PAMELA KLEIN, B.A., M.Ed., Pro.Dir, was elected to serve as Chancellor of the University of Regina from July 1, 2019 to June 30, 2022. As the University’s ninth Chancellor, she will chair Convocation ceremonies in the spring and fall, chair the University’s Senate, and serve as a voting member of the Board of Governors.

Pam grew up in Saskatoon and Regina and has a long association with the University of Regina. After attending Campbell Collegiate in Regina, she earned her Bachelor of Arts in Psychology from the University of Regina, and her Master’s degree in Educational Psychology from the University of Manitoba. She also earned her Professional Director designation from the Johnson Shoyama Graduate School of Public Policy, which is a joint school of the University of Regina and the University of Saskatchewan. Most recently, she served as Vice-Chair of the University of Regina’s Board of Governors.

Pam has more than 30 years of experience in business management, leadership and strategic development. She is President of the Phoenix Group, Saskatchewan’s leading advertising and communications firm, and has worked across Canada and internationally for private, public and not-for-profit companies.

She also has a long history of community service with a number of organizations and agencies in Saskatchewan. She was a founding board member of the Saskatchewan Roughrider Foundation, and has served in various capacities with organizations including Camp Circle O’ Friends, the MacKenzie Art Gallery, Sask Film, the Hospitals of Regina Foundation, the North Central Family Centre, and Heritage Regina. She also founded the Power of Pink, an annual event to benefit breast health and awareness, and has donated her communications expertise to many other community events. She has been inducted into the Junior Achievement Business Hall of Fame and was a recipient of the Canada 150 Medal for her philanthropic contributions.

Pam is a role model for women as entrepreneurs and community leaders, and the University of Regina is honoured that she will continue to serve our institution in her new role as Chancellor.

Born in Regina, Arthur Wakabayashi had a long and respected career in the public service. Following his retirement, he has continued to be a great contributor to the province, the Japanese-Canadian community, and the University of Regina.

Wakabayashi attended the University of Saskatchewan where he earned a Bachelor of Arts in Economics and a Bachelor of Commerce with Great Distinction. In 1961, he earned a Master of Public Administration from Harvard University School of Public Administration.

He began his public service career in Saskatchewan where he served in the Departments of Social Welfare and Finance. After five years as Deputy Provincial Treasurer, he held several senior positions with the federal government in Ottawa. He returned to Saskatchewan in 1986 and served in various roles, including Saskatchewan Trade Negotiations Representative, Deputy Minister of Finance, Special Advisor to the Minister of Finance, and Provincial Negotiator for the Saskatchewan Treaty Land Entitlement Settlement.

For Wakabayashi, one of his career highlights was his involvement in the negotiations for the Canada-U.S. Free Trade Agreement in the late 1980s. Another high point was his role as a provincial negotiator for the Saskatchewan Treaty Land Entitlement Settlement and the finalization of agreements with 25 First Nations.

Wakabayashi has held numerous corporate and community memberships and appointments. He served as Vice-Chair of the Saskatchewan Securities Commission, Honorary Consul-General of Japan in Regina, and Dean of the Consular Corps of Regina, and Treasurer of the Ranch Ehrlo Society. He is a member of the Regina Rotary Club, National Association of Federal Retirees, and Institute of Public Administration of Canada.

ARTHUR WAKABAYASHI

Among the honours and awards he has received are the Saskatchewan Order of Merit (2013), Order of the Rising Sun, Gold Rays (2012), Queen’s Diamond Jubilee Medal (2012), Saskatchewan Centennial Medal (2005), Queen’s Golden Jubilee Medal (2002), 125th Canada Anniversary Medal (1992), Lieutenant Governor’s Medal, IPAC Saskatchewan (1967), Harvard’s Littauer Fellowship (1960), and Governor General’s Medal at the University of Saskatchewan (1953). He was appointed a Member of the Order of Canada in 2000.

Wakabayashi served as Chancellor of the University of Regina from 2001 to 2007. He lives in Regina with his wife of 60 years, Marjorie. They have two children, Joanne (Richard Pomalis) and Douglas (Nadine Wrubleski), and a grandson, Damon.

The President’s Distinguished Graduate Student Award is awarded to the graduate student deemed to have achieved an exceptional thesis, exhibition, or performance, and corresponding defense, and to have had an outstanding academic performance in their graduate program. Leadership and university or community involvement is also considered.

This year’s recipient is Dr. Tegan Donald Beattie, who graduated with a Doctor of Philosophy in Physics with a 95% average.

Dr. Beattie has received numerous awards at the undergraduate, master’s and doctoral levels, including the Saskatchewan Innovation and Excellence Undergraduate Scholarship, the Academic Silver Scholarship (multiple times), the Sadie and Norma Ratner Prize in Physics, Faculty of Graduate Studies and Research Graduate Research Fellowship, Faculty of Graduate Studies & Research Teaching Assistantship, Faculty of Graduate Studies and Research Graduate Scholarship and the UR Graduate Scholarship.

Dr. Beattie’s dissertation project is titled Measurement of the Beam Asymmetry for the ETA and ETA Prime Mesons with the GlueX Experiment. Interactions between all elementary particles are governed by four fundamental forces. The Standard Model of particle physics is used to describe the subatomic world in terms of three of those forces, with the force of gravity left to physics beyond the Standard Model. Of those three forces,

the strong force inside atomic nuclei is described by a theory called Quantum Chromodynamics (QCD). QCD outlines the ways in which quarks, the elementary particles that form observable matter, and gluons, the 'nuclear glue' that binds quarks together, interact with one another. The primary goal of the GlueX Experiment at the Thomas Jefferson National Accelerator Facility is to produce and identify such particles.

The External Examiner wrote in his report: “I would like to stress here the high quality of the manuscript, especially the pedagogical attention of Mr. T. Beattie, which [he] expresses all along the dissertation and most brilliantly in the introductory first chapter.” His supervisor, Dr. Zisis Papandreou says that “in subatomic physics, the introduction chapter is the nemesis of all students, as it requires them to venture considerably outside their comfort zone in coalescing the problem that they are trying to address in terms of the big picture in the field.” Dr. Papandreou goes on to say that “his work extended the experimental knowledge on the η from one previous low-statistics result from GlueX, and stimulated the JPAC theory group in the USA to carry out additional theoretical modeling. Although the available experimental statistics limited his conclusions, his work paved the way forward for analyses from 2018 data and beyond (GlueX will run until 2025).” His sharp mind, academic and computational strengths, patience, clear communication skills and deep understanding of the physics naturally propelled him to become the “go-to” graduate student in the department. Following his defense, Dr. Beattie was

available for two months before leaving Regina and Dr. Papandreou hired him as a postdoc to supervise a team of five students on Deep Learning (a subset of Artificial Intelligence). Although he had limited experience in this field, he quickly excelled, and drove the group to achieve a deeper understanding of participle identification with the BCAL, which will be implemented in the coming months by the Collaboration. He continues to guide the group from afar.

P R E S I D E N T ’ S M E DA L

The University of Regina President’s Medal is awarded at every Spring and Fall Convocation to a student receiving a first degree who has shown academic excellence as well as major leadership and commitment to extracurricular activities while a student. The recipient at the 2019 Fall Convocation is Quinn James Bast.

Quinn’s academic career has been highly successful, with achieving a final UGPA of 87.35%. He has been on the Dean’s Honours list eight times throughout his academic career and can boast a mark of 99% in Web and Database Programming. Throughout Quinn’s studies he has been the recipient of several scholarships including the Centennial Merit Plus Scholarship (2014), and the Academic Silver Scholarship (2015, 2017, 2019).

Quinn is graduating from the Software Systems Engineering Program with Great Distinction. He participated in Co-Operative Education Program and has always been given outstanding reviews and recommendations. He has worked at SRNET, Evraz North America and SaskTel during his co-op program. He is currently a permanent full time engineering manager at SaskTel creating geospatial web mapping applications.

Quinn has always been involved in extracurricular activities throughout his academic career. Quinn was the Regina

Engineering Student Society (RESS) 1st Year Communications Rep in his very first semester. He continued his involvement in RESS as the Lounge Director, Vice President Communications, and the Vice President Academic where he coordinated the engineering Mentorship Program and was on many hiring committees and Faculty Council. Over and above his studies he was busy with planning and advertising events, organizing meetings and managing teams. It was always in his heart to give back to his peers. He was therefore a tutor and very often invited students to study sessions prior to exams.

Quinn’s fourth-year final project is named TelPort, short for Telecommunications Portal. Quinn and his partner worked with SaskTel to create a web app that is capable of replacing home phones. After eight months of leadership, planning, research and development, their application was completed. Using TelPort, SaskTel customers could make use of their home phone number to make calls from any internet connected device. Quinn’s project was well-received and SaskTel is using it as a proof-of-concept for potential future endeavors. Quinn is thankful for the experience and knowledge that he has obtained from his project.

Quinn is also the recipient of the Faculty of Engineering and Applied Science Dean’s Medal and the University Prize in Engineering and Applied Science.

Janelle’s community leadership is focused on improving the environment for future generations. Her instructors have commended her for making contributions beyond what an undergraduate student would normally make and for being a creative and persistent learner.

Outside the University of Regina, Alexa has volunteered at the Regina Immigrant Women’s Centre, Sofia House, the Women’s Legal Forum, and the Edmonton Community Legal Clinic. Alexa is currently completing a law degree at the University of Alberta.

UNIVERSITY PRIZE IN BUSINESS ADMINISTRATION

Kira Loren Hall is the recipient of the University Prize in Business Administration. This prize is awarded to the most distinguished graduate of the Faculty of Business Administration receiving a first degree at a Fall Convocation. Kira is graduating with a Bachelor of Business Administration degree (Great Distinction). Her program GPA of 90% is the highest of the Fall 2019 graduating class. Kira entered the business program in the fall of 2015 and has been excelling academically since the beginning. She has won eleven previous academic awards during the course of her studies in the Faculty of Business Administration. Kira is graduating with a major in Finance and is currently working toward her Chartered Financial Analyst (CFA) designation. She is employed at the investment management firm Addenda Capital.

The Faculty of Education is pleased to present the Saskatchewan Teachers’ Federation Award to Marie Louise Malick.

Marie Louise is graduating from the Baccalauréat en éducation programme secondaire with an average of 83.42%. During her studies, she was also the recipient of the Amanda Livingstone Memorial Award in Fall 2018.

Marie Louise immigrated to Canada from the Ivory Coast. After working as a French language assistant for two years, she decided to go back to school to complete a degree in education and to promote French language and culture.

She hopes that her success in university has demonstrated to her three children that everything is possible with will and perseverance.

Marie Louise will be teaching Grade 5 with the Regina Catholic School Division in a French immersion school.

UNIVERSITY PRIZE IN K INESIOLOGY AND HEALTH STUDIES

The 2019 Fall Convocation recipient of the University Prize in the Faculty of Kinesiology and Health Studies is Taylor Arjun Teckchandani. Taylor is graduating with a Bachelor of Kinesiology Honours degree, majoring in Human Kinetics with High Honours. His cumulative grade point average is 84.72%. Taylor was named to the Dean’s List in 2018 fall and winter terms, received the Academic All Canadian Scholarship in the fall term of 2016 and 2017, and the winter term of 2017. He was also the recipient of the University of Regina Undergraduate Research Award in spring and summer term of 2019.

During his academic career at the University of Regina, he consistently distinguished himself from his peers, which is reflected in his overall academic performance. In particular, his performance over the course of his Honours project has been exceptional, demonstrating very keen intellect, along with exceptional writing and presentation skills that far exceed what would be expected from an undergraduate student.

In addition to his academic and professional achievements, Taylor has made important contributions during his undergraduate career, making a significant impact on the University and wider community. Specifically, he has advocated for and obtained funding from local community and businesses. Youth sport programs organized and hosted by the University, the exercise and rehabilitation equipment for the University’s Dr. Paul Schwann Applied Health & Research Centre and exercise and rehabilitation equipment for First Steps Wellness Centre have benefited from Taylor’s drive and ambition.

Joseph attended Campbell Collegiate, and joined the University of Regina community in 2014. While studying here, he has received several awards including: Academic Silver Scholarship, Academic Gold Scholarship (2016, 2017, and 2019), Friends of the University of Regina Undergraduate Award, International President’s Award, John Spencer Middleton & Jack Spencer Gordon Middleton Scholarship (2016 and 2017), Saskatchewan Government Insurance Actuarial Science Scholarship, and The H.J. Edmonton while in his twenties, working as a staff member at Edmonton’s Food Bank. Over the four years at the Food Bank, Nolan was able to engage meaningfully with service-users, social workers, community advocates, and volunteers. These individuals have been some of the greatest inspirations leading him to apply to the Faculty of Social Work in Regina.

As a summer student, he worked at Regina Senior Citizens’ Centre and Inclusion Regina. To further develop his interpersonal skills, Nolan worked as a personal support worker at the Regina Mental Health Clinic and also as an independent respite worker. These opportunities furthered his interest in partnering with individuals living with mental health and developmental and cognitive conditions. Additionally, Nolan worked on the ground at Souls Harbour emergency men’s shelter.

Nolan’s practicum experience took place with the Schizophrenia Society of Saskatchewan in Regina where he served on the special events committee and in community fundraising. During his second placement, he worked at Prosper Place in Edmonton, a psychosocial health and wellness center for individuals living with the impacts of mental health symptoms. Preparing and delivering Recovery College courses, and one-on-one SMART goal setting were highlights of his second practicum.

Nolan continues to place emphasis on more training after completing his requirements for the BSW. Motivational interviewing, FASD courses, victims’ services training, and ASL are recent learning pursuits. Nolan has actively begun applying for meaningful work. Studying social work has been a dream come true.

The academic regalia worn by the graduates and the members of the platform procession may consist of a gown, a hood or stole (worn over the shoulders), and a hat or mortarboard. All universities have distinctive academic dress for each degree conferred and, at times, for the disciplines in which the degree is awarded. Hence, the colourful variety of academic dress worn by members of the platform procession, who have graduated from dozens of Canadian and international universities, and represent particular groups.

With the exception of students graduating with a PhD and federated college students, graduates wear black gowns. PhD graduates’ gowns are scarlet with royal blue around the collar, down the front and around the sleeves.

ORGANIZATIONAL STRUCTURE OF THE UNIVERSITY

The University of Regina is situated on Treaty 4 lands with a presence in Treaty 6 territory. These are the territories of the nêhiyawak (Cree), Anihšinapek (Saulteaux), and Dakota, Lakota, and Nakoda, and the homeland of the Métis. Today, these lands continue to be the shared territory of many diverse peoples from near and far.

The University of Regina operates under the terms of The University of Regina Act. Convocation comprises the Chancellor, the Senate, all graduates of the University of Regina, all graduates of the University of Saskatchewan at Regina Campus, and such other classes of persons as the Senate may from time to time determine. Convocation meets twice annually, in June and October, unless there are extraordinary circumstances.

confers degrees and is ex officio Chair of the Senate and a member of the Board of Governors.

Senate is the University’s “window on the world.” It is concerned with the academic welfare of the institution and has a variety of duties and powers. Most of the broader issues of academic policy within the University are reserved for Senate’s approval. In another role, it acts as an ultimate court in academic affairs. The membership of Senate includes persons, ex officio, or by virtue of the University offices they hold. Convocation elects another fourteen members of Convocation to the Senate. Students registered in the University elect six students of the University to Senate. In addition, any professional society, group or organization in the province that Senate believes contributes in a significant way to the social, economic and cultural welfare of the province may be represented on Senate.

The Board of Governors consists of eleven members and is responsible for overseeing the administrative and business affairs of the University. It ultimately has authority in matters related to the raising and spending of University funds, and the acquisition and management of University property.

Council is the senior legislative body on academic matters. Its membership includes administrative officers, all Deans and directors of academic programs, all members of the teaching staff except sessional lecturers, and a number of student representatives. All matters of substance related to the academic affairs of the University, as well as matters of academic discipline, must be considered and approved by the Council.

The Executive of the University of Regina Council (Executive of Council) has been empowered by Council to act on its behalf. Executive of Council membership is devised as a proportional basis of the academic composition of this University.

Disciplines that are related to one another in the broader areas of teaching are, for purposes of administrative and academic planning, brought together into Faculties, of which there are currently ten. Each Faculty is headed by a Dean; formal membership includes the Dean and the teaching members of the various associated disciplines. The Deans are recognized by The University of Regina Act as being the chief executive officers of their respective Faculties and are directly responsible to the President through the Provost and Vice-President (Academic). Subject to the statutes of the Senate and the University of Regina Council, each Faculty has charge of all matters of scholarship in its disciplines and programs.
