Chairman’s MessageAs we en ter thefi nal quar ter ofthis year, no onecan say it’s been a bor ing one. Ob -vi ously, we havehad too many in -ter est ing and con -cern ing eventsde velop in pol i -tics, the econ omy, and our in dus try. For tu nately, the events as so ci ated withour API Delta Chap ter have been more en joy able, in for ma tive, and en cour ag -ing.

Many mem bers of our joint so ci et iesagain joined to gether un der PIPE (Pe -tro leum In dus try Pro mot ing Ed u ca -tion) in late July to en ter tain and ed u -cate ap prox i mately 1000 kids and theirfam i lies at our 2nd an nual FETCH En -ergy pro gram for the Lou i si ana Chil -dren’s Mu seum. I have to ad mit, I wasanx ious when con sid er ing the chal -lenge of match ing last year’s pro gram

with our cur rent in dus try leth argy. But, with great gen er os ity, many of our col leagues vol un teered their free Sat ur -day to show the best of our lo cal in -dus try. It was a huge suc cess and wehope to con tinue sup port ing it in theyears to come.

In Au gust, SPE Delta Sec tion and APIDelta Chap ter hosted a joint Tech ni calLun cheon with a prom i nent en ergy ex -pert, Dr. Xiuli Wang. Energy GeopoliticsProf. Michael J. Economides,

University of Houston

The past few years have been event ful in

the world of en ergy.

Oil prices climbed to al most $150 per

bar rel and then com pletely un ex pect edly

sud denly dropped to around $40,

prompted by the “credit cri sis” and

then com pounded by eco nomic

re ces sion. As should be clearly ex -

pected prices have been climb ing

re cently. While the cal cu lated by

us world break-even price of oil

should hover around $65,

geopolitical head lines rule the price

and the world is con stantly one head line

away from far larger oil prices. There is a

great prob a bil ity that oil will top $100 be -

fore the end of 2009.

There is a sub stan tial im bal ance in the lo -

ca tion of en ergy pro duc ers and con sum ers,

an im bal ance that has pre cip i tated world

con flicts and one that will likely cause fu -

ture up heav als. Prom i nent among these ar -

eas is the Mid dle East where five of the six

coun tries with 75 bil lion bar rels of re serves

are lo cated. The Straits of Hormuz

through which one third of all trans-na -

tional oil trade passes is a geopolitical

choke point.

En ergy mil i tant na tions such as Iran, Ven e -

zuela and, over the last few years, Rus sia

hold a con sid er able sway over the en ergy

trade. Iran’s nu clear en rich ment pro gram

has had a mea sur able im pact on oil prices.

In Ven e zuela Hugo Chávez has led a Latin

Amer i can pop u list in sur gency, has to tally

re-na tion al ized his coun try’s oil in dus try

and has taken a very mil i tant and

hard-line po si tion to wards the big gest con -

sumer of them all, the United States. Rus -

sia’s en ergy as cen dancy over the past de -

cade has been an im por tant

coun ter bal ance to the power of OPEC.

How ever, re cent re-cen tral iza tion of Rus -

sia’s en ergy in dus try, amount ing to what

we have called re-Sovietization, has given

rise to what can eas ily be de scribed as en -

ergy im pe ri al ism.

See www.soviettoputin.com

One ob vi ous bright spot for the fu ture is

that en ergy con sump tion in the gen er a tion

of wealth and the forms of pri mary en ergy

sources have not been con stant through -

out the last two cen tu ries. Of con sid er able

sig nif i cance is the change of fu els from

wood to coal to oil and now to nat u ral gas

and, even tu ally, hy dro gen will play a role.

Wide use of elec tric ity in trans por ta tion is

the only ob vi ous long-term, de cades away,

fu ture.

Dis tort ing the eco nom i cally sane path to

the fu ture is the con fu sion de riv ing from

the cur rent lack of over lap be tween pri -

mary en ergy sources such as oil and nat u -

ral gas and im prob a ble ideas for al ter na -

tive en ergy sources such as the prac ti cally

en ergy-neg a tive bio-fu els, headed by eth a -

nol or, even more im prac ti cal al ter na tives

such as so lar elec tric ity.

Com pound ing the is sue even fur ther is the

en tire rhet o ric of global cli mate change, its

pre sumed anthropogenic com po nent, and

the pro posed so lu tions, bound to add to

en ergy costs and en ergy avail abil ity.

Congratulations toSPE Delta Section

and the YoungProfessionals

ProgramDur ing the ATCE Pres i dent’s Lun cheon on Wednes day, Oc to ber 7th, SPE DeltaSec tion will re ceive two awards in rec -

og ni tion of their ac com plish ments.

The Delta Sec tion will be pre sentedwith the Pres i dent’s Award for Sec tionEx cel lence and the Young Pro fes sion alspro gram will be awarded Hon or ableMen tion for the Out stand ing YoungPro fes sion als Pro gram. The YP pro -gram was ranked against 165 otherpro grams in ter na tion ally.
