BECOME A RESOURCE FOR FARMERS IN
EMPOWERING, LUBUK RAYA DISTRICT,

I. Introduction
Indonesia is one of the archipelagic countries where the majority of the
population works as farmers around 31.8 percent (BPS, 2017). Until now, farmers
are still someone who has contributed to providing food for all the people of
Indonesia. Without the existence of farmers, food availability and food security in
Indonesia will be threatened. However, ordinary farmers will find it difficult to

meet food needs in Indonesia. These modern diera farmers should be able to
become professional farmers. Not just farming just to meet personal needs but
farming to be able to produce maximum production and can provide income for the
family and increase foreign exchange.
Human resources play a very important role in the process of agricultural
development without ignoring other factors. Agricultural development is
inseparable from the contribution of farming communities who are more domiciled
in rural areas, where the agricultural sector is the main support for their livelihoods
and livelihoods. The very basic problems in rural areas are related to the
powerlessness of the farming community itself both in terms of power to role,
power over resources and power to expertise. Indonesia is an agricultural country,
where the majority of their populations are farmers. In agricultural countries the
agricultural sector is an important part of both the economy and the fulfillment of
food needs. As an agrarian country, Indonesia's population with a livelihood as
farmers is 31,705,337 people consisting of 24,363,157 men and 7,343,180 women
(BPS, 2013 National Employment Survey).
It has been a long time since the Indonesian government tried to improve the
standard of living of the peasant communities which constituted the largest portion
of the structure of the Indonesian community. Various forms of programs have
been implemented to help farmers to be able to have a higher bargaining position in
the economy in Indonesia. Various forms of assistance have also been implemented
starting from subsidizing Production Facilities, Direct Capital Assistance, Farmer
Business Credit, and so on, whose numbers are very diverse. But the result is that
Indonesian farmers are still low-income, still dependent on various assistances, and
still think that they have not been able to move on their own in carrying out their
farming business. Similarly, agricultural extension programs that have been
running so far have not been able to optimally assist farmers in improving their
standard of living, and have not been able to encourage farmers to find solutions to
their own problems in carrying out their farming business (Mushero, 2008).
Realizing this, the government has issued a policy to revitalize education, and one
of the strategies in the program is to empower farmers or farmer groups through a
Joint Farmers' Group or The Association of Farmer Group. Through The
Association of Farmer Group all the power possessed by farmers in their groups is
combined to move the group. In other words, farmers in students are more
independent by relying on their own strengths. In addition there is something more
special in this program, namely the government wants to increase the status of
farmers through their independence and creativity, because The Association of
Farmer Group will be a clear legal status so that it has a higher bargaining power
and is officially recognized as a business group. The Association of Farmer Group
will have various forms of business permits, bank accounts, assets, notary
certificates, and so on as a company. Besides that The Association of Farmer

Group is expected to be able to develop into a strong and independent farmer
organization, so that The Association of Farmer Group becomes the empowerment
of mainstay farmers from the current agricultural sector (Mushero, 2008). As for
the provincial level, the person in charge of developing The Association of Farmer
Group is the governor, while the person in charge of operations is carried out by
the secretary of the Provincial Agricultural Extension Coordination Agency and is
assisted by agencies or relevant agencies at the provincial level.
The Association of Farmer Group is a strategic institution that will summarize all
agricultural institutional activities (Syahyuti, 2007). Although institutions have a
strategic role, according to Soekartawi (2001), the institutional aspects, both formal
and non-formal institutions are actually prominent aspects that can hamper the
course of agricultural development in developing countries. This happens because
there are still many unoptimal institutions in developing countries including
Indonesia. Though institutions play an important role in the success of agricultural
and rural development. The Association of Farmer Group agricultural institution is
an important tool for running a program. However, the use of institutional
stabilization strategies has experienced many inaccuracies and errors. The mistake
so far has been to assume that institutional problems exist at a mere farm level, not
in the superstructure, even though there may be problems with the implementation
(Warsana, 2011). Because of the many problems in the The Association of Farmer
Group institutional body, research is needed to analyze the concept of social capital
in empowerment at The Association of Farmer Group.
The following is a list of names of farmer groups in Padangsidimpuan City,
namely: 1. Seia Sekata The Association of Farmer Group located in Panyanggar
Village, Padangsidimpuan Utara District, 2. Dewi Sri The Association of Farmer
Group located in Panyanggar Sub-District, North Padangsidimpuan District, 3. The
Association of Farmer Group Serumbuk located on Jl. Aboin Hutabarat, District of
South Padangsidimpuan, 4. The Association of Farmer Group Gomos Jaya, located
in Silandit Subdistrict, South Padangsidimpuan Subdistrict, 5. The Association of
Farmer Group Sauduran located in Keluraha Sitamiang, South Padangsidimpuan
Subdistrict, 6. Agro Sentra The Association of Farmer Group located in
Hutaimbaru Subdistrict, Padangsidimpuan Hutaimbaru District Saroha Satahi
located in Kelungananan Babungan Jae, Padangsidimpuan Hutaimbaru District, 8.

From 27 farmer groups in Padangsidimpuan City, the researchers chose the Agro
Prima Farmers Group Combined because the achievements obtained by The
Association of Farmer Group Agro Prima included The Association of Farmer
Group Agro Prima as the second place winner in provincial level The Association
of Farmer Group in 2014, the first winner in the 2014 provincial level, second
place in the group category community / community food reserve development at
the provincial level in 2009, Champion II in order to award the Padangsidimpuan
city level food security award, was chosen to be a participant in the National
Jamboree event in Batu Malang in 2016 and training activities organized by the
Padangsidimpuan city government This information was obtained by the researcher
based on the results of interviews with the head of the Food Reserve Section at the
Padangsidimpuan City Food Security Office, so researchers were interested in
seeing how the implementation of social capital in Agro The Association of Farmer
Group was prime so that this achievement is obtained.

II. Review of Literature
2.1 Empowerment
Many understandings of empowerment put forward by experts, all these
meanings lead to how to improve the lives of the people to be more prosperous.
Empowerment or empowerment, comes from the word power (power). Power in
the sense of strength, in language dictionaries is interpreted as contributing time,
energy, effort through activities relating to legal protections, giving someone or
something power or agreement to do something, providing someone with the
resources, authority and opportunity to do something, make things possible and
feasible. Another definition of empowerment is giving energy so that the person
concerned is able to move independently (Ambar Teguh Sulistiyani, 2004: 56-59).
Conceptually empowerment is an effort to increase the dignity of the people who
are not able to escape from the trap of poverty and underdevelopment. In other
words, empowering is enabling and empowering the community. According to
Shardlow (2000) see that the various existing notions of empowerment essentially
discuss how individuals, groups, or communities try to control their own lives and
strive to shape the future as they wish. This principle supports the client to
determine what he must do in relation to the efforts to overcome the problems he
faces so that the client has full awareness and power in shaping the day ahead
(Isbandi Rukminto Adi, 2008: 78-79).
In essence empowerment is the creation of an atmosphere or climate that allows the
potential of the community to develop. This logic is based on the assumption that
there is no society at all without having power. Empowerment must be the goal of
all community development. Community development, however, can have simpler
empowerment goals. Any increase in empowerment for the less fortunate part of
the community will help to bring a more socially just society, and empower the
structure-based members of the local community to be put in place. Likewise, any
strategy that strengthens structures that oppose empowerment may actually weaken
rather than strengthen community activities. When viewed more broadly,
empowerment is often equated with the acquisition of strength and access to
resources to make a living.
2.2 Empowerment of Farmer Groups
The approach to community empowerment in development means that it is
placed in the process of actors and beneficiaries of the process of finding solutions
and achieving development outcomes. Thus the community must be able to
improve the quality of independence to overcome the problems faced. Community
empowerment efforts should be able to play a role in improving the quality of
human resources (HR), especially in the form and increase people's behavior to

achieve a higher quality of life. Formation and change of behavior, both in sectoral
dimensions, namely in all aspects or sectors of human life, dimensions of society
which includes the range from material to non-material, time and quality
dimensions, namely short to long term and increasing the ability and quality for its
services, as well as the dimensions of the target, which can reach all levels of
society.
Community empowerment is nothing but providing motivation and encouragement
to the community so that they are able to explore their potential and dare to act to
improve their quality of life, through means such as education for their self-
awareness and ability. Empowerment of farmers is the efforts carried out in order
to improve the ability of the agribusiness community so that they are able to
independently develop themselves in doing business in a sustainable manner
(Puspita, Dyah Ratna. 2012. Empowerment of Farmers through UNY Faculty of
Education The Association of Farmer Group).
The concept of community empowerment basically means placing the community
and its institutions as a basic force for economic, political, social and cultural
development. Reviving various economic institutions of society. To be compiled
and strengthened so that it can act as a locomotive for economic progress is a must
to do. The people's economy will be built if the synergistic relationship of the
various social and economic institutions in the community is developed towards
the formation of the people's economic network.
Farmers who behave efficiently, modern and highly competitive. efficient behavior
means thinking and acting and using production facilities in an efficient or
effective manner. Modern behavior means following and being open to
developments and innovations and changes that exist. Whereas high
competitiveness is able to think and act and use production facilities on the basis of
paying attention to the quality of their work. The idea of people's economic
empowerment is an effort to encourage and protect the growth and development of
local economic strength and mastery of science and technology.
2.3 The Association of Farmer Group
The Association of Farmer Group is a combination of farmer groups that
join and work together to increase economies of scale and business efficiency. The
Association of Farmer Group is formed on the basis of (1) Shared interests between
members; (2) Being in a farming area which is a shared responsibility among
members; (3) Having management cadres who are dedicated to mobilizing farmers;
(4) Having cadres or leaders received by other farmers; (5) Having activities that
can be felt by most members; (6) There is encouragement or benefit from local
community leaders.

The Association of Farmer Group is an economic institution in the countryside in
which farmer groups join. The Association of Farmer Group as an institutional
asset from the Ministry of Agriculture is expected to be fostered and guarded
forever by all components of the agricultural community starting from the center,
province, district / city to sub-district to be able to serve all the needs of farmers in
the countryside. The Association of Farmer Group is classified into 3, namely:
(1) The Association of Farmer Group beginners
The Association of Farmer Group was formed and prepared by a technical team as
a program of the Ministry of Agriculture which has conducted training for
management and The Association of Farmer Group management. After the
training, counseling and PMT will be conducted with the intention and expectation
of funds to strengthen business capital. Characteristics - Characteristics of beginner
The Association of Farmer Group:
a) The Association of Farmer Group can coordinate members to utilize
funds for strengthening business capital in financing productive businesses in
accordance with the proposal. Distribution of funds after being in accordance with
the Joint Business Plan.
b) All members agreed to roll out funds in the form of savings and loans
and had rules agreed upon and followed by all members of the community but were
not optimal in organizing public funds in the context of adding assets.
c) Based on the indicators of The Association of Farmer Group
performance evaluation, The Association of Farmer Group beginners are on a
scale of values 0 to 105.
The farmer group is formed on the basis of consciousness, so it is not forced. The
farmer group wants the realization of good agriculture, optimal farming and
prosperous farm families in the development of their lives. Developed members
must be of the same view, are interested in the same and on the basis of family.
Kartasapoetra (1994: 48) argues that farmer groups function as a means of
preservation and the development of understanding, knowledge and skills as well
as mutual support for farming of its members. The function is described in the
following activities:
1. Procurement of cheap production facilities by making purchases
together.
2. Procurement of resistant seeds to meet the interests of its members.
3. Work on integrated eradication or pest and disease control activities.
4. For the common interest, try to improve the infrastructure that supports
its farming.

5. To use farming methods by holding demonstrations on how to grow
crops, nurseries and how to deal with pests carried out with extension workers
6. Conducting joint processing of results in order to realize the best quality,
variety and seek marketing together in order to realize uniform prices.
In general, the above explanation is a manifest function of a farmer group, while
the latent function of a farmer group includes:
1. Indirectly where the interaction between fellow members of the farmer
group is getting more intense, resulting in a high sense of solidarity with fellow
members.
2. Means where farmers can carry out economic activities such as savings
and loans between members.
3. Farmers' knowledge is increasing.
III. Discussion
Empowerment of farmers meant by researchers in research is that farmers
who are members of The Association of Farmer Group Agro Prima can empower
themselves in making decisions and exploring their potential. The Association of
Farmer Group is essentially not an institution with a new function at all, but is only
an institution that can be chosen in addition to other institutions that also engage in
direct economic activity. The Association of Farmer Group development is
motivated by the fact that the weaknesses of group accessibility to various business
service institutions, such as weaknesses in financial institutions, marketing
institutions, agricultural production facilities and information sources. In principle,
The Association of Farmer Group institutions are directed as an economic
institution, but are also expected to be able to carry out other functions.
Since the establishment of Agro Prima The Association of Farmer Group has a role
to empower farmer groups in the Lubuk Raya village. The function of The
Association of Farmer Group in empowering farmer groups in its sub-district has
been regulated in the bylaws that have been mutually agreed upon. According to
Asia (2010), empowerment in farming communities includes:
1. Empowering farmers, namely changing the behavior of farmers from
traditional subsistence farmers to modern farmers with business-oriented ideas.
2. Empowerment of farmer institutions by developing farmer institutions
from farmer groups into a combination of farmer groups (The Association of
Farmer Group), associations, cooperatives and corporations (business entities
owned by farmers), as well as
3. Empowering farming businesses with the development of
entrepreneurial spirit and cooperation between farmers and other related parties to
develop their farming businesses.

From the results of interviews with the head of the Association of Farmer Group
since the establishment of The Association of Farmer Group Agro Prima, the
chairman of The Association of Farmer Group Agro Prima often got the
opportunity to take part in trainings held by the regional government such as from
the Department of Agriculture and the Agriculture and Extension Food Security
Service. The knowledge obtained is usually in the form of agricultural technology
development. From the training obtained by Mr. Edi Perlis Harahap, he always
spread his knowledge to all The Association of Farmer Group members.
Providing training to groups is one form of empowerment carried out by The
Association of Farmer Group Agro Prima. Providing training to farmer groups
aims to foster knowledge and creativity in farmers both in managing their
plantation land and utilizing garden produce to the maximum. This opinion is
supported by the view that farmers as adults have self-concept, learning experience
and readiness to learn so that their sisimanus and learning processes need to be put
forward (Sadono, 2008).
With this training, it is expected to be able to increase the independence of the
farmer group leader. Kutraningsih's (2014) study revealed that training had a very
significant effect on increasing soybean production. Soybean production increases
after farmers take part in training. The training has a positive effect on soybean
production, both in the Cobb-Douglas and expanded production functions. So in
this case the training has increased human resources through increasing the
marginal product of the workforce. In accordance with the theory, that with
practice will increase the value of resources, through increasing the marginal
product of labor (Ehrenberg and Smith, 2005). Theoretically this situation is indeed
expected. The further implication with this increase in soybean production is that
the increase in marginal products from all inputs has a positive effect.
In fact, providing training to sustainable farmer groups. Even the training in the
field of agricultural technology was not only accepted by the head of the farmer
group, but also to other farmers who did not become members of The Association
of Farmer Group Agro Prima but became members of farmer groups who were
members of The Association of Farmer Group Agro Prima. Therefore many
farmers who do not know or lack knowledge in the latest technology in agriculture
become more knowledgeable.
The following is a statement from one of the members of the Saroha farmer group,
Mr. Kombang Muda
"Normally every routine meeting if the chairman runs out of training we
are told what he gets from the training, like lately he has learned the new variety
rice field demonstration plot he told us how to do it correctly, so we planned
together that we want we practice in the field who is right. Natni, if I am

already working and I have succeeded, I also know that it is with my members
who are not members of Agro Prima The Association of Farmer Group."

From the statement of Kombang Muda above shows the results that the training
carried out by The Association of Farmer Group Agro Prima touched all farmers.
With the training held by The Association of Farmer Group, farmers are
developing and independent, moreover the education level of farmers tends to be
low so that their knowledge is not sufficient to develop. With training given The
Association of Farmer Group can make farmers empowered and independent if all
elements participate in the success of their independence.
Sulistiyani (2004) states that training is part of empowerment can be interpreted as
a process towards empowering, or a process to gain power/ability/ability, and/or
the process of giving power/strength/ability from parties that have power to those
who are lacking or not yet empowered.
Empowerment through regular meetings is one of the activities that bring together
farmers in a certain period of time. Regular meetings conducted by farmers who
are members of The Association of Farmer Group Agro Prima take place every 3
months or usually change quickly, ie once a month if there are things that want to
be discussed according to the program they are running. In the routine meeting it
will be a forum for farmers to provide guidance to members of farmer groups and
exchange ideas, and make a consensus agreement and become a place to discuss
matters outside of the ongoing The Association of Farmer Group program. With
this routine meeting, it can create harmony and social solidarity between farmers so
that it can refer to a collaboration in the relationships that are formed.
In general, Lubuk Raya in general, social solidarity will continue to be safeguarded
from one generation to the next and is closely guarded by social control. Social
solidarity is the strength of internal unity of a group and a s"tate of relationship
between individuals or groups based on moral feelings and beliefs that are shared
with and reinforced shared emotional practice (Nasution, 2009: 7).
In solidarity empowerment activities are established among members of The
Association of Farmer Group Agro Prima, while solidarity between management
and members and administrators with administrators is also well established.
solidarity that occurs between members and administrators is due to the continued
realization of The Association of Farmer Group work programs for the community
and farmers and also the even distribution of knowledge to The Association of
Farmer Group members which creates a good feeling for the members. The
consistency of the management made the members remain part of The Association
of Farmer Group Agro Prima. This was confirmed by the statement of the head of
the Satahi Saholoan farmer group. Mr. Timbul Harahap:

“Almost all of the members who used to be members of Agro Prima The
Association of Farmer Group still survive until now, even if there are those who
leave, it is usually because he moved house so far if he wants to come here again.
Moreover, we can say we often make meetings to discuss the development of the
program. But even though it is no longer a member, sometimes it still wants
to come for friendship."(Timbul Harahap).
During routine meetings led by the chairman of The Association of Farmer Group
always discuss the sustainability of the program so that if obstacles are found or
things outside of the plan such as failure can be seen what is the problem and the
solution. The following is the narrative of Edi Parlis Harahap when the researcher
conducted an interview.
"We always do evaluations so we know how they are progressing. The
problem is that we have made a number of new varieties of demonstration plots
several times, the results are not the same as the others, from this meeting we
discussed together the possibilities that could occur like that. If you have got the
cause, we can also tell other farmers so that they can be anticipated. "(Edi Parlis
Harahap).
The strong coordination between administrators has also been in the spotlight for
the solid collaboration between administrators. The continuity of real
empowerment activities shows that there is good communication between
administrators. This situation triggered a sense of concern for farmers towards The
Association of Farmer Group, because among The Association of Farmer Group
officials showed good communication.
This strong solidarity at Agro Prima The Association of Farmer Group is due to the
fact that every manager and member has embedded the principles implanted from
their ancestors, namely "hita do na accogot hita do na haduan". What can be
interpreted in Indonesian is that we tomorrow we are the day after tomorrow with
the intention of what we are doing today is for us tomorrow and for us who are
after tomorrow whatever our current actions are for us in the future, both we do
well we will get included for the next generation. Therefore, the management and
members of The Association of Farmer Group Agro Prima always do the things
they consider the best, because not only for themselves but also for their future
grandchildren.
IV. Conclusion
The Association of Farmer Group Agro Prima is to provide empowerment
to farmers so that they can develop and have advanced agricultural knowledge, so
that it can foster creativity and innovation in agriculture, especially in the latest
technology. The empowerment model with the provision of training aims to foster

knowledge and creativity in farmers both in managing agricultural land and
utilizing agricultural products to the maximum. All training programs go well and
touch up to farmers. So that farmers get new knowledge and experience that can

kəndində fermer qruplarını inkişaf etdirməsini tapşırıb.Aşağı bölgədəki
fermer qruplarının inkişafı prosesində Fermerlər Qrupu Birliyinin rolu,
Aqro Primada qarşılıqlı olaraq, razılaşdırılmış qanunlarla tənzimlənir.
Aqro Prima və Fermer Qrupu Assosasiyası fermerləri kənd təsərrüfatında
xüsusilə də innovasiya və yeniliyə təşviq etmək üçün bu istiqamətdə
biliklərini inkişaf etdirməklə bağlı təlimləri təşkil edir. Təlimlərin inkişafı
modeli həm əkinçilik ərazilərini idarə etmək, həm də kənd təsərrüfatı
məhsullarından ən yüksək səviyyədə istifadə etməklə, fermerlərin daha
bilikli olması məqsədini daşıyır.

С момента создания Aгро Прима, Ассоциация Фермерской
Группы играет важную роль в расширении возможностей фермерских
групп в деревне Лубук Рай. Функция Ассоциации Фермерских групп
по расширению прав и возможностей фермерских групп в ее
подрайоне регулируется уставами, которые были взаимно
согласованы. Ассоциация фермерской группы Aгро Прима
предоставляет фермерам возможности для развития
сельскохозяйственных знаний, а также для стимулирования творчества
и инноваций в сельском хозяйстве, особенно в области новейших
технологий. Модель расширения прав и возможностей с
предоставлением обучения направлена на развитие знаний и
креативности у фермеров как в управлении сельскохозяйственными
угодьями, так и в максимально возможном использовании
сельскохозяйственной продукции.
