The third annual Region 2 CurlingBonspiel was held in Kamloops on April5 and 6, 1974, with 32 rinks entered.Rinks were from Kamloops, SalmonArm, McBride, Vernon, Kelowna, Pen­tieton, Merritt, Lillooet, Williams Lake,and Regional staff members. Individualtrophies and prizes were presented toeach member of the winning and runner­up rinks in A, B, and C events.

Winners of the A event were fromValemont representing the McBride Dis­trict and Construction Branch. nual Region 3 Bonspiel held at the Nel­son Curling Club on March 30, 1974.

The Pouce Coupe District hosted theannual Region 4 Bonspiel at the DawsonCreek Curling Rink from March 22 to24, 1974. Rinks came from as far awayas Nakusp, Hope, and Atlin, which wonthe award for the rink which came thelongest distance.

The winners of the A event and thecoveted Region 4 Flagman trophy wasthe rink from Fort St. John; left to right,Lawrence Harding, Ken Brookbanks, BobJohnson, and Dennis Cullin. Secondplace ill the event went to the Burns Lakerink, composed of Bob Saul, Vic Barrett ,Lloyd Havens, and John Bergen .

The B event was won by the rink fromRolla; left to right, Ralph Shearer, S.Shearer, Harold Querin, and E. Querin,The Prince George rink consisting ofBill Zaporozan, Louis Schick, D. St.Thomas, and J. Vassello won second­place honours.

The C event winners was the rink fromHope. They are, left to right, DOliKirkland, M. Kirkland, Ron Dash, andE. Dash. Second place in this event wentto the rink from Fort St. John , composedof Homer Good, C. Martel, H. Logan,and D. Davis.

Trevor Bagot, Electrical Engineer; New­ton Campbell, Electrical Draughtsman;Herb Coupe, Assistant Traffic Engineer;and Steven Lohr, Engineering Aide, re­cently placed third in the ProvincialGovernment Men's Curling League. Theyeach won a curling-broom for their Satur­day morning efforts.

Volume 11This year the D epartment of

Highways has had a particu­larly difficult spr ing in termsof road maintenance. I under­stand many of the problemswere the result of unusuallysevere frost-heav e conditionswhich can break up the roadsurface Ii t e ra II y overnight.During April and Ma y, lettersreceived at Headquarters andnewspaper articles certainlypainted a discouraging pictureof road conditions in manyparts of the Province.

Now that many of the bad stretches of road have beenrepaired and work is in progress elsewhere, we do notexpect much comment on the improvem ent s. Keepingthe highways in good repair is the Department's business.

Nevertheless, I would like to extend my personal thanksto the many Department people who put in long hoursof hard work repairing spring damage as quickly as pos­sible. This year I would also like to particularly mentionthose of you who worked around the clock to completethe dikes in Kamloops and other areas . While it nowseems unlikely that a major flood will develop, there isa good deal of satisfaction in knowing that most of th ework was completed in time to combat the expecteddanger .

CBA Engineering Ltd., Vancouver consulting engineers, havereceived a special Award of Merit from the Association of Con­sulting Engineers of Canada and the Canadian Consulting Engi­neer for the Mission Bridge project. In a letter to the Ministeradvising him about the award, the President of CBA, Keith A.Henry, expressed his company's "appreciation for the co-operationand help we have received from you and your officials in theDepartment which have been essential to the successful work onthe project." The award was presented at a special meeting of theAssociation in Banff on June 4.

PATRICK J. CARRhas been appointed Re­gional Highway Engi­neer in Burnaby suc­ceeding Dudley D.Godfrey who has re­tired .

Pat was born inClair, Sask. He graduated in 1955 witha B.Sc. in Civil Engineering from theUniversity of Manitoba. Following grad­uation he joined the Saskatchewan De­partment of Highways as Assistant Dis­trict Engineer.

He began with the B.C. Department ofHighways in July 1959 as District Engi­neer in Pouce Coupe. He was transferredto Courtenay as District Engineer inApril 1965, and was promoted to Re­gional Maintenance Engineer. He thentransfe rred to Prince George in August1965, and to Burnaby as Assistant High­way Engineer in February 1973.

Pat and his wife, Joyce, have two chil­dren. An avid curler, he was a memberof the Prince George "Smale" rink thatwon the B.C. Curling Championship in1969 and was runner-up the same yearin the Canadian Curling Championship inOshawa, Ontario, and British ColumbiaChampions again in 1971.

was well known for his help in obtainingmaterial through the Purchasing Com­mission during emergencies and for hisprocessing of leases and rental agree­ments. Born in Saskatchewan, he beganpart-time work with the Forest Servi ceand Public Works in 1930. Steady em­ployment came in 1937, with time out formilitary service from 1940-1946. Afterthis he returned to the Location Branchin Kamloops in a clerical capacity. Hetransferred to Victoria in 1949, to theConstruction Branch in 1951, and finallyto the Accounts Branch as Senior Clerkin 1952 and Principal Clerk in 1957.Bill, and his wife, Betty, have two mar­ried daughters and one granddaughter.His extra-curricular activities includecharitable work sponsored by the B.C.Goverment Employees Union. He alsoparticipates in the activities of various ser­vice clubs . His hobbies are bowling andcollecting stamps and coins. Bill hasbeen an Associate Field Editor for theRoad Runner for several years.

worked a year in mining exploration,four years on the Arrow Dam in Castle­gar, and five years with Alberta WaterResources. Gerry is married with threechildren. His hobbies are fishing andphotography.

Born and educated in Scotland where hegraduated from SI. Andrews University,Mr. Sturrock served with a leadingScottish firm of consulting engineers untilhe emigrated to Canada in 1955.

After working for sever al years withtwo consulting firms, he established hisown practice in 1959.

Mr. Sturrock is married and has fourchildren.

Prior to his appointment he workedwith members of the Department on ahighway development programme for thenorthern part of the Province.

were made at a gathering honouring otherNelson area retiring employees.

Friends and fellow employees met at aclub in Burnaby on April 26, 1974, for afarewell banquet and dance to honourD. D. (DUDLEY) GODFREY, retiringRegional Highway Engineer. Presentwere representatives from Headquartersand all four Regions as well as some re­cent superannuants and others with whomhe had been associated during his 26 yearswith the Department.

In making a presentation to Dudley, H.T. Miard, Senior Associate Deputy Minis­ter, reviewed his years with the Depart­ment, which began in 1948 when he be­came District Engineer in Revelstoke.Two years later he was promoted andtransferred to Prince George as DivisionalEngineer and in April 1956 promoted toRegional Highway Engineer at New West­minster. In 1963 he became Chief Engi­neer and moved to Victoria where hestayed for the following six years until hemoved back to the Lower Mainland asRegional Highway Engineer.

Mr. Miard's resume of Dudley's careernoted that he quickly established his repu­tation as a raconteur, and through theyears this ability has been useful in re­lieving the tedium of long conference ses­sions and establishing rapport with groupsof men on the job . He was president ofthe Association of Professional Engineers.

Born in England, he began his engineer­ing career in South America with a Britishrailway company, where he remained for19 year s. He was District Engineer whenthe company was expropriated and heemigrated to Canada with his wife andthree children. British Columbia was ahappy choice for he is a ski-ing and out­doors enthusiast. He is a member of theAlpine Club of Canada, and member ofthe executive of the Vancouver NaturalHistory Society. In July he will be incharge of a camp for the Society at theKluane National Park in the Yukon.

He is chairman of the Avalanche TaskForce established earlier this year by theMinister and he will continue to work onthe committee until investigations arecomplete this coming October.

Ted Arnoldus, Road Maintenance Foreman 2, Terrace District,is shown at the construction site of the approaches for the newLean-To Creek Bridge. Ted has been with the Department for20 years.

Many old-timers in the Department weresaddened to learn of the death May 17 ofEVAN JONES, former Deputy Minister ofHighways.

Mr. Jones retired in 1958 after serving asDeputy from 1948 . He first joined theGovernment in 1920 and served in variouscapacities and in different parts of the Prov­

ince with the Department of Public Works. He served overseasin the First World War from 1915 to 1919.

Unusual Department Summer Activities

Communications System Study

The work that KirkSpowage will be doingon communicationssystems consists pri­marily of research , sohe will not get out inthe field very much.

He will be making I

a comparison of existing communicationssystems and reviewing new developmentsin the field with a view to providingguidelines for future growth of our ownsystem.

He is particularly interested in talking topeople who may have worked on the Yel­lowhead or Hart in the early stages ofsurvey and construction.

This summer there will be two teams inthe field. Sherrill Kautz and BarbaraRoutley, driving a rust-coloured GMCcamper-truck, will be working mainly onVancouver Island, Sechelt , in the LowerMainland, the Okanagan, and the SouthKootenays. Jean Boussey and Joyce Maywill have a red GMC camper-truck andare working at present in the MeziadinLake area near Stewart. They expect tocontinue their operations mainly in thenorthern part of the Province and pos­sibly in the Bella Coola area and northernOkanagan.

As it was last year, the programme hasbeen organized in conjunction with theArcheeological Sites Advisory Board.What the survey teams are actually doingis a reconnaissance to locate and identfyarcheeological and historic sites whichmight be affected by highway construc­tion. The work has been carefully plannedwith the Design and Survey Branch sothat priority can be given to areas mostlikely to be disturbed.

The students who worked on the proj­ect last summer expressed appreciationfor the help and co-operation they re­ceived from Department employees inmany parts of the Province. They didrun into a little trouble identifying them­selves but that should be less of a prob­lem now that people are more familiarwith the work. The trucks being used thisyear have also been equipped with De­partment of Highways decals for readieridentification.

This summer the Department has underway several projects outside the scope ofusual highway work.

While some of the activities are moreexotic than others, chances are employeesmay become involved with a film produc­tion about flood control, an archseologicalsurvey, an historical study of the Provin­cial highways, or a study of the Depart­ment's communications system.

Archaological SurveyBy this time, an archeeological survey

team should be a fairly familiar sight aslast year's team travelled quite widelythroughout the Province .

Flood Control FilmThe Department has made arrange­

ments with the Department of Agricul­ture film crew, under the direction ofNorbert Hartig, for the production of afilm which will show the work of floodcontrol.

Working in close co-operation with theother departments involved in flood con­trol, the film makers intend to cover allaspects of the subject , starting with mea­surement of snow-pack and water levels,and the work done to prevent floods, andcontinuing with the planning and organ­ization needed to cope with an emergency .

With the possible exception of thescriptwriter, everyone hopes the film willend at the planning stage. If a flood situ­ation does develop, the film will includethe actual work of flood fighting.

Historical Research

Under the newly in­troduced "Innovation'74" programme, DaveHobson has been hiredby the Department toundertake some his­torical research ofProvincial highways .

He will have an assistant , Charles Steele,on the project.

Since a project of this magnitude coulddevelop into a life's work, rather than asummer job, it is expected that Mr. Hob­son's research will provide backgroundmaterial and suggest directions of futureinvestigations. Along the way he doeshope to come up with some interestingitems, such as an answer to the questionof which was really the first official high­way in British Columbia.

Because of the limitations in time, Mr.Hobson plans to concentrate on Highways1,3,5, 16, and 97. Once he has collectedsufficient background material, he plansto begin his fieldwork investigating theCariboo and Kootenay Trails and then goon to the Yellowhead and Hart Highways.

Drop structures on Allison Creek ,Highway 5, were constructed by the Pen­tieton District with the approval of theFisheries and Water Rights Branch. Theheavy wash of talus material is depositedbehind the drop structures during springrun-off and cleaned out later. This pre­vents a build-up at the main structure be­low. FERRIES
