SCHURMAN COMMISSION 1899

• President Mckinley sent the 1st commission to the Philippines headed by Dr. Jacob Schurman.

• “Philippines was not yet ready for independence”• Recommended a bicameral legislature and that schools be established.

TAFT COMMISSION 1900• President Mckinley sent the 2nd commission to the Philippines headed by William Taft.• It was both an executive and legislative body.• Created statutes• Established judicial and taxation system• Established municipal governments

Sedition Act of 1901• Americans sought support from the Illustrados• Pro independence movements were crushed.• Displaying the Philippine flag was a crime• Oath of loyalty was required for everyone.

Organic Act of 1902

• Bill of rights extended to Filipinos after the campaign of terror by Jacob Smith• Established the Philippine Assembly (lower house) and the Philippine Commission (upper house)• Separation of Church from State.• Strict migration to the US.

The Philippine Assembly

• Lower house represented by Filipinos.• Manuel L. Quezon and Sergio Osmeña won the first election.• Each province was represented in the Assembly• Modern Day equivalent of the Congress.

Jones Act of 1916

• Philippine Assembly replaced by House of Representatives• Philippine Commission replaced by Philippine Senate• Governor General was in charge of the executive branch

Tydings- Mcduffie Act of 1934

• Established the Philippine commonwealth.• Philippine independence shall be granted after 10 years.• A constitution (basic laws) shall be drafted for the Philippines• US in charge of foreign affairs and military forces

The American Colonial

Government

Central Government

• First Central Government led by Governor General William Taft.• Established Executive, Judicial, Legislative branches.• Established different departments Interior, Police and Finance and Public institutions.• Dept of Public Instructions built Public Schools.

Provincial Government

• Philippine was divided into 34 Christian provinces and 5 district provinces and a Moro province.• Collection of taxes•Construction of bridges, buildings and highways.•Supervise Municipal officials• Moro resisted American control in the provinces.

Municipal Government

• Basic Political system• Headed by the President, Vice President and the Municipal council.•Municipal code applied to all provinces except manila.

Civil Service in the Philippines

• Filipinos were allowed to serve the government by taking an exam.• Filipinos became government officials and members of the armed forces.

Eminent Domain

• Americans had control of the resources of the Philippines• Mining and Forestry became the focus of American investors• Regulations were made to control the sale of lands and products• Tools for agriculture were improved.

Military Conscription

• Philippine Constabulary was established to protect the Philippines.• General Douglas Mac Arthur became military adviser to the Philippines.• Military equipment were given to the Philippines.

Social and Economic Activities

• Public Schools were built and ThomasiteTeachers taught the American way of life.

Thomasites

• Teachers aboard the USS Thomas were brought here to the Philippines to teach the natives how to speak in English.• They were also taught how to carve wood, carpentry, agricultural techniques and health care.

Manufacture Goods and Imports

• American imported goods to the Philippines.• Filipinos became dependent and sought out American imported goods.• Americans exploited Philippine resources.• Philippine export of product was neglected.
