Availability of TETRA in the U.S. (I)

  PowerTrunk TETRA-Interoperable D-LMR (TI D-LMR)

equipment was FCC-certified for Part 90 operation (409-430, 450–470 & 806–869 MHz) in early 2010. It does not require any

waivers.

  It is named TETRA-Interoperable D-LMR to distinguish it from

non-Part-90-compliant TETRA.

  TI D-LMR differs from ETSI TETRA in the value of one of the

parameters of the TETRA modulation (roll-off).

–   The difference is operationally insignificant as proven in trials in BC

Hydro in 2009, NJ TRANSIT in 2010, and with New York City Transit

in 2011.

  TI D-LMR is fully interoperable with ETSI TETRA equipment

–   It is TETRA Interoperability Profile (TIP) compliant in accordance

with TETRA + Critical Communications Association (TCCA) rules.

Availability of TETRA in the U.S. (II)

  NJ TRANSIT awarded its RFP 11-018 to Alcatel-Lucent with

PowerTrunk TI D-LMR technology on March 14, 2012.

  The FCC granted NJ TRANSIT a license to operate TI D-LMR in

the 809-824/854-869 MHz band on May 18, 2012 (the April 26,

2011 Waiver Order was restricted to 817-824/862-869 MHz).

  The September 21, 2012 FCC-issued order authorized TETRA in

frequency bands previously excluded by the April 26,

2011 waiver (i.e.809-817/854-862 MHz).

  PowerTrunk customers using TI D-LMR equipment previously

certified under Part 90 rules in 2010—before the TETRA waiver

—can now be upgraded to full ETSI TETRA standards and

operate in the 809-824/854-869 MHz band.

Availability of TETRA in the U.S. (III)

  TI D-LMR is currently certificated for use in the 806-809/851-854

MHz band (NPSPAC spectrum). Interoperability with analog FM mutual aid channels is being developed.

  Harris proposed a rulemaking to change the Part 90 rules for

NPSPAC frequencies to make PowerTrunk’s equipment not

compliant. Harris’s argument is that TI D-LMR radiates more energy

than OpenSky on the adjacent channels.

  However, NPSPAC spectrum consists of 12.5 KHz-spaced channels

with an authorized bandwidth of 20 KHz (i.e. no technology

complies with TIA’s recommendation to prevent “interference” :

ACP > 60 dB. For example, OpenSky offers ACP>21 dB only).

Availability of TETRA in the U.S. (IV)

  TI D-LMR offers ACP>7 dB but in turn it provides 87.5 % more data

throughput (36 Kbit/s vs 19.2 Kbit/s). Therefore it requires roughly half the frequencies to achieve the same performance. Considering

the additional energy radiated by TI D-LMR on the adjacent

NPSPAC channels, it is still 40 % more spectrum-efficient for data-

centric applications (e.g. Automatic Vehicle Location).

  PowerTrunk’s position is that the Regional Planning Committees

(RPCs) can conduct frequency coordination in NPSPAC spectrum

with TI D-LMR for the same reason they do with other FCC-certified

technologies.

  Since Harris’s proposal is not based on any real experience but on

theoretical conclusions, PowerTrunk has proposed to conduct field

trials to determine what’s the true spectrum efficiency of different

technologies in NPSPAC spectrum.
