STATUTES OF THE UNIVERSITY As Approved by the

The President of India in her Capacity as the VISITOR of the University vide MHRD Letter

No. F.42-26/2009-Desk(U) dated 21st March 2011

Appointment of

Heads of the

Departments

16 (4) (a) Each Department shall have a Head who shall be appointed by the Vice-Chancellor from

amongst the Professors of the Department on the basis of rotation in order of the

seniority.

Provided that if a Department has only one Professor, the Head of the Department shall

be appointed from amongst the Professor and the senior most Associate Professor by

rotation in the order of seniority.

Provided further that if a Department has no Professor, the Head of the Department shall

be appointed from amongst the Associate Professors on the basis of rotation in order of

seniority.

Provided further that if there is no Professor or an Associate Professor, in a Department,

the Dean of the School concerned shall act as the Head of that Department.

(b) A Professor or Associate Professor may decline the offer of appointment as the Head of

the Department, in which case, the offer of appointment as Head shall be made to the

next eligible person in order of seniority.

(c) A Head of Department may resign his office at any time during his/her tenure of office, in

which case, the offer of appointment as Head shall be made to the next eligible person in

order of seniority.

(d) If a person, declines the offer of appointment as Head of the Department and/or resign his

office at any time during his/her tenure of office, he/she shall not be considered for

appointment as Head in the Department, till his turn of appointment comes again in order

of the seniority.

(e) A person appointed as the Head of the Department shall hold office as such for a period

of three years.

(f) The Head of a Department shall perform such functions as may be prescribed by the

Ordinances.

Centres

16 (5) (a) Each Centre shall have a Director of the Centre, who shall be appointed by the Vice-

Chancellor from amongst the Professors placed in the Centre on the basis of rotation in

order of the seniority.

Provided that if a Centre has only one Professor, the Director of the Centre shall be

appointed from amongst the Professor and the senior most Associate Professor by

rotation in the order of seniority.

Provided that if a Centre has no Professor placed in it, the Director shall be appointed

from amongst the Associate Professors on the basis of rotation in order of seniority.

Provided further that if there is no Professor or an Associate Professor, in a Centre, the

Dean of the School concerned shall act as Director of the Centre.

(b) A Professor or Associate Professor may decline the offer of appointment as the Director of

the Centre, in which case, the offer of appointment as Director shall be made to the next

eligible person in order of seniority.

(c) A Director of the Centre may resign his office at any time during his/her tenure of office, in

which case, the offer of appointment as Director of the Centre shall be made to the next

eligible person in order of seniority.


(d) If a person, declines the offer of appointment as Director of the Centre and/or resign

his office at any time during his/her tenure of office, he/she shall not be considered

for appointment as Director of the same Centre, till his turn of appointment comes

again in order of the seniority.

(e) A person appointed as the Director of the Centre shall hold office as such for a

period of three years.

(f) The Director of the Centre shall perform such functions as may be prescribed by the

Ordinances.

41 (1) There shall be a Planning & Monitoring Board of the University which shall advise

generally on the planning and development activities of the University and monitor the

standard of academic and physical development of the University.

(2) The constitution of the Planning & Monitoring Board and manner of appointment of

members shall be as under:

a) The Vice-Chancellor, who shall be the Chairman

b) Two Deans of the Schools to be nominated by the Vice-Chancellor

c) Three Experts, known for their expertise/special interests in planning and

development of higher education, to be nominated by the Executive Council

d) Three Experts, known for their expertise/special interest in the planning and

development of higher education, to be nominated by the Vice-Chancellor

e) The Registrar of the University

f) The Finance Officer of the University

g) The person designated by the Vice-Chancellor as the Planning & Development

Officer or the OSD (Planning & Development) shall be the Member Secretary.

(3) The terms of office of the members other than the ex-officio members, shall be three

years from the date of their appointment and they shall be eligible for reappointment.

(4) The powers and functions of the Planning & Monitoring Board shall be such as may be

prescribed by the Ordinance.

42 (1) Dean of Students’ Welfare (DSW) shall be a full-time salaried officers of the University

in the pay and rank of the Professor and shall be appointed by the Executive Council

on the recommendation of the Vice-Chancellor;

(2) Provided that the Executive Council may, appoint on the recommendation of the Vice-

Chancellor, a teacher, not below the rank of a Associate Professor, to discharge the

duties of the Dean of Students’ Welfare (DSW), in addition to his duties as teacher,

and in such case, the Executive Council may sanction a suitable allowance to be paid

to him.

(3) The Dean of Students’ Welfare (DSW) shall hold office for a term of three years and

shall be eligible for re-appointment.

(4) If a teacher of the University is appointed as a Dean of Students’ Welfare (DSW),

he/she shall continue to hold his lien on his/her substantive post and shall be eligible

to all the benefits that would have otherwise accrued to him/her, but for his/her

appointment as the Dean of Students’ Welfare.

(5) When the office of a Dean Students’ Welfare is vacant or when the Dean of Students’

Welfare is by reason of illness or absence or any other cause, unable to perform the

duties of his office, the duties of the office of the Dean of Students’ Welfare (DSW)

shall be performed by such person as the Vice-Chancellor may appoint for the

purpose.

(6) The functions, duties and responsibilities of a Dean of Students’ Welfare shall be

prescribed by the Ordinances.
