NOTICE INVITING EXPRESSION OF INTEREST

WESCO UTILITY is an Electricity Distribution organization in Western Odisha desires to entrust competent Electrical

Contractors having valid Electrical License to work in Odisha, the execution of works of LT Lines & the new service

connection on partial Turnkey basis under Saubhagya scheme under Divisions covering Nine Districts (Sambalpur,

Sundargarh, Jharsuguda, Bargarh, Balangir, Sonepur, Nuapara, Kalahandi & Deogarh).

The household electrification work under Saubhagya Scheme is being executed by different agencies including

NTPC/PGCIL/OREDA/OPTCL & WESCO. The villages in which household electrification works are to be executed by WESCO

Utility is maintained in the website.

This EOI pertains to the villages where household electrification works is to be carried out by WESCO Utility.

Firms / Agencies may apply Block wise/ULB/ULB as per their capability by fulfilling the formalities of WESCO UTILITY. Work

order shall be issued Block wise/ULB or part thereof in accordance with the bidder’s financial turnover. The nature of work

and qualification, the pre-qualification requirements are available at the website www.wescoodisha.com.

The interested parties are requested to submit their EOI in the prescribed format along with all supporting documents/

credentials.

GENERAL INFORMATION

DISCLAIMER

All information, contained in this Invitation for Expression of Interest (EOI), subsequently provided / clarified are

in good faith and interest of organization. This is not an agreement and is not an offer or invitation to enter into

an agreement of any kind with any party.

Each bidder should conduct its own investigation, analysis& should check the accuracy, reliability and

completeness of the information in this Expression of Interest. Applicants should make their own

independent investigation and study, which may be required for submission of the proposal.

WESCO UTILITY reserves the right to allow a maximum number of Blocks to be allocated to a particular bidder. In

the above case the allocation of the blocks to the bidder shall be as per the discretion of WESCO UTILITY.

Bidders Profile & Experience:

Technical:

The bidders are required to have previous experience in Survey, data analyzing, execution capabilities in

construction works in the concerned block in which they will submit the bid.

The bidders must submit proposal for the above fields Block wise/ULB with detailed approach &

methodology of operation and estimated financial implication of undertaking the Project.

Credentials:

i. At least one year relevant experience is desirable.

ii. Details of qualified, experienced manpower with licensee to work from competent authority are

Desirable.

iii. The bidder may submit documentary evidence (Work Order copy & performance certificate) in

Support of the above.

Commercial:

i. Bidder may submit general Information in Annexure – I.

Ii.Financial Turn Over in Annexure-II.

iii. Bidder may submit information on works and services of similar nature in Annexure-III.

iv. Bidder may submit financial information in Annexure - IV.

v. Bidder may submit Organization Chart showing qualified and supervisory personnel in the

Employment of Bidder or to be employed in Annexure - V.

vi. The bidder must submit following along with above criteria in Annexure -VI.

Photo copies of GST Registration Certificate, IT PAN & Provident Fund Registration Certificate.


CRITERIA FOR EVALUATION & SELECTION PROCESS

On the basis of the proposal and review by WESCO UTILITY, the interested bidders may be invited to WESCO

UTILITY, Head Quarter Office at Burla to give their presentation / have discussion on their proposal, experience,

approach & methodology, and estimated financial implication of undertaking the project based on the rates

quoted in Annexure-VI.

SCOPE OF WORK:

1. The Scope of Work includes providing single phase service connection for electrification of households by

stringing of twin core PVC insulated cable (4.0 mm sq.) with GI wire (10 mm sq.), installation of Energy Meter (01

no, 2 pole single Phase Miniature Circuit Breaker (01 no), Pin type switch -2 nos, Bulb holder with 9 Watt LED

bulb (01 no), Earthing Terminal etc. as per REC standard and relevant rules & regulations in vogue. The work are

to be carried out as per details mentioned in Saubhagya guidelines .The Saubhagya guidelines is enclosed

herewith as Annexure-7

2. The Scope of work also includes extension of LT AB Cable Line by erection of 8 Mtrs, 200 KG PSC Pole with

accessories, LT Stay Set. The material & erection specification should be comply with REC standards & other

rules & regulations vogue and should be in compliance to the Saubhagya guidelines.

3. Loading, unloading and transportation from your store / manufacturer’s works as well as WESCO Utility store as

required and storage,preservation &conservation of all materials at the site shall be done by the Contractor. No

separate payment shall be done on the above account.

4. Erection of service connection materials, coil earthing, point wiring, fixing of meter, switch board, switch,

socket etc. in the premises of the un-electrified households in complete shape till avail power supply.

5. After completion of Work-service connection & LT line, get it inspected by inspecting officer.

6. All materials supplied by the Contractor shall be inspected by the concerned Nodal officer/SE, EC or his

authorized representative

7. After charging of respective consumers, the data for taking in to billing folder should sent to MIS & Billing

section timely without any delay.

N.B: Scope of Work (Block wise/ULB is attached herewith as Annex –VIII (A) & VIII (B)

ii. WESCO Utility reserves the right to accept / reject any Expression of Interest (EOI) from parties without

assigning any reasons whatsoever.

BID EVALUATION:

a) On basis of the proposal and review by WESCO Utility, the eligible bidders may be invited to give their

presentation at Head Office, WESCO Utility, Burlato share their experience / proposal on implementation ,

methodologyand estimated financial implication of undertaking the project based on the rate quoted in

Annexure - VI.

b) TheWESCO Utility’sevaluationofaBidwilltakeintoaccount,inadditiontotheBidprice,the followingfactors,

inthemannerand to theextent indicated in this Clause:

(i)Work Schedule

ii) Deviations fromBiddingDocuments

AWARD OF JOB CONTRACT:

a) In normal circumstances WESCO Utility will generally award for NSC &construction of LT line to the

successful Bidder whose Bid has been determined to be the lowest evaluated responsive Bid Block

wise/ULB , provided further that the Bidder has been determined to be qualified .

b) Each eligible bidder may be awarded one or more blocks at L1 price depending open credential and

ability of the bidder to perform the work based on Block wise/ULBorder of preference given by

the bidder.


PRICES:

The above rate contract price shall be FIRM and inclusive of GST@12%. However, the total contract price is

variable and evaluated as per the actual no of New Service Connections given and LT line constructed.

TAXES & DUTIES:

The contract price is inclusive of GST@ 12% as applicable. Any changes in the GST during the contractual period

shall be borne by the WESCO Utility. All statutory deduction as applicable at the time of the payment shall be

deducted and to be deposited with the relevant tax authorities.

RESPONSIBILITY OF WESCO UTILITY:

a) Providing list of un-electrified household for new service connection.

b) Providing scope of LT line extension location wise to take up the work.

c) Providing reasonable quantity materials from WESCO Utility Store through JM (Elect.), concerned like meters,

service cables, Bend Pipe, LT AB Cable, LED Lamp etc. under scope.

d) Subsequent meter &other materials will be issued after utilization of at least 70%.

e) A standard Operating Procedure (SOP) for providing NSC and construction of LT line is to be prepared in

mutual consent with the Agency and submitted to the Agency for implementation.

RESPONSIBILITY OF THE AGENCY:

a) The contract is partially turnkey basis and all required materialsother than in the Scope of

WESCOUtilityare to be provided and execute for new service connection & LT line work.

b) All required materials should be procured as per specification of WESCO Utility and shall be inspected

by authorized representative of WESCOUtility before execution of work.

c) Lift materials from WESCO Utility store under his scope for transportation to site and keep on safe

custody at site store.

d) Manage complete new connection activity with web based online software support to entry the

consumer information into the computer system for allotment of consumer number and generation of

bill

e) Approval from concerned SE,EC for execution shall be taken for any new applicant for prospective

consumers noticed during execution of work beyond the list .

f) A weekly Report on release of NSC shall also to be submitted to the concerned SDO & Executive

Engineer for record and verification.


PERIOD OF CONTRACT:

The Contract period to complete the works within 31st August 2018.

WESCO Utility also reserves the right to terminate the contract at any time giving you three (3) months prior

notice of such termination. Similarly the agency shall have the right to terminate the contract by giving three (3)

month’s notice.

GUARANTEE PERIOD:

The work shall be guaranteed for 12 month from completion of the work. If during this period any materials

or work are found defective, these shall be promptly replaced or rectified by the executing agency at his own

cost at site. The Guarantee certificate should be submitted along the bill raised.

TERMS OF PAYMENT:

i) 80% payment shall be released against the bills of those consumers where at least 1st bill is generated.

ii) 10% payment shall be release after reconciliation of materials

iii) Balance 10% shall be released after the guarantee period is over.

The agency shall submit the invoice to concerned Executive Engineer for payment. After due verification&

certification the bill shall be forwarded to the concerned Electrical Circle Office .The DDO, Concerned EC,

WESCO Utility will pass &make payment within 30 days on submission of the bill (Division Office).

Data Backup:

The Agencyshall make regular backups of all NSC related data. You shall make backups available to

authorized personnel at the operation Centreand / or WESCO Utility authorities upon request.

ADHERENCE TO SAFETY PROCEDURES, STATUTORY RULES, AND

REGULATIONS:

a) The agency shall comply with the provision of all laws including' labour laws, rules, Electrical licenses,

regulations and notifications issued there under from time to time. All safety and labour laws enforced

by statutory agencies and by WESCO Utility shall be applicable in the performance of Work and you shall

abide by these laws.

b) The agency shall be responsible to comply with all the statutory obligations arising out of Law of the Land.

Your Firm should be duly registered with Provident Fund, ESI authority and liability for such payment to

these authorities shall be entirely borne by you. WESCO Utility shall not bear any responsibility

whatsoever under this account.

c) The agency shall take all measures necessary or proper to protect the personnel, work and facilities and shall observe

all reasonable safety rules and instructions. You shall adhere to all security requirement / regulations of the WESCO Utility

during the execution of the work.


d) The agency have to obtain necessary License and competency certificate from the Electrical Inspectorates

to handle the lines, equipment’s by the personnel employed by him. You are responsible for any accidents

caused to the personnel and damage to equipment’s during the period of contract. You are responsible for the

loss sustained by WESCO Utility due to damage of equipment’s. You shall be responsible for payment of

compensation in case of accidents while carrying out the service connection activities. WESCO Utility is no way

responsible for any of the accidents.

e) The agency shall follow the provision of Industrial Dispute Act in case of any disputes arises with his

personnel.

f) The agency shall not sublet, transfer, assign or otherwise part of the contract or any part thereof, either

directly or indirectly covered under scope of work.

g) The agency shall be responsible for recruiting employees at his choice with valid Licence. Under no

circumstances, the employees of your shall be considered as WESCO Utility employees and claim

remuneration at par with WESCO Utility employees. You shall make it clear to the employees engaged by

you are your employees and WESCO Utility has nothing to do with your employment or any other claim.

You shall submit copy of the appointment orders duly accepted by the personnel engaged by him

before execution of work.

h)The personnel engaged by you shall be courteous, obedient and sincere to officials of WESCO Utility & new

consumers while discharging the duties entrusted to them and shall carry out instructions of concerned

Divisional Manager and Circle-in-charge. In case of any misbehaviour by any of the employee engaged,

you shall take full responsibility in replacing the concerned with a suitable trained person.

i)The agency shall report as soon as possible any evidence, which may indicate or is likely to lead to an

abnormal or dangerous situation and shall take all necessary emergency control steps to avoid such

abnormal situations.

EVENTS OF DEFAULT:

Events of Default. Each of the following events or occurrences shall constitute an event of default (“Event

of Default”) under the contract:

(a) Service Provider fails to pay any statutory duty within the time frame due under the contracts.

(b)Service Provider becomesinsolventorunabletopayitsdebtswhendue,orcommitsany

actofbankruptcy,such asfilinganypetitioninanybankruptcy,winding-

uporreorganizationproceeding,oracknowledgesin

writingitsinsolvencyorinabilitytopayitsdebts;ortheService Providerfileanypetitionrelatingto

bankruptcyofService Provider;

(c)Service Providerotherwisefailsorrefusestoperformorobserveanytermorcondition

OftheContractandsuch failureisnotremediableor,ifremediable,continuesforaperiodof30daysafterreceipt

of written complaint from WESCO Utility.


CONSEQUENCES OFDEFAULT:

Ifan EventofDefaultoccursand would becontinuing, WESCO Utility mayforthwith terminatethe

Contractbywritten notice.

IntheEventofDefault,WESCO Utility may,withoutprejudicetoanyotherright grantedtoitbylaw,or

theContract, takeanyorallof thefollowingactions;

i) Cancel the contract and presentforpayment, to therelevantbanktheContract

PerformanceBankGuarantee;

ii) Recover anylossesand/oradditional expenses,WESCO Utility may incur as

a result of Service Provider’s default.

LEGAL:

1. The service provider will indemnify WESCO Utility against any liability or damages by way of

compensation arising from any accident to person or property of persons in theiremployment.

2. The service provider will indemnify WESCO Utility against any liability or damages by way of

compensation arising from any accident to any other person related to or unrelated to their or WESCO

Utility.

3 The service provider shall bear the entire responsibility, liability and risk relating to coverage of work

force under different statutory regulations including but not limited to Workmen Compensation Act, ESI

Act, Factory Act, Contract Labour Act 1970, etc. and any other relevant regulations, as the case maybe.

4. The service provider shall be fully responsible for payment of benefits including but not limited to

Provident Fund, Bonus, Retrenchment Compensation, Leave Encashment, etc. as per statutory provisions.

5. Necessary payment of liabilities shall be the responsibility of theirirrespective of payment received from

WESCO Utility or otherwise.

6. Payment of all taxes and dues except Service Tax applicable during the tenure of the contract payable

to government or local authorities in respect of these works shall be the responsibility of him. A copy of

the statutory records shall be provided on a monthly basis to the WESCO Utility.

7. GST at the applicable rate shall be inclusive in the rate of contract. Also any new levy applicable to the

work executed by the agency shall be to WESCO Utility’s account and shall be paid subject to production

of documentary evidence.

OTHER POINTS:

On basis of the proposal and reviewed by WESCO Utility, the eligible bidders may be invited for

discussion on matter of methodology for execution of the work, financial implication and any

other points etc. before award of the contract for successful execution of the time bound scheme.

a) WESCO Utility reserves the right to reject all or any EOI without assigning any reason at any time and at

any stage.

b) WESCO also reserves the right to modify the conditions to adopt the latest technology and

methodology for execution of the scheme work, if any.
