ASPECT CONSULTING

1 Introduction This report documents air quality monitoring conducted at 313 S Findlay St in Seattle, Washington, on March 20, 25, and 31, 2015. Monitoring was conducted under Tier 3 of the Inhalation Pathway Interim Measure (IPIM) program, a tiered decision process to assess the risk to human health in indoor air with respect to the vapor intrusion (VI) exposure pathway. Tier 3 of the IPIM program addresses building-specific monitoring for contaminants of concern (COCs) in specific media including indoor air, ambient air, and sub-slab soil gas. The purpose of Tier 3 assessment is to evaluate whether indoor air is being unacceptably impacted by VI.

Aspect Consulting, LLC (Aspect) performed the work on behalf of the four potentially liable persons (PLPs) [Art Brass Plating, Blaser Die Casting, Capital Industries, and PSC Environmental Services, LLC] identified by the Washington State Department of Ecology (Ecology) in Agreed Order #DE10402 for the West of 4th Site. Monitoring was conducted in accordance with the site-specific Tier 3 Sampling and Analysis Plan (SAP; Aspect, 2015) and in general conformance with the Revised Vapor Intrusion Assessment, Monitoring, and Mitigation (VIAMM) Plan (Farallon, 2015). The Tier 3 SAP was approved by Ecology in a letter dated March 19, 2015 (Appendix C).

1.1 Background As shown on Figure 1, the Art Brass Plating, Inc. (ABP) facility at 5516 3rd Ave S is located directly across the street from 313 S Findlay St. Environmental investigations have confirmed the likely release of chlorinated solvents from the ABP facility to soil and groundwater, and several buildings in the immediate vicinity and downgradient of the ABP facility have undergone Tier 3 air quality monitoring. Monitoring was not previously conducted at 313 S Findlay St because the building tenant was using products containing trichloroethene (TCE), the primary COC at the ABP facility, and it was assumed that this would result in indoor air concentrations far above those potentially due to VI. Late last year, however, Art Brass Aerospace Finishings (ABAF; a subsidiary of ABP) became the new tenant at 313 S Findlay St.

The IPIM program was specifically developed to evaluate VI where impacted groundwater is a potential source of volatile contaminants. Interim cleanup actions at the ABP facility, ongoing since 2008, have significantly reduced chlorinated COC concentrations in groundwater such that TCE levels recently measured in monitoring wells MW-4 and MW-14 (see Figure 1) would not trigger a Tier 3 assessment at 313 S Findlay St. Due to the building’s proximity to the ABP facility, however, the potential exists for volatile contaminants to migrate directly from impacted vadose zone soils via soil gas.

1.2 Site/Building Description 313 S Findlay St is a commercial building occupied by ABAF, which provides finishing services to aerospace clients. A building evaluation form completed by Aspect is provided as Appendix D. The first floor plan of this slab-on-grade structure is shown on Figure 1. According to King County Assessor information (on Parcel No. 172280-1465), the building was constructed in 1978 and has a total floor space of 15,755 square feet. The northeast portion of the building, referred to in this report as the main office area, consists of two stories. The remainder of the building, referred to in this report as the warehouse area, has an open floor plan with a 28-foot-high ceiling. It is devoted to company operations, including electroplating, chemical film/primer application, and metal surface cleaning/stripping. Enclosed areas in that portion of the building include a spray booth, a mixing booth, a sand blasting room, and an office area (referred to in this report as the warehouse office area).

Western Mechanical Systems, Inc. (WMS), operates and services the building’s HVAC systems. The HVAC system for the main office area operates during the work day year round. According to a WMS representative, the main office area receives 150 to 200 cubic feet per minute (CFM) of forced fresh air per floor, and is passively vented. Therefore, that portion of the building likely has some positive pressurization, which may decrease the potential for VI in that area.

2 Description of Sampling Events

2.1 Air Sampling Aspect conducted two rounds of air sampling in late March 2015. Three samples were collected in each round. Sampling locations (shown on Figure 1) were the same in both rounds; indoor air samples were collected in the main office area and the warehouse office area, and an ambient (outdoor) air sample was collected on the roof of the building.

Air sampling was conducted in accordance with the standard operating procedures (SOPs) for indoor air and ambient air provided in the SAP. The samples were collected in 6-liter Summa canisters that were individually certified “clean” by Air Toxics Ltd. Each canister was outfitted with a 0.2 µm filter, a vacuum gage, and an 8-hour flow controller. The canister vacuum readings at the start and finish of sampling are provided in Table 1. For both rounds, the HVAC system operated in the main office area, with a thermostat setting of 72 degrees F. The warehouse office area had only passive ventilation, and an electric space heater maintained the temperature at approximately 71 degrees F. Ambient weather conditions on the sampling dates, as recorded at the nearby Boeing Field Weather Station, are provided in Appendix B. Additional sampling details are as follows:

Round 1 Air Sampling (March 20, 2015). The three canisters were set between 8:10 and 8:20 AM, and indoor canister vacuums were checked at approximately 2:00 PM. Based on those vacuum readings, sampling was terminated after approximately 7.1 hours.

The outdoor temperature ranged from approximately 52 to 60 degrees F during the sampling interval.

Round 2 Air Sampling (March 31, 2015). The three canisters were set between 8:08 and 8:25 AM, and indoor canister vacuums were checked at approximately 1:00 PM. Based on those vacuum readings, sampling was terminated after approximately 6.8 hours. The outdoor temperature ranged from approximately 48 to 54 degrees F during the sampling interval.

2.2 Sub-Slab Vapor Sampling A sub-slab vapor sampling pin was installed on March 24, 2015, at the approximate location shown on Figure 1 (sampling location 313-SS), and a soil vapor sample was collected the following day. The sampling pin was installed and the soil vapor sample was collected in accordance with the SOP for sub-slab soil gas sampling provided in the SAP. The sample was collected between 10:15 and 10:45 AM in a 1-liter Summa canister outfitted with a 0.2 µm filter, a vacuum gage, and a 30-minute flow controller. The canister vacuum readings at the start and finish of sampling are provided in Table 1. At the time of sampling, the room temperature at the sampling location was approximately 64 degrees F, and the temperature outdoors was approximately 52 degrees F.

Sub-slab vapor sampling included leak testing using helium to ensure the integrity of the vapor pin seals. Leak testing was conducted in accordance with the SOP for sub-slab soil gas sampling provided in the SAP.

3 Sampling Results The sample canisters were shipped to Air Toxics, Limited, in Folsom, California, for analysis of the following COCs:

tetrachloroethene (PCE) 1,1-dichloroethene trans-1,2-dichloroethene trichloroethene (TCE) cis-1,2-dichloroethene vinyl chloride

The sub-slab vapor sample was also analyzed for helium. The indoor air and ambient air samples were analyzed using modified TO-15 SIM (Sh)/SpRL (TCE @ 3pptv). The sub-slab sample was analyzed using modified TO-15-LL (Sh) and modified ASTM D-1946 (for helium). Sampling results are summarized in Table 1. The laboratory reports for Rounds 1 and 2 air sampling and for sub-slab vapor sampling are provided as Appendices E through G, respectively.

PCE and TCE were the only COCs detected in any sample. In Round 1 air sampling, PCE was detected only in the main office area, at a concentration of 0.26 ug/m3. However, the warehouse office area sample had elevated detection limits because the laboratory had to perform a one-to-one dilution due to the presence of high-level non-target species. The resulting detection limit for PCE was 0.44 ug/m3, higher than the main office area detection. TCE was detected in all three Round 1 air samples. The highest TCE

concentration, 0.080 ug/m3, was detected in the warehouse office area sample, compared to an ambient air detection of 0.049 ug/m3.

In Round 2 air sampling, PCE was not detected in any sample, and TCE was detected only in indoor air. TCE detections in the main office and warehouse office areas were nearly identical, at 0.034 and 0.032 ug/m3, respectively.

Helium was not detected in the sub-slab vapor sample, indicating that the vapor pin seals did a good job in preventing indoor air from leaking to soil vapor. PCE and TCE were detected in the sub-slab sample at 2.2 and 4.8 ug/m3, respectively. These concentrations are roughly two orders of magnitude higher than the indoor air detections.

Sampling results were evaluated in accordance with the Revised VIAMM Plan (Farallon, 2015). Since TCE was detected in the Round 1 ambient air sample, the Round 1 indoor air TCE detections were corrected to account for the contribution of ambient air. A cancer cumulative exceedance factor (CCEF) and a non-cancer cumulative exceedance factor (NCCEF) were then calculated for each indoor air sample. Calculations are shown on the worksheets provided as Appendix A, and resulting CCEF/NCCEF values are summarized in Table 1. Calculated CCEF values range from 0.052 to 0.094, and NCCEF values range from 0.081 to 0.143.

4 Conclusions Since the COCs detected in one or more of the indoor air samples (i.e., PCE and TCE) were also detected (at higher concentrations) in the sub-slab soil vapor sample, VI is likely contributing to the indoor air concentrations. However, concentrations were very low in both rounds of air sampling. Calculated CCEF and NCCEF values ranged from 0.052 to 0.143, far below the action level of 10 (indicating a carcinogenic risk below 1E-5 for the CCEF value and a hazard index less than 1 for the NCCEF value). Therefore, the results of the air sampling events do not indicate a need to implement an interim measure to address potential VI at 313 S Findlay St.

Three 6 Liter Summa Canister (SIM Certified) samples were received on March 26, 2015. Thelaboratory performed analysis via modified EPA Method TO-15 using GC/MS in the SIM acquisitionmode.

This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based, logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts.

Method modifications taken to run these samples are summarized in the table below. Specific project requirements may over-ride the ATL modifications.

One 1 Liter Summa Canister (100% Certified) sample was received on March 26, 2015. The laboratoryperformed analysis via modified EPA Method TO-15 using GC/MS in the full scan mode.

This workorder was independently validated prior to submittal using 'USEPA National Functional Guidelines' as generally applied to the analysis of volatile organic compounds in air. A rules-based, logic driven, independent validation engine was employed to assess completeness, evaluate pass/fail of relevant project quality control requirements and verification of all quantified amounts.

Method modifications taken to run these samples are summarized in the table below. Specific project requirements may over-ride the ATL modifications.

One 1 Liter Summa Canister (100% Certified) sample was received on March 26, 2015. The laboratoryperformed analysis via Modified ASTM Method D-1946 for Helium in air using GC/TCD. Themethod involves direct injection of 1.0 mL of sample.

Method modifications taken to run these samples are summarized in the table below. Specific project requirements may over-ride the ATL modifications.

Normalization Normalize the mole percent values by multiplying each value by 100 and dividing by the sum of the original values. The sum of the original values should not differ from 100% by more than 1.0%.

Results are not normalized. The sum of the reported values can differ from 100% by as much as 15%, either due to analytical variability or an unusual sample matrix.

Precision Precision requirements established at each concentration level.

Duplicates should agree within 25% RPD for detections > 5 X's the RL.

PROJECT NARRATIVE

Basis for Data Validation

This report summarizes the results of compliance review (EPA Stage 2A) performed on air samples and laboratory quality control (QC) data for the Art Brass Plating 313 Findlay sampling. A complete list of samples is provided in the Sample Index.

Samples were analyzed by Eurofins Air Toxics, Inc. (ARI), Folsom, California. The analytical methods and EcoChem project chemists are listed below.

The data were reviewed using guidance and quality control criteria documented in the analytical methods; the Quality Assurance Project Plan (QAPP) for Art Brass Plating (Sept. 25, 2008) and National Functional Guidelines for Organic Data Review (USEPA 2008).

EcoChem’s goal in assigning data validation qualifiers is to assist in proper data interpretation. If values are estimated (assigned a J), data may be used for site evaluation purposes; but reasons for data qualification should be taken into consideration when interpreting sample concentrations. Data that have been labeled as do-not-report (DNR) should not be used for any purpose. Values with no data qualifier meet all data measurement quality objectives and are acceptable for use.

Data validation criteria are included as Appendix A. Data Validation Worksheets will be kept on file at EcoChem, Inc. A verified laboratory electronic data deliverable (EDD) is also submitted with this report.
