THE CITY OF VICTORIA OFFICE OF THE MAYOR Honourable Claire Trevena Minister of Transpol1ation & Infrastructure PO Box 9055 Prov Stn Govt Victoria, BC V8W 9E2 February 6, 2019 Dear Minister Trevena, The Mayors of the South Island, CRD region thank you for your government's previously indicated commitment to rail on the Island. Those of us along the corridor attended the stakeholder meeting in December 2018 regarding the E&N rail and came away from the meeting pleased with your government's action to engage communities as to the use of this important corridor. There was good open and honest dialogue heard from communities and First Nations along the corridor. Most people present expressed overwhelming support for rail use of the corridor for both transportation and economic benefit of the island communities and our economy. We all heard of challenges expressed from some and we believe firmly that any process needs to proceed with reconciliation top of mind. There are lots of issues to be worked on beyond Langford including with First Nations. While we understand the need for more study for the sections of track beyond Langford, we feel that delaying action on the Victoria to Langford segment of the corridor will result in potentially losing federal government funding. Most importantly, we believe delaying further action means that our constituents and yours will continue to experience congestion, and that the South Island economy will be held back. The 13 mayors in the Capital Regional District are calling on your government for immediate action to get the train running between Langford and Victoria and a commitment to the entire corridor on Vancouver Island through a phased approach that honours the wishes of First Nations along the corridor. We further request that you complete the Bus Rapid Transit lanes to the Westshore without delay. The pOl1ions completed are already decreasing travel times and being lauded as a success by the public. The E&N - along with the addition of rapid bus lanes on Highway 1- will provide significant environmental benefits including a reduction in GHGs and will relieve regional gridlock. We call on you to commit to both in this February's budget.
