BackgroundThe Philippines remains as one of the most vulnerablecountries. International studies such as the World RiskReport 2014 prepared by the United Nations UniversityInstitute of Environment and Human Security, revealed thatPhilippines rank as the 2nd country at risk and 3rd as themost exposed to disasters.

The Philippines is also no. 5 among 10 countries mostaffected from 1994 to 2013 based on the Long-Term ClimateRisk Index (CRI) prepared by German Watch.

BackgroundBut more than these studies, our experiences from the pastyears are testament to our vulnerability. Moreso sincedisasters are becoming more complex, frequent andunpredictable in terms of occurrence, scope and magnitude.

Disasters are now referred to as the “new normal”, and assuch it can no longer be managed single-handedly and inisolation. What is used to be a concern of only a few before,is now the concern of everyone – form the individual; thefamilies; to the local, subnational, and national institutions,up to regional and global organizations.

Background Prior to RA 10121, Executive Order No. 137 dated 10 August

1999 mandated the implementation of the Civil DefenseDeputization Program at the LGU level

Dedicated personnel from LGUs shall be designated bythe Chair, NDCC as Deputized Civil Defense Coordinators(Tanggol Patrols) Primary role to initiate and coordinate programs, projects,

and activities on civil protection and disaster managementthrough an integrated multi-sectoral approach

Serve as Executive Officer to the LDCC

The Local DRRM Office Local DRRM managers are at the forefront of DRRM as they

take in the challenge of enhancing the resilience of theirrespective communities where disaster incidents take place.These means strengthening institutional coping capacities andadaptive capacities of organizations and individuals.

RA 10121 mandates the establishment of LDRRMOs inprovinces, cities, and municipalities, and BDRRMCs inbarangays.

NDRRMC-DILG-DBM-CSC JMC 2013-2 provides for theimplementing guidelines for the Establishment of theLDRRMOs and BDRRMCs

The Local DRRM OfficePOLICY GUIDELINES The LDRRMO is considered a mandatory office, and the

BDRRMC, a mandatory committee

The provincial, city or municipal DRRM Officer, and threestaff for administration and training, research andplanning, and operations and warning are mandatorypositions

The budgetary requirements for PS, maintenance andother operating expenditures, and capital outlay shall besourced from the General Fund of the LGU

Other maintenance and other operating expenditures,and other capital outlay requirements of the LDRRMO orBDRRMC in the implementation of DRRM programs shallbe charged to the LDRRMF subject to the provisions ofthe Joint NDRRMC, DBM, and DILG MemorandumCircular No. 2013-1 and COA Circular No. 2012-002

The Local DRRM OfficeAT THE BARANGAY LEVEL The BDRRMC shall be a regular committee to the

Barangay Development Council and shall be subjectthereto. The Punong Barangay shall facilitate and ensure the

participation of at least two CSO representatives fromexisting and active community-based people’sorganizations representing the most vulnerable andmarginalized groups in the barangay. The members of the BDRRMC shall include community

representatives to be responsible for: (1) administrationand training; (2) research and planning; and (3)operations and warning

Functions and Responsibilities of LDRRMOThe LDRRMO or BDRRMC, within their territorialjurisdiction, shall be responsible for setting the direction,development, implementation, and coordination of DRRMprograms, and shall perform the following functions andthose that may be authorized by the LDRRMC

Specific functions are divided among its sub-offices:a. Research and Planningb. Administrative and Trainingc. Operations and Warning

Functions and Responsibilities of LDRRMOa. DRRM Research and Planning Design, program, and coordinate DRRM activities,

consistent with the NDRRMC’s standards and guidelines; Facilitate and support risk assessments and contingency

planning activities at the local level; Consolidate local disaster risk information which includes

natural hazards, vulnerabilities, and climate change risks,and maintain a local risk map;

Conduct research and development initiatives on DRRM; Formulate and implement a comprehensive and integrated

Local DRRM Plan (LDRRMP) in accordance with thenational, regional, and provincial framework, and policieson DRR in close coordination with the Local DevelopmentCouncil (LDC);

Functions and Responsibilities of LDRRMOa. DRRM Research and Planning Prepare and submit to the Local Sanggunian through the

Local DRRM Council and the LDC the annual LDRRMOPlan and budget, the proposed programming of theLDRRMF, other dedicated DRRM resources, and otherregular funding source/s and budgetary support of theLDRRMO or BDRRMC;

Maintain a database of human resource and theircapacities, equipment, directories, and location of criticalinfrastructures such as hospitals and evacuation centers;

Serve as the Secretariat and executive arm of the LocalDRRM Council (LDRRMC);

Functions and Responsibilities of LDRRMOa. DRRM Research and Planning Recommend through the LDRRMC the enactment of local

ordinances consistent with RA 10121; Prepare and submit, through the LDRRMC and the LDC,

the report on the utilization of the LDRRMF and otherdedicated DRRM resources to the local COA, copyfurnished the regional director of the Office of CivilDefense (OCD) and the local government operationsofficer of the DILG; and

Involve the most vulnerable sectors (women, children, seniorcitizens, and PWD) in risk assessment and planning

Functions and Responsibilities of LDRRMOb. DRRM Administrative and Training Organize and conduct training, orientation, and knowledge

management activities on DRRM at the local level; Identify, assess and manage the hazards, vulnerabilities and

risks that may occur in their locality; Identify and implement cost-effective risk reduction measures

and or strategies; Disseminate information and raise public awareness about

those hazards, vulnerabilities, and risks; Take all necessary steps on a continuing basis to maintain,

provide, or arrange the provision of, or to otherwise makeavailable, suitably-trained and competent personnel foreffective civil defense and DRRM in its area;

Functions and Responsibilities of LDRRMOb. DRRM Administrative and Training Organize, train, equip and supervise the local emergency

response teams and the accredited community disastervolunteers (ACDVs), ensuring that humanitarian aid workersare equipped with basic skills to assist mothers to breastfeed;

Within its area, promote and raise public awareness of, andcompliance with RA 10121 and legislative provisions relevant tothe purpose of the latter;

Implement policies, approve plans and programs of theLDRRMC consistent with the policies and guidelines laid downin RA 10121; and

Train the most vulnerable sectors (women, children, seniorcitizens, and PWD) in DRRM, especially in disasterpreparedness

Functions and Responsibilities of LDRRMOc. DRRM Operations and Warning Operate a multi-hazard early warning system, linked to DRR to

provide accurate and timely advice to national or localemergency response organizations and to the general public,through diverse mass media, particularly radio, landlinecommunications, and technologies for communication withinrural communities;

Conduct continuous disaster monitoring and mobilizeinstrumentalities and entities of the LGUs, CSOs, privategroups and organized volunteers, to utilize their facilities andresources for the protection and preservation of life andproperties during emergencies in accordance with existingpolicies and procedures

Functions and Responsibilities of LDRRMOc. DRRM Operations and Warning Develop, strengthen, and operationalize mechanisms for

partnership or networking with the private sector, CSOs, andvolunteer groups;

Respond to and manage the adverse effects of emergencies andcarry out recovery activities in the affected area, ensuring thatthere is an efficient mechanism for immediate delivery of food,shelter and medical supplies for women and children, endeavorto create a special place where internally-displaced mothers canfind help with breastfeeding, feed and care for their babies andgive support to each other;

Coordinate other DRRM activities; Establish linkage and or network with other LGUs for DRR and

emergency response purposes;

Functions and Responsibilities of LDRRMOc. DRRM Operations and Warning Establish a provincial, city or municipal, and barangay DRRM

Operations Center; Give early warning to the most vulnerable sectors (women,

children, senior citizens, and PWD) to respond to their needs;and

Respond to and manage the adverse effects of emergency andcarry out recovery activities to the most vulnerable areasespecially to the vulnerable sectors (women, children, seniorcitizens, and PWD).

Roles as Key Player in Local Resilience Support international,national, and regional initiatives on

DRRM (including observance of Sendai Framework for DRR,AADMER, APEC DRR Framework, IDDR and ACDM, NDCM,Operation LISTO and other existing and future programs toimprove resilience)

Take lead in the institutionalization of DRRM programs tostrengthen readiness and enhance resiliency

Ensure integration of DRR and CCA into all local developmentprocesses

Contribute to the attainment of the NDRRMP and othernational DRRM plans

Invest more in Disaster Mitigation Review and Update risk assessment and information

Roles as Key Player in Local Resilience Strengthen inter-LGU cooperation on DRRM including support

for an integrated river basin or watershed management approach Participate in gaps and needs assessments on DRRM and

capacity building initiatives Engage and empower all stakeholders to advocate DRRM Encourage the spirit of resourcefulness and volunteerism among

stakeholders Share best practices and lessons learned and provide them as

input to standardization and institutionalization of DRRMprograms initiatives at the national level

Further strengthen cooperation, coordination, andinteroperability with other LGUs and DRRM partners

Strengthen capacity to extend assistance to other LGUs struck bycalamity and conduct of other pre-disaster activity
