The past year has flown by, and I am excited
to begin my term as President of GFOAA.
Thank you to the membership for allowing
me to serve in this position for 2013/14,
and to all the dedicated professionals who
have served before me. Because of them,
GFOAA is a strong organization that is
blessed with a history of outstanding leader-
ship and members from cities and organiza-
tions of various sizes. I am honored to serve
as your President over the coming year.
As I begin my term, I would like to thank
Russell Raney for his leadership this past
year. Additionally, I would like to recognize
Larry Conwill, Karen Herman, Shaundra
Morris, Lane Sauser, and Scott Rearden as
they end their terms on the Board. I have
thoroughly enjoyed working with all of them
over the past couple of years, and I have no
doubt that they will continue to be actively
involved in keeping our organization moving
forward.
Our first quarterly Board meeting of the year
was held in April 17th in Montgomery, and
we really had a great turn out. I’d like to
think everybody came because of me, but in
reality, I think it was probably the lunch from
Chappy’s Deli. Thank you to Sarah Williams
for once again providing a meeting place for
us, and for taking care of all the behind the
scenes work! As we discussed our goals for
the upcoming year, two main points kept
being repeatedly mentioned; that we con-
tinue to enhance the quality and value of
our educational programs, and that we grow
our membership. A lot of great ideas were
tossed around, and I look forward to work-
ing with the board, committees, and mem-
bers to turn those ideas into reality and
make this upcoming year a success.
The Summer Conference will be here before
we know it, and Melinda Lopez has put to-
gether a fantastic program for us. The
dates are August 14th – 16th, and we will
once again meet at the Hampton Inn &
Suites in Orange Beach. The hotel has a
block of rooms reserved for us, but they are
going fast! So don’t wait! Make your plans
to attend, and come join the rest of us at
the beach.
Don’t forget the GFOA National Conference
coming up in San Francisco June 2nd – 5th.

As I close this first message, I would like to
again thank you for allowing me to serve as
your President. I appreciate those of you
who have given me words of encourage-
ment and support. Last, I urge each of you
to become more involved in the organization
over the next year. Reach out to the finance
professionals in your surrounding cities and
encourage them to join GFOAA and become
part of this great organization. We need
members from all size entities and at all
levels of their career to participate and con-
tinue to move GFOAA forward.

The GFOAA 29th Annual Conference was held February 27 through March 1, 2013 at the Renaissance Mont-
gomery Hotel & Spa at the Convention Center in Montgomery, Alabama. The conference committee, chaired by
Sarah Williams and Judy Kamnikar, was excited to host the conference in downtown Montgomery to allow at-
tendees the opportunity to see the transformation taking place. The revitalization of downtown Montgomery
began with the construction of the Biscuits Baseball Stadium and is ongoing. The Alley Station entertainment
district, new hotels, renovated waterfront and amphitheater are a few of the additions to downtown. Many loft
apartments have been built and have brought permanent residents back to the area.
As usual, the conference began on Wednesday afternoon and continued through Friday noon. Dr. David Bron-
ner, CEO, Retirement Systems of Alabama, was the opening speaker giving an update on the condition of the
Retirements Systems and its investments. Wednesday evening a Welcome Reception was held at the Young
House in historic Old Alabama Town.
Thursday, the conference began with a welcome address by Montgomery Mayor Todd Strange. Throughout the
day session topics included updates on Alabama’s economy, bankruptcies, and school funding. After sessions
ended for the day, accounting firm Jackson Thornton invited everyone to their offices for social hour and then
everyone moved to the adjacent Alley Station for dinner.
Friday morning brought the GASB update and a very interesting panel discussion by TV, radio, and newspaper
media about reporting Accountability of Government. The media panel received high marks and good com-
ments from attendees on the evaluation forms. The conference concluded at noon.

Melinda Clack was employed with the Department of Mental Health, State of Alabama for 25 years.
She has been a member of GFOAA since 1994 and is currently an active Emeritus member of our or-
ganization. She served two terms as a Board member of the Government Finance Officers Associa-
tion of Alabama from 2007 - 2009. Her service throughout those years has been outstanding. Since
2008, she has administered the conference registration process for the Summer Conferences. It is
her volunteer work with the conference registrations that is the highlight of Melinda Clack’s service to
GFOAA.
Melinda has volunteered her time to manage
and perform the numerous details involved in
the Summer Conference registration process.
From the initial phase of receiving the registra-
tion forms through the final phase accounting
for the receipt all registration fees, Melinda has
tirelessly performed this service year after year.
Her work has also included maintaining the at-
tendee list, providing the name badges and rib-
bons, preparing and maintaining the CPE atten-
dance sheets and certificates and distributing
those coveted participant gifts at the confer-
ence registration. Her expertise has been bene-
ficial to the overall conference planning proc-
ess. Her continued willingness to volunteer her
services to handle the registration process
been an outstanding contribution to the GFOAA.

The Quarterly Board of Directors meeting was held De-
cember 5, 2012 in Birmingham, Alabama. President
Russell Raney called the meeting to order and wel-
comed everyone.
Minutes of the August 15, 2012 board meeting held in
Orange Beach, Alabama were approved.
Treasurer’s Report
Carol Heggeman presented the Combining Statement
for the period April 1 through November 30, 2012. She
noted that the increase in net assets came from the
summer conference chaired by Derek Reeves. She
then presented for our review the Annual Budget for the
2012-2013 operating year.
Administrative Assistant
In Jamie Moyers’ absence, we noted receiving an emeri-
tus status request from a current member, which will be
voted on under New Business. Charles Clack stated
that GFOAA inventory, enumerated in a handout at this
meeting, will increase to include the floor banner and
tablecloth purchased recently.
Certification Board
Russell Raney reported for Sarah Williams in her ab-
sence. Tracy Croom had e-mailed a CGAT report, includ-
ing the budget, for the period April 1, 2012 through
March 31, 2013. This report covered three of the five
classes scheduled for this fiscal year.
Membership
Derek Reeves reported that Patricia Aldrich from Mobile
won the membership drive contest. The contest: A cur-
rent member sponsoring 3 or more new members be-
tween June 1 and the Summer Conference date (August
15-17) will be eligible to win two nights’ stay at the sum-
mer conference location (Hampton Inn, Orange Beach),
to be used at any time.
Scholarships
Discussed scholarship applications received.
2012 Summer Conference
Chair Derek Reeves reported 96 attendees, three gen-
eral sponsors, one event sponsor, and nine vendors.
Congratulations to Derek and the conference committee
on a successful conference! Derek thanked everyone
for their advice and said he enjoyed chairing the confer-
ence.

2012 Annual Conference
Russell Raney reported for Sarah Williams that registra-
tion and program details are now available on our Web
site. Conference dates are Wednesday through Friday,
February 27 through March 1, 2013 at the Renaissance
Hotel in Montgomery. Flyers are available at the GAAF in
Birmingham. If you have a potential sponsor or exhibitor,
please let Sarah Williams know. Kelly Rhodes gave us
some details regarding the evening social functions dur-
ing the conference. Sounds like a well-planned series of
events is in store for all attendees!
Old Business
Carol Heggeman has prepared her list of finance direc-
tors to contact about the merits of GFOAA membership
and conferences.
New Business Mobile is the site of the 2014 Annual Conference. Possi-
ble hotels are The Battle House, Adams Mark, or Hamp-
ton Inn & Suites. Mardi Gras is March 4, 2014. We need
to confirm an exact date and place by the next quarterly
board meeting scheduled for February 27, 2013.
Carolyn Courson requested and the board approved
emeritus status. She will retire January 1, 2013. The
Executive Committee shall meet in January 2013 – Rus-
sell Raney, Carol Heggeman, Derek Reeves, and Sarah
Williams will set the date for a possible conference call.
August 14-16, 2013, are the planned dates for the Sum-
mer Conference at Orange Beach. Melinda Lopez stated
that registration is available on-line now. Charles Clack
reported that 178 persons are attending the Governmen-
tal Accounting and Auditing Forum this week in Birming-
ham. GFOAA shares in the profits with the Alabama Soci-
ety of CPAs and the Association of Government Account-
ants, Montgomery Chapter. Keren Deal thanked our Re-
gions Bank representatives for the lunch they provided at
the Forum.

Membership Committee
The Membership Committee shall promote and encourage membership in GFOAA and is responsible for the annual
membership directory.
Government Relations Committee
The Government Relations Committee shall monitor and report on legislative action affecting governmental finance
and promote intergovernmental cooperation.
Education Committee
The Education Committee shall establish, organize and promote educational programs within the membership.
Scholarship, Awards and Service Committee
The Scholarship, Awards and Service Committee is responsible for the administration of the scholarship and awards
program. The committee is also responsible for implementing and monitoring service projects as assigned.
Strategic Planning Committee
The Strategic Planning Committee is responsible for preparing the long-range plans to meet the organization’s goals
and objectives. The committee is also responsible for communicating the plan to each committee. The committee
will serve as the monitoring entity for the committee projects associated with the strategic plan.
