investment plan that would increase funding for the entire system every year.

“We are asking something where the governor and the Legislature would commit a substantial amount of money to make these colleges the best in the country,” he states

The union represents almost 80,000 faculty and staff in higher education.

Members of the Morris Park Community

Association (MPCA) gathered together to hear the latest treatment methods for opioid addition.

Opioids are a category of drugs that include the illegal drug heroin in addition to powerful pain relievers that are legally prescribed as oxycodone, hydrocodone, codeine, morphine, fentanyl, and others. The drugs, which are chemically related, interact with opioid receptors on nerve cells in the body and brain.

“As many of you know, it affects an entire community,” said MPCA Vice President Al D’Angelo at the January 18th forum. “It’s something that should be a concern to all of us.”

The Bronx has seen the largest spike in the city’s reported deaths of opioid overdoses. While the highest concentration of deaths occur in Hunts Point, Mott Haven and Morrisania, the epidemic is spreading.

“It’s hitting City Island, Throgs Neck and Morris Park. It happened in a very short period of time,” said Jantra M. Coll, Director of the Comprehensive Addiction Treatment Center at Jacobi Medical Center.

This summer, three young people in Morris Park died from an opioid overdose.

Dr. Coll, a psychologist, said that most of the deaths are linked to a deadly mix of heroin and fentanyl.

She cautioned however that many of the people who end up using heroin start out with prescription painkillers. Doctors legally prescribe medications to manage pain for a variety of legitimate reasons. But the drugs—such as oxycodone and hydrocodone which are often more commonly known as Percocet or Vicodin—are highly addictive.

Their use results in a feeling of pain relief and numbness. Overtime, more medication is

needed to achieve the same result. If the pain medication isn’t managed properly, it is easy to become addicted.

If doctors suspect their patients are abusing the drug or becoming too dependent on it, they may stop the prescription. However, this often sends addicted people in search of other opioids, including narcotics that are sold illegally on the street.

Tenants from across the city rallied at City Hall on January 25, to protest what they say is poor treatment by landlords and to call on Mayor Bill de Blasio to honor a previous pledge to enact legislation curtailing renter harassment.

The advocates were part of the newly-formed Coalition Against Tenant Harassment (CATH), comprised of member groups such as Community Action for Safe Apartments (CASA), Make the Road New York (MRNY), Catholic Migration Services and the Northwest Bronx Community Coalition.

The City Hall rally marked the group’s fi rst offi cial public action.

Tenants shared personal stories of landlord issues and poor living conditions.

Kristy Arroyo said she has lived without gas in her building for 11 months, and was not provided with a temporary cooktop by her landlord.

“If a building has a landlord that’s a slumlord, they should not be managing properties,” she said.

Robert Conklin, who has lived on West 14th Street in Manhattan for 29 years, said his building has been plagued by overfl owing

toilets and faulty electrical systems. He accused his landlord of bullying tenants with improper eviction notices.

“When harassment happens to you, it feels like a knife held up against your throat,” Conklin said. “It’s scary and it hurts.”

In March 2016, as part of negotiations with the City Council on Mandatory Inclusion Housing (MIH), de Blasio committed to having a Citywide Certifi cate of No Harassment program. Advocates complained that legislation has not yet been put in place, and said the looming threat of neighborhood rezoning projects adds urgency to the fi ght against landlord abuses.

“I’m here to ask Mayor de Blasio to do something in respect to harassment,” remarked Teresa, a Bushwick, Brooklyn resident and member of Make the Road New York (MRNY). “If a landlord wants to get a permit, it should be verifi ed that no harassment has gone on. We’re worried that harassment has become common practice and it must stop now.”

CATH proposed a legislative solution

for preventing harassment practices and displacement of low-income tenants, using landlord permit applications with the Department of Buildings (DOB) as leverage.

The suggested Certifi cate of No Harassment legislation would block landlords with a history of harassment from obtaining DOB permits to renovate their buildings.

Using DOB and Housing Preservation and Development (HPD) violations, housing court records and other data, buildings would be fl agged as having harassment indicators.

Landlords appearing on the list would be required to accept a denial of their permit request, or provide a “cure” in the form of new, permanently affordable housing on the

she has endured poor living conditions at her Townsend Avenue building, located near the city’s proposed Jerome Avenue rezoning area.

She said that landlords with a history of harassment should not be allowed to acquire new properties in neighborhood rezoning efforts.

It’s not enough.

After the New York Police Department (NYPD) wrapped its long-awaited disciplinary trial for Offi cer Richard Haste, who shot and killed unarmed Bronx teen Ramarley Graham in 2012, Graham’s mother Constance Malcolm repeated her calls for the cop’s dismissal, and said the NYPD glossed over details of the shooting.

At a press conference on January 24, one day after closing arguments in the departmental trial, Malcolm expressed disappointment in the way the NYPD handled the hearing, and challenged the testimony of Haste, who stated that he did not realize any of Graham’s family members were in the apartment until after the shooting.

Malcolm said that Graham’s grandmother and younger brother were in the apartment at the time, and insisted Haste knew that as soon as he barged in the door.

“My son Chinnor was standing just feet away, at the time he was six years old, and watched this take place,” said Malcolm, who insisted that the grandmother, Patricia Hartley, was standing between Graham and Haste when the offi cer fi red a single shot into Graham’s heart.

“Haste shot so fast, that his grandmother thought she was the one hit, and clutched her chest,” said Loyda Colón, a co-director of The Justice Committee, an anti-police violence advocacy group. “Then she saw Ramarley’s body on the fl oor.”

Colón added that Hartley was then threatened by Offi cer Haste, and “interrogated” by police for seven hours after

the shooting.Colón and Malcolm pointed to video

footage, taken from outside the family’s East 229th Street home and played at Haste’s trial, as an indication that the NYPD failed to properly investigate the shooting. They noted that a gurney was quickly brought in to remove Graham’s body from the scene.

“They gave no time for any real

investigation to go on, for the medical examiner to come and do what needed to be done, all because they wanted to cover up everything that happened,” Malcolm stated.

The family played new video footage, taken from behind the house, that depicted Haste standing calmly in the backyard before attempting to gain entry to the house.

The family argued that the video demonstrates that Haste was relaxed and understood Graham was not a threat.

During opening statements at the hearing, the prosecutor said that Haste used poor judgment and failed to employ proper tactics.

“The tactical failures of Police Offi cer Haste rest solely with him,” said Beth Douglas, a lawyer for the NYPD Department Advocate’s offi ce, which prosecuted the case. “The tragic death of Ramarley Graham could have and should have been avoided.”

Haste’s attorney Stuart London, has argued that Haste is being made a scapegoat and that Graham’s refusal to obey orders to show his hands led to his death.

The 18-year-old Graham was killed in February 2012 after NYPD narcotics offi cers spotted him on the street in the Wakefi eld neighborhood, thought he might be armed after seeing him adjust his waistband, and

Grabbing groceries might soon be a snap.

The U.S. Department of Agriculture (USDA) has announced a pilot program to allow participants in the Supplemental Nutritional Assistance Program (SNAP) to purchase groceries online.

New York is one of seven states nationwide selected by the USDA for inclusion in the program, which will be rolled out in the coming months.

The online SNAP pilot will help combat New York City’s food deserts, offer users improved access to healthy food, and allow for new business opportunities, said Bronx Borough President Rubén Díaz Jr.

“This is truly government working at its best,” stated Díaz, who on Monday joined with Congressman Sean Patrick Maloney and advocates at the Bronx headquarters of anti-poverty group Part of the Solution (POTS) to

herald the state’s participation in the program.Two vendors, FreshDirect and Amazon,

have been selected by the USDA to serve New York customers in the

pilot.SNAP recipients

throughout the state will be able to have groceries

delivered to their homes from those vendors, while

placing orders through the vendor’s website or mobile app. Delivery fees will be waived for SNAP participants.

The program will also allow users greater access to particular food items, such as gluten- or nut-free products, that aren’t readily available in local supermarkets, Díaz said.

“Now you can go online and have these products

delivered right to your doorstep,”

he remarked. “It’s basically about creating options for everyone.”

Maloney, who represents Westchester, Putnam and Orange counties, said about 40 percent of the produce found at the city’s greenmarkets is produced in his district.

“This is a win-win, both for the people who need better access to healthy food, and for the people who produce it,” he said, adding that the ability to access food online is a necessary evolution to allow SNAP users to benefi t from technology.

“The opportunity to have different choices

is ideal for clients,” remarked Christopher Bean, POTS Executive Director. “More choice is better. They’ll have more decisions about how to allocate those SNAP dollars every month.”

Joel Berg, Chief Executive of Hunger Free America, said the federal SNAP program is expected to spend about $2.8 billion dollars in New York City during 2017.

stigmatized. People can’t just stop taking medication when they become addicted. Friends and family members often don’t understand why someone can’t just stop using.

“It changes your brain,” Coll said. Drugs affect the brain chemistry, altering the decision making process. People can’t even express their emotions in the same way after addition.

“All of the things your family was hoping would go back to normal once you stop using does not go back to normal. It takes time for your brain to rework itself,” she said.

She warned that just stopping the drug usually doesn’t work. “The way to treat addiction is to get comprehensive treatment,” she said. Jacobi’s treatment center offers those services, which include a detox center, counseling for patients as well as their families.

Including families in the counseling is key to treatment, she said. Because if a person with an addiction problem comes home from rehab and all of their family triggers are still in place, they may revert to their former ways.

“Families have to be involved in treatment,” she said. She added that it was common for families to have a history of

“If everything at home is the same, treatment doesn’t really work because they are reminded of all of the stuff they’ve done with their family,” Coll said. “They feel guilt and they haven’t learned to talk about it.”

In addition to counseling, Coll said that a new drug, suboxone, is shown to be effective. Unlike methadone, which is distributed at

clinics, suboxone is prescribed and can be obtained at any drugstore.

“You cannot get high off of it,” she said. “If you take enough you can go into withdrawal.” Suboxone contains chemicals that block the receptors in the brain and it also contains naloxone, which is used to treat an emergency overdose. “There are medications that help control the cravings,” she said.

Dennisse Pizarro dice que es “una ciudadana sin documentos”.

Pizarro nació en Ecuador hace 24 años. Cuando tenía 14 años, su familia llegó a los Estados Unidos. Su abuela es ciudadana, pero sus padres son indocumentados.

Otros miembros de la familia tienen diferentes estatus migratorios.

Pizarro, quien ha trabajado con Servicios de Inmigración Cabrini, es benefi ciaria de DACA, con planes de obtener un título de posgrado en Trabajo Social. Pero ahora, todo está en el aire.

“Estoy obligada a vivir con miedo”, dijo. “Estados Unidos se describe a sí mismo como un país que es inclusivo y que proporciona el sueño americano. Sin embargo, estas acciones y órdenes ejecutivas refl ejan todo lo contrario”.

El presidente Trump fi rmó los decretos semana pasada. Uno autorizó la construcción de un muro fronterizo entre los Estados Unidos y México. Refugees—especially those coming from the countries that are now banned—are often fl eeing violence and persecution. Yet refugees are already the single most vetted population entering the U.S. “It is a process that takes anywhere from 18 to 36 months,” said Jennifer Sime, Senior Vice President at the International Rescue Committee. She estimated that about 60,000 already vetted refugees will now remain in dire circumstances.

Times that being a DACA recipient is not only a label, it’s a way of life. It makes a difficult process such as applying to college even harder. “It is really difficult,” she said. “All of our different immigrant communities have a similar struggle and our similar struggle is just getting through the day.”

State Assemblymember Carmen De La Rosa, added that she supports Moya’s initiatives. “If we turn our back on immigrant communities we will be remembered in history for the wrong thing,” she said.

She issued a cautionary message as well. “President Trump, you have crossed a line.

We will not be silent. We will march and continue to march,” she said. “We will be there en masse; so get ready. Because this is revolution. And it started right here in New York.”

There is a deal – tentatively.

Mayor Bill de Blasio and Patrolmen’s Benevolent Association (PBA) President Patrick Lynch have announced a provisional contract agreement covering all 23,810 New York Police Department (NYPD) employees.

It was announced on Tues., Jan. 31st.The agreement, which will bring the entire

NYPD workforce under contract, marks only the second time since 1994 that a voluntary settlement was reached between the city and the PBA.

As part of the deal, the PBA has agreed to drop its body camera litigation against the city and allow the NYPD to outfi t all patrol offi cers with cameras by the end of 2019.

The camera pilot program includes 1,000 cameras divided over 20 different precincts. By July 2018, an additional 5,000 cameras will be in use, and the remainder will be adopted by the end of 2019.

“This agreement is the result of many hours spent negotiating between the City and the PBA, once again demonstrating the power of collective bargaining,” said de Blasio. “It doesn’t matter how far apart the parties start; it matters where they end up. This agreement provides the compensation and benefi ts the world’s fi nest police department deserves, while outfi tting the entire force with body cameras and delivering the transparency and policing reforms at the center of effective and trusted law enforcement.”

The deal includes a pay increase related to

community policing equal to 2.25 percent of an offi cer’s base salary.

The city and PBA also agreed to support state legislation that would provide three-quarters of an offi cer’s salary. The pension benefi t is expected to be consistent with the other uniformed unions and includes a 1 percent employee contribution.

“With this contract settled, the country’s fi nest police department can keep doing the great work the NYPD has long been known for — devoting all of our energy to fi ght

crime, keeping this city safe, and continuing to build trust with the community,” said Commissioner James P. O’Neill.

“New York City police offi cers are no better than anyone else, but we are different,” said Lynch. “We perform the most diffi cult police job anywhere in the world, and the challenges and dangers we face each day continue to grow. The agreement that we announce here today recognizes those challenges and continues to move New York City police offi cers towards a package of compensation

and benefi ts that is equal to our status as the fi nest police offi cers in the nation. It has been a long and arduous process, but we are grateful that Mayor de Blasio and his team sat down with us and negotiated in good faith to achieve this agreement.”

Public Advocate Letitia James, who, after the 2014 death of Eric Garner, had been among the fi rst to call for the use of body cameras, applauded the agreement as “landmark.”

“After years of hard-nosed negotiating, [the two sides] have reached a landmark agreement with clear benefi ts for both sides,” said James. “With the PBA’s agreement that all patrol offi cers wear body cameras by 2019, and the mayor granting well-deserved compensation and pension benefi ts to the city’s police force, New Yorkers who rely on NYPD for protection and support are the real winners.”

City and PBA reach contract agreement

The USDA’s new online SNAP effort will expand on a pilot program FreshDirect has run since 2012 in partnership with Díaz’s offi ce, allowing for delivery to SNAP users in three Bronx zip codes.

“We saw the success of that, and we saw how big this could become,” said Díaz, who attended a Washington, D.C. conference in 2016 designed to address technological advances to help SNAP users. He cited Maloney as instrumental in drumming up support in Congress for the USDA pilot program.

“There are so many people in this area who are threatened by food insecurity,” said Maloney. “There are too many food deserts in the Bronx. But this [program] is not the end all, be all answer. We need to make sure the prices are affordable.”

Berg said he intends to work with FreshDirect and Amazon in attempt to get the companies to create delivery hubs at public housing complexes, so residents won’t need to worry about missing deliveries if they are at work.

“It’s better for the companies, with fewer deliveries and less going up and down elevators, and better for recipients, who can pick up their groceries as soon as they come home from work,” remarked Berg.

Díaz acknowledged that many Bronx residents do not have Internet access — according to the Mayor’s Offi ce, one in four borough residents lack internet at home — but noted that the city has expanded efforts to add Wi-Fi kiosks and equip all New York City Housing

Authority sites with broadband.“Almost everybody has a phone or a tablet,

[so] the question becomes whether they have Wi-Fi access,” said Díaz. “But we’re doing more about that all the time.”

Colón and Malcolm also insisted that Graham was not selling drugs, and that police were watching a bodega on White Plain Road for suspected drug activity, not Graham himself.

“My son was painted as this monster that was selling drugs and was running and didn’t want to listen when the cop told him ‘stop,” said Malcolm. “None of that was true.”

“He was still a boy,” she added. “His life was cut short, all because someone was too hasty, broken protocol, and thinking they were above the law.”

A Bronx grand jury and the U.S. Attorney’s offi ce have already declined to prosecute Haste, and an NYPD Firearm Discharge Review Board previously ruled the shooting justifi ed.

Malcolm’s attorney Royce Russell said that viewing Haste’s tactics on the videos make it confounding that the offi cer did not face deeper discipline.

“I hate to think of conspiracy theories, but it’s almost impossible how you could

However, on January 25, NYPD Deputy Commissioner Kevin Richardson advised that the Graham family would be notifi ed of the disciplinary outcome for Haste, as would the general public.

“When there is a decision in the Richard Haste case, they will be informed,” Richardson said. “And because the decision is such an important one, we are working within the confi nes of 50-A to make sure that there is a public awareness of what that resolution is as well.”

NYPD Deputy Commissioner of Trials Rosemary Maldonado will rule on whether Haste violated departmental protocol, and if he should be terminated as a result. A decision could take several months.

Commissioner O’Neill has the authority to accept or reject Maldonado’s decision.

Royce suggested that he would only have faith in the NYPD’s disciplinary system if Haste is punished for his actions.

“Confi dence in this proceeding would have to be in the end result,” remarked Russell. “We’ll have confi dence when we realize what the end result is.”
