The Preparedness Update alerts the Texas emergency management community to planning, training and exercise opportunities while providing updates on Texas Division of Emergency Management (TDEM) preparedness initiatives and activities. Dealing with Debris: Planning for Post-Disaster Cleanup The 86th Texas Legislature, acting on recommendations from Eye of the Storm, a report by the Governor’s Commission to Rebuild Texas, has mandated that:

“The division, in consultation with any other state agencies selected by the division, shall develop a catastrophic debris management plan and model guide for use by political subdivisions in the event of a disaster.”

As a result of Senate Bill 6, the Catastrophic Debris Management Annex (the Annex) and Local Catastrophic Debris Management Guide (the Guide) will be available on January 1, 2020. and recovery coordination for disasters that generate catastrophic amounts of debris. Its goal is to provide a more comprehensive resource for use in coordinating local support for catastrophic debris management. A preview of some of the objectives in the Guide are outlined in the table below:

Local Catastrophic Debris Management Guide Objective Summaries Objective 1 Guidance on coordinating debris management from a local perspective.

Objective 2 Pre-disaster debris management, including planning, estimating debris amounts and contract explanations, including a list of things not to do when entering contracts.

Objective 3 Debris management disaster response, including clearing and repairing key roads for emergency access, restoring public roads, facilities, structures and services. Guidance on applying for public assistance funding.

Objective 4 Debris management recovery operations, with guidance on separating debris and debris removal methods.

The Guide also includes information on debris categories and forecasting, sample monitoring and disposal site evaluation forms, guidance on developing a solicitation or contract, debris estimating formulas and considerations for removing debris from private property. Most natural and human-caused disasters create debris. Having a debris management plan in place is crucial for protecting the health, safety and environment of the whole community. Emergency Management Professional Development Working Group The EMPDWG met in November to continue working on recommendations for the training prerequisites and requirements that are most important for emergency managers, including elected officials, to have, including required core competencies, certification levels and continuing education. A PowerPoint presentation, which can be updated as information changes, will be available in December for use at various meetings and events.

Exercise Program Spotlight The Exercise Unit has compiled the regional exercise schedule for 2020. The first exercise will be conducted in Region 3 – South Texas, featuring a train derailment and hazardous materials release in Laredo. The tabletop exercise is scheduled for March 2020. Later the same month, exercise coordinators will conduct a severe weather tabletop series in the Panhandle area, followed by an earthquake exercise in April in Region 4 – West Texas. The annual hurricane exercise is scheduled for Region 2 – Southeast Texas the first week of June. Mass casualty exercises are scheduled for Region 1 – North Texas and Region 6 – Central Texas later in the year.

TDEM’s new regional approach to exercises will enable the regions to build capabilities to various hazards specific to their geographical areas. These exercises will involve the local and regional jurisdictions, the State Operations Center, state agencies and federal partners. The Exercise Unit is excited to work with our regions. Local and Regional Plans Review

In October, the unit reviewed 103 plan documents.

Strategic Planning Unit Spotlight The Veoci planning system is expected to go live in a controlled and incremental process in early January, with training on the system to begin in early December for TDEM personnel. Veoci is a platform for developing applications that can be used in emergency management by local emergency managers to communicate with each other and the Emergency Operations Center with mapping, alerts, workflows, task management and more. Technological Hazards Unit Spotlight The Technological Hazards Unit is working with their partners at the Pantex Plant to provide community outreach for residents and visitors within the 10-mile Emergency Planning Zone (EPZ) around the plant, located northeast of Amarillo. The outreach includes 2020 community calendars, which have been sent to 5,000 households within the Pantex EPZ.

Technological Hazards Unit continuously promotes hazardous materials response training to first responders. This training is funded by federal grant dollars and is available free of charge to most jurisdictions. For more information, contact Dave Cella.

Training Spotlight: AWR-136 – Essentials of Cyber Security The course provides individuals, community leaders and first responders with information on how cyber attacks can impact, prevent and/or stop operations and emergency responses in a community. It also serves as a cursory introduction to cyber threats, vulnerabilities and countermeasures. It explains vulnerabilities of computer systems and networks and how these vulnerabilities can affect communities. The course introduces actions communities can take in establishing a cyber security program.
