I. Policies Midland Middle School

Midland Middle School was founded in 1999. This middle school services students in sixth through eighth grade. There are approximately 850 students, with 63 teachers and administrators. There is an assortment of programs to include gifted, Spanish, technology, computer science as well as a great special education staff.

The following demographics are for the Muscogee County School District (MCSD) and Midland Middle School (MMS). System and school demographics are very close in percentages. Both the school and the system reported 2% of the students as being Asian. 45% of the school’s students are black and 59% of the system’s students are black. Both school and system show 4% of the students as Hispanic. There were no Native American or Alaskan Natives reported. The school enrollment shows 43% of the students being white, whereas the system only has 30% white enrollment. Multiracial students are at 6% and 5% for the school and system respectively. Other subgroups are students with disabilities (SWD), Limited English Proficient and those eligible for free or reduced meals. The school demographics for SWD are 9% and the system is at 11%. Limited English students are at 0% for the school and 2% for the system. Students eligible for free or reduced price meals are at 47% for the school and 60% for the system.

Midland Media Center Mission Statement

The mission of the library media program is to ensure that students and staff are effective in the use of these skills, information, and resources. This mission is accomplished:

By providing intellectual and physical access to materials in all formats. By providing instruction to foster competence and stimulate interest in reading, viewing,

and using information and ideas. By working with other educators to design learning strategies to meet the needs of

PhilosophyThe Muscogee County School District encourages extensive use of media resources in classrooms in all subject areas. These various media resources should be selected to meet existing program objectives and specific subject area needs to accommodate the multiple intelligences and learning styles of students. (Muscogee County Schools-Board Policy Manual)The goals of an individual school library media center are the same as those of the school whose curriculum it supports and enriches.

Specific objectives of the library media centers are: to provide print and nonprint instructional resources which are basic to the instructional program; to provide an up-to-date print and electronic general reference collection; to provide a selected collection of books and periodicals for general reading, not specific to any one curricular field, which will create a desire to continue reading with discrimination; and to maintain a basic collection of professional resources to assist instructors in their teaching. Definitions: 1. Weeding is the removal of materials from the school and library to either storage or to be

discarded. 2. Mending is a continual effort to preserve binding and environment of the materials.3. Helpdesk is the Technology Services phone center. It is manned by technician Monday-Friday,

7:00 a.m. until 4:30 p.m.4. AV – Audiovisual- materials or resources which are not on print (e.g. DVDs, CDs, Audio

Cassettes, etc.)5. MARC-MAchine Readable Cataloging- according to the Library of Congress, it is system of

6. OPAC-Online Public Access Catalog- Library Patrons utilize a collection database to search for available materials. It is an online electronic catalog of the collections in a school library media center.

7. Playaway- are “self-playing” multimedia devices developed in 2005 by Findaway World LLC. (http://store.playawaydigital.com/). They are standalone digital audio book that contains a pre-loaded audio file. Most vendors offer them as a means of differentiating ones collection.

8. Serials-any publication printed or issued in intervals (both stated and unstated) that can include reports, annuals, manuals, newpapers, etc.

9. Periodicals-publications issued or printed at stated intervals. (Magazines, journals, newspapers, etc.)

II. Public Relations and Marketing PolicyNews and Media RelationsThe Board of Education, in an effort to enhance the possibilities for excellence in the education of children in a free society, presents and endorses this statement of policy on school-community relations because of its conviction that (a) the public schools belong in every sense to the people who created them by consent, and support them by taxation; (b) the schools are only as strong as the intelligent and informed support of the people of the community, and never any stronger; and (c) the support of the people must be based on the knowledge of, their understanding about, and their participation in the aims and efforts of the school district. (Muscogee County Schools-Board Policy Manual)

The Superintendent is the primary person responsible for press releases and communication to the community concerning schools and Board of Education matters. Cooperative and effective relations with the news media are desired. Plans will be developed and people designated to communicate with the press and other media by the Superintendent. (Troup County Board Policy, 2001)

The principal is responsible for the public relations program at the school level. The teacher is in the position of public relations agent for the school and system and is expected to represent the school in a positive manner regarding school matters as well as their roles in the community. (Troup County Board Policy, 2001)

The responsibilities of the Media Specialist shall be: To coordinate and facilitate news media relations with the school district.

To maintain a mailing list including heads of organizations and those individuals who specifically request either verbally or in writing that they be included; to provided persons on the list with school board agenda, summaries and other informational material on a regular basis; and to survey this list annually to assure continued interest. III. Selection Criteria Policy

Rational of Selection

Selection of resources is not made on the basis of any anticipated approval or disapproval. Georgia Board of Education’s Rule 160-4-4-.01 for Media Programs (IFBD) requires that each school have a reconsideration policy. Bibb County School District subscribes in principle to the statements of policy philosophy as expressed in the American Library Association Library Bill of Rights. (Appendix L) However, occasional objections to some materials may be expressed despite the quality of the selection process. If a complaint is made, the following policies and procedures should be observed.

IV. Donated Materials Policy

This policy addresses guidelines for the use of materials other than those purchased by the district (such as materials donated by parents, teachers, or students). School library selection and donation policies, which are approved by the Bibb County School District, are based upon the principles of the “Library Bill of Rights.” (Appendix A) In as much, materials which are donated will become the property of the district/school with no stipulations attached. Therefore, donated materials will be held to the same high standards as purchased materials. Donated materials will be weeded in accordance with district and school weeding policy. (Bibb County Schools, 1998)V. Reconsideration Policy

The objective of the reconsideration policy is to allow stakeholders of the school district opportunity to raise objections to instructional materials used in the district. The school official or staff member receiving a complaint regarding instructional materials shall try to resolve the issue informally.

The school official or staff member initially receiving a complaint shall explain to the person(s) making the objection the school’s selection procedure, criteria, and qualifications of those persons selecting the material.

In the event that the person making an objection to material is not satisfied with the initial explanation, the person raising the question should be referred to the building media specialist. If, after discussion, the complainant desires to file a formal complaint, the person to whom the complainant has been referred shall assist in filling out a Citizen Request for Reconsideration Form (Appendix B). Each building and the School District’s central office shall keep on hand and make available Citizen Request for Reconsideration Forms. (Appendix B) All formal objections to instructional materials must be made on this form and filed with the school administrator. Formal objections to textbooks should be addressed to the Director of Teaching and Learning.The administrator in charge of the building where the challenged material is being used shall maintain a written record of the contact.

The Citizen Request for Reconsideration Form shall be signed by the complainant and filed with the building administrator. The building administrator must notify the superintendent or appointee by the next business day. The District Technology Media Committee will convene by special appointment to review such complaints.

The Coordinator of Library Media Services shall compile evaluations and reviews of the materials from professional sources (Appendix L) used for selection. Review tools and rubrics will be made available to committee members during evaluation process. (Appendix L) Responsibilities of the Technology Media committee shall be to: (1) hear the complainant’s concerns; (2) in private, discuss materials as to value and faults; (3) in private balloting, reach a majority decision. Within five days rendering a decision, a letter must be sent to the Deputy Superintendent.

Generally, access to challenged material shall not be restricted during the reconsideration process. However, in unusual circumstances, the material may be removed temporarily. 5. Special meetings may be called by the Deputy Superintendent to consider temporary removal of materials in unusual circumstances. Temporary removal shall require a three-fourths vote of the committee. (Stephens & Franklin, 2007)

The objective of the District Technology Media Committee is as follows:a) Reexamine the challenged material. b) Survey professional reviews and evaluations of the material.c) Evaluate the extent to which the material supports the curriculum. d) Weigh merits against alleged faults to form a judgment based on the material as a whole and

not on passages isolated from context. Prepare a written report with recommendations and communicate this to the office of the Deputy Superintendent to be distributed to all members of the Board and the complainant.

VI. Media Services Policies (System-Wide)

1. Circulation PolicyTeachers may check out thirty (30) items at a time. Fiction, nonfiction, easy readers, professional resources, periodicals and AV materials are checked out for a period of fourteen days and may be renewed as necessary.

Sets of collections may be checked out for a period of two weeks for use in the classroom. This includes reference materials. All instructional materials (books, videos, periodicals, kits, etc.) must be returned by noon on the last day of post-planning. Teachers must pay for lost items or items damaged beyond repair. In accordance with Georgia School Board Policy, students may be charged for replacement/repair costs due to loss or abuse of school system property. (Rule 160-5-1-.12)

Large pieces of equipment (i.e. Televisions, mobile labs) must be transported by adults. For safety purposes, students are not allowed to move large items.

Circulation procedures shall be developed by the District Media/Technology Committee to ensure the needs of the students and teachers are obtained.

2. Overdue Policy

Books that are not returned by the due date are considered overdue. At present, fines will not be collected, however, a student with an overdue book will NOT be allowed to check out another book until the overdue book has been returned or paid for. Students participating in AR will need to make arrangements with their teacher to check out books from the teacher. We will not check books out to students in the teacher’s name due to the fact the student already have an overdue book. Teachers who allow students to check out books in their names are responsible for these books and they should not let students take them home (Bulloch County Media Handbook). Students who have overdue materials may continue to use the resources in the Library Media Center (Fairington Elementary School Library Media Center Handbook). If books are not returned by the end of the school year, the student report card will be held until such time as the book is either returned or paid for.

According to BOE policy, students and faculty who lose books will be required to pay the replacement cost of the book, regardless of its condition. The average cost of a library book is $15.00. Damaged books must be paid for according to the degree of damage. In severe cases, the assistant principal will be consulted. In cases where it is financially impossible to pay for a lost or damaged book, other arrangements may be made (Bulloch County Media Handbook).

3. Video Policy

Non-School Owned Materials

In compliance with policies and regulations, any video that does not include "public performance rights" must comply with the "fair use" provision of copyright law (Appendix C).

All non-print media used in a school by teachers, students, or parents is subject to the selection and evaluation procedures stated in this policy and the policy of the local school. Use of materials must be in accordance with copyright regulations and guidelines. All media and equipment must be used in such a manner that Board policy and all laws are upheld. Teachers will complete a USE OF NON-SCHOOL OWNED VIDEO MATERIAL form when using non-school owned videotapes (Appendix D).

Compliance with copyright law shall be an important consideration in the screening of non-school owned materials. Willful infringement by an employee is prohibited and may result in disciplinary action. It is a violation of the Copyright Statute (US Code, Title 17) to use a video as a reward or for entertainment.

Video Recordings, Audio Recordings, Etc.

All school purchased video and audio materials, regardless of the source of funds, must meet media committee guidelines for materials, must be identified as a priority purchase by the media committee, and must be ordered and processed through the library media center.

A video approval form must be completed and signed by the school administrator prior to viewing any video in the classroom (Appendix E).

If a substitute is to show a movie, lesson plans must include a video approval form as well as a student activity or viewing guide. Videos shall NOT constitute the majority of instruction in any subject area. The length and the total videos used at one time should be appropriate for the attention span of the majority of the students. Thirty minutes is considered to be the maximum length at one time. Videos shall NOT be shown as a substitute for recess on days when students cannot go outside (Troup County Board Policy).

Movie Ratings

It is the responsibility of the teacher to insure feature length movies have NO offensive language or behavior. The principal/assistant principal and the media specialist must approve all feature-length movies.

All video recordings produced primarily for entertainment, whether purchased, rented, borrowed, or personally owned, must be rated (see Appendix F) G or PG, to be used in the K-8 classroom. For high schools, video recordings with other ratings must be submitted for review by an academic team or department for preview and to the principal for final approval before purchase or instructional use.

Only rated G movies may be shown in their entirety. Portions of a rated PG or PG-13 may be viewed provided they are approved by the administrator and relate to a specific unit of study.

The teacher is asked to keep in mind the age level of viewers and how the movie contributes to instruction when selecting a movie with a rating of PG or PG-13. These movies must be approved by the media committee, retained in the media center and have documentation on file of their evaluation process (Troup County Board Policy).

Before any non-school-owned video recording may be used in the classroom, it must be approved by the school principal or his/her designee. A petition for Use of Non-School-Owned Videotapes Form is completed and submitted to the principal (Appendix D).

It shall be the policy of Muscogee County School District that videos shown at school have instructional value related to a curriculum unit being taught, be appropriate in instructional level, and be in compliance with the copyright law. All copyright guidelines must be applied upon approval and videos must be listed in lesson plans (Appendix C).

Student Video and PhotographsMuscogee County School District will use its best efforts to have the Photo and Video Release Form executed upon the registration of each child into the School District each year. This Photo and Video Release Form shall be on file in the appropriate school and be referenced upon request to confirm if such student has permission for photographs or other promotional or instructional activities.

4. Inventory PolicySchool based inventory should be scheduled in a manner which is least disruptive to the operating hours of the media center. Schools may choose to modify their hours or acquire substitutes to assist schools during inventory. Such modifications should be recommended by the media committee, approved by the principal, and announced in advance to all students and staff. The schools should aim to keep the availability of materials for circulation favorable during this time.

7. Weeding PolicyWeeding should be conducted continuously for print and non-print items. However, prior to April 15, of each school term there should be a large-scale weeding done to update and evaluate the status of your inventory and collection. Careful account of all books weeded should be kept and reported to the coordinator of Media Services. While, the school library media specialist has authority to decide what to discard, consideration should be given to items which support the standards, the condition of the items, and the age. Suggested aged chart is provided below.

1. Physical condition of item.2. Curriculum needs.3. New/Multiple versions of title available in collection4. Multiple copies available (low circulation)5. Circulation

If any books are worn or damaged books are discovered during weeding they should be evaluated using the Mending Policy in this handbook. Stakeholders my suggest replacement items and materials for those being weeded using the Suggestion for Purchase form in Appendix P. Suggested materials will be added following the Selection policy. Procedures for weeding can be found in Appendix G.

8. Mending Policy:

Missing Pages – Missing pages will most often coincide with the need to weed a book. However, the school library media specialist must determine if the page can be obtained with minimal cost to the program.

Page Mending – Books, maps, or other items with ripped pages will be mended. Products used for repair will depend on the materials of the item. The repairer may use the best know method of repair to achieve optimal life of the product.

Pockets – Fragile items should be preserves in pockets. Materials and accompanying material should be bound in pamphlet binders as needed.

VII. Definition & Scope of Technical Services Policy (System-wide)

A policy will ensure that consistency in cataloging and processing for all schools. In BCSD, all items will be cataloged into Spectrum, the library catalog, using Dewey Decimal classification and SEARS Subject Headings. The cataloger may add other subject headings for new topics not currently listed by SEARS. All items, including AV materials, purchased or donated and meeting standards for inclusion into the

collection must be cataloged with the following exceptions. Items purchased for departments or to be shelved permanently in offices will not be cataloged. No consumable items will be cataloged. (Bulloch County Schools)

MARC records should always be purchased for books and non-print materials when available to insure accurate and enhanced records. When original cataloguing must be done the school’s edition of Dewey Decimal Classification and Relative Index or Abridged Dewey Decimal Classification should be used. Resources and tutorials for classification or cataloging are listed in Appendix R. (OCLC United States, 2004) The following call letter/number prefixes should be used with the first 3 letters of the author’s last name unless otherwise noted:

MARC audience codes

Vendors or agencies that contribute cataloging using the MARC21 should adhere to the following format for target audience. These audience codes will indicate the intended level of the material. The audience codes are defined as follows:

a- Preschool (but not including, kindergarten)

b- Primary (Kindergarten through grade 3)

c- Preadolescent (grades 4 through 8)

d- Adolescent (grades 9 through 12)

g- General (any audience level)

j- Juveniles (all through age 15 or grade 9)

Principals for Technical ProcessingAll circulating materials and equipment will be bar-coded. In addition to cataloging, the Media Specialist will oversee the processing and mending of items and technologies. Modern technologies supporting Internet access, automated circulation and cataloging will be used to access resources and provided instruction in technology. All media specialist will follow the principles for technical processing:

Organize catalogs using Sear’s Subject Headings and the Dewey Decimal Classification System. Patrons can easily locate information and the resources in the collection. Arranging and labeling shelves/collections visibly for all stakeholders. Cataloging and processing will be consistent throughout the district. Purchasing materials with detailed cataloging when possible. OPAC material is current and easily accessible for all patrons. Equal access to the information resources is provided to all media centers Media Centers are organized, neat, and conducive for studying or research.

Technical Policies & ProceduresBoth students and faculty of Bibb County School District shall be able to use the following facilities available in the school library media centers.

Photocopying / Printing Facilities: Printing-Students may print two pages of a document. Patrons are urged to use online storage

when doing research to store files and media. Student Volunteers with the permission of the SLML at the Media Center can use the

photocopy and printing machines. Facsimiles may only be sent by faculty, staff, and volunteers. Long distance documents may

only be sent by the school library media specialist.

Computers / Internet service: Computers are available for instructional use during school hours. However, one would be

allowed to use computer for thirty minutes at one time if others are waiting for their turn. Classes may reserve computers for instructional use for entire periods.

Patrons should not try to fix computers or equipment if they encounter technical problem. Issues should be reported to the circulation desk. The circulation desk will submit a trouble ticket to the helpdesk.

Please do not save your files on the computer; most have deepfreeze and files will be deleted when computers are rebooted.

Computers can be only be used for instructional purposes during the school hours. If any clubs or organizations would like to use them, they may do so after school hours.

Closed Circuit System: Teachers may schedule times to view videos through closed circuit by reserving time on the

Closed Circuit Calendar at the Circulation desk. Request must meet the copyright guidelines and requester should have completed the Video Approval form. (Appendix E)

Monthly programming of broadcasts through GPB can be streamed upon request. A schedule of programs is available online at http://www.gpb.org/public/education.

VIII. Copyright Policy

Copyright is the protection of both published and unpublished works. It prohibits reproduction and distribution of copies of printed or audio/visual materials and software, as well as public performances, displays, or inspired works. Only the holder of the copyright can grant permission for the reproduction of their work (Baldwin County Library Media Specialist Information Handbook, 2008). Fair use allows educators under certain circumstances to copy a portion of a copyrighted work for use in the classroom. To provide assurance copyright is not being violated, the application of the tests of brevity, spontaneity, and cumulative effect are applied. Brevity is the amount of the work being performed or copied. Spontaneity concerns the amount of time needed to acquire the portion of the work needed for instruction. Cumulative effect is the overall financial impact to the copyright holder from unauthorized use of a copyrighted work specifically concerning repeated use (Baldwin County Library Media Specialist Information Handbook, 2008).

An unauthorized copy of copyrighted materials is not permitted in accordance with Federal Copyright laws. However, under certain conditions, fair use makes copying a portion of copyright protected

IX. Professional Learning PolicyIn order to enhance learning and improve the quality of teaching, board policy states that funding will be allocated and a plan implemented for professional development for media specialists. The board also requires that a coordinator be appointed and a professional learning committee formed to ensure the implementation of this process (Professional Learning, 2003).

Professional development for media specialists needs to be aligned with curricular goals and ongoing. A strategic three-year professional learning plan will be formed by each school system. Formative assessments will be given throughout the three-year period and the plan may be re-evaluated and amended as approved by the coordinator and the committee. Opportunities for professional development may include:

X. Interlibrary Loan Policy

XX County School District provides a variety of resources to enhance and support the curriculum. This policy stands as an agreement between the libraries of the XX County School District, collegiate and public libraries to fulfill the academic and informational needs of patrons. Interlibrary loan is deemed necessary to provide a larger range of materials to meet informational needs otherwise not presently available on an individual campus. Interlibrary loan should not be taken as a substitute for necessary collection developments at individual campuses. This policy is written for the benefit of students of the XX County School District to broaden their access to resources and enhance the educational needs of the administration, faculty and students.

DefinitionAn Interlibrary loan is the procedure by which one library may request and/or borrow materials from another library for the use of an individual.

PurposeThe purpose of utilizing interlibrary loans is to obtain materials from another campus that are not presently available in a library on a specific campus.

ScopeThe intent of this policy is to regulate the exchange of resources between all libraries within the district. This is inclusive of both public and school libraries.

All types of materials regardless of format may be requested from an MCSD library. The lending library will determine in each case whether the materials can be supplied.

Interlibrary loan transactions with libraries outside of the United States are governed by the Georgia Public Library Service (GPLS) and the Interlibrary Loan Code for the United States.

Only faculty and staff may request DVD and multimedia equipment. These requests should be made at least a week in advance.

Popular items are often in demand and not always available through Interlibrary loan. The needs of the lending library must be considered as first priority. (Georgia Public Library Service)

Responsibilities of the Borrowing Library Local resources must be exhausted before placing a request to an outside agency. All materials should be packaged to prevent damage and shipped as economically and

expeditiously as possible.

All materials should be returned on time and in good condition. The borrowing library is responsible for the materials from the time they leave the lending library until they are returned to the lending library.

All requests will be placed by the borrowing library on behalf of specific individuals, not by the individual requesting the resources.

It is the responsibility of the borrowing library to ensure the confidentiality of the recipient. Materials requested from another library should generally not include items for which there is

a recurring demand by the patrons of the borrowing library. Each library should provide resources to meet the primary needs of their stakeholder.

Postage for returning materials is the responsibility of the borrowing library. Requests will be transmitted by electronically whenever possible. (See Appendix A) The borrowing library must adhere to and inform its patrons of the existing copyright laws. The borrowing library must make certain that the materials are returned by the specified due

date established by the lending library and respond immediately if the materials are recalled by the lending library.

The borrowing library should request that materials be renewed prior to the due date. The cost of replacement or repair of an item is the responsibility of the borrowing library in

agreement with the preference of the lending library.

Responsibilities of the Lending Library A due date should be placing on the requested materials by the lending library. Materials may be recalled at any time from the borrowing library. Overdue fines will be charged in compliance with the policy of the lending library. The borrowing library must be informed promptly when the lending library is unable to satisfy

a request. The lending library must follow all copyright regulations. The lending library should include a copy of the request with the materials sent to a borrowing

library. The lending library should process all requests in a timely manner. The postage for sending materials is the responsibility of the lending library.

Miscellaneous When possible, the district interoffice service van will be used for delivery and return of ILL

items. Should the cost of photocopies become onerous, a per-page fee may be instituted. No overdue fines will be charged. Libraries that fail to return material within one month of its

due date will be billed at full replacement cost, and will be denied service until the record is clear.

Libraries who routinely keep materials beyond the loan period may be denied further loans.

ProceduresI. Collection Management

1. Selection ConsiderationsStakeholders are urged to give suggestions for materials to be added to the collection. Suggestions may be given using the Suggestions for Purchase Form (Appendix P). The form should be completed entirely and submitted to the media specialist. Patrons may also make suggestions online at (http://tamblynslibrary.com). Teachers are encouraged to use the Rubric for Reconsideration (Appendix L) as a guide for determining whether the resource is appropriate.

2. Ordering Procedures To ensure all stakeholders’ needs are fulfilled, the media specialist will get the approval of

orders from the school administration. The SLMS should purchase processing when funding allows. Barcode specifications should be included to insure quick shelving.

3. Procedures for Receiving Materials Catalogers are expected to follow national standards as found in the CONSER Editing Guide, the CONSER Cataloging Manual, and the June 2007 CONSER standard record, found at http://www.loc.gov/catdir/cpso/conserdoc.pdf. Depending upon how an order is placed, books and other materials may arrive pre-processed, partially processed, or unprocessed. Most orders will require some degree of processing.

Processing Materials and Equipment

If materials are new, check new materials against the purchase order and the company’s invoice or packing slip for discrepancies. Notify company of any discrepancies or defective items. Donated materials should be checked for needed repairs. Books can be mended using the mending procedures outlined in the handbook.

Attach a copy of the invoice or packing slip to your copy of the purchase order and send one to the Coordinator of Media Services.

Stamp the material with your school’s media center stamp, engraver, or permanent marker in appropriate locations, and indicate any source of special funds if necessary, such as Title I. (See Appendix S)

If a set has been cataloged in one format, appropriate guidelines should be followed when using the existing records as a basis for creating records.

If the records are for reproductions, the catalog records should comply with current cataloging standards, and be in MARC21 format.

Catalog records for electronic sets should have URLs that link to the specific aspect of the resource being cataloged (Bulloch County Schools).

4. Periodicals/Serials SLMS will observe Cutter’s Rule for Dictionaries for printed materials Dictionaries are cataloged as anonymous works and entered under the first word of the

title. Periodicals may be published in print, online, or CD-ROM. Individual issues may be bound together. Subject headings should be assigned based on SEARS.

Serials and Periodicals are shelved by title; therefore, shelving titles should be included in the record as a second indicator, for material which is not shelved with the proper title. (e.g. ALA is shelved under "ALA.", "A.L.A." or "American Library Association)

In the MARC record a second indicator of "9" should be entered as a field for this shelving title in the holdings record.

Edit and update these holdings as new issues arrive, issues are discarded, or issues change location (from Current Journals to Bound Periodicals, for example). Refer to the Common MARC fields assistance manually entering records.

5. Weeding ProceduresIn order to keep the media center collections organized and updated, materials that are out-of-date, severely worn or damaged or no longer useful in the school curriculum program should be continuously pulled from the shelves and consequently withdrawn from the resource collection. (Muscogee County Online Board Policy)

Criteria of selection for weeding can be found in Appendix G. While weeding materials and equipment is essential; it is just as essential to keep a record of materials discarded. A form listing discarded items should be sent to the Coordinator of Media Services once weeding is complete. A sample form may be found at Appendix O.

6. Mending Procedures

Items should be checked for damage upon as they are checked in or returned to the circulation desk.

Items found to be in a stay of disrepair should be flagged and the damage should be noted in the OPAC. Determine whether items are in need of binding or repair.

Items should be checked for damaged before being circulated. (See Damage Procedures)Patrons will be charged for damage of materials upon return of items. Patrons will be charged for replacement cost for items beyond repair.

Patrons are charged replacement cost for Audio books which are not returned in good condition.

Maps/Globes are considered classroom inventory. Should any of the maps/globes require attention please notify the media specialist immediately. You may submit a request via email.

7. Inventory Procedures

Preparation for Inventory:

Weed first! No need to inventory something to be discarded. (Appendix G)

While shelf-reading is recommended for the general convenience of library users, it is not crucial for an automated inventory. 8. Procedures for Inventory:

Preferably, with several assistants, critically scan the shelves. Return all miss shelved books to their proper places. This makes a seamless inventory process.

While scanning item barcodes into the system, items do not need to be removed completely from the shelves, but extracted only as far as necessary to scan the barcode.

Scan the books in order, starting with the 000s and ending with the 999s. Scan fiction and other holdings in alphabetical order. Scanning books in their progressive order simplifies reporting at inventory's end.

Once the barcodes are entered into the automated system, a variety of statistical reports may be printed.

Follow Up:1. Upload the scanned information into your electronic circulation system. Your system has

various reports that you can generate such as lost books and books that are miss-shelved. Since you did a shelf read and reorganization before taking inventory, it is a cinch to correctly shelve those books that were in the wrong spot. Note lost books, and use proper discard procedures.

2. Generate a list of missing items. Circulate a copy among staff and ask for cooperation in locating missing items.

3. Evaluate Collection. Assess strengths and identify weaknesses in collection.

Student and Adult Volunteers

The media specialist encourages and appreciates the effort of both students and adults willing to volunteer their time in the media center. Working in the media center nurtures a positive work ethic and sense of pride and accomplishment, as well as helps to reinforce many instructional standards in the curriculum.

Student volunteer duties are as follows:

3. Damaged Books Procedures

In the event that a book is damaged, the media specialist and media clerk should be trained in book repair techniques that can restore the book to near new condition. The media staff uses special glues, tapes, and other materials to repair library books. These special glues, tapes, and other material contain chemicals that will not cause further damage to the book. Using household materials to repair books contain acids that will cause further damage. Immediate action is important if you wish to salvage wet books. The primary goal is to eliminate as much moisture as possible in order to prevent paper fibers and cardboards from shrinking, warping, or sticking together as well as preventing the development and growth of molds and mildew. (Fleisher, 2008)

Place unfolded paper towels between groups of pages. Stand each book up on its edge and open into a fan shape. If the covers are also soaked, put several paper towels under the book and replace periodically with dry ones. Periodically turn the books over onto their opposite edge.

If the book is thoroughly wet or if it has coated paper (slick or shiny), place paper towels between each page. When they become damp, periodically replace paper towels with dry

ones. As the pages dry, stack them under weights in order to flatten out wrinkled and warped pages. Do not do this if the covers were soaked and then warped while drying; such books usually need to be rebound. After this process, give each book a few more days in which to air out before returning them to shelves. Be sure to check for any signs of mold growth. If there are more than several dozen wet books and the air is humid, take the books and other wet items to an air conditioned space where humidity can be controlled or reduced.

Initial Review 1. The person questioning the materials will discuss concern(s) with the school librarian

from where the material was borrowed. 2. The librarian will explain how the materials are selected and if possible, provide a

professional review of the questioned material. A copy of the “Selection Policy” will be provided if requested.

3. If the problem is not resolved, the person questioning the materials will be given a “Citizen’s Request for Reconsideration of Materials, Media or Equipment” form. (Appendix B)

School Review 1. The person questioning the material will return a completed “Citizen’s Request for

Reconsideration of Materials, Media or Equipment” (Appendix B) form to the school librarian who will forward a copy to the principal. All questioned materials will remain in circulation until a final decision is reached.

2. A meeting will be held with the school librarian, person questioning the material, and principal within 10 school days to review the questioned material. If the challenge is unresolved to the satisfaction of all parties, the questioned material will be referred to the District Technology Media Committee for a final review.

District Review 1. The person questioning the materials, librarian, and administrator will present their

views, within 20 school days to the District Review Committee. This committee will be selected by the Departments of Information Services, and Teaching and Learning or a designee appointed by the departments and will comprise of: i. Two parents ii. One school board member

iii. One certified professional in the school district iv. One certified librarian in the school district v. One student

The marketing program for the media center is specifically addressed at school level. However, several general guidelines are listed:

New books, upon receipt, will be advertised to teachers and students through school publications, announcements, and displays set up in the media center.

Books for general school themes and holidays will be displayed prominently to aid students and faculty in selection of materials that may fit their instructional needs. Posters and decorations might be added to enhance these displays. These should change monthly.

An Accelerated Reading party will be planned by the media specialist to celebrate the accomplishments of students who meet predefined criteria at the end of each 9 week period. This may include special guests or events. (Appendix A)

Host or facilitate family reading initiatives to encourage parents and students to read together. (Library 101, p. 80)

A book fair should be held 1-2 times per school year to encourage leisure reading. (Appendix A)

All schools will have a booth displaying student projects created during the school year at the Technology Expo. (Appendix B)

These events may be promoted through brochures, newsletters, displays, bulletin boards, posters and audio/video announcements. (S. Strong, personal communication, February 8, 2010)

Scheduling ProcedureGeorgia Board of Education Rule 160-4-4-.01 requires that XX school library media center be accessible for both individual students and groups simultaneously throughout the instructional day during each day of the school year. An accessible media center is one which is available for students and teachers to use according to instructional need rather than according to a predetermined schedule. XX Middle School media program will operate under a flexible schedule with teachers signing up to bring in their classes for orientation, various cooperatively planned research projects, and instruction in the use of the databases and other research tools, both print and electronic. (Media Services Department)

In order to insure maximum use of the school media resources, scheduling for conference rooms and computer labs should be scheduled at least two days in advance. Scheduling priority is given to library lessons. During library lessons, the media clerk will be available for circulation processing and assistance.

The library media center is a multi-purpose facility with a full computer lab with 24 computers available to students. Teachers may choose to access the computer lab only for research purposes or reserve the entire media center for a standards based research lessons. The center should not be closed to facilitate meetings or testing programs and it is recommended that arrangements be made for the school library media center to accommodate students before and/or after the school day. Individual students may access the XX Middle School daily from study hall or class with a pass from a teacher or without a pass during homeroom and after school one day a week. Only official media center passes will be accepted. The pass must have the purpose or assignment and the time left the class. NO MORE THAN TWO STUDENTS from a classroom may come without previous arrangements being made.

• Upon entering the media center, students should leave book bags on the bookcase at the door.

• If using a computer, students must have the computer assignment stated on the pass.

• Students are encouraged to use quiet voices in the media center and to bring the materials needed to complete assigned tasks.

• Computers are for academic purposes only.

If the media center is filled to capacity, students may be sent back to class and ask to come back at a later time (Bulloch County Media Handbook, 2006).

Opportunity cards will serve as passes for the media center, which include why the student is coming to the media center and what they are studying. A barcode will be provided to students and added to student IDs for material checkout in the media center. Upon arrival in the media center, the student should place his/her opportunity card in the rack on the circulation desk. This indicates they have permission to be out of the classroom. A time limit of ten minutes is suggested for your students when they come to the media center to check out or renew a book. Students who abuse their privilege or misbehave in the media center will be returned to the classroom with some explanation (Bulloch County Media Handbook, 2006).

What is the TechnoExpo?

The TechnoExpo is the Muscogee County School District's Technology Exposition. This event provides schools in the Muscogee County School District with an opportunity to showcase the technology-enriched instruction and learning that is possible in part due to the 2003 SPLOST initiative.

The TechnoExpo is hosted by The Division of Technology Services, Muscogee County School District. Students, parents, teachers, and the community are invited to attend this event to see the student-created technology projects that are made possible by this initiative.

Appendix GWeeding and Reassignment of Instructional Materials

In order to keep the media center collections organized and updated, materials that are out-of-date, severely worn or damaged or no longer useful in the school curriculum program should be continuously and responsibly pulled from the shelves and consequently withdrawn from the resource collection. In the event specific kinds of materials are no longer needed as support for an individual school curriculum or there is a surplus of certain materials in a school library media center due to decreased enrollment, or if a school is closed, the instructional materials made available for whatever reason and from whatever source will be reassigned to schools where they can be used by the same selection process used for new materials. What to Weed

Worn and damaged titles – these will include those that are eligible for discard by appearance. Examples:

o books with yellow or brittle pages, mutilated or missing pages, binding that cannot be repaired, or dirty covers.

o scratched or damaged audio/visual itemso torn or otherwise damaged prints or posterso Duplicates

Where there are duplicates that are not being circulated, all unnecessary duplicates should be discarded.

Materials containing information that is outdated or inaccurate in content, values and/or attitudes. Material which is inappropriate in reading level or content for students. Title Changes- Issue Entry-if a title changes, the current issue may be cataloged in whole as a new record with a note to reference the past title.

Music CD& DVDs- are cataloged with sound recording format, accompanying information, and notes.

Electronic Resources (podcasts, websites, digital collections, CDROMs, are cataloged with leader codes, source of information, notes, and URL.

Deleting/Correcting MARC records

Items which have been weeded from a collection should be deleted from the library catalog.

Review of catalog records should be continual and ongoing throughout the year.

a. The SLMS or appointee should pull record reports to ensure consistency and accuracy of details. (Refer to the weeding policy)

Creating MARC records manually (to be used when record is not found online)

The cataloger will use "Understanding MARC Bibliographic Machine-Readable Cataloging” (http://www.loc.gov/marc/umb/) as a general guide. Samples are provided in Appendix M.

A collection-level MARC record should be informative to the reader, but not exhaustive. Catalogers may refer to Common Field Names listed in the procedures.

When there is more than one form of media for materials the cataloger must determine dominance.

a. There are 7 general forms: books, computer files, maps, music, serials, visual materials, and mixed materials.

b. If a collection is evenly divided between forms, no one form dominates, (e.g. 1/3 visual, 1/3 textual, 1/3 manuscript maps) then the cataloger may use the form for mixed materials.

Placement of barcode(s). a. Printed Materials-Place the barcode centered on the cover of the book, ¼ inch from

the top. On the display binder for periodicalsb. Non-print-Place one barcode on the container for the non-print item. Never place

barcodes on the actual CD-ROMS, computer diskettes, music CDs, audiocassettes, microfilm reels, microfiche, and DVDs. Place barcodes ¼ inch from the top of the casing centered.

c. Mixed format-These items get their own individual barcodes. Do not separate mixed format materials. They always get processed together. (i) For books with jackets that are to be covered with a protector, the cataloger will

place the barcode centered inside the front cover. Spine Label Placement

a. The Cataloger will write the call number assigned to the book in the upper right quadrant of the page opposite the title page verso. The processor should check this number against the call number on the label to ensure that the correct label is in hand.

b. The spine label should be attached to the book so that the bottom edge of the label is approximately 1/2 inch from the bottom edge of the spine. There may be an exception if the label will cover a volume number, or other important information.

c. Do not fold labels of the edge a spine. Trim the label so that it fits.d. CD, DVD, PlayAways, and Cassette labels will be placed centered on the front at the

bottom of the hard jewel case. Stamping Materials

a. Property stamps are placed at the bottom of the title page and on 15 for books with more than 15 pages.

b. The Cataloger may choose to place a stamp on all three sides of the book as well.c. Reference books are to be stamped: “Reference, NOT TO BE TAKEN FROM MEDIA

CENTER” Security Tags are to be applied using the manufactures directions.

a. Each periodical should be outfitted with security tags.
