Notes:

1 The AMI Communications Test Tools Communications is envisaged for Communications Test

Bench (CTB) which would complement the Communications and Computing Tet bed which is

one of eight Test Beds constituting the CPRI

2 This specification is designed to facilitate the procurement of hardware, software, and services

needed to realize the CTB.

3 The bidder shall provide a detailed list of:

I. Hardware, software, equipment, modules, subsystems, and systems;

II. Hardware, software, equipment, modules, subsystems, and system specification and

function; and

III. Costs including details design, procurement, construction, and initial operation and testing

of all deliverable assets (hardware, software, equipment, control center, etc.,) technical

specifications, including a detailed list of equipment with specifications and functionality; a

plan for implementation.

IV. Shall design, supply, install, commission/ integrate and provide training at CPRI to the

satisfaction of the buyer.

4 This facility (CTB) will be of interest to the other work streams. Thus, wherever required

support for integrations with the other streams/setup shall be extended by the successful

bidder.

1 Introduction The Communications Test Bed (CTB) which is under this tender titled AMI Communications Test

Tools consists of all equipment, devices, and software associated with information flow within the

test bed (A write-up on the background of Smart Grid Test Bed project is given in Annexure – 1 for

information). In this respect, the CTB includes

Small scale test bench setups for wireless mesh, narrowband PLC and broadband PLC.

Communications diagnosing and troubleshooting equipment to be used in different setups

within CTB

Lab equipment to monitor and simulate environment conditions that affect network

communications

Integration with other Test beds where ever required.

Instrumentation used to test and verify conformance of devices to relevant standards.

1.1 Communications Performance Testing for AMI

The scope shall include supply of test tools for testing performance of wireless and PLC based

technologies for AMI Applications. The requirements of this tender complements the

Communication and Computing Test Bed (CCTB), which one of the test bed part of Smart Grid Test

Bed.

1.1.1 Communications Test Bench

The communications test bench (CTB) is a collection of equipment and accessories used to stage tests of various radio and PLC types. The purpose of the CTB is to measure physical aspects of communication systems as well as to observe how higher protocol layers operate under changing physical conditions. (e.g., how does a mesh radio network reconfigure when communications to one of the member nodes fades.)

1.1.2 Wireless Test Bench Specification

This setup can be used to compare performance of radios operating in VHF, UHF, 856-868 MHz, 915 -935 MHz, WiFi bands, in mesh or point-to-multipoint configurations. A spectrum analyzer is used to monitor radio performance and verify RF operating parameters. Bench-type adjustable power supplies should be available to power radio equipment that normally utilizes low-voltage DC power inputs.

1.1.2.1 Spectrum Analyzer

A Spectrum analyzer is used to monitor over-the-air wireless signals and observe the output and

performance of radio transmitters. Pertinent specifications include:

Adjustable step-attenuators are used for testing radio receiver sensitivity and other performance measurements. Pertinent features include:

1.1.2.4 Fixed Attenuator Set

Fixed attenuators are used for simulating longer radio spacing (greater free-space loss) and general

radio testing. Pertinent features include:

1.1.2.5 50-Ohm Termination

50-ohm terminators are required to be used when operating a radio to prevent damage due to high

standing wave ratio conditions (i.e. power reflecting back into the radio.) Terminations are also

required to terminate unused ports on directional couplers and power splitters. Pertinent features

include:

1.1.2.6 Bench Power Supply (qty. 2)

1.1.2.8 RF Adaptor Kit

Pre –packaged RF adaptor kits are kept on-hand in case test cables need to be connected to

equipment that arrives with less-commonly used connector types. Pertinent specifications include:

A shielded test enclosure is used for isolating and testing devices with an integrated antenna.

Pertinent specifications include:

Minimum internal dimensions (200 x 400 x 250 mm)

Hand Entry with Window (for manipulating device while testing)

Minimum 70 dB isolation, 0 – 6 GHz

Filtered ports for Ethernet, DB-9, and power connections

1.1.3 Narrowband and Broadband PLC Testing

PLC systems are similar to wireless systems in terms of testing since they are essentially the same

type of technology except they utilize couplers to transmit their signals on power cables instead of

using antennas to send RF energy through free space. For this reason, much of the equipment

specified for wireless testing will find use on PLC testing. The main addition to the CTB for PLC will

be a set of couplers used for safely measuring the signals coupled to an active power line.

1.1.4 Narrowband PLC (N-PLC) Testing

This type of communications technology is typically used for a wide range of electric utility

applications. Some of the most common ones are: AMI, demand response and street light control.

CPRI will can perform testing on the communications specific part of the overall solution. This type

of testing is centered around lab testing using test and development type modules to allow a wide

access to configuration and performance tools.

Narrowband PLC Testing tool specification

1.1.4.1 PLC G3 Test Bench Specification

Non switched ACDC isolated power supply: 100-230VAC, 50-60Hz.

Symmetrical/Asynchronous Dual Core Architecture:

Broadband over power lines is a technology that is successfully being deployed in many parts of the

world. This technology is applied on the low voltage as well as in the medium voltage in some

places. CPRI will have the ability to test this technology from multiple vendors. The recommended

test setup for demonstration and evaluation is shown in the diagram below:

1.2 Network Traffic Testing In order to evaluate performance of networked communications equipment (e.g. Ethernet or IP

compatible wireless systems) some sort of traffic generation and measurement system will be

required. Open source tools such as Ostinato, TRex, and Wireshark will be sufficient for testing most

FAN-type devices. For testing higher speed infrastructure such as Ethernet switches, routers, and

fiber optic transport equipment, commercial hardware platforms designed especially for network

testing are required. Specifications for these specialized testing systems are:

2 Contracting Approach CPRI intends to contract the CTB to a Turnkey Contractor to assemble and commission the CCB for

delivery as a complete and working unit. Also bidder has to provide (& quote) training for CPRI staff

on operation of the CTB at Bengaluru.

The scope of work of the CTB Turnkey Contractor shall include equipment procurement, physical

assembly, configuration, and provisioning of device security and test tools. It shall also include the

assembly of Test Bench equipment, connection to the CPRI high speed IT network, installation of the

CTB AMI system for AMI messaging and verification of operation of the distributed AMI-enabled

smart metering equipment.
