Starting the series, Ministry, after an eight month layoff, won The Downthedustyroad Breeders’ S. Glacken’s Ghost and Five O One followed for place and show respectively. J.E.’s Handmedown was named after Arkansas horseman, John E Anthony, be- cause he was the owner of the dam, Pennywit, before Whited. The winner’s trophy was presented to Whited by Dash Goff, son of Gene Goff, who was the breeder of NODOUBLE, an Arkansas-bred that won the 1968 Arkansas Derby, finished third in the Preakness Stakes and after whom this stakes race is named. Hoonani Road, bred by Bobby Lee Hall, remained perfect in three career starts to win the Rain- bow Stakes by 2 3/4 lengths over Spanish Avenue, Zack Ridge Road and the remaining six contend- ers for owner Jerry Caroom and trainer Wayne Catalano. With only a two week rest since his last race, the son of Jonesboro and Nana, finished in 1:11.37, not his fastest of the meet, but was all that jockey Channing Hill asked of him in the fast-rated 6 furlongs. Georgia’s Reward, bred by Robby & Treissa Robinson, patiently sat off a hot pace, wore down pacesetter Firewater Rocket in midstretch and held off stalker Dutch Treat by 1 3/4 lengths under the reins of David Cohen for a Rainbow Miss Stakes victory. In three Oaklawn starts, trained by Ron Moquett, she has recouped her sale price, and then some, collecting $60,000 for this stakes victory for owners Rita and Everett Young. 2018 ARKANSAS-BRED RESTRICTED STAKESLocal racing fans watched five $100,000 restricted Arkansas-bred stakes races during Oaklawn’s

2018 live meet; four being 6 furlongs and the fifth at a distance. Starting the series, Ministry, after an eight month layoff, won The Downthedustyroad Breeders’ S. The son of Ordained and Heated Debate, bred by Arthur Hall & C Frank Newman, owed by Starfish Stable LLC, trained by Jaimie Gonzalez and ridden by Tommy Pompell, took the victory by 1 1/4 lengths in a driving finish over Avisionofchocolate and Ms. Fifty First St., second and third place finishers respectively.

Glacken’s Ghost and Five O One followed for place and show respectively. J.E.’s Handmedown was named after Arkansas horseman, John E Anthony, be-cause he was the owner of the dam, Pennywit, before Whited. The winner’s trophy was presented to Whited by Dash Goff, son of Gene Goff, who was the breeder of NODOUBLE, an Arkansas-bred that won the 1968 Arkansas Derby, finished third in the Preakness Stakes and after whom this stakes race is named.

A meeting of the Board of Directors of Arkansas Thoroughbred Breeders’ & Horsemen’s Association was held Monday, June 19, 2017 at 1:00 p.m. at the ATBHA office located at 2705 Central Avenue, Hot Springs, Arkansas.

President McDowell called the meeting to order. Directors in attendance were Bill McDowell, Lewis Mathews, Linda Anderson, Joe Benight. Jesse Clement, Tommy Ives, Sara Patterson, Jeff Sheets, Ernie Witt and Val Yagos, constituting a quorum. Also in attendance was Staton Flurry, Alternate Director and Art Hall. Not present was Tim Martin. President McDowell asked if there were any corrections or discussion regarding the Minutes from the April 5, 2017 meeting. There being none, Linda Anderson made a motion to approve the minutes as written, seconded by Val Yagos and unanimously approved.

Next all directors were given a copy of the Financial Report for the year ending 12/31/16 that had been prepared by Jordan, Woosley, Crone & Keaton, Ltd. Discussion was tabled until the next meeting to allow directors the time and opportunity to review it.

Next under “New Business” were the following items: 1) Written request to approve an Arkansas registration of a 2017 foal by Laurie’s Rocket, out of Sylvia’s Buttercup. After reviewing the facts and evidence a motion was made by Val Yagos, seconded by Sara Patterson and unanimously approved to disallow the Arkansas-bred registration of the described foal. 2) Verbal request to approve an Arkansas registration of a 2016 foal named Just for Casey, by Brahms, out of All About Allie. After reviewing the facts and evidence a motion was made by Linda Anderson, seconded by Lewis Mathews and unanimously approved to disallow the Arkansas-bred registration of the described foal. 3) The Arkansas registration of a 2016 foal by Midway Road out of Traffic Girl. After reviewing the facts and evidence a motion was made by Jesse Clement, seconded by Jeff Sheets and unanimously approved authorizing Deana Echols to send a letter to the owner/breeder of the foregoing described foal seeking additional informa- tion, as discussed, of the foal registered as an Arkansas-bred foal.

The next item was a review of the information shown on Oaklawn’s 2017 Comparative Report from the live meet. Nothing was required, informational.Ernie Witt’s memo outlining suggestions to benefit Arkansas-bred owners, breeders, field sizes, restricted stakes purses, enter & start fees, etc. was discussed next. After

llengthy exchanges, it was agreed that things would remain the same at this time, at least until the next meeting.The future of ‘open company race purse supplements’ was discussed. A Motion was made by Val Yagos, seconded by Ernie Witt to leave this program the same for 2018. A

vote was taken and approved by a majority with Joe Benight and Linda Anderson abstaining. There being no further business, Motion made by Bill McDowell, seconded by Jesse Clement and unanimously approved, the meeting was adjourned.

2018 BONUS PURSE SUPPLEMENTS

ATBHA paid $70,000 in Bonus Purse Supplements during Oaklawn’s 2018 live meet. These purse supple-ments were paid to the owners of registered Arkansas-breds that finished 1st, 2nd or 3rd in open company Eleven (11) 1st place finishers received $4,000, each, nine (9) 2nd place finishers $2,000 each and eight (8) 3rd place finishers $1,000 each to make up that $70,000. Congratulations to those that had the faith in their hors-es to put them against other state breds and come out with extra money in your pockets! Arkansas-breds are showing they can compete against racing stock foaled in other states!

Pursuant to ATBHA Rules & Regulations: No award check in an amount less than ten dollars ($10.00) shall be paid from the Arkansas Racing Commission Purse and Awards Fund. This restriction shall apply only to single payees and will not apply in the case of multiple owners or breeders of one horse pro-vided the total award exceeds ten-dollars ($10.00). Funds not meeting the ten-dollar ($10.00) minimum shall be placed and included in the Contingency Fund maintained by the Arkansas Racing Commission.

DAVID PRICE, of East End passed away Thursday, February 22, 2018. He was born August 30, 1949 in Little Rock to the late William and Mildred Price. In addition to his parents he was preceded in death by one brother, Franklin Price.

Survivors include his wife, Glendyl Price; three sisters, Sandra Price, Joyce Price, and Margie Price; and brother-in-laws, Bobby Cooper (Tommye) and Jerry Cooper (Jimmie York).

David and Glendyl were both members of ATBHA for many years; he loved breeding, raising and racing their thoroughbreds.Our sincere condolences are with Glendyl and the Price family.

W.T. “TOM” HOWARD, passed away March 10, 2018 at his home. He was born in Lane, Oklahoma to the late Gerald and Ora Howard. Tom was from a racing family and trained briefly in the 1970s. After that he spent the majority of his time working for such noted trainers as Bubba Cascio, Sam David, Jr., Cole Norman, Gene Norman, and J.J. Pletcher, the father of Eclipse Awards-winning trainer, Todd Pletcher.

In 2003 Tom resumed training his own stable. In an interview with Daily Racing Form in 2006, Tom said he waited to go back out on his own for a couple of different reasons. “First of all, it’s not an easy endeavor,” Howard said. “It’s a team effort, and you have to have backing of people who will stick with you, and I’m fortunate to have run across the right people at this particular time.” Tom’s first win after his return came in 2004 at Louisiana Downs. From that point forward his small public racing stable won 148 races from 1,122 starters for stable earnings of $2.8 million, according to Daily Racing Form statistics. He raced primarily in the Southwest, basing himself at Oaklawn, Louisiana Downs, Lone Star Park and Remington Park. Some of his best horses were stakes winners, Heart Appeal, Stormin’ Suzy and Ain’t He a Pistol, along with his most prominent stakes winners, Rocket Twentyone, who won the Grade 3 Arlington Washington Lassie in 2011 at Arlington Park and Ivan Fallunovalot, 2015 Texas Thoroughbred Horse of the Year, Breeder’s Cup contender, winner of the Grade 3 DeFrancis Memorial Dash in 2016 at Laurel, and just hours before Tom died, “Ivan” as he was called, was a third place finisher in the six-furlong Hot Springs Stakes that was won by Whitmore in a blazing 1:08.57. Without question, Tom was an accomplished thoroughbred horse trainer who went out in style with a horse only $1,097 away from being a millionaire. He watched this race from his home. Tom was predeceased by his brother, Roger Howard. He loved his wife, Kathleen Moore Howard; daughter Melissa Howard; pups Sophie and Pie; siblings Danny, Sam, Gerald, Johnny, Mary, Wanda, and Wayne; dear friends Frank Fletcher and Lewis Mathews; and many many more friends, who can’t imagine Tom not being in a barn somewhere reading the paper in the company of his favorite horse. Tom and Kathy have been members of ATBHA for many years. Our sincere condolences are with Kathy, the Howard family and the horse racing community.

DOROTHY BRENNAN, passed away April 11, 2018. Dorothy was predeceased by her parents Eno and Helen Hellbush, her husband, Jean Brennan, a thoroughbred horse trainer; son, Patrick Brennan, and sisters, Doris Hall and Mickey Erwin of Houston, Texas. She was survived by her son, Terry Brennan, also a thoroughbred trainer, and his wife, Loretta; brother, Bob Hellbush, seven grandchildren and 10 great-grandchildren.

Dorothy was a member of First Lutheran Church for 69 years, president and a teacher of Sunday school classes. She was a loving mother, grandmother, wife and friend to everyone she knew.

Our sincere thoughts and condolences are with Terry, Loretta and the entire Brennan family.

from $100,000 to $125,000 with ATBHA paying the entire $25,000 increased amount of each, and discontinue the Purse Supplement Program for Arkansas-bred in open company races effective 2018. Joe Benight seconded the Motion. After a vote, Tommy ives, Val Yagos and Joe Benight voting for the Motion, Tim Martin, Ernie Witt, Lewis Mathews, Jesse Clement and Sara Patterson voting against, and Jeff Sheets abstaining, President McDowell stated that the Motion to increase the purses to $125,000 each and discontinue the Purse Supplement Program did not pass.

Additional exchanges followed; to make it clear and concise regarding purses for restricted stakes races and the purse supplement program at Oaklawn, a Motion was made by Jeff Sheets, seconded by Tim Martin that purses of restricted stakes races at Oaklawn would be $100,000 guaranteed and the Purse Supplement Program for registered Arkansas-breds that run in open company races would be $4,000 for 1st, $2,000 for 2nd, and $1,000 for 3rd place finishers in open company races, the same as they were in 2017. A vote was taken, Joe Benight and Val Yagos voted against and all other directors voted for the Motion to keep the purses at $100,000 and continue the Purse Supplement Program as they were in 2017.

Breeder(s) Earnings Award

A meeting of the Board of Directors of Arkansas Thoroughbred Breeders’ & Horsemen’s Association was held Thursday, January 4, 2018 at 2:00 p.m. at the ATBHA office in Hot Springs (a time change for the meeting was necessary because of a meeting conflict with horsemen and Oaklawn).

President McDowell called the meeting to order. Directors in attendance were Bill McDowell, Joe Benight. Jesse Clement, Tommy Ives, Linda Anderson, Tim Martin, Sara Patterson, Jeff Sheets, and Val Yagos, constituting a quorum. Not present was Lewis Mathews and Ernie Witt.

President McDowell asked if there were any corrections or discussion regarding the Minutes from the September 11, 2017 meeting. There being none, Val Yagos made a motion to approve the minutes as written, seconded by Jeff Sheets, and unanimously approved.

Next was the Arkansas-bred registration of three Arkansas foals. 1) 2016 foal - My Golden Diablo, by My Golden Song – Lonestar Rocket. The mare was unable to be bred back in 2016 or at any time after that. A veterinarian’s letter had been provided

and stated the mare had been retired from future breeding after delivering the 2016 foal. Discussion ensued, a Motion was made by Val Yagos to approve the Arkansas-bred registration of the above-referenced foal, seconded by Linda Anderson and unanimously approved

2) 2016 foal – Skadi, by Crossbow – Lonestar Twister. Owner intended to breed his maiden mare in 2016 after foaling, however because of the difficult time she had foaling, his veterinarian recommended against it. He then intended to breeder her in 2017, but when trying to decide when to breed was specifically told on several occasions he didn’t have to breed in 2017 as long as the next time he had his mare bred it needed to be to an Arkansas stallion. Discussion ensued, a Motion was made by Jess Clement, seconded by Val Yagos, that as long as this mare is bred to a registered Arkansas stallion in 2018, the registration of the above-referenced foal be approved for Arkansas-bred registration. A vote was taken and passed by a majority with Linda Anderson casting a dissenting vote.

3) 2017 foal – B Charming, by Fort Prado – Charming Princess. The dam, Charming Princess, died the day after giving birth to the 2017 foal. This owner had owned the broodmare since July of 2013. He previously registered a 2015 foal out of her with The Jockey Club that was foaled in Tennessee showing him as the Breeder and the person to whom The Jockey Club Certificate was issued. Additionally, The Jockey Club sent an email stating that this same individual/owner “reported the mare Charming Princess to have aborted her foal in 2016 and is currently listed as the breeder of the 2017 foal.”

This owner is unable to obtain a duplicate registration of the broodmare because she had been reported dead. The Jockey Club did provide documentation that:“By definition: Breeder. The breeder of a foal is the owner of the dam at the time of foaling, unless the dam was under a lease or foal-sharing agreement at the time of foaling. The Jockey Club has no indication that the mare was under a lease or foal sharing agreement at the time of foaling her 2015 or 2017 foal. No transfer of ownership have been received for Charming Princess to any other entity.” After discussion a Motion was made by Tim Martin, seconded by Sara Patterson, that the above referenced 2017 foal be approved for Arkansas-bred registration. A vote was taken and

passed by a majority with Linda Anderson casting a dissenting vote and Joe Benight abstaining. After the discussions regarding the previous foal registrations, it was suggested that the directors review the registration Rules and Regulations and determine if any changes needed to

be made in this or any other Rules & Regulations of A.T.B.H.A. or leave them as they are with the Board to have the authority to make a registration eligibility determination case by case as becomes necessary.

The next item was approval of sponsorship of the 2018 Oaklawn Today show, with a new ad featuring 2017 stakes winners. After brief discussion a Motion was made by Joe Benight, seconded by Linda Anderson, authorizing ATBHA to sponsor the Oaklawn Today show again this year.Next was discussion on a banquet speaker. Sara Patterson suggested Jesse Ullery who does the pedigree readings at Keeneland Sales. She said prior to doing this he was the Director of Racing at Will Rogers and Fair Meadows. She also said he was in Hot Springs last year when he toured several of the farms and visited with Arkansas horsemen. After discussion, Sara is going to contact Mr. Ullery and find out more about the possibility of him speaking at our 2018 banquet.

Not present was Linda Anderson and Ernie Witt. President McDowell asked if there were any corrections or discussion regarding the Minutes from the January 4, 2018 meeting. There being none, Lewis Mathews made a motion to approve the minutes as written, seconded by Jeff Sheets, and unanimously approved. The first matter to come before this Board was the Arkansas registration of Regalistic, a 2014 colt by Regal Ransom out of Cotton Club Ballet. The facts pertaining to this registration are: 1) An Arkansas-bred Foal Registration Application was filed with the ATBHA office March 18, 2014 by, Billy F Welch, the breeder and owner of the above referenced 2014 foal which shows:

i) The foal was foaled at Lake Hamilton Equine in Royal, Arkansas 2/21/2014; ii) Applicant acknowledges the sire of this foal as being an out-of-state stallion with the date of 11/15/13 being the date the dam was brought to Arkansas; iii) Applicant states after foaling in 2014, the dam Cotton Club Ballet, was bred back to Unbridled’s Risk; Continued on page 11 - MINUTES

A Message from our President:

I think the date changes for Oaklawn’s live meet are great! Two weeks of late April has to be better for the horsemen than two weeks in January. Deana made a huge effort to get the awards checks out before the banquet so thank her for it when you see her. I only have four mares left to foal and I am so glad. I will be even happier when breeding season is over. It’s all good for a while, then it gets old when you get too busy or things go wrong, which they will on a horse farm. The 2018 Arkansas stakes for older horses had good fields in quality and in quantity, but the three year old races were slim on both. Hopefully we will have better field sizes in the future. Keep your horses hydrated ... summer will be here soon! Bill McDowell, President

MINUTES - Continued from page 10 iv) An Arkansas-Bred Foal Registration Certificate, bearing Arkansas Registration #16757, was issued on 3/18/14, based on the above facts, evidencing the above-referenced foal met the requirements for registration, pursuant to Registration Rules and Regulations for Arkansas- bred Thoroughbred Horses .... 2) A photocopy of the Report of Mares Bred dated June 26, 2014 was filed with The Jockey Club by stallion owner Billy F Welch, for the breeding season of 2014 and certifies the broodmare, Cotton Club Ballet, was serviced by the stallion, Unbridled’s Risk, on the dates of 3/6/14 and 3/7/14; 3) A print-out from Jockey Club Interactive Registry shows that the same dam, Cotton Club Ballet, foaled a 2015 foal on 2/21/15 sired by Midshipman. (Midshipman stood in Kentucky at Darley farm for the 2014 breeding season as is evidenced by the listing in The Blood-Horse 2014 Stallion Directory); 4) The applicable and partial section of A.T.B.H.A. Registration Rules and Regulations for Arkansas-bred Thoroughbred Horses …. states: I. ELIGIBLE FOALS. In order to be eligible to be registered as an “Arkansas-bred thoroughbred horse” (“Arkansas-bred”), a foal (1) must be foaled in Arkansas and (2) (a) the mare (dam) and stallion (sire) must both be registered in accordance with ATBHA broodmare and stallion registration rules and regulations, or (b) in the case of a registered Arkansas thoroughbred broodmare in foal to an out-of-state stallion, the foal may be registered as an Arkansas-bred thoroughbred horse provided the foal is foaled in Arkansas and (i) the mare is bred back in the same calendar year to an Arkansas registered stallion only, or (ii) the mare dies prior to being bred back in the same calendar year to an Arkansas registered stallion, or (iii) the mare is not bred at all during the calendar year the foal is foaled, but is bred to an Arkansas registered stallion only the following year. After lengthy discussion, Tommy Ives made a Motion that the 3/18/14 registration of Regalistic, a 2014 colt by Regal Ransom – Cotton Club Ballet, as a registered Arkansas-bred, be disqualified for failure to fully comply with and fulfill all requirements of the ATBHA Rules & Regulations which allows the registration of a foal sired by an out-of-state stallion provided the foal is foaled in Arkansas and “the mare is bred back in the same calendar year to an Arkansas registered stallion only...” and that ATBHA Certificate #16757 be marked VOID, thus making Regalistic ineligible to run in any and all races restricted to registered Arkansas-breds and/or participate in and benefit from the Incentive Awards program for registered Arkansas-breds. Val Yagos seconded the Motion. A vote was taken, Motion passed unanimously. The next item was discussion among the directors regarding any concerns, questions, ideas for Arkansas-bred races, etc. during this live meet. After discussion, Tommy Ives made a Motion, seconded by Val Yagos for the ATBHA Horsemen’s Committee to propose to Oakawn’s Racing Office the following: 1) Any Arkansas-bred which is entered and runs in a non-restricted (open) race will be allowed to retain the preference date received either from the most recent Arkansas-bred restricted race or, if unraced, the date when registration papers were filed with Oaklawn’s racing office. Additionally, any Arkansas-bred horse which is entered and subsequently scratched from non-restricted (open) races shall receive new preference date corresponding to the date of race scratched from. 2) Arkansas-breds be allowed, at the discretion of the Racing Secretary, to run for a higher claiming price in open company claiming races. Next Sara Patterson said she would contact Jessie Ullery regarding his requirements and availability to speak at the ATBHA Awards Banquet March 30, 2018. There being no further business, the meeting was adjourned.
