January 3, 2018 The annual organizational meeting of the Lockport Town Board was conducted at 7: 30 p. m. on Wednesday January 3, 2018 at the Lockport Town Hall, 6560 Dysinger Road, Lockport, New York. Present were: Supervisor: Mark C. Crocker Councilmembers: Paul W. Siejak Patricia Dufour Thomas Keough Darlene DiCarlo Also present: Cheryl Antkowiak, Town Justice; Dave Miller, Highway Superintendent; Judith A. Newbold, Town Clerk; Brian D. Seaman, Town Attorney; and several residents. ADMINSTRATION OF OATH OF OFFICE: Following the Pledge of Allegiance, Supervisor Crocker introduced Justice Cheryl Antkowiak and asked her to begin the ceremony to swear in the following officers: Town Clerk, Judith A. The annual organizational meeting of the Lockport Town Board was conducted at 7: 30p. m. on Wednesday January 3, 2018 at the Lockport Town Hall, 6560 Dysinger Road, Lockport, New York.

Present were: Supervisor: Mark C. Crocker

Councilmembers: Paul W. Siejak

Patricia Dufour

Thomas KeoughDarlene DiCarlo

Also present: Cheryl Antkowiak, Town Justice; Dave Miller, Highway Superintendent; Judith A. Newbold, Town Clerk; Brian D. Seaman, Town Attorney; and severalresidents.

ADMINSTRATION OF OATH OF OFFICE:

Following the Pledge of Allegiance, Supervisor Crocker introduced Justice CherylAntkowiak and asked her to begin the ceremony to swear in the following officers: Town Clerk, Judith A. Newbold; Supervisor, Mark Crocker; Highway Superintendent, Dave Miller and Councilmembers Pat Dufour and Darlene DiCarlo.

PUBLIC COMMENTS: No one addressed the Board; Supervisor Crocker closed the

public comment section.

The meeting then proceeded as follows:

BUSINESS MEETING:

1. Approval of Minutes

MOTION ( 2018-001) to approve the minutes of Town Board meetings conducted on

12/ 20/ 2017 and 12/ 27/2017 was made by Councilmember DiCarlo and seconded byCouncilmember Siejak. The motion was CARRIED: AYES -5, NAYS -0. Voting AYE: Crocker, Siejak, Dufour, Keough and DiCarlo.

2. Approval of Payment of Bills

MOTION ( 2016-002) to approve the payment of bills for the month of January wasmade by Councilmember Siejak and seconded by Councilmember Dufour. The motionwas CARRIED: AYES -5, NAYS -0. Voting AYE: Crocker, Siejak, Dufour, Keough andDiCado.

The bills for January consist of 74 Vouchers #40482-40555 in the amount of801, 393. 28.

3. Communications - nothing to report.

4. Buildina Inspector' s Report

Councilmember Dufour read the report as submitted covering the month of Decemberwhich states that 20 building permits were issued; $ 1, 835. 00 was collected in fees; andthe estimated cost of construction was $363, 130.00.

MOTION (2018-003) to approve the Building Inspector's Report for the month ofDecember 2017 was made by Councilmember Dufour, seconded by CouncilmemberKeough. The motion was CARRIED: AYES -5, NAYS -0. Voting AYE: Crocker, Siejak, Dufour, Keough and DiCarlo.

5. Town Supervisor to appoint Darlene DiCarlo as Deputy Town Supervisor

At this time Mark Crocker, Supervisor announced his appointment for 2018 DeputySupervisor would be Councilmember Darlene DiCarlo. Councilmember Siejak stated hewould be proud to make a motion to this effect.

6. Supervisors Monthly Financial Report

MOTION ( 2018-004) to approve the Supervisor' s Monthly Financial report for the periodcovering December 1, 2017 -December 31, 2017 was made by Councilmember Dufourand seconded by Councilmember Keough. The motion was CARRIED: AYES -5, NAYS -0. Voting AYE: Crocker, Siejak, Dufour, Keough and DiCarlo.

16. Resolution to approve expenditures for Training

17. Town Board Comments

Councilmember DiCarlo thanked everyone for coming out on such a cold night. Shefeels the board has worked very hard in 2017 and encouraged residents' comments andquestions. She reported the board has many projects lined up for the 2018 year.

Councilmember SieJak thanked the residents for attending the meeting andcongratulated all his fellow Councilmembers on winning their current election. Hereported that the contractor for the Niagara County Water District Transmission MainProject will be closing Robinson Road between East Canal and the Lockport Bypass inmid-January for about a two week period. This project will replace the 24" water mainand residents should expect delays and signage. Go Bills!

Councilmember Dufour congratulated Darlene DiCado on her first term as DeputySupervisor and feels she will do a wonderful job. She also congratulated Judi Newboldand stated it is an honor to serve the residents of the Town of Lockport. At the request

of the Highway Superintendent she reminded all residents not to place snow in theroadways as it is a safety hazard and traffic infraction. She wished everyone a HappyNew Year.

Councilmember Keough congratulated everyone on their elections and stated the

Board has accomplished a lot in the year 2017 and they intend to work hard in 2018. He reminded all residents that the Enhanced Star program, which has salaryrequirements, has a registration deadline of March 1, 2018. Residents of the Town of

Lockport can call the Assessor, Jill Lederhouse at 716-439-9526 or stop at her office at6200 Robinson Road to find out the required items to submit an application.

18. Supervisor' s Comments

Supervisor Crocker reminded everyone that this night signifies a vote of confidence in

the elected officials who work hard to build our community into a home where we can beproud. He stated when first elected, the Board made a promise to run an efficient and

honest government and they intend to keep this promise. He encouraged the public togive their opinions to help the Board keep the Town of Lockport on track. He thankedPaul Siejak for his service as Deputy Supervisor for the past two years. He remindedresidents that Paul was instrumental in the Department of Transportation's plan toredesign the busy intersection at Old Beattie and Dysinger Road which will make theintersection more efficient and safer. He explained the Supervisor rotates

Councilmembers into the position of Deputy Supervisor, and Councilmember DiCarlohas accepted the position for 2018. He thanked everyone who came out tonight andannounced that the Town Board and all the Town of Lockport employees appreciateyour support and look forward to a prosperous and successful year.

There being nothing further, Supervisor Crocker asked for a motion to adjourn.

MOTION ( 2018-022) to adjourn was made by Councilmember Keough and seconded byCouncilmember Siejak. The motion was CARRIED: AYES -5, NAYS -0. Voting AYE: Crocker, Siejak, Dufour, Keough and DiCarlo.

The meeting was ended at 7: 50 p.m. The Lockport Town Board will next meet at 1: 00p.m. on Wednesday, January 17, 2018.
