Minutes September 28,2015
The General Body meeting of the ACRSI was held on September
19th 2015 between 6:15-7:15 pm at India habitat Center, New Delhi
during the “ACRSICON2015”.

Dr Tamonas and Dr Saumitra Banerjee paid verbal tributes to Dr. Momin and Dr Brij Agarwal to Dr K.C Mahajan. 3- The minutes of the last meeting held at Lucknow during ACRSICON 2014 was accepted as proposed by Dr. Parvez Sheikh and seconded by Dr. Roy Patankar. 4- Secretary report was read by Dr.Ashok Kumar and accepted by all .Dr Sivalingam wanted to know about the new byelaws. It was told that they are on website. He wanted a hard copy of it to be sent to all members he was explained and with the consent of the house it was unanimously decided to sent to those who wants it, otherwise to be on website only. He wanted a hard copy. It was agreed a hard copy will be sent to him soon. Dr Niranjan Agarwal informed that they also conducted an update at Vashi in Dec 2014 under the aegis of ACRSI . 5-Treasurer Dr.Niranjan Agarwal gave his report which was approved. He showed a corpus of 65 lakhs for which he was applauded by the house.The timely investment of the corpus has gained us more profits which was also informed by Dr.Niranjan Agarwal. 6-There were three biddings for acrsicon 2017--- Srinagar,kolkatta and Coimbatore. Srinagar and kolkatta voluntarily withdrew in favour of Coimbatore. So 2017 conference allotted to GEM HOSPITAL Coimbatore. 7-.Dr B.K.Rao asked permission from house to declare results as he said that there were many allegations against him as election officer for which he was very hurt very much. He did not want to be dragged in the allegations any further and informed all news and updates in regards to the elections were put on website and he will consider declaring the result only if the house permits to do so. The house gave permission and results were declared. The elected candidates were announced as:-

Dr. Kumkum Singh was installed as the president ACRSI for the year
2015- 17 with change in the presidential medallion. She however
requested Dr. Suradkar to continue chairing and complete this AGM,
which was accepted .The house, applauded the efforts of Dr Rau for
conducting the elections and thanked him for the same. It was also
decided to denounce any derogatory mails to him in this context.
8-Dr. Ashok Kumar apprised the house of the communications received
from Dr. Saumitra Banerjee in regards to one travelling fellow Dr Nitin
Jhawar not completing his course and leaving midway. He also informed
that his hospital will not issue him a completion certificate. It was
decided to ask explanation from him and also not to award him the
fellowship. To avoid any future embarrassment it was decided that all
future fellows should be well informed about the terms and condition of
the fellowship training programme.
9. Proposal for joint colorectal session at ASICON 2016 between the
Indian & the UK body was discussed as per the written request of the
president ASI. Since the proposal was sent by a resident Dr. from UK in
his personal capacity and not authenticated by any responsible office
bearer of the UK society, the same was not approved by ACRSI AGM
for its session at ASICON.
10) The following new Resolutions and amendments to the constitution
were proposed.
I)It was decided that eligibility criteria for the election for the post of Hon
secretary and Hon treasurer be amended and only those who have
served one elected term in the executive committee of ACRSI be
eligible for filling the nomination for the post of secretary and treasurer.
In the same manner eligibility for the post of president elect and
president be amended and only those serving two elected terms in the
ACRSI executive committee (including office bearer) be eligible for filling
nominations for the post of president elect and president. Both the
proposals were accepted unanimously for amendments to the
constitution.
II) It was decided that in the future the organizers of the national
conferences and instructional course should sign an MOU as per the
ASI guidelines.& the finances of the event should be supervised by
person nominated by Central ACRSI committee chiefly the vice
president and executive of the said zone where the event is being

At this juncture Dr.Niranjan informed that the ACRSICON 2016 is being jointly held with ISUCRS and we are supposed to pay a sum of 30000 dollar to them as per their MOU.Therefore any sharing of money with ACRSI from the conference can only be done from the surplus if any after paying all such obligations. This was unanimously accepted 11- In any other matter with permission of chair Dr Dinesh Shah’s letter requesting to discuss his blacklisting was taken up; since Dr Dinesh was present he was given the opportunity to present his case.He said he had sent a draft of 14000/ to the association –the treasurer replied no such draft has been received. Which he said he will check up with the bank and send again.On questioning about the delegate money, excessive amount as house rent and secretary fees he said that the money matters were handled by the organising chairman Dr Dinesh Jindal and he was too small a person to have a say or question him on this. At this juncture Dr Brij Agarwal intervened and suggested that this matter be discussed amongst the office bearer and dr shah and the same need not be discussed here .to this Dr Niranjan informed that it has been taken up on Dr Dinesh’s written request only. Dr Brij expressed his displeasure over the same and said that the matter should be finished and he was willing to pay the amt owed by Dr Dinesh.To this Dr Dinesh agreed to discuss the matter with the office bearer and settle it amicably .It was also decided that he will submit an unconditional written apology to ACRSI .Regarding the amount due to the Association. The house agreed that three members could sit and finalise the payment issue to which Dr Dinesh agreed in front of the entire house.Dr Roy suggested that same parameters be applied to Dr Kushal Mittal or anyone else.On this Dr Niranjan informed that Dr Kushal had 60,000/- due from the seed money which he has paid and the delegate contribution for the course is only 60,000/- pending which he has agreed to pay.Dr Shekhar informed that Dr Selva Kumar will be issued a letter in the same manner. Dr Kumkum also asked apology to Dr Rau as some mails written to him during the election process were very objectionable for anyone of his stature. She personally apologise on behalf of all especially because she said that two out of three persons who wrote those mails were from her state. 12- Dr Dinesh sat with Dr Ashok kumar, Dr.Niranjan Agarwal and Dr
Kumkum Singh as decided by the agm for amicable solution. It was
amicably decided that Dr Dinesh submit the apology and pay an
amount of Rs 65,000/- towards ACRSICON 2010 contribution.He has
to pay this amount before the next meeting at Gurgaon failing which
appropriate action as per asi guidelines will be taken.
