NOTICE OF ELECTIONFOR TCA INC COUNCILLORS

An election shall be held to elect four (4) Councillors to take office for the period Feburary 2019 to February, 2022.A member nominating for election as a Councillor is required to meet the eligibility criteria as defined hereunder. The Commitment Statement must be completed and signed on the nomination form.No person shall be eligible for election or appointment or be elected or appointed pursuant to this Clause unless the person at the time of closing of nominations:(a) Is an ordinary financial member of the TCA Inc and at least eighteen (18) years of age.(b) Has been a financial member of the TCA Inc, or an ANKC affiliated body, for a continuous

period of at least five (5) years up to and including the closing date for nominations.(c) Has served as a member of the Council of the TCA Inc or of an ANKC affiliated body,

defined in Clause 7, or has held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than two (2) years or has held an executive position on the committee of a body, incorporated under the Incorporations Act, for a period or periods in total of not less than two (2) years, in addition to having held an executive position on a body affiliated with the TCA Inc or with a body affiliated with a member body of the ANKC for a period or periods in total of not less than one (1) year.

(d) Executive positions are those of President, Vice-President, Treasurer and Secretary.(e) “financial member”, in relation to this notice, means an eligible member of at least 18

years of age, who is a current financial member of the TCA Inc, and a resident of the state of Tasmania.

An eligible financial member of the TCA Inc may cast a vote for not more than the number of candidates to be elected. The number of candidates to be elected, who receive the highest number of votes shall be elected to the vacant positions for a three (3) year term February 2019 to February 2022. In the event of a tied vote for the last position the names of those candidates who receive the identical number of votes in the tie shall be subject to a simple draw and the winner of the draw shall be duly declared elected as a Councillor.Nominations for elections shall be accepted only on the approved nomination form available on the Association’s website or from the TCA Inc office and with all the particulars required thereon properly completed.The nomination must be placed in a sealed envelope marked ‘nomination form’ and posted to the Returning Officer Locked Bag 1 North Hobart Tasmania 7002 to be received at the Locked Bag not later than the closing time of 12 noon on Friday 26 October 2018.The list of nominees shall be published in the December/January issue of the “TCA Inc Gazette”, together with the rules, regulations and procedure for voting.Nominees are invited to submit a photo and a short resume of their involvement in canine activities which will be published free of charge. The resume must accompany the nomination form, a photograph is optional.A nominee may appoint a person who is a current financial member, as defined in Clause 1 of the Rules for Election, to act as their scrutineer at the counting of votes.Counting of votes cast in such election shall take place at the Administration Building, Hobart Showground, Glenorchy, on Monday 7 January 2019 commencing at 1.00 pm.Councillors whose term expire in February 2019, are:

Hi EveryoneThe Royal season is upon us, with Adelaide and Brisbane finished and we’re in the middle of Melbourne as I write this column. We all wish everyone who crossed the ditch every success.Then of course it will be our turn. It’s great that finally the Launceston saga has been resolved and at this stage it looks like the entry for Hobart will be the best for several years. Of course the day after Hobart Specials is our first CACIB show and it will be interesting to see the number if interstaters turning up looking to win their fourth CACIB to become international champions.Rex Lowe and the committee have been working exceptionally hard to ensure everything runs smoothly with a number of open sessions being run for stewards and exhibitors.I had the privilege of attending the recent Spring Fair CACIB and talking to the Stewards, they reported that other than being slightly slower than an ordinary show because of the additional awards, the only real problem was the exhibitors (not all) who had made no effort to familiarise themselves with the different groups and breed allocations. The information is all in the last Gazette please have a look at it before you get to the show. In addition there will be another information night on 18 October 2018 specifically for stewards but anyone is welcome.The ANKC Conference will be held the same weekend as Launceston Royal and the Council will discuss the agenda by telephone hook-up. I haven’t as yet seen the agenda but no doubt there will the usual array of the whacky and sensible. No doubt Kangals, Rottweilers, Border Collies and Belgian Shepherds will gain a guernsey.The annual Conformation Judges’ Exams have just been completed with five of the 12 candidates successful. Congratulations and commiserations to the candidates. This is slightly down on our usual pass rate but I’m pretty sure the examiners may have been a little tougher this year. The delays on the day were unacceptable and the committee will be looking at ways and means of improving that performance. Of course to make this weekend happen, a lot of people put in a lot of time and effort. We would like to thank the exhibitors who provided dogs and particularly thank Lois Connell and Fran Smith for their catering efforts.Exhibitors will note that many of the mainland controls are introducing more and more rules to try and give the appearance of “fairness”. No more dinners with the judges on Saturday night. I recently judged on the mainland where the judges were left to make their own arrangements for dinner. Being a small town there weren’t a lot of options so I guess it wasn’t too much of a surprise that our table was right next to the committee’s table. In addition virtually every table was occupied by exhibitors.Our Council has discussed this matter and believe in many ways these rules make things worse not better as everyone is checking to see who has broken a rule. In addition there are so many situations which you just can’t make a rule for. Unfortunately there are just so many instances of bad show etiquette. Could I ask everyone to think how your behaviour looks to others. Don’t enter under judges who are personal friends. Don’t have personal conversations with judges until after they have finished judging. You know they type of thing I mean. The last thing Council wants to do is start introducing over the top rules but we will if we have to.

Owned by Bill and Ingrid Albion, Grausturm Kennels, TasmaniaWirehaired Slovakian Pointers (WHSP) also known as Slovakian Rough-Haired Pointers (SRHP) are founded on the Weimaraner from which it takes its colour and basic character traits but bred with harsh coated breeds including the Cesky Fousek and German Wirehaired Pointer. Primarily bred as an energetic and active hunting dog they come in two color forms grey and grey roan and resemble a bearded Weimaraner. For six years we have researched for the best genotype and phenotype to begin the foundation of this breed in Australia with the help of Classic Dream Kennels and Daniel Hrezig, Slovakian veterinarian. Zora, her mum and siblings are already winning many prizes in the showring.

Breeders are reminded that their puppies should be at least eight weeks (56 days) of age before they leave with their new owners.

Southern breeders are advised that bookings for microchipping need to be made at least two weeks out. A DNA collection service is also available. Please contact the office on 6272 9443 for further details.

Breeders of British and French Bulldogs are advised that, effective 1 November 2018, an inspection fee of $15 per puppy will apply. It should be noted that all puppies in a litter have to be inspected and that the puppies are to be inspected prior to leaving with their new owners.

Members importing dogs from overseas are reminded that the dog has to be re-registered on the ANKC Ltd Database before it can be entered in any shows. A 48 hour fast-track option of $10 per transaction is offered to any member wishing to speed the process up.

Members and Stewards are reminded of TCA Inc Regulation 164:Trolleys, crates and baskets will be permitted in the assembly area with the permission of the stewards, however, such trolleys, crates and baskets must be removed at the conclusion of the judging of each breed.

Clubs are advised Mr A Karppa (phone 0417 534 570) has been upgraded to a Ring Steward.

Members filming the judging at shows are advised that it must be done from the outside of the ring and in a manner that is not disruptive to the exhibitors and dogs being judged.

BUSINESS ARISING FROM THE MINUTES:Southern VenueD Sales advised the meeting that Southern Midlands was considering the application from Tasracing to develop the Pontville site and agreed to include the decision not to procced with the Nyrstar site at Lutana in his President’s Report for the August/September 2018 issue of the Gazette.

TCA Inc ConstitutionThe EO advised the meeting Mr C Mackie has agreed that D Sales should join him and Mrs S Bingham on the Constitution Review Working Party.

Lure CoursingG Parry advised the meeting that a total of 33 people had attended the two Information Days that he had held, that 25 of them had responded to the survey and that he was planning to hold a day at Ross where dogs could have a run with the lure.‘The purchase of the lure coursing equipment to a maximum of A$7000 be approved on the conditions that a Lure Coursing Club be formed and that the TCA Inc maintain ownership of the equipment until the cost is recouped.’

GENERAL BUSINESS:Executive Officer’s ReportThe EO’s Report advised that:• Processing is at a 10 working day turnaround;• There were 247 puppies registered in the period 14 June to 11 July 2018 compared to

151 for the same period in 2017, 1395 year to date; 1198 in 2017; • There were 985 members including Life Members as at 11 June 2018 compared to 1006

in 2017;• 34 reminders were sent out at the end of June;• There have been some issues with non-members and the dogs they are handling at the

Puppy Training classes conducted by the Public Education Committee as well as a breed that is not recognised by the ANKC Ltd. There is no policy in place.

Legally Docked RottweilersThe recent advice from the FCI of amendments to the Rottweiler Standard has led to dissemination of flawed information and instructions on how the breed should be judged from sources other than ANKC. The attention of all Australian licenced Judges of Rottweilers is drawn to the following extract from FCI Regulation in particular the reference to discrimination.

“Dogs with docked tails are to be admitted in accordance with the legal regulations of their home countries and those of the country where the show takes place. The judging of docked and undocked dogs must be done without any discrimination and solely in accordance with the valid breed standard. The organizing country’s regulations concerning showing docked dogs should be stated in the show schedule or on the entry forms as well as in the show regulations.”

FurtherThe Chairperson of the National Breed Standards Coordination Group and the National Show Judges Training Committee, Marie Merchant advises Judges should be reminded that in accordance with the ANKC Prohibited Procedures Policy, Tail Docking is a restrictive procedure under State and Territory legislation. (Refer to individual State or Territory legislation for clarification), however legally docked dogs are eligible to be exhibited in Australia and are not to be penalized in the show ring.

All exhibitions conducted by the Tasmanian Canine Association Inc and its affiliates are conducted under the rules and regulations of the Association, a copy of which may be inspected at the office of the secretary of the exhibition on the day of such exhibition.The following rules/regulations apply to all exhibitions: Financial Members:

A person 18 years of age and over and who is a resident of Tasmania may not exhibit, handle, officiate in the judging ring or register an animal unless he/she is a current financial member of the TCA Inc. A person seven years and under the age of eighteen years who handles a dog in the judging ring is required to be a junior member of the TCA Inc or a member of an affiliated club. At least one parent or guardian is required to be a financial member of the TCA Inc.

Entry fees must accompany the entry form and should be paid by cheque or money order (refer Australia Post regulation).

Substitute Judges:The affiliate conducting an exhibition reserves the right to substitute judges if the committee deems it necessary. Entry fees are not refundable – refer TCA Inc Regulation 227.

It is the exhibitor’s responsibility to have his/her exhibit/s available for judging in all classes or events for which it is correctly entered and for the classes for which it subsequently becomes eligible – TCA Inc Regulation 33.

FINANCE:Financial Reports for the period ending 31 July 2018 indicating a loss of $11790.27 for the period compared to a profit of $2273.31 for the corresponding period in 2017, a YTD profit of $28658.17 compared to $33839.36 in 2017 and a Bank Register for the period 1 to 31 July 2018 detailing deposits totalling $31391.78 and withdrawals of $35230.65.

Top Dog EventThe EO advised the meeting that the Conformation Dog of the Year was calculated at 50 points for the Best In Group and 25 for Runner Up In Group and that there was no information on how the performance disciplines calculated their winners.RESOLVED: ‘No further action be taken on the matter.’

SurveyR Lowe advised the meeting that he had been studying the result of the membership survey that was carried out in late 2017 and he had found that currently around 80% of exhibitors travelled compared to 98% in the past and that the decrease was due to the costs involved.The meeting closed at 10.15pm.

As of 1 March 2012 smoking within 20 metres of judging rings and seating around them is prohibited.

This is a Department of Health & Human Services directive.
