The “FutureCity” initiative is a national project to create robust cities by comprehensively addressing diverse social and environmental issues such as super-aging populations. Yokohama was designated as a FutureCity by the Japanese government in December 2011.

October 26 (Thu) Parallel Events

This event was arranged as a follow-up project to the Host Country Youth Event held during the 50th ADB Annual Meeting in May this year. Students from Yokohama National University and Yokohama City University gave presentations and took part in discussions in English about urban development with international specialists, Asian Development Bank economists, and other experts. The discussions covered high-level topics such as smart city development in Asia and the role of Japanese firms in emerging Asia’s infrastructure.

The Smart Urban Development Conference, presented by the World Bank and Asian Development Bank, invited both foreign and domestic experts as well as representatives from Asian city governments to share know-how and discuss efficient and effective solutions to urban development in both developed and developing regions.

1. Overview Yokohama, a “FutureCity,” has hosted the Asia Smart City Conference, where the mayors of

emerging Asian cities, experts from international organizations, and other stakeholders gather to share their expertise and work together to build sustainable cities, since 2012.

The 6th Asia Smart City Conference welcomed over 70 participants from international organizations, academic institutions, private enterprises, the Government of Japan, and individual city governments, mainly from emerging Asia.

The content of the discussions was compiled as the 6th Asia Smart City Conference Declaration, or Yokohama Declaration, and introduced at COP23.

2. Details ・ During the morning session, representatives from cities and organizations gave presentations and

held discussions on four themes. Thematic Meeting 1: Waste and sludge treatment in smart cities Thematic Meeting 2: Approaches towards energy saving/low carbon urban development Thematic Meeting 3: Use of ICT/Bid Data Thematic Meeting 4: Japanese experience

・ Private firms from Yokohama presented their unique technologies and services at the lunch venue and took advantage of business matching opportunities with cities, private enterprises, and donor organizations.

・ At the plenary meeting in the afternoon, Mayor Hayashi’s opening speech was followed by keynote speeches from Mr. Iwao Horii, Parliamentary Vice-Minister for Foreign Affairs of Japan; Mr. Yasuo Takahashi, Vice Minister for Global Environmental Affairs from the Ministry of the Environment; and Mr. Masamichi Kono, Deputy Secretary-General of the OECD.

・ At the roundtable sessions, Dr. Bindu N. Lohani, Special Advisor for Y-PORT Center and President of the Resources Center, served as the overall moderator. He led discussions that incorporated the results of the morning meetings as well as input from international organizations, the results of Yokohama’s initiatives, shared urban issues among Asian cities, and each organization’s knowledge and technologies.

・ Closing remarks were given by Dr. Kazuhiko Takeuchi, President of IGES, followed by Student Speeches on the results of the discussions at the Yokohama Youth Event held on the 26th.

・ The participants’ contributions to the dialogue throughout the conference were integrated into the 6th Asia Smart City Conference Declaration (Yokohama Declaration), which was announced by Mayor Hayashi and Mayor Osmeña of Cebu City and adopted by the attendees.
