Per capita trusts are an effective way of strengthening tribal self-determination and creating resources for future generations. While casino profits may decrease in the future, per capita trusts can create a steady source of income for tribal members during years when per capita distributions may decline. This presentation focuses on how per capita trusts are created, the tax advantages of these plans, what regulatory rules governs these trusts, and the financial benefits available with per capita trusts.

REDW Speakers:Mike Allen, CPA - Mike is an accomplished business professional with a long track record in accounting, financial management, operations management, and other aspects of building and running a business enterprise.

Bruce Bleakman, CPA - Bruce is an expert in accounting and financial reporting for tribal governments and related enterprises. Bruce is a member of the Government Expert Panel of the American Institute of CPAs (AICPA), and serves on the Government Combinations task force of the Governmental Accounting Standards Board. He is also a member of the AICPA’s Gaming task force, which recently completed the AICPA’s Gaming Audit and Accounting Guide.

Glen Post, CPA - Glen has spent most of his 31 years in public accounting exclusively serving tribal governments, tribal casinos, and other tribal businesses. He oversees many tribal government, gaming, and other Native American organization audits.

Lisa wilcox, SPhR, CEBS, CMS, RPA, ThRP - Lisa has worked in the area of compensation planning for the last 10 years. Her experience covers a broad spectrum of technical topics, ranging from payroll tax issues related to employee benefits, to retirement and distribution planning to compensation programs and human resource consulting.

Virginia Stanley, CPA/PFS/ABV, AIFA®, CFP®, CVA - Ginny is a recognized expert and leader in the financial planning industry. Corrine wilson, CPA - Corrine has been an accountant and financial officer for several tribes for more than 14 years. Additionally, she has more than 15 years of experience with CPA firms performing required audits for tribal governments and their businesses and gaming facilities. Corrine also provides a wide range of financial consulting and training services to tribes. She is a member of the Ft. McDermitt Paiute Shoshone Tribe of Nevada, a federally-recognized Tribe.

Mustafa kamal, CPA - Kamal is a certified MIP Trainer with extensive experience in accounting software and database management. Kamal has completed more than 30 implementations of accounting software installation and services for tribes and related entities.

Guest Speakers: Tal D. Moore - Tal is serving his third term as the elected President of NNAHRA which currently represents more than

350 tribes with over 600 members. Additionally, Tal is the Chief Administrative Officer for Navajo Nation’s Tséhootsooí Medical Center. With nearly 20 years of experience working in Indian Country, Tal is a skilled facilitator and consultant specializing in organizational development and management issues. Significant projects for tribal operations include HR department restructuring, personnel policy development, wage and salary surveys, performance based budgeting, strategic planning, organizational development and leadership training. Tal is a descendent of Isleta Pueblo.

jerry Bridge - Over the past twenty years, Jerry has worked with over 85,000 executives, practice managers and administrative staff on a variety of issues, including billing and collections, customer service and communication, stress and time management, and productivity. His passion is to lead inspiring, motivating programs that empower people, and have fun in the process.

Richard Litsey, jD, LLM - Richard is Counsel and Senior Advisor for Indian Affairs for the United States Senate Committee on Finance, handling Social Security, Indian

An enrolled member of the Muscogee (Creek) Nation of Oklahoma, he has been working on the Finance Committee for the past seven years which has jurisdiction over tax, health, social security, and trade. In the past, Richard worked for the Legal Services Corporation on the Mississippi Band of Choctaw Indians’ Reservation in Philadelphia, Mississippi.

Peter Larson, jD, LLM - Peter is a Partner with Lewis and Roca LLP, a leading business law firm in the Southwest. He is a member of the Tribal Affairs and Gaming and Public Finance practice groups in the Firm’s Phoenix office. He represents Indian tribes, tribal entities and those working in Indian Country on matters including economic development and complex financing transactions. In addition, he has experience in all areas of Indian gaming, including drafting and negotiation of development and management agreements, Indian lands determinations, federal, state and tribal regulatory matters, and representation of tribal gaming agencies. He also works on other economic development issues, including leasing of Indian lands, tribal entity

formation and structure, taxation issues, and development of tribal laws and regulations.

Derrick watchman - Derrick is the Chief Financial Officer for the Navajo Nation Gaming Enterprise. Formerly he was Vice President and Senior Relationship Manager at JP Morgan Chase Bank’s Native American Banking Group. He provided tribal financial and banking services, including structuring over $500 million in tribal credit transactions and treasury services. Derrick is a member of the Navajo Nation and was raised on the Navajo reservation. He has also served as Director of Indian Affairs at the U.S. Department of Energy. Among several directorships, he is a member of the National Center for American Indian Enterprise Development Board of Directors and a director for the Native American Bank.

hotel: Enjoy REDW’s $139* group rate for Tuesday & Wednesday overnights. Each individual is responsible for their own hotel charges.
