SCENARIOIt is the year 2020. The energy infrastructure supplying power to Pinheiros has reached capacity and the Federal Government has declared a moratorium on new fossil-fuelled and nuclear power stations. Following record rainfall in 2014, including a major flood event, Sao Paulo has again experienced six years of drought, placing significant pressure on draws on metropolitan water storage. Despite these unstable weather patterns, the macro-climatic conditions of temperature and humidity remain reasonably stable – summers continue to be hot and fully-humid; winters remain very mild. More people are seeking to live close to transport corridors to take advantage of available public transport options to offset fuel prices which tripled since 2012.

CAR RELIANT CENTRES NEED LARGE AREAS FOR PARKING, WHICH IS OBSOLETE SPACE WHEN IT COMES TO CREATING SUSTAINABLE SPACES. THESE ARE THE VOIDS OF THE CITY.
CENTRALLY LOCATED TRANSIT HUB DOES PROVIDE GOOD ACCESS IN THEORY BUT ITS DEPENDANCE ON PREDEFINED TRANSIT ROUTES CREATES AN AWKWARD SPATIAL/EGRESS TREATMENT.

THE URBAN PROPOSAL AIMS TO DEFINE A SET OF LOOSE GUIDELINES IN WHICH A DEVELOP-MENT LIKE THIS WOULD BE SUCCESSFUL.
BY IMPLEMENTING THESE GUIDELINES THE RE-SULT WILL BE A PRECINCT WHICH HAS STRONG COMMUNITY, ENVIRONMENTAL AND ECONOMI-CAL GROWTH. IN A PUREST SENSE IT WILL BE THE SUSTAINABLE COMMUNITY FOR CHANGE.
TO COUNTERACT THE REPERCUSSIONS OF INSTANT CHANGE IN SOCIAL CONSTRUCTS, THE DEVELOPMENT WILL HAPPEN IN A STAGED PROCESS. EACH STAGE WILL BE TREATED AS A SEPARATE SITE WITH THE SAME SUSTAINABLE PRINCIPLES. THIS WILL CREATE INDIVIDUALIS-TIC SPATIAL QUALITIES RESULTING IN A HIGHLY DETAILED AND DIVERSE MIXED USE PRECINCT.
