Policy Purpose Housing Tasmania requires proof of identity to confirm an applicant’s identity prior to allocating a property. The purpose of this policy is to provide information on what documentation is required to establish full Proof of Identity.

Policy Intent The intent of this policy is to ensure clients in need of housing assistance and support are provided with the information on the required documentation to confirm their identity to be eligible for a Housing Tasmania property. Clients must establish the identity for each member of their household over the age of 18 that is listed on their application.Clients must provide suitable proof of identity based on a 100 point identity check. This must be original proof of identity, copies will not be accepted.Document Points value

Application This policy is applicable to all offers of properties made by Housing Tasmania. Emergency accommodation is not covered by this policy.

Difference of names Where there is a difference of names between evidence documents, or a change of name, clients will need to provide one of the following;

Marriage certificate issued by a Registrar of Births, Deaths and Marriages in Australia

Divorce paper ( bearing the name being reverted to); Deed poll (pre November 2000 in Tasmania); or Change of Name Certificate (post November 2000 in

Tasmania). For applicants who need to prove Residency Status, a

Certificate of Evidence of Resident Status or similar documentation from the Department of Immigration and Citizenship is required.

Inadequate Proof of Identity

Applicants who are unable to provide full proof of identity are ineligible for assistance with Housing Tasmania and may have their application cancelled.

Discretion The area manager has the discretion to accept a lower level of proof of identity if they are satisfied with the circumstances surrounding the applicant’s inability to provide full proof of identity.This supports the creation of mixed communities which promotes social and economic opportunities for all clients.

Legal Framework This Policy adheres to the Residential Tenancy Act 1997 and the Homes Act 1935.

Agencies are responsible for ensuring the appropriate application of this policy according to their funding contracts and agreements.

Disclaimer This is a statewide policy and must not be re-interpreted so that subordinate policies exist. Should discrete operational differences exist, these should be expressed in the form of an operating procedure or protocol.

Failure to comply with this policy, without providing a good reason for doing so, may lead to disciplinary action.Compliance with this policy is outlined in funding contracts and agreements.
