At an adjourned meeting of the Board of Docks of the City of New York, held at the office of the Board, Pier " A," Battery place, Thursday, August to, 1893, at 2.30 P.M. Present—President Cram. " Commissioner Phelan. Absent— " White. The minutes of the meeting he:d on the 3d instant were read and approved. The following permits were granted to continue only during the pleasure of the Board, the work to be done under the supervision of the Engineer-in-Chief: Thomas E. Crimmins—To fill in behind the bulkhead wall between Twenty-third and 'Twenty- fourth streets, North river, compensation therefor to be paid at the rate of twenty cents per load. Al Foster Steamboat Company—To run water-pipe on the Pier foot of West Forty-fourth street. The following permit was granted, the work to be done under the supervision of the Engineer. in-Chief Manhattan Railway Company—To dredge at their dock font of One Hundred and Twenty- ninth street, Ilarlem river. The following permit was granted to continue only during the pleasure of the Board, compen- sation to be fixed by the 'Treasurer : R. Haarmann—To retain float foot of One Hundred and Fifty-ninth street, Harlem river. From the Department of Public Works—Stating that the space between the pavement on Thirteenth avenue and that laid by this Department between Twenty-fourth and Twenty-fifth streets, cannot be paved as requested July 27, IS93, except under an ordinance of the Common Council. The Engineer-in-Chief directed to prepare a survey and the Board of Aldermen requested to adopt the necessary ordinance. From the Department of Street Cleaning 1st. Requesting a list of street% and places for the cleaning of which said Department is not responsible. The action of the President in replying thereto approved. 2d. Requesting to be informed when street cleaning material may be deposited behind the crib-work at Riker's Island. 'J'he action of the Engineer-in-Chief in replying thereto approved. From the New York Harbor Tow Boat Company—Respecting their application for permission to land at the Battery Wharf. From the Wholesale Oyster Dealers—Requesting a revocation of the order of August 3, 18 93, for dredging in the slip south of Pier, old 54, North river. Order revoked. From the Iron Steamboat Company, lessee—Requesting an extension of one year in which to comply with the order of August 3, 1893, for painting the shed on Pier, new i, North river. Application denied. Notify said company that if the work is not commenced within ten days from receipt of notice, it will be done by the force of the Department at their expen,e. From the Cunard Steamship Company (Limited), lessee—Requesting dredging at Pier, new 40, North river. The Engineer-in-Chief directed to dredge under Treasurer's order, and prepare specifications and form of contract for the remainder of said work. From Antonio Rasines and Thornton N. Mo':ley, sureties under Contract No. 451—Consenting to the assignment of all moneys due on said contract to James M. Motley. From Thomas Smith—Requesting an extension of time to August 8, 1893, for the completion of Contract No. 445, and Enclosing the consent of the sureties to said extension. On motion, the following resolution was adopted : Resolved, That the time for the completion of the work of preparing for and laying pavement on the new-made land in the rear of the bulkhead wall at East Ninety-fourth street section on the East river and East One Hundred and Tenth street section on the Harlem river, Thomas Smith, contractor, under Contract No. 445, be and hereby is extended to August 8, 1893. From Dock Master Coye—Reporting repairs required to Pier ig and the entrance to Pier, new 29, East river. The Engineer-in-Chief directed to repair. From Dock Master Martin—Reporting the sinking of the canal-boat "Julia," foot of One Hundred and Thirty-fifth street, North river. Notify owners to rem-ve. From the Treasurer—Reporting that he has been unable to collect from Tames Rodgers rent for the Pier foot of West One Hundred and Thirty-eighth street for the past nine months. Transmit said claim to the counsel to the Corporation for collection.     At an adjourned meeting of the Board of Docks of the City of New York, held at the office of the Board, Pier " A," Battery place, Thursday, August to, 1893, at 2.30 P.M.

    the 31 inst. to purchase its bulkhead rights between \Vest Forty-second and Forty. third streets. From the Engineer-in Chief-Submitting specifications and form of contract for the removal of

    Pier, old 29, North river, the shed thereon, and dredging over the site of same. The following communications were received, read, and, On motion, ordered to b placed on file : From the Atlantic Transport Line-Requesting a lease of one of the largest of the new piers

    about to be constructed between West Eleventh and Twenty-third streets. From the Riverside and Fort Lee Ferry Company -Requesting permission to rebuild the ferry

    structure and repair the ferry-racks foot of Manhattan street, North river. Permit granted, under the supervision of the Engineer-in-Chief, the work to be kept within existing lines.

    From Daniel McCabe-Requesting permission to erect a shed about twenty feet long and to place a small oNice on the bulkhead between Piers 23 and 24. East river. Application denied.

    i ng to purchase in the name and for the benefit of the Corporation of the City of New York, in fee simple, all riparian and wharfage rights and interests in or annexed to, or appurtenant to the premises, between Twenty-second and Twenty-third streets, North river, on the Thirteenth avenue ; and

    Whereas, Said offer was, on the 7th clay of August, 1893, served on Casimir de R. Moore, as agent and representative of William T. Moore and the heirs of Mary C. Ogden, owner in fee of above describ;d premises ; and

    Whereas, Said offer has been declined by said Casimir de R. Moore, under date of August 12, 1893 , and

    Whereas, It is deemed that no price can be agreed upon between the owners of said property and this Ilepartment for the purchase thereof; therefore be it

    Resolved, That the Counsel to the Corporation of the City of New York be and he is hereby requested to institute legal proceedings for the immediate acquisition of said property, rights, terms, easements and privileges for the Mayor, Aldermen and Commonalty of the City of New York, as required by law, in such cases made and provided.

    From the Engineer-in-Chief : 1st. Report for the week ending August 12, 1893. 2d. Submitting a list of old material and recommending that it he sold at public auction. On motion, the following resolution was adopted : Resolved, That Van Tassel] & Kearney, auctioneers, on behalf of this Board, be and hereby

    are authorized and directed to offer for sale at public auction, at various places on the East river, Wednesday, August 30, 1893, commencing at Jo o'clock A. M., certain old material, as recom-mended by the Engineer-in-Chief.

    3d. Recommending that lie be directed to prepare plans and specifications for a new pier at East Ninety-sixth street, East One Hundredth street and West Fifty-fourth street. Recommenda. tion adcpted.

    4th. Reporting repairs required to the pavement on the new-made land, between West Tenth and Canal streets. The Engineer-in-Chief directed to repair.

    5th. l'tecommending that the lessee be directed to repair the Pier at One Hundred and Seven-teenth street, Harlem river. Recommendation adopted ; and in case repairs to said pier are not made at once, the Engineer-in-Chief directed to do said work, at the expense of the lessee.

    6th. Reporting repairs required to the Pier at \Vest Forty-fourth street. 'l'he Engineer-in-Chief directed to make temporary repairs and to prepare specifications and form of contract for making thorough repairs to said pier.

    7th. Report on Secretary's Order No. 13070-Respecting the application of McDermott & Co., of the 3d instant, for a reduction of rent of the Pier at One Hundred and Twenty-ninth street, North river. Referred to the Treasurer.

    8th. Report on Secretary's Order No. 13081-As to the repairs required to the Hospital Dock, Ward's Island. The Engineer-in Chief directed to repair.

    9th. Report on Secretary's Order No. 13092-Recommending that the lessee Abe directed to dredge the half slip adjoining the south side of Tier, new 41, North river, to the same depth and at the same time as the dredging is done by the Department in the half slip adjoining the north side of Pier, new 40, North river. Recommendation adopted. The Secretary directed to notify the Dela-ware, Lackawanna and Western Railroad Company, lessee.

    The Secretary reported the pay-rolls for the General Repairs and Construction force for the week ending August II, 1893, amounting to $13,456.53, had been approved and audited and transmitted to the Finance Department for payment.

    chief of a bureau, deputy thereof, or clerk therein, or other officer of the Corporation, is directly or indirectly interested in the estimate or in the work to which it relates or in the profits thereof.

    Each estimate must be verified by the oath, in writing, of the party making the same, that the several matters therein stated are true, and must be accompanied by the consent, in writing, of two householders or freeholders in the City of New York, to the effect that it the contract is awarded to the person making the estimate, they will, upon its being so awarded, become bound as his sureties for its faithful performance ; and that if he shall refuse or neglect to execute the same, they will pay to the Cor-poration any difference between the sum to which he would be entitled upon its completion, and that which the Corporation may be obliged to pay to the person to whom the contract shall be awarded at any subsequent letting ; the amount to he calculated upon the estimated amount of the work by which the bids are tested.

    The consent last above mentioned must be accom-panied by the oath or affirmation, in writing, of each of the persons signing the same, that he is a householder or freeholder in the City of New York, and is worth the amount of the security required for the completion of the contract, over and above all his debts of every nature, and over and above his liabilities as bail. surety, or otherwise, and that he has offered himself as surety in good faith, with the intention to execute the bond required by law.

    No estimate will be considered unless accompanied by either a certified check upon one of the State or National banks of the City of New York, drawn to the order of the Comptroller, or money to the amount of five per centum of the amount of the security required for the faithful performance of the contract. Such check or mope)- must NOT be inclosed in the scaled envelope containing the estimate, but must be handed to the officer or clerk of the Department who has charge of the estimate-box, and no estimate can be deposited in said box until such check or money has been examined by said officer or clerk and found to Inc correct. All such deposits, except that of the successful bidder, Will be returned to the persons making the same within three days after the contract is awarded. If the successful bidder shall refuse or neglect, within five days after notice that the contract has been awarded to him, to execute the same, the amount of the deposit made by him shall be forfeited to and retained by the City of New York, as liquidated damages for such neglect or refusal'; but if lie shall execute the contract within the time afore-said, the amount of the deposit will be returned to him.

    The Commissioner of Street Improvements of the Twenty-third and Twenty-fourth Wards reserves the right to reject all bids received for any particular work if he deems it for the best interests of the City.

    Blank forms of bid or estimate, the proper envelopes in which to inclose the same, the specifications and agreements, and any other information desired, can be obtained at this office.

    PROPOSALS FOR ESTIMATES.

    SEALED ESTIMATES FOR SUPPLYING THE Police 1 cpartntent with Stationery and Printing

    for election purposes will he received at the Central Office of the Department of Police in the City of New York, until twelve o'clock at. of'1'uesday, the rzth day of September, I593.

    The person or persons making an estimate shall furnish the same in a scaled envelope, indorsed ° Estimate for Furnishing Stationery and Printing." and with his or their name or names, and this date of presentation, to the head of said Department, at the said office, on or before the day and hour above named, at which time and place the estimates received )'.ill be publicly opened by the head of said Department and read, and the award of the contract made to the lowest bidder with adequate security, as soon thereafter as prac-ticable.

    For particulars as to the quantity and kind of Sta-tionery and Printing required, reference must be made to the specifications, blank forms of which may be obtained at the office of the Chief Clerk in the Central Department.

    Bidders will state a price for the work and material furnished in accordance with the specifications. The price must be written in the bid and stated in figures. Permission will nut be given for the withdrawal of any bid or estimate, and the right is expressly reserved by the head of said Department to reject any or all bids which may be deemed prejudicial to the public interests.

    No estimates will be accepted from, or a contract awarded to, any person who is in arrears to the Cor-poration upon debt or contract, or who is a defaulter, as surety or otherwise, upon any obligation to the Cor-poration.

    The entire quantity of Stationery and Printing is to be put up in boxes and delivered at such times and places, and in such quantities in each place, as shall be directed by the Chief of the Bureau of Elections.

    The person or persons to whoa) the contract may be awarded will be required to give security for the per-formance of the contract in the manner prescribed by law, in the slim of'1WOTHOUSAND FIVE HUN-DRED DOLLARS.

    Each estimate shall contain and state the name and place of residence of each of the persons making the same ; the names of all persons interested with him or them therein ; and is no other person he so interested, it shall distinctly state that fact ; also that it is made with-out any connection with any other person making an estimate for the same purpose, and is in all respects fair and without collusion or fraud ; and that no member of the Common Council, head of a department, chief of a bureau, deputy thereof, or clerk therein, or other officer of the Corporation, is directly or indirectly inter-ested therein or in the supplies or work to which it relates, or in any portion of the profits thereof.
