archives, a special investigation team wa<; formed to go to the Dandong area of Liaoning to

conduct interviews and on-site investigation of the e four cases. Result<; have been attained by

searching the archives based on leads and by wril'ying leads ba-;ed on the archi.,es. Poc;itive

developments have been achieved in the '\earch and verification '"ork.

II . Regarding the Search Work

A. Search Process

Under the leadership of the Otlice of the PLI\ General . taiT Department (G<.\D) and the

Foreign Affairs Office of the Min ist ry or '\ntional Oefen-;e (MND) of rhe Pl.'ople's

Repub lic of China (PRC). the PLI\ Arch1ve'\ Department h:1s organi7ed 1ts "ubordinate

departments to carry out a comprt'hensive 'il'arch of tile-; with leads regard ing the

where<1bouts of missing U.S. mil itary per-;onnel before, during. and after the Korean War.

In accordance with the categoriec; or inlorm:nion listed in Tab A oft he Memorandum of

Axreement Regarding Areas Targelecljor Sc.'arch provided by the L.S. Dep:1rtment of

Defense Prisoner of War/Missing Personnel Office. the Chinese People's Volunteer

Army fi les and the military files related to the same period wen~ soned. con.,ulted and

analyzed. As of the present time. over ~UU.UOO pages or re :evant ti les have been

consulted and analyzed in categorie that include intellig.ence reports. situation bulletins,

dury logs, and sratistical reports.

The PLA Archives Department has a signed six archive r rufessiona l<; and lm ed four

military archival research expertc; to form a research team. The China-L.S. 'v1i litary

Archival Cooperation Office and the derartmt:nts of archi ve collection, "Orting.

preservation and use have a total often reople specializing in work related to China-U.S.

mil itary archival cooperation. The PLA Archives Department has 20 people participating

in this work.

File Record: At 1300 hours on April 14. 195~. the 'lorthc::tst Volunteer Army

Headquarters reported to the Central \1 ilitary Commission General Staff: At 900 hours

on the 13th, an enemy aircraft was shot down at the mouth of the Changdiun River. The

body of the aircraft fell at Huanghuagou (nine k ilometer~ 1'\E of the mouth of the

Changdian River); the pilot landed at X woxigou (I 0 kilometers N E of the mouth of the

Changdian River).

Fi le record: At 2100 hours on May 27. llJS~. the Northeast Volunteer Army

Headquarters reported to the Centra l Military Commission General Staff: At 1720 hours

on May 3. friendly air fo rces shot down one F-86 jet lighter at Kulongshan Fi5hing

Village. Changbai District, Andong County. The aircran came down on the coastline

approximately one kilometer SE of Ku longshan (not visible at high tide).

The body ofthe airc raft was de ·tro~ed and the pilot killed. Partia l documents were

fished out of the sea. including an air tr.wel passport ["AIR TRAVEL. CARD" written in

English in the Chinese source document! with the number /\58555. a picture of the pilot,

Fi le record: On January 17, 1953 the Central Mil itary Commiss ion General Staff

received a telegraph stating: The fo llowing is a report t~legraphed from thr Joint Force

Command Korea on January 14 n:gard ing information on the PO\Vs from the enemy RB-

29 aircraft shot down on the night of the 12th: At 2145 hours on the 12th, a RB-29

aircraft was shot down over Yizhou and Andong: it came down m the area of Daolongbei ,

NE of Andong. The aircraft wa rrom the 5th Flight of the 81 st Strategic Reconnaissance

Squadron: it took off from Yokota ai rport m Japan at 1630 hours and passed over

Xiangyang and Xin' anzhou before arriving at Xinyi7hou at an altitude of6.000-7,000

meters. According to the POWs. their mi<>sion was to drop propaganda leaflet bombs;

they had a total of27 of these bombs. LeaOets were discovered in the area<; of Andong

and Yizhou. Our night aircraft made t\\ O attacks: after heing hit the aircrali exploded in

Fi le Record: On July 21 , 1953 the Central \11 ilitary Commission Air Defen-;e

Headquarters reported to the General Stair Department: Accord ing to a reron from the

Andong Air Defense Headquarters. from I :W:! hours to 1207 hours on the 20th. the 51 5th

Anti-Aircraft Artillery (AAA) Regiment: I st Battal ion. 523rd AAA Regiment: I st

Battalion. 542nd AAA Regiment: the independent 43rd AAA Battal ion; and the 61 Oth

AAA Regiment, all deployed in the /\n1hou area, engaged in fierce fighting with enemy

aircraft making a raid on the bridge at the Qingzhou River. A tota l of five enemy aircraft

were shot down (two aircraft went down ne<tr the place of combat. one aircraft went

down in the Qingzhou River. one aircrdft exploded in mid-a ir, undone aircraft fell into

the sea).

E. P-47 Fighter That Went Down in Xiamen. Fuj ian on December 27, 1952

File Record: On December 29. 1952 the Cemral \1 ilitary Commission Air Defense

Headquarters reported to the General Staff Department: At 15:!0 hours on December

27th an enemy P-47 fighter was discovered <-iE of Xiamen at an altitude of200-500

meters making a raid on Xiamen. When the encroaching a1rcraft was 3.000-5.000 meters

from our AAA emplacement, our 521 st 1\AA Regiment deployed ar that location opened

intense tire. At 161 2 hours the a1rcrafi was <;hot down at the Xiamen Airport. and one

person. the pilot (a captain). wa killed.

IV. On-site Verification of the Wherea bouts uf Missing A mer ican Personn l'l Based on Milita ry Archives

A. On-s ite Investigation

I. From April 23 to April 28. 20 I 0. tht: PLA Archives Department sent perc;onnel. along

with personnel from the PRC ror~ign AlTa irs Ollice. tLl accompany a L . <;. party of I 0

people to carry out a detection survey regarding the downing of a U.S. :tircraft in

November 1950 in the area or Chacvhou. Guangdong. They went to Jiaoshui keng

Vi llage, Fenghuang Township. Chaunn County on April :!4th. On April 25. the

personnel from the U.S. s ide. with direction from an eyewitness, went 10 Wuhuali

mountain, near Jiaoshuikeng Vi llagt: to conduct a local survey and to search for the

remai ns of missing personnel and art icles from the downed plane. ~o results were

obtained from the survey. Al'ter th ic;. another eyewitness was contacted: however.

due to the steep mountain tra tl and the physical cond1tion of the elderly perc;on. the

survey was not continued.

2. From May 18 to May 22. 20 I 0. the nve'>tigation team from the PLA Archives

Department went to Chaozhou. Guangdong to continue the investigation and

verification ofthe downed U.S. aircr:.t l't. A deta iled mvestigation was conducted with

eyewitnesses and even more relevant information wa-, learned. A porti1)n of the

art tcles from the aircraft that' illaga ... in the area hatl ptcked up were collected (the

words USN and For U.S. Navy Use were written on the art ic les)

3. From June 20 to June 25, 20 I 0. the PLA Archive Department investig:llion team

went to the Shenyang Mil itar~ Reg1on Archtves Department. the Liaon ing Provincial

Archives Department, the Shenyang \t1unicipa l Arch ives Department, the Liaoning

Province Public Security Department. and the Dandong Kor~an War Ml:rnorial to

search the archive materia ls lor leads to missing dO\\ ned U.S. personne l. Based on

leads from the archives, the t~am v.ent tu the Dandong area to conduct an

investigation and search regarding lour <.:ases provided by the U.S. side. cases 781 A,

784A, 654A, and 733A. Ten eyewitnesses or persons knowledgeable about the

incident were interviewed in order to mvestigate and understand the situation related

to the missing downed U.S. military per.;;onnel. An on-site investigation and

verification of the relevant Circumstance-; was carried out. and an exploratory

excavation was conducted at the buria l site of the dead U.S. military av iators in

regard to case 784A, resulting. in a large amount of va luable information being

obtained.

4. From August 3 to August 13. 20 I 0. the PLA 1\rchiw'i Department s~nt perc;onnel to

Raoping, Guangdong to assist personnel from the U .. . <>ide in their search for remains

of victims from the crash of a B-29 <"'uperfortress) in Raopmg County. Guangdong

on November 5, 1950. resultmg in ..,,g.nllicant progress. By means o l· site

identification by people with knowledge of the area. using photographs taken that

year by related departments to compare wi th the pre..;en t day site. organizing villagers

to cut down trees and clear ot"lstacb •. anti using pecial equipment to survey and

excavate the site, this search elTon located over 500 c;mall pieces of debris and

corroded parts (the largest pi~ce being. 15 em long anu 12 ern wide): I I cartridges.

shell casings, and bullets (two cartridges are 14 em long. with a diameter ol'2 em):

five pieces of rotted cloth: and one U.S. 50-cent coin. The mformation provided by

has laid the foundation for the next -.tag~: of searching lor the remains or victims.

B. Extracts from Talks with Eyewitnesses

I. On June 23, 20 I 0, the PLA Archives Department investigation team went to

Huanghuagou Village, Changdian County. Dandong City. Liaoning Province to

investigate and learn from per<;ons knm' ledgeable ahout the incident about the

situation of the U.S. aircraft that went down on Apri l I~. 1952 and the hurial site of

the aviators.

Li Fengxian of Huanghuagou Vii lag~: recalled: ·Twelve years ago. due to

changes in the land, Mou Jun and I moved the remainc; of the U.S. personnel from the

original location on the mountain to the west side ha ir way up the mountain. We

wrapped the remains in red cloth and buned them at the new location, with several

surrounding trees serving as marker.;;."

2. On June 24, 20 I 0, the PLA Archivec; Department im e-;tigation team w~m to

Kulongshan Village, Dongg<mg Cit_ . Liaoning Province to learn from persons

knowledgeable about the situation ahout the IJ.S. aircraft that crashed on May 3, 1950.

Yuan Deyu of Kulongshan Village recalled · 'That was the fall of 1952: I was

returning home from school when I heard that a plane had come down, c;o I ran to

take a look. The plane fel l into the -..c:a: the front of the plane wac; in the sea with the

tai l sticking out of the water. and th~: r ilot was alread)' dead (I saw first-hand that the

pilot had a full beard). To the best or my knowledge the plane has never been

recovered."

3. On June 24, 20 l 0, the PLA Archives Department investigation team went to Xinkang

Village, Wulongbei Township. Zhen ' an District. Dandong City. Liaoning Province to

learn from an eyewitness about the L .. aircraft that crashed on January 12. 1953 and

the whereabouts of the U . . aviator-;.

Zeng Fanying of Xinkang V illag~: recalled: "At that time I was 30 years old. A

U.S. aircraft came down nearby: there \\ere a total of 14 people. and three of them

died. One was dead at the scene, another person fell into the trees and died from

being impaled, and another ran to a n~arhy hi ll and <..l ied there. The remain ing II

were all captured by the milit ia."

4. On June 24, 20 l 0, the PLA Archive<; Department investigation team went to Gaijiaba

Village. Yiquan Township. Donggang. City. Liaon ing. Province to lenrn from persons

knowledgeable of the situation about the U.S aircraft that crashed on July 20, 1953.

Chu Tinghua ofGaijiaba Vi llage recalled: "At that time an aircraft came down at

a location five kilometers from here: the pilot died at the scene. No one was allowed

to go look, the remains were removed by the loca l AAA un it. I've heard that the

place that the pilot was buried is sti ll there: it is called Zaoshan Cemetery."

V. Suggestions and Key Points Regard ing thl· \\ ork

A. The Chinese side proposes that a PLA Vl ili tary Archiva l Delegation visit the United

States in May 20 II or later to hold the annual technical meeting with the L.<;. side. The

main topics would be:

I. Report on the detailed situation or the investigat ion ''ork. and review and appraise the

results of the cooperation over the last th ree years.

2. To listen to the views of the L ... ide on issues regard ing cooperation lor the next

stage

3. Issues of confidentiality and li mits on the use of mil itary archives.

B. Bnsed on the relevant memorandum between China and the U.S. regarding mili tary

archival cooperation. the scope or the earch lor mi smg L. . mil itary personnel is

limited to the Korean War period. A search fo r the whereabouts of miss ing U.S. military
