INDUSTRY NEWS: ESTABLISHMENT OF NATIONAL AIRLINE TO GO AHEAD DESPITE WORLD BANK PULLOUT

The Transport Ministry insists the establishment of a new national airline will go ahead as planned despite the pullout of the World Bank who were partially funding the project. The World Bank has withdrawn its 30 million dollar support for the establishment of the new national air-line under a Public Private Partnership (PPP) arrangement. Citi Business News has gathered an initial pre-feasibility report submitted to the World Bank from the trans-actional advisors Price Waterhouse Coopers (PWC) for review and approval came back with the World bank indicating it will not continue funding the process, because the model contained in the report was more com-mercial than the initial Public Private Partnership arrangement agreed upon. Speaking to Citi Business News Chief Director of the Ministry of Transport, Mr. Selby Twumasi-Ankrah, CMILT said government is now seeking a commercial arrangement rather than a PPP. “What they are saying is the PPP which we intend to go into which they approved anyway from the recom-mendation from the feasibility report, indicates that the venture we are trying to enter with the private sec-tor is more of commercial arrangement and therefore the terms of the PPP which they the World bank ex-pect is not as per the feasibility report coming out and therefore at the stage we have the feasibility report we can go ahead with that commercial arrangement and therefore there is no need for them to fund the fea-sibility and other things concerning the project.” The Chief Director of the Ministry of Transport, Mr. Selby Twumasi-Ankrah, CMILT told Citi Business News that the Ministry of Transport is engaging transactional advisors Price Waterhouse Coopers on the establish-ment of a new national airline with regards to the funding gap created following the pullout of the World Bank.

WOMEN IN LOGISTICS AND TRANSPORT TO START ROAD SAFETY PROJECT

Page 4 VOLUME 1, ISSUE 1

The Women in Logistics and Transport (WiLAT), a women’s wing of the Chartered Institute of Logis-tics and Transport (CILT), is to commence a road safety project for commercial drivers in the Accra metropolis to support the road safety campaign. The project, dubbed “Cease the bloodshed on our

roads,” is expected to begin in July with the aim of raising awareness of commercial drivers in the me-tropolis on the changing trends in technology and road traffic regulations. To achieve the aim, WiLAT will organise a two-day sensitisation and training workshop for commercial drivers which will sub-sequently be piloted in other cities across the country. The date for the training is yet to be an-nounced . The training programme is a collabora-tion among WiLAT, the National Road Safety Com-mission (NRSC), Motor Traffic and Transport De-

partment (MTTD) as well as the Driver and Vehicle Licensing Authority (DVLA).

Road Safety Project Giving details at the launch of the training pro-gramme in Accra on Tuesday, the Chairperson of WiLAT, Dr Doreen Owusu-Fianko, said the project was expecting more than 250 licensed drivers

from the various organised transport unions with-in the metropolis to participate. She added that participants would be taken through topics such as

fault detection and management, fuel efficiency, insurance regulation, speed awareness, road regu-lations and health-related issues.

Citing an example with the aviation industry, Dr Owusu-Fianko explained that the industry practised some safe standards and principles which must be applied to the road and transport industry to enhance the capacity of commercial drivers. She noted that education was the key to safety and security in the road and transport in-dustry, hence the need for drivers to undergo simulator sessions to update their knowledge.

Baffling Statistics A representative of the Director of the Motor Traffic and Transport Department (MTTD) of the Ghana Police Service, Deputy Superintendent of Police (DSP) Samuel Sasu-Mensah, indicated the MTTD recorded 3,683 acci-dents in 2014 and 621 in the first quarter of 2015. He further added that 547 persons were killed in the road accidents that occurred and 395 had been reported

dead in the first quarter of 2015. With these baffling statistics, he underscored the need for stakeholders to increase efforts in a bid to reduce road accidents in the country.

Shared responsibility In his closing remarks, the President of CILT, Mr God-win Douglas Mensah, urged drivers to be vigilant when driving especially during the rainy season, since poor visibility could also lead to accidents. “Road safety is a shared responsibility, let us all do what is expected of

us,” he added.

Mr Frimpong-Manso’s initial exposure

to logistics and transport practices be-

gan between 1996 to 2001 when he

started working for Ghana Institute of

Management and Public Administra-

tion (GIMPA) in Ghana as the Motor

Vehicle Technician responsible for the

repairs and maintenance of institute’s

vehicles. His hard work paid off in

1994 when he was adjudged the Best

Worker of the GIMPA, Transport Sec-

tion.

By dent of this hard work, Mr.

Frimpong-Manso was promoted to the

position of the Mechanical and

Transport Manager position in 2002. A

position he held for 13 years. During

his tenure, GIMPA had 45 vehicles, 3

motor bikes and 24 staff which were

under his control. This position made

him to gain a very full understanding

on the necessity to have exceptional

planning processes in place to manage

demand, having the ability to respond

quickly and efficiently to market

changes and improve core competen-

cies when things go wrong. In 2015, he

was made the Chairman of GIMPA As-

sets Disposal Survey Committee.
