Su bject: e-Procurement/tend eri ng system at RCD F

Government of Rajasthan has decided to implement e-procurement system for their

departments and PSU to enhance efficiency & transparency in public procurement from April

20L2, in which all purchases/ works/ services etc. of value 50.00 Lacs or above will be

processed electronically through State e-procurement portal i.e. www.eproc.raiasthan.gov.in.

Accordingly at RCDF, the existing process of manually submitting bids will be discontinued.

lnformation regarding tenders will be posted on the above mentioned website & bids will also

be accepted via the website. A registered user with a valid Digital Signature Certificate (Dsc)

will be able to access the website, view & download tender details, fill in tender bids & upload

(send) to the website. At the scheduled time of tender opening, details of all bids can be

viewed by the bidders.

GUIDELINES FOR EOI

1. Our Brief Introduction

RCDF was established in the year L977 under Rajasthan Cooperative

Societies Act, 1965 with affiliated 16 District Milk Union to carry outthe Dairy Development Activities in Rajasthan. RCDF has been making

its' sincere efforts to reach the village milk producers' of 33 districts of

Rajasthan in order to ensure substantial contribution to rural economy

and betterment of village level milk producers. Over the years RCDF

has established a sprawling net work of Twelve thousand Nine hundred

primary village level Co-operative societies linked with 22 Milk Unions

at District Level which are affiliated to RCDF, being their Apex body.

RCDF and its affiliated Milk Unions have procured maximum 32.00 lac

Itr. Per day (approx) with Average milk procurement of 22.45 LLPD

and had marketed average L7.60 LLPD during the year 20L3-14. RCDF

is growing at a place of 15 o/o p@r annum in all the dairy development

activities.

RCDF has a milk processing capacity of 19.00 LLPD and drying

capacity of 65 MTPD. Looking to the tremendous growth in milk

procurement in recent years, the above infrastructure is not adequate

to handle milk during flush season due to which we are forced to hire

outsourced plants for manufacture of SMP and ghee.

In view of growth in Milk procurement in the state the present

infrastructure of the various dairy plants are not adequate to handle

the volume of procurement. Therefore, there is an urgent need for

capacity expansion of various dairy plants of RCDF for which we are

planning to hire the services of technical consultant to plan and

execute expansion work.

Grants and Sanctions are also given under Various Govt schemes for

dairy development projects for which services of Consultants are

required for preparation of DPR and allied activities.

2. General Information required for the Bidder.

Bidder is required to furnish their organizational structure, financial

status, experience and Company profile, list of customers,performance report from the customers, work order orders in hand

etc.

3. Job responsibilities of the consultant (A)

The consultant will be responsible for:

- Study the operation of the project like procurement, marketing, future

plans and in consultation with the team of officers of the project on the

basis of projections scope of expansion to be identified.

- Preparation of Pilot project for submission to GOR/GOI'

- Preparation of detailed project report.

- Assisting RCDF to raise finance for the project.

- In case he has to travel out of Rajasthan for project related activities

he has to make his own arrangements for travel and stay.

- Expansion of existing infrastructure of Dairy plant such as Milk

Reception, Processing, Ghee, SMP Manufacturing, FMP Manufacturing,

Laboratory etc. and Related Utility sections like Boiler, Refrigeration,

Electricity LTIHT sections, DG set, compressed Air, Water, ETP etc' as

per the proposed expanded capacity of the plant'

- Obtaining licenses/ approvals as per statutory requirements of a dairy

industry.

- Coordination between the client, contractors, architect, supplier and

other agencies.

- Imparting consultancy for selection of technology / equipments based

suited for our need and requirement.

- Will help in tender Procedures.

Preparation of detailed tender specifications Tender documents forPlant and Machinery alongwith cost estimates.

. Consultant will prepare a NTS drawing detailing the outlines of theproject which should include dairy plant building, service block, stores

and godowns, garage block, administrative block, amenities and other

requirements of civil construction under the law and space for future

expansions.

- Preparation of structural Drawing of the Project.

- Preparation of foundation and trench layout for carrying out the

foundations and civil work for the trenches.

- Providing toad details and other requirements of the plant and

machinery to the architect and structural consultant for designing the

foundation and other aspect of the building.

- Space for staff colony, roads, landscapes.

- Section wise area of civil construction required (like Boiler/

Refrigeration / processing / product manufacturing / garage etc.)

- Drawing & plan for rainwater harvesting / water conservation and

waste treated water (from ETP) filtration unit.

- Identification of Plant & Machineries along with make and capacities

- Consultant may indicate his terms & conditions for engaging himselfwith RCDF on long term basis.

not suffered and shutdowns for integration of the expansion work withexisting infrastructures should be planned accordingly.

7. Guiding criteria for Empanelment of Architect .

The consultant should have experience of at least 5 years in Dairyfield.Have to provide its set up with all details like manpower etc.

The Consultant should have experience in Dairy industries as

architectural consultant should have completed or in hand at least twodairy expansion projects of capacity not less than 5 LLPD in past fiveyears.The Architect should provide list of projects executed successfully in

last 5 years.Annual turnover of the company should be not less than 25.00 Lacs in

form of professional fees in year 2OL7-LB.Bidder will be required to demonstrate and discuss the technical details

of the project before the committee of GM's/Experts at RCDF H.Q.

The committee of experts may modify or suggest the changes, add ordelete the part or a section of the project which bidder should be able

to modify the details as per requirement of RCDF.

Note :-1 Technical bid should consist Requisite fee of Rs. 50O/- for EOI

document, in the form of DD in favour of RCDF Ltd., Jaipur and EOIprocessing fees of Rs. 5OO/- in the form of DD favouring ManagingDirector, RISL must accompany the hard copy of tender documentsfailing which the tenders shall not be considered. EOI document fees,

8. SCOPE OF WORK

The consultant will be responsible for provide following services:

. Taking Client's instructions and preparation of design brief.o Site evaluation and analysis.. Design and site development.. Structural Design.. Sanitary, plumbing, drainage, water supply and sewerage design.o Electrical Design. Elevators, escalators, etc.. Fire Hydrant System.. Periodic inspection and evaluation of Construction works. After taking instructions from the client, render the following services:

coNcEPT DESTGN (STAGE 1):

. Ascertain Client's requirements, examine site constraints & potential

and prepare a

design brief for Client's approval.. Prepare report on site evaluation.o prepare drawings and documents to enable the Client to get done the

detailed surveyand soil investigation at the site of the project.

o prepare conceptual designs with reference to requirements and

prepare a roughestimate of cost on area basis.

PRELIMINARY DESIGN AND DRAWINGS (STAGE 2):

. Modify the conceptual designs incorporating required changes andprepare the preliminary drawings, sketches, study model, etc. For the

blient's approval along with preliminary estimate of cost on area basis.

woRKrNG DRAWTNGS AND TENDER DOCUMENTS (STAGE 3):

. Prepare working drawings, specification and schedule of quantitiessufficient to prepare estimate of cost and tender documents including codeof practice covering aspects like mode of measurement, method ofpayments, quality control procedures on materials & works and othercondition of contract.

coNsrRUcTroN (STAGE 4):

. Prepare and issue working drawings and details for proper execution ofworks during construction.

. Visit the site of work, at intervals mutually agreed upon, to inspect andevaluate the Construction Works and where necessary clarify any decision,offer interpretation of the drawings / specifications, attend conferences andmeetings to ensure that the project proceeds generally in accordance withthe conditions of contract and keep the Client informed and render adviceon actions, if required.

. Issue Certificate of Virtual Completion of works.

coMPLETTON (STAGE s):. Prepare and submit completion reports and drawings for the project as

required and assist the Client in obtaining "Completion/OccupancyCertificate" from statutory authorities, wherever required.

. Issue two sets of as built drawings including services and structures

Brief details of Project Works :

- Preparation of detailed tender specification, tender documents alongwith cost estimates.

- Designing facility for Utilities Section .

- Building and Machinery layout in co ordination with our vendors .

- Coordinating the erection, commissioning of plant with the civilconstruction schedule.

- Architect should Assist RCDF for approvals from statutory authorities,with drawings and other data wherever required , All the necessarycharges to paid to Statutory Authorities will be paid by RCDF . Few ofthe approvals are listed below.

a. Approvals of plans from Town Planning Department of Rajasthan / Otherstatutory Authority.

b, NOC for Consent to establish from Rajasthan State Pollution Control Board.

c. Provisional NOC from Fire Department of Rajasthan

d. Assisting with drawings for Preparation of document & obtaining Licenceunder Food Safety & Standard Act, 2005.

e. Any other approvals where assistance of Architect is required .

The empanelment shall be initially for two years which shall be extendable tofurther one years on the same rates, terms and conditions on mutuallyagreed basis.
