2 President’s Message AUGUST 2019

As I get older I am amazed at how quickly time gets away from us. In July, the nation celebrated the 50

th anniversary of the U.S. moon landing. That event

remains fresh in my mind although it happened in the summer before my senior year in High School. Then there is Caddyshack, one of my favorite movies, it will be 40 next year. I still quote one-liners from that show. How does the passage of time and those events apply to our lives here in Four Colonies? They don’t, other than we need to enjoy our times now with our families, friends and neighbors. Enough philosophizing – Here is what we can enjoy now. The final three light poles will be installed soon. With that project completed HOA leaders and staff will focus on the grass restoration efforts that everyone has been talking about. Also, renovations are under way at our 81

st St. entryway and at Clubhouse 3.

Once completed these improvements will greatly enhance the appearance for arriving residents and guests. As always, I will see you at the pools or walkways.

Bob Burgdorfer President, Four Colonies Homes Association —————————————————————————————————— Manager’s Report Harold and Alan have worked hard on clearing out overgrown areas around Four Colonies. We continue to fight the battle of areas where homeowners have planted on common grounds and then the home changes hands and the area gets neglected. Our goal is to take these back to grass or mulch so that True North can maintain them. They are also performing paint inspections as homes are completed.

We completed correcting 3 areas that had problems with erosion. Supreme Green was the contractor for these projects and continues to be a great choice for erosion and drainage correction. I have had success in getting home owners to participate in these projects when their sump pump lines and gutter extensions are contributing to the erosion issue.

We replaced the sand filter in pool four, and have the concrete contractor looking at the deck to see if we can remove the wood that’s coming loose from the seams and repair at a reasonable cost.

Thank you for choosing Republic Waste Services for your Trash, Yard Waste and Recycling needs. We appreciate

your business and look forward to a great year.

All Yard Waste items must be packaged in paper lawn waste bags or tied into 18’ x 36” bundles.

Route Service begins at 7:00 a.m. Please make sure all items are easily accessible from the street.

We only pickup natural yard waste including grass, leaves, tree limbs, flower or garden plants

(without their pots), walnuts, apples, Christmas trees (6’ or less), etc. All materials collected are taken to a licensed

compost facility. This recycling facility does not allow for ANY trash, landscape, or construction materials. If bags

contain trash or foreign material they will have to be left at the curb. Any plastic inside your bag will be considered

trash and not picked up. We do NOT collect animal waste. Please tie brush securely with rope or twine – not wire.

Mark bundles of thorns for the driver’s safety. Christmas Trees are the only items that do not require bagging or

bundling. We will accept Christmas trees up to 6’ in length, if larger please cut in half.

Maximum item weight is 50 pounds. Do not use plastic tape on paper bags since it is not

biodegradable. Small cardboard boxes may be used provided they are no larger than the size and weight limits. We

suggest boxes for fruits, small brush, wood or items that would easily break a bag during removal. We ask you to not

use cans for your waste.

ARCHITECTURAL CONTROL APPROVAL

IS STILL A REQUIREMENT!!!!!!

Architectural Control Approval is required before any permanent exterior change is made. This would include the

removal of a fence, the removal of trees, the addition of trees and shrubs, basically any addition, or removal or

replacement.

If you are planning to rebuild a deck or a fence in the same way it is currently designed, it is still necessary to get

approval.

Architectural control helps to ensure that changes will fit in with the aesthetics of the surroundings. The look of your

home impacts the look and value of your neighbors home. The reverse is also true; what your neighbor does to the

exterior of his home impacts your home value. The Architectural Control Committee works hard to quickly approve

homeowner requests.

REMINDER Everyone needs to pick up after their pets.

It’s the law. City of Lenexa Ordinance Leash Law 3-2-D-3 states “owners must remove any excrement deposited by his animal on any public or private property.” It is also “unlawful for any domestic

animal to run at large.” 3-2-D-2 of the Leash Law.

PARKING REMINDERS

We do not allow commercial vehicles

We do not allow vehicles to be stored. If they are not operational or in regular use,

they are not allowed to be parked in Four Colonies.

Article III, Section 3 of the Revised Bylaws

Parking Rights. The Owner or Owners of a Lot which does not have on-lot parking shall be

entitled to no more than two automobile parking spaces as near to the owned lot as practical.

The Owner or Owners of a Lot which has on-lot parking shall be entitled to no more than one

additional automobile parking space as near to the owned Lot as practical. Garages and

carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)

The second space should not interfere with your neighbors’ parking by their front doors.

Guests should be instructed to park in a clubhouse parking lot. Any additional vehicles should

be parked where they do not interfere with your neighbors parking privileges.

ANNUAL HOMEOWNER MEETING MINUTES

June 17, 2019

The Homeowner’s Forum started at 5:45 p.m. There were eight homeowners present. The following topics

were discussed: common grounds, tree stump and bare spots.

President Bob Burgdorfer called the Regular Board Meeting of June 17, 2019 to order at 6:00 p.m. A

quorum was present.

Ms. Weishaar made the motion to accept May 20, 2019, Regular Board Meeting minutes as written. Mr.

Buffington seconded and the motion passed. (Vote #1)

COMMITTEE REPORTS:

Manager’s Report – Ms. Hallblade read her report. Discussion followed. New Business- There was no New Business. Unfinished Business- The Board discussed the Clubhouse Rental Policy. Mr. Burgdorfer reported that the lighting project was complete and thanked his committee for all the help. Mr. Buffington reported that Motion #5 from the May 20, 2019 meeting regarding curb repair need additional clarification. Discussion followed. Mr. Buffington made the motion to resend Motion #5 from the May 20, 2019 Meeting. Ms. Guion seconded. The motion passed. (Vote #2) Mr. Buffington made the motion that Four Colonies Homes Association, as of this date, be responsible for

the repair of damaged curbs on Four Colonies owned streets where curbs face the street. By approval of

this motion the following is also established:

1. Curbs facing the street, including those in front of driveways serving free standing homes, will be

repaired during the time period in which repairs are being made to the section of streets in which the

curb exists.

2. Curbs that are adjacent to drives but are on the side of drives shall be the homeowner’s responsibility.

3. Determination as to the need for repair of curbs facing the street will be by decision of the General

Manager.

4. The General Manager will notify homeowners of adjacent curbs that need repair at the time that the

area is being repaired, and will provide information to allow the homeowner to work with the contractor for

repairs.

5. If the homeowner is repairing adjacent curbs with a contractor other that the one contracted by Four

Colonies Homes Association, the homeowner must gain architectural approval and follow the specification

for curb replacement or repair when improving these curbs.

6. The homeowner is responsible for repairing areas where the homeowner or a former homeowner has

altered a curb from its original condition or has removed a curb.

7. Emergency curb repairs may be brought to the board for approval by the General Manager.

Mr. Thomas seconded. The motion passed. (Vote #3)

COMMITTEE REPORTS:

Architectural Review – There was no report. Common Facilities – Mr. Burgdorfer reported there is a problem with drainage behind Clubhouse 1 and after it is repaired then the bathrooms will be addressed. The committee is also looking to repair mortar on Clubhouse 3 fireplaces. Finance- The Board received copies of the financial reports. Discussion followed. Mr. Buffington reported it is time to start work on the 2019 Budget and needs input for Committees by 7/15/19. Grounds- Mr. Thomas reported the Committee met June 11, 2019. They discussed the condition of the grounds. Each member is looking at a portion and will report back. Painting – Ms. Schenke reported that painting is going well. Social – Ms. Khan-McKibben reported on the plans for the June 30, 2019 party to celebrate July 4, 2019. Long Range Planning Committee – Mr. Buffington reported on reserves. Communications - There was no report. Mr. Burgdorfer made the motion to adjourn, seconded by Ms. Schenke. The meeting adjourned at 7:20
