The Annual 8th Ward Reunion

This Levell project application, submitted by Louise M. Kyle, seeks funding for a reunion of the old 8th Ward, which will take place on September 2nd at the Zanesville Civic League on Jackson Street. The Annual 8th Ward Reunion began 23 years ago, and the event provides an opportunity for the community to reconnect with friends and relatives while eating, dancing, and observing photographs from the neighborhood's history. The expected attendance is 75-100 people, and the event is open to all members of the community. Expenditures for this project are projected to be $295.00.

Entrance Improvements

This Level 1 project application, submitted by Mary Chase-Carey on behalf of the Condominiums at Colony Hill Association, seeks funding for a physical improvement at the main entrance of the Condominiums at Colony Hill, located at the intersection of Frazeyburg Rd. and Colony Hill Dr. The project, which benefits residents residing within the 87 condominiums in this community, seeks to improve the landscaping at the entrance, as well as the lighting on the entrance sign. McIntire Terrace Communications Network

This Level 2 project application, submitted by Samuel E. Osborn, III, on behalf of the McIntire Terrace Association (MTA), seeks funding for implementation of a communications network to benefit residents and visitors in the McIntire Terrace neighborhood. The project, based on the work of the MTA and their discussions with businesses and neighbors, lists goals including the (i) design of a new MTA logo, (ii) creation of quarterly newsletters, (iii) development of an online presence, (iv) printing of street sign reminders of upcoming MTA meetings, (v) digitization of the new neighborhood brochures, and (vi) updating of photographs for the neighborhood historic walking tour for distribution to real estate offices and the MTA website. The success of this project will be evaluated by measures including an increase in MTA meeting attendance and MT A membership, as well as the number of downloads of the neighborhood brochure, walking tour, and newsletter. Expenditures for this project are projected to be $2,264.00, and MTA requests Neighborhood Redevelopment Grant funds in the amount of $950.00.

WHEREAS, there is a tradition called "Beggar's Night" or "Trick or Treat" whereby children go to neighbors' residences for the Halloween celebration and are given various items, particularly candy; and

WHEREAS, the City is concerned with the safety and welfare of the children as they will likely be in the streets, and it is necessary to restrict the time the children are exposed to such dangers; and

WHEREAS, if neighborhoods within the City celebrate the tradition at the same time on the same day the public will be more aware to watch for children in the streets and hopefully decrease their exposure to a hazardous situation; and

WHEREAS, this Council wishes to designate Tuesday, October 31 , 2017, between the hours of 5:30 p.m. and 7:00 p.m. as the City's "Trick or Treat" night.

NOW, THEREFORE BE IT RESOLVED by the Council of the City of Zanesville, Muskingum County, Ohio, that:

SECTION ONE: Tuesday, October 31, 2017, from 5:30 p.m. to 7:00 p.m. is officially designated as Beggar' s NightlTrick or Treat for the City of Zanesville.

SECTION TWO: This resolution shall take effect and be in force from and after the earliest period allowed by law.

AN ORDINANCE ALLOWING A MORAL CLAIM

WHEREAS, Daniel Brent presented a legal claim in the amount of Eight Hundred Eighty-seven Dollars and 83/100 ($887.83) against the City of Zanesville; and,

WHEREAS, said claim was reviewed by the Law Director, David j. Tarbert, who determined that the City of Zanesville was not legally liable for said claim; and

WHEREAS, the basis of said claim is set forth in Exhibit A; and,

WHEREAS, Law Director, David j. Tarbert, advised the claimant that although the City of Zanesville had no legal liability, they had a right to present a moral claim to City Council; and

WHEREAS, City Council has reviewed the claim and determined that said claim should be paid as a moral claim.

NOW, THEREFORE, BE IT ORDAINED, by the Council ofthe City of Zanesville, Ohio, that:

SECTION ONE: The proper City Official is hereby authorized to pay $887.83 to Daniel Brent and said monies shall be taken from line item 604.5456.53408.

SECTION TWO: This Ordinance shall take effect and be in force from and after the earliest period allowed by law.
