Consultancy Services to Review and Update WACs Study Report which assesses
the social norms that hinder access to VAW services for women survivors of
VAW
Within the programme entitled"
HAYA- Eliminating Violence against Women funded by the Government of
Canada
1-Background
Women Affairs Center (WAC) was established on August 1991 by a group of
activist professional women to promote women's rights and gender equality within
the Palestinian society via empowering and enhancing women abilities in a range
of nontraditional skills to address the problems and respond to the needs of women
under the difficult political, socioeconomic, cultural and legal context in the Gaza
Strip. It’s a women knowledge based center playing an innovative and catalytic
role in empowering women; and advocating women's rights and gender equality in
the Palestinian sustainable development process. WAC is an independent and
nonprofit Palestinian NGO with the purpose of empowering women and
advocating women’s rights and gender equality through capacity development,
information and innovative research and advocacy programs.
Currently, Women Affairs Center is implementing a project entitled "HAYA-
Eliminating Violence against Women funded by the Government of Canada
and in coordination with UN Women. The project aims to improving ability of
women and girls to freely and safely make informed decisions to use EVAW
services and advocate for comprehensive EVAW services and increased
knowledge and capacity of women to demand budgeted and results oriented
services to eliminate VAW. The project targets the women and girls survivors of
violence in all areas of Gaza Strip. The two immediate outcomes are proposed to
be accomplished to contribute to achieve a progress towards the intermediate
outcome, including:
1. Immediate Outcome 2.1 (Gaza) Increased ability of women and girls to
freely and safely make informed decisions to use EVAW services and
advocate for comprehensive EVAW services.
2. Immediate Outcome 2.2 (Gaza) Increased knowledge and capacity of women
to demand budgeted and results oriented services to eliminate VAW.

Through the programme “HAYA- Eliminating Violence against Women
project”, the project aims to identify a total of 75 (25 women annually, 5
women per governorate per year) who survived from violence in different areas
of the Gaza Strip. These women will help inform and guide the project
interventions to support and increase the access of women victims of VAW to
services. Also, the survivors of violence will help identify the various obstacles
they faced while attempting to access these services.
The ultimate outcome of this project is reduced vulnerability of women and girls
in West Bank and Gaza to all forms of violence against women and from the
threat of such violence. This ultimate outcome will be achieved only if the

responsive EVAW services (economic, medical, medical-legal psychosocial,
security, shelter) free of discrimination" is realized.
The project intermediate outcome will be realized through the delivery of
Immediate Outcome 2.1 (Gaza): Increased ability of women and girls to freely
and safely make informed decisions to use EVAW services and advocate for
comprehensive EVAW services; and Immediate Outcome 2.2 (Gaza) Increased
knowledge and capacity of women to demand budgeted and results oriented
services to eliminate VAW
2. Purpose and Scope of Assignment:
The project aims to assess the social norms that hinder access to VAW services
for women survivors of VAW. WAC is seeking a consultant to elaborate an
evidence-based research to measure the following information:
Geographical Scope: Gaza Strip
1- The main obstacles facing women to access VAW related services
2- Customs and traditions and their impact for Women to access VAW
services
3- Women's lack of awareness / knowledge of legal and social referral
systems
4- Identify the cultural traditions, stigmas, minsets and general societal
culture which hinders women's access to VAW services

3. Approach & Methodology
The study aims to identify the main obstacles that women face in accessing services
in response to GBV, and what are the main reasons that why victims do not have
access to these services (behaviors, attitudes, lack of services or lack of awareness
of services and providers)
This study will primarily measure two important things: 1-the number of women
who know about this existence of these services, their providers and their places,
2- number of people actually using these services and officially documented in
service providers.
On the other hand, the study will measure the effectiveness of these services in
eliminating violence against women and assess women experiences in face
obstacles accessing violence against women services.
focus of the study in measuring the effectiveness and quality of services from the
point view of communities and also service providers. Looking int SOPs, capacity
of service providers, Knowledge of gender sensitivities, rights-based approach,
attitudes and behaviors of service providers etc.
This study is based on another task which is identifying 75 women survivors of
violence who will be work with them throughout the project through GBV training,
increase knowledge about how to access to these services and other activities aim
to raising awareness of the importance of these services and facilitating their free
and safe access.
We want to mention that this study focuses on the diversity of target groups of
women vulnerable to violence or victim of violence or survivors of violence to
know more about obstacles that they faced and measure the ability to reach more
women and make them aware of the importance of services and how to access them.
Also, the researcher must use mix methods (Quantity & Quality method) and use
the following tools:
Tools:
Baseline & End line questionnaire.
questionnaire to be filled by women Survivors of violence.
interviews with women to select potential positive deviants.
Focus Group.
Workshops to disseminate positively deviant practices.

4- Deliverables The consultant/researcher has to submit the following deliverables:
The plan for delivering this assignment via methodology.
A draft note with preliminary findings of the study report to be presented for
discussion with WAC
A draft study report with findings and recommendations to be shared with WAC
for comments cooperation with UN Women.
Final elaborated study report considering WAC’s comments.
Implement a presentation session (PPP) for results of the study
4- Qualifications of the consultant WAC seeks qualified consultant /research firm or individual researcher with strong
experience in the field of GBV research. The consultant /research firm or individual
researcher should present set of qualifications and technical backgrounds that suits
the scope of the consultancy. Consultant/researcher Competencies:
• At least 5-7 years of proven experience in the field of gender equity and GBV
• Strong research and analytical skill;
• Proven research achievements in GBV or women survives from violence
5. Implementation Timeline:
The assignment is expected to take place through three weeks in the period from
( 15 of October 2019 to 3 November 2019). The assignment will commence upon
signing the contract with the Consultant/researcher and will end by the satisfactory
submission of the deliverables outlined in the TOR.
7. Awarding process
Offers will be assessed first on their technical merit using the evaluation criteria
below. Only technical scores of at least 70 points will qualify for the financial
review. The financial offer weight is 30% from the total weight while the
technical offer is 70% of the total weight.
The technical offers will be scored out of 70 marks according to the
following criteria:
1. Quality of consultant firm resume and team qualifications
2. provide examples of work/reports with similar outputs for WAC’s verification
study report.
3. Proposed methodology and approaches
4. Proposed action plan

Closing date for receiving consultancy offers is (10 October 2019) they should be

- An elaborated methodology to perform the required tasks including the level

2. The financial offer: the financial proposal should be submitted in NIS
