The Bolsa Família and the Variable

Benefit for the Young are Conditional Cash Transfer Programs of the Central Goverment, carried on by the Ministry of the Social Development and Fight against Hunger through its Secretariat of the Income and Citizenship.

A third category of cash transfer program compensates the differences of the benefits due to the unification of all the cash transfer programs: Extraordinary Variable Benefit (BVCE)

Conditionalities of the BFP and of the BVJ

• School attendance: minimum attendance of 85% for the children beteween 6 an 15 years old and 75% for the adolescents between 16 and 17 years.

• Health: compliance with the vaccination schedule and surveillance of growth and physical and mental development of the children below 7 years of age; prenatal care of the preganant woman and follow up on breastfeeding of women between 14 to 44 years.

•Social Assistance: minimum attendance of 85% of the socioeducation activities for the children below 16 years and for those who were previoulsy in the labor force

Management

• Three level of the government : Central, State and Municipality

• Caixa Economica Federal Manages the Single Registry, Assign the NIS (Social Identification Number), Perform the Payments: the beneficiary can withdraw the benefit from banks, teller machines, lottery houses

• At the municipal level there is the Social Control committees that helps in the decision making process and in the surveillance of the beneficiaries.

• For each municipality the Central Minister calculates the Local Management Index (IGD) that varies form 0 to 1

• According to the level of this index the Minister tranfer the funds to the municipality government for the management of the bolsa/

Local Management Index (IGD)

The IGD is calculate as the average of the:

– Rate of coverage of the Single Registry

– Rate of updating of the information in the Single Registry

– Information about education conditionality

– Information about health conditionality

The amount of funds to be transferred to the municipality is given by:

[IGD x R$ 2,50 x (Number of Families + 200*)]

Some Numbers

Families– Families receiving Bolsa Família as in October of 2011: 13.2 millions– Families in the Single Registry below ½ minimum wage (USD156/month) as in August

2011: 19.9 millions– Families in the Single Registry below poverty line (R$ 140.00/USD 84.00): 17.4 millions

The Flow of Families– Families leaving the Bolsa Família since 2003: 5.9 millions– Families leaving that crossed the poverty line up: 2.3 millions– Families leaving because of non compliance with the conditionalities: 117 thousands.

The Budget– The approved budget for 2011 is 17 billion of Reais (USD 9.7 Billions). Approximately

0.46% of the Gross Domestic Product– By October 2011, 14.1 billions were transferred to families and 245 millions were

transferred to municipalities for management

Indicators of Monitoring

The indicators for monitoring are:

– Rate of coverage of the poor family

– Rate of compliance of conditionalities

– Rate of coverage of the Single Registry

Bolsa Familia as the core of Brazilian strategies against poverty

• Bolsa Família is the core of the Hunger Zero Strategy which expanded, in this Government to Brasil sem Miséria (Brazil without Poverty)

• The Brasil Sem Miséria is a federal initiative that integrates cash transfer, access to public services (education, health and social assistance, sanitation, eletricity) and productive inclusion, by means of creating new programs and expanding and integrating existing programs and actions.
