The Tendering programme and tender documents will be available on the official website ofCIDCO Ltd. i.e. www.cidco.maharashtra.etenders.in from 19/09/2019.

Eligibility Criteria

Pre _qualification "On-line" submission shall be accompanied by attested copies of:

1. Attested copies of the Certificate issued by special Land Acquisition Officer, MetroCentre for Navi Mumbai, to establish that the entity listed is promoted by Project

Affected Person (PAP)s2. A minimum work experience of one year in operation of Pay & Park systems

of any Govt. !Public Sector! (essential requirement).

3. Attested copies of work experience for the last 4 years.

4. Attested copy of the Valid Bank solvency certificate from any Nationalised 1Scheduled Bank for an amount not less than Rs.6.0 lacs.

5. Annual Turnover: The average annual turnover for the last three financial yearsshall not be less than 16 Lacs. Details of annual turnover shall be submitted as

per Proforma B.

6. Profit and loss statement and assets and liability statements for the last threeAssessment years (2019-20, 2018-19, 2017-18) duly certified by the Chartered

Accountant.

7. Self-attested copy of the ITR-for the assessment year 2019-20.

8. Attested copy of Income tax PAN,GST Registration Certificate.

9. Attested' copy of the proof of address.

10. Applicant information as per (as per Proforma A)

11. The firm/ agency shall submit an affidavit on Rs. 500/- court fee stamp that their

firm/ agency has not been declared as bankrupt by any institution or Govtl

Authority /Department., firm/ agency is not blacklisted by Govt. for failure to payany Govt. dues, firm! agency has not been adjudged by any court as insolvent, not

convicted under any law for an offense involving moral turpitude or any criminal

activities etc.

12. The firm/agency has to submit the undertaking form for tender on Rs 500/- courtfee stamp in the prescribed format.

13. In case of partnership-firm, notary certified copy of registered or notarizedpartnership deed shall be submitted along with the tender.

14. In case of partnership firm, notarised Power of Attorney of authorised person shallalso be submitted.

Notes:1. The Pre-qualification On-Line submission shall be accompanied by all the above

mentioned documents.

2. The applicant should also produce original documents for verification if called for.Failure to attach necessary documents with application will render applicantineligible for purchase! download of blank tender without any intimation.

3. Tender documents shall neither be sent nor received by Post/Courier.

4. CIDCO reserves right to reject any or all tenders without assigning any reason andthe same shall be at the entire discretion of CIDCO. CIDCO's decision in thisrespect shall be final and binding.

5. Conditional tenders shall be summarily rejected.

6. Before submitting the offer the tenderer shall inspect the proposed site of workand acquaint themselves with the site, local conditions, means of access to site,nature of work and all matters pertaining there in at his own expense and carryoutthe financial feasibility of Operation of Pay & Park System at Plot No.10,10/1&10/2,CIDCO Bhavan and Urban Haat.,CBD Belapur Navi Mumbai andaccordingly quote the financial offer. No complaint whatsoever about the site orconditions and parking nature thereof of the Pay & Park area will be entertainedafter the offer is submitted to the Corporation.

7. The offer shall rernalri valid for a period of One Hundred Twenty (120) days fromthe date of submission of tender.

8. EMD to be paid via online Payment Gateway mode only. The information of E-Payment Gateway available on E-Tendering Websitehttp://cidco.maharashtra.etenders.in

9. The Bidder eligible on the basis of CIDCO's registration & having fixed EMD withCIDCO will have to upload EMD exemption Certificate in the Technical Envelope.The agency who has fixed EMD for an amount less than required EMD, will haveto pay the full amount of EMD (No part payment shall be allowed). The Bidders,who are eligible for issue of Bid document on the basis of registration other thanCIDCO registration, shall not be eligible for availing the facility of EMD Exemptionand shall pay full EMD amount.

10. The Bidders registered with other than CIDCO Departments shall pay full EMD, asprescribed in the Bid document. No interest is payable to the tenderer on the EMDamount paid along with this tender.

11. Cost of Blank Bid Document of Rs.5900 including GST @ 18% (non-refundable) isto be paid via online Payment Gateway mode only. The information of E-PaymentGateway is available on E-Tendering Website http://cidco.maharashtra.etenders.in

12. Firml Agency has to submit receipts of online payment made for EMD, cost oftender document, affidavit on Rs 5001- stamp paper as specified in the ProformaA, undertaking form for tender on Rs 5001- court fee stamp in the prescribedformat on the specified date mentioned in the tendering programme during officehours in the office of Transportation Engineer (Projects), 6th floor, CIDCO Ltd.,CIDCO Bhavan, CBD-Belapur, Navi Mumbai.

13.Tenderers are requested to send their queries (if any) to Transportation Engineer(Projects) on email ..te.p@cidcoindia.com.. before prescribed time schedule. Thequeries received after prescribed date and time will not be considered.
