INTRODUCTION TO MVS EXPRESS – VISTA/TS IFTA CARRIER VIEW The MVS Express – VISTA/TS Carrier View is used by International Fuel Tax Agreement (IFTA) commercial carriers to process IFTA applications. MVS Express – VISTA/TS Carrier View performs the following major functions:

BASIC COMPUTER TERMS AND FUNCTIONS & TIPS

COMMON COMPUTER TERMS: • Drop Down Menu – The drop down menu is a list of additional functions that the carrier may perform.

Drop down menus are accessed when the carrier points and clicks on an arrow in a field. • Point and Click – This is a function of the cursor and the mouse. The carrier “points” the cursor to a

place/object and “clicks” the left mouse button to choose that place/object. The right mouse button can also be clicked for additional information.

• Screen – This is what the carrier views on the computer. MVS Express is a series of screens linked

to each other. The screens change when the carrier selects a major push button. • Push Buttons – The push buttons make major functions easy for the carrier to complete. The push

buttons are a graphic designed to look like a button. In MVS Express, these are operated by the point and click function. When the carrier clicks on a particular push button, it will automatically perform the major function.

• Fields – Usually these are small rectangular boxes in which the carrier needs to enter information.

Some of the field boxes include a drop down menu from which the carrier can choose an entry. To operate them, the carrier enters the appropriate information and clicks on the Submit push button.

• Tool Bar – The tool bar is a series of words or pictures (usually at the top of a screen) which will

perform a variety of functions when the carrier points and clicks on them. Some of the words or pictures in a tool bar will provide the carrier with an additional drop down menu of more functions.

• Arrows – If an arrow follows a word in the drop down menu, clicking on the word will provide another

drop down menu with additional choices. • Alternative Commands – If a word in the drop down menu is followed by a series of keys (i.e., Alt +

F3), this is an alternative method of performing the function. • Pop-Up Screen – When the user enters information sometimes a small screen will appear within the

larger screen. The smaller screen will usually ask for additional information.




KEYBOARD & MOUSE FUNCTIONS MVS Express is operated through the use of a mouse and some simple keyboard functions. The major uses of the mouse and the keyboard functions are detailed on the following pages:

Cursor

What it is: A cursor is a tool that assists the carrier in performing two primary functions: 1) Where the cursor is placed indicates where text will be entered. 2) The cursor allows the carrier to select an item by placing the cursor on the item and clicking the left button on the mouse. What it looks like: Usually the cursor is a black vertical line that appears on the computer screen. It may also appear as an arrow, block or a small hand. How to move the cursor: The cursor may be moved with the mouse (see below for more information), the arrow keys or by the use of the Tab key.

Mouse

Moving a cursor with the mouse: A mouse is equipped with a roller ball which, when moved or rolled, moves the cursor. If the carrier cannot see the cursor on the screen, moving the mouse will cause it to appear. Left mouse button: When the carrier wants to place the cursor or choose an item, the carrier clicks the left mouse button. Right mouse button: When the carrier clicks on the right mouse button, a drop down list of additional commands will appear.

FUNCTION

Alphanumeric Keys

These are the keys most similar to a typewriter. They are the alphabetic, numeric, punctuation, tab, backspace, and space bar keys.

Numeric Keys

The numeric keys are usually located in two sections of the keyboard. The first section is at the top of the keyboard above the letters. The second section is usually located on the far right side and resembles a 10-key calculator pad. Either set of keys may be used to enter numbers. NOTE: the number lock button must be pushed to use the 10-key calculator pad number keys.

Tab

This key is used to move the cursor from field to field within the MVS Express application. On most keyboards, this key is located on the top left side.

Enter

This key is used to enter/confirm information.

On most keyboards, this key is located on the far right side.

Delete

A carrier can highlight text and quickly delete it by using the delete key.

Up Arrow

This key allows the carrier to move the cursor vertically upward.

Down Arrow

This key allows the carrier to move the cursor vertically downward.

Left Arrow

This key allows the carrier to move the cursor horizontally to the left.

Right Arrow

This key allows the carrier to move the cursor horizontally to the right.

SCREENS IN MVS EXPRESS

MVS Express has been designed with a series of carrier-friendly screens. All screens are set up with a similar layout. Each screen has been designed to perform a specific function. The following is an example of a typical MVS Express screen:

1) Screen Title:

Location: At the top of the screen is the name of the particular screen enclosed in brackets. Description: A screen title identifies the screen’s primary purpose. On the screen example on the prior page, the title of the screen is: Carrier - (TR11-Tax Return Summary Journal).

2) Box with Push Buttons & ACS logo

Location: Immediately below the tool bar with pictures. Description: Each screen contains a box with various Push Buttons in it. The Push Buttons correspond to different functions, which may be performed when the carrier selects them with the mouse. Each screen will have different Push Buttons in this box. Some common Push Buttons in this box include Enter and Update.

3) Center Box

Location: Below the blue box with the ACS logo. Description: Each screen contains a box outlined with blue lines. The boxes contain messages and instructions for the carrier.

4) Main Function Box

Location: Along the left side of the screen under the truck picture. Description: This section of the screen contains the main function options of VISTA/TS, which include: • Main Screen • Credential Inquiry • Post Return • Order Credential • No Op Return • Quit • Tax Inquiry • Order Credential

The carrier can point and click on the text to access the function.

5) Grid Box

Location: Usually in the middle of the screen Description: The Grid Box is a series of columns and rows for carriers to enter and/or view additional information about the screen.

6) Gray Box

Location: Across the bottom of the screen. Description: As the carrier attempts to perform various functions this box gives the carrier information such as what else needs to be done before the function may be performed. On the screen example on page 6, the message reads: -END OF LIST




ACCESSING MVS EXPRESS Introduction: In order to use MVS Express, the carrier must have Internet access using Microsoft Explorer –– Version 5.0 or above with Critical Patch Set 2.2 is required. The carrier can enter the web address http://www.mvs-e-systems.com on the Internet browser screen to directly connect to MVS Express.

SIGNING ON TO MVS EXPRESS Introduction: In order to perform any function or processing, each carrier must sign on to MVS Express with a unique User ID and password. The combinations are unique to each carrier and are used in conjunction with carrier identification and security (both the User ID and password should remain confidential between the carrier and the State Systems Administrator). The Systems Administrator will set up the carrier's name, User ID, and password in the system. Screen Access: This is the first screen the carrier will see when accessing MVS Express.




Using This Screen

FIELD ENTRY

User ID

The User ID is a unique identifier or name assigned to each person authorized to access MVS Express. After the User ID has been entered, the carrier presses Tab or uses the mouse to position the cursor to the Password field.

Password

The carrier enters the password assigned to their User ID and clicks on the Connect button. This will bring the carrier to the Change Password screen as displayed on the next page. NOTE: The password will be displayed as a series of asterisks (*) no matter what letters are typed. This is to further protect the privacy of the password.

Press the CONNECT button to proceed to the next screen. Press the CANCEL button to log off of MVS Express. NOTE: If an error occurs while logging in, it is likely that the carrier has typed an incorrect User ID or password. If this occurs, both entries should be retyped following the instructions above.




CHANGE PASSWORD SCREEN

Screen Access: This screen is always displayed after entering the User ID and password at the first sign on screen. Screen Purpose: If the carrier has signed on before and does not need to change the password, simply click the Cancel button to skip this screen and move to the next screen. NOTE: Although this screen will come up each time the carrier enters the system, it does not have to be changed unless the system requires it.




Using This Screen If the carrier needs to change the current password, the following instructions need to be followed:

1) Enter the new password in the New Password field. 2) Press Tab. 3) Enter the Password again in the Confirm Password field. This verifies the new password. 4) Click on the CHANGE button. This will change the password and take the carrier to the next

screen. If an error occurs, it is likely that the carrier has typed an incorrect User ID or password. If this occurs, both entries should be retyped following the instructions above. If the carrier is still not able to sign on, the State Administrator should be contacted for further assistance.




MVS EXPRESS MAIN MENU SCREEN Screen Access: This is the initial screen carriers will be brought to after a successful sign on to MVS Express. Screen Purpose: The MVS Express Main Menu screen allows the carrier to access the VISTA/TS application, carrier reports and online user manuals.

SECTION II: MAIN MENU




MAIN MENU SCREEN Screen Access: This is the initial screen carriers will be brought to after clicking the VISTA/TS push button on the MVS Express Main Menu screen. Screen Purpose: The Main Menu allows the carrier to access the major functions of MVS Express – VISTA/TS.




MAIN FUNCTIONS

MVS Express – VISTA/TS allows the carrier to perform five major functions, including:

1) POST TAX RETURNS Post Return is a function that allows the carrier to post their tax return(s). This function provides the capability to post original and amended returns for a specific tax return period. The carrier may access this function by clicking Post Return in the Main Function box. 2) POST SPECIAL NO OPERATIONS TAX RETURN No Op Return is a function that allows the carrier to file an original or amended tax return where there were no carrier operations for a specific reporting period. The carrier may access this function by clicking No Op Return in the Main Function box. 3) TAX RETURN INQUIRY Tax Inquiry is a function that provides the capability to view tax return details and activity records created from transactions performed through the Tax Processing Menu. Records accessed using this function are made available for inquiry purposes only. No update capability is supported using the inquiry function. The carrier may access this function by clicking Tax Inquiry in the Main Function box.

CREDENTIAL INQUIRY Credential Inquiry is a function that provides the capability to view credential details ordered through the Order Credentials function. Records accessed using this function are made available for inquiry purposes only. No update capability is supported using the inquiry function. The carrier may access this function by clicking Cred Inquiry in the Main Function box.

ORDER CREDENTIALS Order Credentials is a function that provides the capability to order IFTA license and decal credentials. The carrier may access this function by clicking Order Cred in the Main Function box.




SECTION III: POST TAX RETURNS




TR00 – TAX RETURN MENU SCREEN Screen Access: The carrier may access this screen from anywhere in MVS Express – VISTA/TS by clicking on the Post Return option in the Main Function box. This is the first screen the user will see upon clicking the Post Return option. Screen Purpose: This screen allows the carrier to post an original or amended tax return for a specific reporting period and year.

Takes the carrier to the Detail Fuel Use Tax Return screen, the next step in the tax return filing process.

Reporting Period (field)

This field contains a drop down menu that allows the carrier to choose the tax-reporting period and year for which the carrier is filing a return. The carrier clicks on the down arrow to the right of the reporting field in the dialog box to display a drop down menu that contains a series of tax reporting periods by year.

Return Type Code (field)

This field will display the word “original”.




TR01 – DETAIL FUEL USE TAX RETURN SCREEN Screen Access: This screen is accessed when the carrier selects a reporting period and clicks on the ENTER button on the Tax Return Menu screen. Screen Purpose: This screen allows the carrier to enter tax return information. This screen contains two gray pages that the carrier may access. The Summary page allows tax return information to be entered by fuel type for the specified tax reporting period. The Detail page allows the carrier to enter tax return detail information by jurisdiction and fuel type for the specified tax-reporting period. Note: When the carrier first accesses this screen, the Summary page will be displayed. The carrier will need to click on the Detail page tab to display the tax return detail page. The carrier can switch between the Summary and Detail pages of the tax return at anytime by clicking on the Summary or Detail tab associated with each page within this screen. Summary Page

Validates the summary and detail tax entry information and calculates the average MPG and tax or credit due by state for the specified return period.

Update

Posts the tax return to the database and allows the carrier to access the next screen in the tax return process.

Allows the carrier to move to the TR02 – Detail Fuel Use Tax Return screen to view additional tax detail information by state.

Summary

This button is not applicable in the tax return processing mode.

Auto-filled for the carrier. This field displays the carrier’s account name.

Reporting Period

Auto-filled for the carrier. This field displays the reporting period that is being filed by the carrier.

Type

Auto-filled for the carrier with “original”.

Details Done

Carrier updated field. The carrier will click on the Details Done box when they have completed entering all summary and detail information for the reporting period. An X will appear in the box after the box has been clicked.




PAGES

• This screen contains two pages - a Summary and a Detail page. At the top of each page are

instructions as to how to use the page. • The carrier may move between the two pages by clicking on the tab header at the top of each page.

DETAIL PAGE

This page allows the carrier to enter summary information about the following:

• FT (Fuel Type) – Enter the fuel type. • MI (Total Miles) – Enter the total miles

for all jurisdictions traveled within the reporting period.

• GA (Total Gallons Used) – Enter total gallons used for all jurisdictions traveled within the reporting period.

• TMPG (Taxpayer Average Miles Per Gallon) – Enter the average miles per gallon for the reporting period by dividing the total miles traveled by the total gallons of fuel consumed by fuel type.

Note: The carrier will not enter information in the “MPG” or “RMPG” fields. The “MPG” field will be auto-filled by MVS Express – VISTA/TS. The IFTA, fuel type codes are: FT Abbreviation Fuel Type Description DI Diesel GA Gasoline GH Gasohol CN Compressed Natural Gas LN Liquid Natural Gas ET Ethanol E8 E-85 Fuel LP Liquid Propane MT Methanol M8 M-85 Fuel A5 A-55 NG* Natural Gas

This grid allows the carrier to enter detail information for miles and tax paid gallons by state:

• State – enter the state postal abbreviation code or choose the state from the drop down menu.

• FT (Fuel Type) – Enter the fuel type. • Total Miles – Enter the total miles traveled. • Tax Miles – Enter the taxable miles. • Paid Gallons – Enter the tax paid gallons. • Tax Due (T) – Enter the tax or credit

amount due. Note: The carrier will not enter information into the “Rate,” “Net Gallon,” or “Tax Due (S)” columns. The carrier can scroll back and forth within the grid by using the scroll bar on the far right side. Clicking on the top or bottom arrows on the scroll bar allows a carrier to page up and down within the return to add new entries or review and correct any information already entered on the return. * Natural Gas was replaced by Liquid Natural Gas and Compressed Natural Gas starting with the first quarter of 2000. The NG fuel type is still supported on tax returns older than the first quarter of 2000 reporting period.




TR02 – DETAIL FUEL USE TAX RETURN SCREEN

Screen Access: The carrier may access this screen by clicking on the PAGE RIGHT push button on the TRO1 – Detail Fuel Use Tax Return screen. Screen Purpose: This screen allows the carrier to view additional tax detail information related to the tax return being filed by the carrier.

Tax Gallon

Auto-filled for the carrier. This field displays the taxable gallons in the line item. The taxable gallons are calculated by the system based on tax and mileage information entered by the carrier.

Surtax Amt

Auto-filled for the carrier. This field displays the amount of surtax assessed by the state in the line item. The surtax amount is calculated by the system based on tax and mileage information entered by the carrier.

Total Tax

Auto-filled for the carrier. This field displays the total amount of tax due to or owed by the carrier to the state. The total tax is calculated by the system based on tax and mileage information entered by the carrier.

Interest

Auto-filled for the carrier. This field displays the amount of interest assessed by the state in the line item.




TR03 – TAX RETURN SUMMARY SCREEN Screen Access: The carrier may access this screen after clicking an X in the Details Done box and clicking on the UPDATE push button on the TRO1 – Tax Return screen. Screen Purpose: This screen allows the carrier to complete the return. This screen contains two gray pages, the Payments page and the Balances page, that the carrier may access by clicking on the tab at the top of each page. Payments Page

Clicking on this push button will take the carrier to the TRO1 – Detail Fuel Use Tax Return screen.

Return Done (y/n)

Carrier updated field. The carrier inserts an X by clicking on the box when the carrier has completed entering all information on the TR03 – Tax Return Summary screen.

No Operation

Auto-filled for the carrier. This field informs the carrier if a no operation tax return is being filed.

Certified Copy

Auto-filled for the carrier. This field is used to produce the carrier tax return invoice in the REPORTS option of the Common Account MAIN MENU.

This page contains the following auto-filled fields: • Total Tax – This field displays the amount

of total tax assessed for the tax return. • Prior Tax – This field displays the amount

of tax due from the prior tax return on the carrier’s account.

• System Credit Used – This field displays the amount of credit used from the prior tax return on the carrier’s account.

• Penalty Amount – This field displays the amount of penalty assessed on the tax return.

• Interest Amount – This field displays the amount of interest assessed on the tax return.

• System Net Due - This field displays the net due amount for the tax return.

• Total Paid – This field displays the total amount paid for the tax return.

• Balance Due – This field displays the balance due for the tax return.

• Adjustment Amount – This field displays the debit/credit write off adjustment for the tax return.

• Refund Amount – This field displays the amount refunded for the tax return.

• Credit Created – This field displays the amount of credit created for the tax return.

• Refund Adjustment – This field displays the amount of adjustment made to a refund for the tax return. For example, if an original return was for a $100.00 credit and a subsequent amendment reduced the credit, which had already been refunded, to $20.00, an $80.00 refund adjustment will be displayed in this field.

This page contains the following auto-filled fields: • Postmark/Pay Date – This field is auto-filled

with the date the return is processed by the carrier. The postmark date for which the return is being processed determines if the return is filed timely or late.




SECTION IV: POST NO OPERATION TAX RETURNS




TR00 – TAX RETURN MENU SCREEN

Screen Access: The carrier may access this screen from anywhere in MVS Express – VISTA/TS by clicking the NO OP RETURN command in the Main Function box. This screen is similar to the main screen of the Post Return function. Screen Purpose: This screen allows the carrier to file a tax return when there are no operations during the tax return period.

SECTION VIII: PRINT TAX RETURN/CREDENTIAL INVOICES




TAX RETURN/CREDENTIAL INVOICES Screen Purpose: Once the carrier has completed processing the transaction in VISTA/TS (file tax return, order credentials), a carrier invoice is produced. These invoices include: • Return Tax Period Report – The Return Tax Period Report is generated once the carrier has

completed filing a tax return. The report serves as an invoice if there is a balance due on the tax return or as a refund request form if there is credit available on the tax return. The report also serves as a certified copy of the tax return form. This portion of the report contains all of the fuel tax summary and jurisdiction detail information the carrier reported on the tax return. Once printed, the carrier signs and dates the report and sends the report to the Tennessee Department of Safety along with their payment or refund request.




Both the Return Tax Period report and the Credential Invoice are accessible via the Reports Queue in the Common Account Main Menu. To access the Reports Queue, the carrier presses the Reports button.




REPORTING QUEUE SCREEN Screen Access: The carrier may access this screen by selecting the REPORTS button on the MVS Express Main Menu screen. Screen Purpose: This screen allows the carrier to access the RS or TS reports queue to view and print available Return Tax Period Reports. To view and/or print all available TS (IFTA) reports and invoice, press the Go To TS Reports button. To exit the Reporting Queue screen, press the Exit Report Queue button. This action will take the carrier back to the MVS Express Main Menu screen.




TS REPORT QUEUE SCREEN Screen Access: The carrier may access this screen by selecting the Go To TS Reports button on the Reporting Queue Screen. Screen Purpose: This screen allows the carrier to view and print available TS Return Tax Period Reports. The TS Report Queue lists all Return Tax Period Reports processed by the carrier in MVS Express, in order of submission. General information provided on the Return Tax Period report includes Reporting Period, Postmark Date, Registration Year, Account Number, Account Name and Address and Carrier Contact Phone Number.

From the TS Report Queue screen, the carrier selects the document they wish to print by pressing the Pint PDF button. This action will invoke Adobe Acrobat (Version 5.0 is recommended) on the carrier’s desktop, and the document will be displayed. The carrier can then route the output to any LaserJet printer linked to the carrier’s account for immediate print. An example of the Return Period Tax Report is included at the end of this section. To exit the TS Report Queue, press the EXIT button. This action will take the carrier back to the




Reporting Queue screen. The REFRESH button is not functional in the TS Report Queue. IMPORTANT NOTE: Once the carrier has selected the report for printing, the report will delete itself from the TS Report Queue. Once deleted, the report cannot be retrieved. If the carrier wishes to save the form electronically, they must save the PDF form on their hard drive prior to printing the form in the Adobe Acrobat Reader.
