TENDER FOR 6x100KVA UPS FOR ST RADAR 2012-13 About ARIES

Aryabhatta Research Institute of observational sciencES (ARIES), an

autonomous Scientific Institute under the Department of Science and

Technology, Govt. of India is situated at Manora peak Nainital. ARIES is

about to install the world’s first atmospheric Radar at 206.5 MHz frequency.

This Radar is known as ST(Stratosphere-Troposphere) Radar and will be

used for atmospheric observations such as wind velocity, precipitation, etc.

upto 20 km vertically from the earth surface.

The 6x100 KVA intelligent UPSs will be the source of electric power

backup for this ST Radar.

TENDER NOTICE

A.1 ARIES invites sealed offer in Two separate Bid Form (Technical & Financial) from reputed, eligible and resourceful Contractors who are enlisted in appropriate class in any of the following:

(i) CPWD and those M.E.S., Railways, DRDO, or are in approved list in appropriate Group for UPS work or registered in any central/state govt. unit.

(ii) The firms which are specialized in UPS works.

(ii) The manufacturers / Authorized Dealers / Distributors of repute.

A.2 Supply, Installation, Testing and Commissioning of 6x100 KVA On-Line, IGBT based, double conversion, 3-phase in 3-phase out UPS with specified panel, batteries banks with racks, battery chargers, required cables, wires, circuit breakers, calling facility, etc., SCADA Compatible with remote monitoring & control in PRS mode complete in all respect for ARIES ST Radar at ARIES Manora Peak Nainital site. A.2.1 Scope of work:

a) 6x100 KVA On-Line UPS,

b) Specified input/output panels,

c) Batteries banks with racks,

d) Battery chargers,

e) Required cables, wires,

f) Circuit breakers,

g) Calling facility,

h) Misc items required for electrical installation complete in all respect,

i) Remote monitoring & control of all equipment using SACADA/SCADA Panel

in PRS mode,

j) Any other items/ works required for the completion of UPS works,

k) Completition certificate ,safety certificate, Submission of GA drawings

of electrical equipments and getting approvals from Client/ Owner before

manufacturing/fabrication,

l) Obtaining approvals from Chief Electrical Inspectors, Local Electricity

Sale of Tender documents shall be closed one day prior to the last date of submission of Tender. Tender documents shall be supplied free of cost, on demand, to all Government Departments. Tender document can also be downloaded from website “http://www.aries.res.in“ without need of purchasing the same from office. A.7 Bid Submission: Tender shall be submitted in lac-sealed covers in the form of Two-bid system (Technical & Commercial bids) in separate envelope in the following manner: (i) Bid containing Technical specifications and Earnest Money Deposit (EMD). (ii) Bid containing Financial offer. The bids will be opened in two stages on different dates as indicated in A.3 of Section A. The bid containing Technical specifications and EMD will be opened at 1st stage and if the same is found according to required specifications, the bid containing financial offer shall be opened in 2nd stage. A.8 Part – I (Technical Bid) shall contain: a) Non-Refundable Tender fee of Rs. 2500/- (Rs. Two Thousand & Five Hundred Only) in case when the Tender form is downloaded from the website in the form of crossed DD / Bank Guarantee drawn on any Nationalized bank in favour of “Director, ARIES” payable at Nainital. b) Refundable Earnest Money Deposit (EMD) of Rs. 2,36,070.00/- (Rs. Two Lakhs, Thirty Six Thousand and Seventy only) in the form of crossed DD /Bank Guarantee drawn on any Nationalized bank in favour of “Director, ARIES” payable at Nainital. Tenders without EMD shall be rejected without any notice.


TENDER FOR 6x100KVA UPS FOR ST RADAR 2012-13 c) Technical proposal with full details including description & make/model of material/components, all the supporting documents as desired such as Product brochures, leaflets, manuals, design, drawings, etc. so as to enable technical assessment of the proposal on technical grounds. This shall also include a compliance statement as per Section E & F. d) Complete technical particulars of all equipment & materials as per specification given in this tender. e) An Undertaking, as mentioned in Clause No A.11 (a) of Section A. f) Prequalification Criteria (as per enclosed Proforma I & II) along with all the supporting documents. g) The detailed compliance statement with make and model of components in the enclosed format (as per Section-E & F) along with product brochure, leaflets, manuals, bill of quantity etc. Without proper Compliance Statement the bid is liable to be rejected. h) Complete contact details of technical staff with name, telephone nos., mobile nos., e-mail etc. for after – sales service support at ARIES, Manora peak, Nainital. In absence of such details, the bid is liable to be rejected.

i) Acceptance to the terms and conditions laid down in the tender document. In case any deviation from the general terms and condition the bid is liable to be rejected.

j) Necessary clarification required by ARIES shall have to be furnished by the tenderer within the time given by ARIES for the same. The tenderer will have to depute his representative to discuss with the officer(s) of the department as and when so desired. In case, in the opinion of ARIES a tenderer is taking undue long time in furnishing the desired clarifications, his bid will be rejected without making any reference.

k) After obtaining clarifications from all the tenderers, the department may modify the technical & commercial conditions/specifications, if required, and will intimate the same to the tenderers, whose technical- bids are acceptable. At the same time, date and time of opening of price - bid will also be intimated. A tenderer will also not be allowed to withdraw or modify any condition at a time after the technical bids have been accepted and the decision to open the price bid has been taken by the department unless revised bid is allowed due to minor changes made during negotiations on technical - bid.


TENDER FOR 6x100KVA UPS FOR ST RADAR 2012-13 l) Detailed credentials as per the requirement of eligibility criteria and all tender papers except Bill of Quantities are to be submitted in Technical Bid. There can be a pre-bid conference at ARIES NAINITAL if desired by the venders in which any doubt of contractors shall be clarified besides discussion on any additional condition proposed by the tenderers within two weeks of floating the tender. If found necessary, addendum/corrigendum to tender document would be issued. Such addendum/corrigendum (if any) shall also be submitted, duly stamped and signed along with the Technical Bid. Any tender submitted without addendum/corrigendum (if any) shall be summarily rejected. m) While submitting applications for issue of tender papers, the firms should attach along with their applications, Photostat copies (duly attested) of all documents to prove the eligibility criteria. The qualified vender should also produce the original certificates for checking and verification at the time of signing the agreement with ARIES. Vender failing to do so, shall render himself liable for rejection of his application.

If the technical offer contains any price information the offer is liable to be rejected. A.9 Part – II (Financial Bid) shall contain:

a) General: This specification covers manufacture, testing as may be necessary at factory site before dispatch, delivery at site, all preparatory work, assembly and installation, commissioning putting into operation of Entire UPS system as per instructions of engineer in-charge. b) Financial bid will be opened by ARIES in the presence of the interested representatives of the tenderers who wish to be present. c) ARIES reserves the right to reject any or all the price bids and calls of fresh prices/tenders as the case may be without assigning any reason.

d) All equipments, their installation, testing and commissioning shall conform latest CPWD/ IS specifications, Indian Standard Code of Practice for Electrical Wiring Installation IS:732-1989 in all respects. It shall also be in conformity with Indian electricity Rules and the Regulations, National Electric Code, National Building Code, latest CPWD specifications amended up to date, requirements of the Local Electric Supply Authority and as per directions of Engineer-in-Charge. These additional specifications are to be read in conjunction with above and in case of variations; specifications given in this additional conditions shall apply. However, nothing extra shall be paid on account of these additional specifications & condition as the same are to be read along with schedule of quantities for the work.

In case of contradiction in specification the priority of the documents shall be as follows: Tender document/ drawings/Technical specifications/CPWD/ IS specification.



e) No T&P shall be issued by ARIES and nothing extra shall be paid on account of this.

f) Only Price Schedule completed in all respects with proper seal and signature

of authorized person should be mentioned. Prices should be given in INR in both figures and words.

g) The work to be awarded by this tender shall be treated as indivisible works

contract. h) ARIES reserves the right to inspect the works intimated to have been

completed by the applicant and reject any prospective application without assigning any reason.

i) For composite tender, besides indicating the combined estimated cost put to

tender, should clearly indicate the estimated cost of each component separately. The eligibility of tenderer will correspond to the combined estimated cost of different components put to tender.

A.10 Completion period

The completion period indicated in the tender documents is for the entire work of planning, designing, supplying, installation, testing, commission and handing over of the entire job to the satisfaction of the Engineer - in - charge.

A. 11 Eligibility Criteria: a) Should be reputed, eligible and resourceful contractors and give an

“UNDERTAKING” that they would facilitate their regular support during the warranty period. In absence of such undertaking, the Bid is liable to be rejected.

b) Firms/Contractors who fulfill the following requirements shall be eligible to apply:- The firm should have successfully carried out similar works in Central Government/State Government/Central or State Autonomous Bodies/Central /State Public Sector Undertakings or in any other reputed company/institution during the last five years:

(i) Either three similar completed works each costing not less than the amount equal to 20% of the estimated cost put to tender and each work should involve SITC of UPS greater than or equal to 100 KVA.

OR

(ii) Two similar completed works each costing not less than the amount equal to 30% of the estimated cost put to tender and each work should involve SITC of UPS greater than or equal to 150 KVA .

OR

(iii) One similar completed work of aggregate cost not less than the amount equal to 50% of the estimated cost put to tender and work should involve SITC



of UPS greater than or equal to 200 KVA. (iv) Tenders will be accepted for eligible CPWD as well as NON CPWD

contractors provided they produce definite proof from the appropriate authority, which shall be to the satisfaction of the competent authority, of having satisfactorily completed similar works of magnitude specified below:

Conditions for NON CPWD Contractors only:

For works estimated to cost

above Rs. 25 Lacs but upto Rs. 2

Crores.

Three similar works each costing not

less than Rs. 25 Lacs during the last 3

Years. Note:- Class-II contractors of CPWD shall also be eligible if they satisfy the

above criteria specified.

c)

The UPS manufacturer should have full R&D and Manufacturing facility In India for last three years at least.

The quoted product should be trial & tested in the Field for at least 3 years to justify the ruggedness and durability of Product.

d) Completion Certificate issued by the officer of the Client Department of the rank of Executive Engineer or equivalent will have to be furnished along with the application. The completion certificate must clearly indicate:-

(i) The date of completion of work

(ii) Nature of work

(iii) That the work has been completed satisfactorily

(iv) Final cost of work,

e) The Authorized dealers/distributors shall submit attested copies of certificates to this effect issued by manufacturers of respective approved makes.

f) Should have authorized service centre / branch office in Haldwani, Rudrapur, Dehradun, Bareilly or in Delhi/NCR, ensuring satisfactory after sales service support. Complete contact details of the technical staff responsible for after sales service are to be submitted by the bidder.

g) Should be having all the necessary registrations (as per Pre-Qualification

details asked in enclosed Performa I & II) like Service Tax, TIN, PF, PAN etc. Enclose proof thereof. In absence of supporting documents, the Bid is liable to be rejected.



h) The Bidder should submit a self-attested certificate that it has not been

blacklisted, debarred, declared non-performer or expelled by Union Govt/State Govt/ PSU’s during the last 5 years. In the absence of certificate, the Bid is liable to be rejected.

A.12 Rejection & Return of Tender:

a) Any Tender can be rejected by the order of the Director, ARIES without assigning any reason whatsoever or incurring any liability to the bidders.

b) The bidders are cautioned that not giving complete information called for in the Tender Document, not giving it in clear terms or making any change in prescribed formats or deliberately suppressing the information may result in summarily disqualified.

c) Any information furnished by the applicant found to be incorrect either

immediately or at a later date, would result in rejection of the application at any stage or to cancel the contract if awarded, and shall render him liable to be debarred from tendering in future.

d) Any effort on the part of the applicant or his agent to exercise influence or to pressurize for his/her bid shall result in rejection of his/her bid. Canvassing in any form in connection with the tenders is strictly prohibited. Bidder who resorts to canvassing will invite rejection of his tender.

A.13 Opening of Technical & Financial Bid

Only the technical bid will be opened on the date specified in A.3 of Section A. Interested bidders may attend the technical bid opening as per the schedule. Financial Bid of only technically qualified bidders will be opened on the date specified in A.3 of Section A. Other Conditions:

1. The enlistment of the contractor should be valid on the last date of sale of tenders. In case only the last date of sale of tender is extended, the enlistment of contractor should be valid on the original date of sale of tenders.

2. In case both the last date of receipt of application and sale of tenders are extended, the enlistment of contractor should be valid on either of the two dates i.e. original date of sale of tender or on the extended date of sale of tenders.

3. The time allowed for carrying out the work will be Thirty Days from issue of purchase order. 4. Tenderers are advised to inspect and examine the site and its surroundings



and satisfy themselves before submitting their tenders as to the nature of the ground and sub-soil (so far as is practicable), the form and nature of the site, the means of access to the site, the accommodation they may require and in general shall themselves obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. A tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed.

5. The tenderer shall be responsible for arranging and maintaining at his own cost all materials, tools & plants, water, electricity access, facilities for workers and all other services required for executing the work unless otherwise specifically provided for in the contract documents. Submission of a tender by a tenderer implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and of conditions and rates at which stores, tools and plant, etc. will be available to him in local conditions and other factors having a bearing on the execution of the work. 6. ARIES does not bind itself to accept the lowest or any other tender and reserves to itself the authority to reject any or all the tenders received without the assignment of any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected.

7. The tender for the works shall remain open for acceptance for a period of Ninty days from the date of opening of tenders. If any tenderer withdraws his tender before the said period or issue of letter of acceptance, which-ever is earlier, or makes any modifications in the terms and conditions of the tender which are not acceptable to ARIES, then ARIES shall, without prejudice to any other right or remedy, be at liberty to forfeit 50% of the said earnest money as aforesaid.

8. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.

9. This Notice Inviting Tender(NIT) shall form a part of the contract document. The successful tenderer/contractor, on acceptance of his tender by the Accepting Authority, shall, within 10 days from the stipulated date of start of the work, sign the contract consisting of:-

a) The NIT, all the documents including additional conditions, specifications and drawings, if any, forming the tender as issued at the time of invitation of tender and acceptance thereof together with any correspondence leading thereto. b)Standard CPWD Form 8.

10. All out-station bids, if sent by post should be sent under registered cover.

11. Any change in Bid after opening of the tender will not be allowed



12. In case of any variation or difference between applicable specifications the following order of precedence will be followed: -

i) Nomenclature of item. ii) The relevant drawing. iii) Special specifications attached with the tender documents. iv) General specification attached with the tender documents. v) C.P.W.D. Specifications.

13. The contractor shall be required to produce samples of all materials sufficiently in advance to obtain approval of the Engineer-In-Charge. Subsequently the material to be used in the actual execution of the work shall strictly conform to the quantity of samples approved. In case of variation, such materials shall be liable to rejection

14. All the materials used in the work shall comply with the requirements of Engineer-In-Charge and shall pass all the tests and analysis required by him as per particular specifications as applicable or such recognized specifications as acceptable to the Engineer-In-Charge.

15. The contractor shall at his own cost make all arrangement and shall provide

such facilities as the Engineer-In-Charge may require for collecting, preparing and forwarding the required number of samples for tests and for analysis at such time and to such places, as directed by the Engineer-In- Charge. Nothing extra shall be paid for the above, including the cost of materials to be tested.

16. The necessary tests shall be conducted at factory site or at ARIES as required

by engineer in charge.

17. The contractor or his authorized representatives shall associate in testing of samples. In case he or his authorized representatives is not present or does not associate him the result of such test and consequences thereon shall be binding on the contractor.

18. Wherever any reference to any Indian Standard Specifications occur in the documents relating to this contract same shall be inclusive of all documents issued thereto or revision thereof if any, upto date of the tender notice.

19. Before start of the work, the contractor shall submit the programme for execution of work, get it approved from the Engineer-In-Charge and strictly adhere the same for the timely completion of the project work.

20. The work shall be carried out in such a manner so as not to interfere/or effect or disturb other works being executed by other agencies, if any.

21. Any damage done by the contractor to any existing work shall be made good

by him at his own cost. 22. The contractor or his authorized representative should always be available at

the site of work to take instructions from department officers and ensure proper execution of work. No work should be done in the absence of such authorized representatives.

23. The contractor shall maintain in good condition all work executed till the

completion of entire work allotted to the contractor.



24. All work and material brought and left upon the ground by the contractor or by his orders for the purpose of forming part of the works are to be considered to be the property of ARIES and same are not to be removed or taken away by the contractor or any other person without the special license and consent in writing of the Engineer-In-Charge, but ARIES is not to be in any way responsible for any loss or damage which may happen to or in respect of any such work or materials either by the same being lost or damaged by weather or otherwise.

25. Water & Electricity connections:- The contractor shall make his own

arrangement for obtaining electric & water connection required for execution of work and make necessary payments directly to the concerned departments and nothing extra shall be payable on this account.

26. The rate for all items of work, unless clearly specified otherwise, shall include

the cost of all labour, materials and other inputs etc. involved in the execution of the items and thus nothing extra on any account will be paid to the agency other then his quoted rates.

27. Unless otherwise provided in the schedule of quantities the rates tendered by

the contractor shall be all-inclusive and shall apply to all heights, depths, lead and lifts.

28. The contractor shall construct suitable Godown at the site or work or storing the materials safe against damage due to sun, rain, dampness, fire, theft, etc. He shall also employ necessary watch and ward establishment for the purpose and no extra claim whatsoever shall be entertained on this account.

29. No payment will be made to the contractor for damages caused by rains,

snowfall, floods or any other natural calamity, whatsoever during the execution of the work. The contractor shall be fully responsible for any damage to the Owners property and to the work for which the payment has been advanced to him under the contract during the execution of the works.

30. The malba/garbage, removed from the site shall be disposed off by the

contractor at any suitable place as directed by the Engineer-In-Charge. 31. Where no approved brand is mentioned against any item, the material strictly

confirming to C.P.W.D. specifications shall only be supplied. 32. Apart from all the conditions & specifications stated above, all the

amendments in the "General conditions of Contract for central PWD work" issued up to date shall be applicable.



Section – B

INSTRUCTIONS TO BIDDERS

B.1 Delivery Schedule The delivery, to be done at ARIES, Manora Peak Nainital, must be completed within Thirty (30) Days from the date of Purchase Order. B.2 Offer Validity Bid must be valid for minimum Ninety Days from the date of opening of Financial Bid. ARIES, Nainital may ask bidders to extend the period of validity. B.3 Product Specifications & Compliance Statement The bidder should quote for all the specified brands which are in compliance to our technical specifications. Wherever brand / make are not mentioned please ensure to quote only for REPUTED and WELL KNOWN BRAND / MAKE meeting national / international standards. Any deviations must be specifically and clearly mentioned in form of COMPLIANCE STATEMENT, as per enclosed Section-E&F. In the absence of this, the bid is liable to be rejected. Complete technical details along with Make, Model and product literature should be enclosed. Each page of the bid and cuttings / corrections shall be duly signed and stamped by the bidder. Failure to comply with this requirement may result in the bid being rejected. B.4 In case of any discrepancy between rates mentioned in figures and words, the latter shall prevail. If there is any discrepancy between the unit price and the total price, the unit price shall prevail and the total price shall be corrected. B.5 Material must be properly packed against any damage and insured up to the destination. The material should be directly dispatched to the installation site at ARIES, Manora Peak, Nainital. B.6. All the expenses involved in delivering, unloading etc. the equipment at our site, shall be borne by the Bidder. All aspects of safe delivery shall be the exclusive responsibility of the Bidder. ARIES will have the right to reject the component/equipments supplied, if it does not comply with the specifications at any point of installation, inspection and testing. B.7 ARIES, Nainital reserves the right to divide / split the order between more than one technically qualified bidder to meet the technical requirements and the Work Completion Schedule.



B.8 EMD is liable to be forfeited and bid is liable to be rejected, if the bidder withdraws or amends impairs or derogates from the tender in any respect within the validity period of the tender. B.9 The EMD of all the unsuccessful bidders will be returned as early as possible within the Bid Validity period. No interest will be payable by ARIES on the EMD. The Earnest Money of successful bidder shall be returned after acceptance of the order and submission of Performance Bank Guarantee (PBG).

B.10 ARIES Nainital reserves the right to increase or decrease the Bill of Material as per the requirement without any change in the quoted rates. B.11 If any equipment or part thereof is lost or rendered defective during transit, the supplier shall immediately arrange for the replacement of damaged equipment or part thereof, as the case may be, at no extra cost. B.12 Rates should be quoted towards Manufacture, Supply at site, Unloading, Erection, Commissioning, Testing and Maintenance of Supplies / Materials given under Scope of Work of Section A, accordingly by giving the basic price, VAT, Service Tax, etc. wherever applicable. The rates should be quoted in Indian Rupees for the entire completion of job to be done at site BOTH IN FIGURES & WORDS. B.13 Govt. Levies like VAT, Service Tax etc. shall be paid on actual rates as applicable from time to time. Percentage Rate of taxes to be charged must be mentioned in the price bid. Terms like "at Actual" will not be acceptable for any commodity quoted by the vender and tender will be rejected. B.14 ARIES will provide road permit and excise exemption certificate under Govt. notification 10/97 dated 01.03.1997. B.15 Offers through Email / Fax, etc and open offers shall not be accepted. Late / Delayed offers shall not be accepted under any circumstances. Incomplete offers are liable to be rejected. In case the specified date for the submission of offers being declared as a holiday for ARIES, the bid-closing deadline shall stand extended to the next working day up to the same time. B.16 Any attempt of negotiation on the part of the bidder, directly or indirectly, after submission of tender, with the authority to whom he has submitted the tender or authority who is competent to finally accept it or any endeavor to secure any interest for an actual or prospective bidder or to influence by any means the acceptance of a particular tender will render the Bidder’s tender liable to be rejected. B.17 The bidders seeking any clarification may notify to ARIES in writing at



ARIES, Manora Peak, Nainital-263129. Clarifications received till 96 hours before the closing date / time of receipt of bids will be responded. B.18 The equipment must be supported by a Service Centre manned by the bidder’s technical support engineers. The support through this Centre must be available 24 hours in a day, seven days a week and 365 days a year. Also provide toll free number / web / email so that it should be possible to contact the Principal Bidder’s (OEM’s) support Centre. B.19 Unsatisfactory Performance ARIES shall have the sole right to assess the performance of the tendered equipment(s) /components, primary / intermediate and or final, and reject the same without assigning any reason / explanation to the bidder if the performance is found to be unsatisfactory as per norms of ARIES. The decision of ARIES will be final and binding on the supplier. B.20 Disclaimer This Tender/Request for Proposal (RFP) is not an offer by ARIES Nainital, but an invitation for bidder response. No contractual obligation whatsoever shall arise from the RFP process. B.21 Declaration: The bidder would be required to give certificate as below in his commercial bid. “I/WE UNDERSTAND THAT THE DETAILS OF THE SALES & SERVICES AS PROVIDED ABOVE ARE SUBJECT TO CHANGE. I/WE AGREE THAT IN CASE OF ANY CHANGE IN THE QUANTITIES REQUIRED FOR ANY OF SERVICES, I/ WE WOULD BE SUPPLYING THE SAME AT THE RATES AS SPECIFIED IN COMMERCIAL BID. I /WE AGREE TO ADHERE TO THE PRICES GIVEN ABOVE EVEN IF THE QUANTITIES UNDERGO A CHANGE”. SIGNATURE OF THE BIDDER WITH STAMP.



Section – C

SPECIAL CONDITIONS OF CONTRACT

C.1. Price Basis Price basis should be FOR ARIES, Manora Peak, Nainital in INR only. The quoted price will be considered firm and no price escalation will be permitted during the bid validity period. C.2 Order Placement and Release of Payment The purchase order and payment shall be processed from: ARIES, Manora Peak Nainital-263129. C.3 Billing is to be done in the name of Director ARIES, Manora Peak, Nainital. The payment would be released on the basis of the successful test and commissioning of the item and actual bill of material used, duly certified by our authorized representative at site. C.4 Performance Bank Guarantee (PBG) The successful bidder will be required to furnish the Performance Bank Guarantee from a scheduled Indian Bank towards 10% amount of the total Order value. This Bank Guarantee shall remain valid for the warranty period, commencing after the successful completion of entire job. C.5 Payment On arrival of all items/Equipments or successful completion of factory acceptance test payments for 50% of the ordered value may be released. The remaining payment will be released after receipt and commissioning of all UPS system with remote control & monitoring at ARIES normally within 30 days and submission of Performance Bank Guarantee of 10% of the total amount including taxes valid for two months beyond warranty period or/else 10% amount will be released after two months beyond warranty period. However the payment shall be made on actual measurement basis. C.6 Penalty for Delayed Services Penalty / Liquidated Damages shall be charged @0.5% of the contract value per day subject to maximum of 10% of total order value, in case of delay beyond the stipulated time period as given in Clause B.1 under Section B.



C.7 In respect of the work of the sub-agencies deployed for doing work of electrification, air-conditioning, external services, other building work, horticulture work, etc. for this project and any other agencies simultaneously executing other works, the contractor shall afford necessary coordination and facilities for the same. The contractor shall leave such necessary holes, openings, etc. for laying/burying in the work pipes, cables, conduits, clamps, boxes and hooks for fan clamps, etc. as may be required for the electric, sanitary air-conditioning, fire fighting, PA system, telephone system, C.C.T.V. system, etc. and nothing extra over the agreement rates shall be paid for the same. C.7.1 Unless otherwise specified in the bill of quantities, the rates for all items of work shall be considered as inclusive of pumping out or bailing out water if required for which no extra payment will be made. This will include water encountered from any source such as rains, floods, or due to any other cause whatsoever. C.7.2 Any cement slurry added over base surface (or) for continuation of concreting for bond is added its cost is deemed to have in built in the item unless otherwise/explicitly stated and nothing extra shall be payable or extra cement considered with consumption on this account. C.7.3 The rate for all items in which the use of cement is involved is inclusive of charges for curing. C.7.4 The contractor shall clear the site thoroughly of all scaffolding materials and rubbish etc. left out of his work and dress the site around the building to the satisfaction of the Engineer before the work is considered as complete. C.7.5 Rates for plastering work (excluding washed grit finish on external wall surfaces) shall include for making grooves, bands etc. wherever required and nothing extra shall be paid for the same. C.7.6 The rates quoted for all brick/concrete work shall be deemed to include making openings and making good these with the same specifications as required and/or as directed by engineer incharge. No extra payment shall be made to the contractor on this account. C.7.7 Rates for all concrete/plaster work shall include for making drip course moulding, grooves etc. wherever required and nothing extra shall be paid for the same. C.7.8 Rates for flooring work shall include for laying the flooring in strips/as per sample or as required and nothing extra shall be paid for the same. C.7.9 The quoted rate shall be for finished items and shall be complete in all respects including the cost of all materials, labour, tools & plants, machinery etc..The client/OWNER/Employer shall not be supplying any material, labour, plant etc. unless explicitly mentioned so.



The contractor has to ensure co-ordination with Institute authorities to maintain the smooth functioning / operation of existing Institute timing without disruption during the execution of work. This may require working rescheduling the normal working hours, working in restricted period etc. Nothing extra shall be payable on this account. C.7.10 He shall also ensure that all work sites within the Institute complex are properly cordoned off by means of barricades and screens upto a height of 3.0 m above ground level. The contractor shall use painted CGI sheets which are in good condition mounted on steel props. C.7.11 Stacking of materials and excavated earth including its disposal shall be done as per the directions of the Engineer-in-Charge. Double handling of materials or excavated earth if required shall have to be done by the contractor at his own cost. Following amount in rupees may be charged by ARIES if labour/technician of contractor:

1. Not wearing safety helmet: 50/- 2. Not wearing safety belt: 100/- 3. Grinding without goggles: 50/- 4. Electrical gloves not used for hand: 100/ 5. Not slinging properly: 200/- 6. Using damaged sling: 200/- 7. Not using proper welding cable with lot of joints and not insulated

properly: 200/- 8. Not removing small scrap from platforms: 200/- 9. Gas cutting without taking proper precaution or not using sheet below

gas cutting: 200/- 10. Not maintaining elec. Winches which are being operated

dangerously: 500/- 11. Improper earthing of electrical T & Ps: 500/-

C.8 Warranty All the items covered in this tender documents, shall carry minimum Three Years Onsite Comprehensive Warranty & The sealed lead-acid battery shall be covered with 2 years warranty commencing from the date of completion of entire job. The after – sales service support / warranty services has to be provided at ARIES, Manora Peak, Nainital . The repairing / rectification, if any of the items under warranty must be done at site only within 24 hours. The bidder should submit along with the technical bid, the detailed plan for providing installation and warranty services at site.



Section – D

GENERAL RULES & DIRECTIONS

D.1 The bidders name, dated signature & seal should appear on each page of the Tender Document. D.2 The major cemented work including cable trench, plateform for placing the panels, UPS, etc. will be provided to the vender by ARIES. D.3 The bidder shall be responsible for the delivery of the equipments to site and shall include in his bid all the necessary arrangements for transport, loading and off-loading(including cranes, lifting tackles, wire rope, winches, slings, etc.) . ARIES will not accept any claims for additional costs in this regard after the contract has been awarded. D.4 If the contractor or his workmen or employees shall break, deface, injure, or destroy any part of a building, road kerb, fence, enclosure, water pipes cables, drains, electric or telephone posts, wires ,etc. The contractor shall make the same good at his own expenses. Aries may cause the same to be made good by other workmen and deduct the expenses of which ARIES decision is final. D.5 In the event of tender being submitted by a firm, it must be signed separately by each partner thereof or in the event of the absence of any partner, it must be signed on his behalf by a person holding a power of attorney authorizing him to do so, such power of attorney to be produced with the tender, and it must disclose that the firm is duly registered under the Indian Partnership Act’ 1952. D.6 In the case of any tender where unit rate of any item/ items appear unrealistic, such tender will be considered as unbalanced and in case the tenderer is unable to provide satisfactory explanation such a tender is liable to be disqualified and rejected. D.7 On account of security consideration, some restrictions may be imposed by the security staff on the working and movement of men and materials etc. The contractor shall be bound to follow all such restrictions/ instructions and he shall organize his work accordingly. No claim on this account, whatsoever, shall be payable. D.8 The contractor shall be responsible for completing the work and for satisfying all terms and conditions of the Contract without any extra payment over his quoted rates unless otherwise specified. The contractor shall quote his rates for various items of work accordingly and no claim whatsoever shall be



entertained for any incidental or extra work involved in the execution of the work as per nomenclature of the item and the specifications indicated in the tender documents. D.9 The contractor shall prepare and produce instruction, operation and maintenance manuals in English for the use, operation and the maintenance of the supplied equipment and installations, and submit to the Engineer-in-Charge in TWO copies(i.e. hard & soft copies for each equipment) at the time of handing over. The Detail manual shall generally consist of the following:

a) Description of the project

b) Installation & Operating instructions

c) Maintenance instructions including procedures for preventive maintenance

d) Manufacturers catalogues for each equipment/parts/sub parts

e) Spare parts catalogue of all equipments including full description of spare parts

f) Trouble shooting charts

g) Mechanical & Electrical Drawing of each panel/equipments/ parts/subparts

h) Type and routine test certificates

i) Test certificate of each UPS set, panel & equipment,batteries, battery chargers, etc. complete in all respect.

j) Test certificate of electric cables/wires and other parts.

k) Test certificates of all other equipments mentioned in this tender document.

l) Detail manual with detail description of whole project, including all parts, sub-parts, wiring diagram, etc. with each component.

m) All software, algorithms, programming related to whole system.



Section –E

TECHNICAL SPECIFICATIONS

If any work is not specified in this document, that work shall be carried out as per CPWD General Specifications for Electrical works, CPWD General Specification for Electrical Works Part -I, II & IV, as amended upto date relevant IE rules, and as per directions of Engineer - in - Charge. For electrical panels, CPWD General Specification for Electrical Works Part -IV, as amended up to date shall be applicable.

E.1 TECHNICAL PARTICULARS of 6x100 KVA UPS Systems

E.1.1 UPS E.1.1.1 INTENT OF SPECIFICATION This specification covers the design, manufacture, assembly, packing, dispatch, transportation supply, erection, testing, commissioning, performance and guarantee testing of 6x100 KVA Uninterruptible Power Supply system (referred to as a UPS in this document) with all panels, cables, wires, batteries, chargers, UPS output synchronizing system & all other accessories compatible with ARIES AMF cum synchronizing panel, 2x415 KVA DG Sets, ARIES SCADA System, ARIES ST radar facilities & remote controllable using SCADA with calling facility(i.e. the system can automatically dial, sms or email to about 5 person in case of fault in any part of electrical system) complete in all respects with all equipments, fitting and accessories for efficient and trouble free operation as specified here under. The total load supplied by the UPS system shall be equal to 6x100kVA(600KVA), at a output power factor(pf) = 0.9 E .2 SCOPE OF WORK: E.2.1 Scope of Supply & Services: a) Compatibility with Local/Remote control panel including cables between

bidders local equipment and special cables if any. b) SMF VRLA Batteries with MS or better batteries rack as approved by

engineer-incharge(with powder coating) and battery charging equipments, including their connections as necessary along with tools & accessories for battery maintenance, etc.

c) Minor civil works like chasing, grouting, making holes in walls/roofs for cable passing, etc. for execution of jobs. d) Carrying out performance and guarantee test at factory site & ARIES site with overloading test.



E.2.2 Specific Exclusions: Following items of works are excluded from the scope of works under this specification: a) All major civil works relating to UPS room, trenches, etc.

b) AMF Cum Synchronizing with Distribution panel at substation site (Contractor

will have to connect all UPS with all input/output panels for final commissioning),

XLPE power cable from substation to UPS room (The contractor have to lay the

cable as per requirement in a trench provided by ARIES)

c) SCADA software with SCADA Control Panel(Contractor will have to connect the

UPS with all panels & ARIES SCADA panel for final commissioning).

E.2.3 The UPS installation shall meet all statutory requirements of Govt. of India as amended up to the date of installation. Any approval required from statutory authorities shall be obtained by the Contractor. Nothing in this specification shall be construed to relieve the contractor of these responsibilities. E.2.4 Equipment conforming to any other National/International Standard which ensures equal or better quality may be accepted. In such case the bidder shall furnish copies of the standards in English along with his bid and shall clearly bring out the salient features of comparison with corresponding listed standards. E.2.5 The equipment furnished under this specification has to operate in a tropical climate, Seismic zone-4 hilly area and shall be given tropical and fungicidal treatment as per relevant specification.

E.3 Period of Operation/Duty Cycle: The UPS are intended to supply power regularly 24 hours in day without any break. However during holidays UPS may be idle for 2-3 days. When there is a total failure of mains/DG sets power supply, the UPS shall be required to operate continuously at full load for specified period backup time. E .4 UPS: E.4.1 Rating: E.4.1.1 The UPS system shall be made up of 6 identical parallel-connected single-UPS units (same power rating), operating in double-conversion mode with 3-phase in & 3-phase out (also called on-line mode); it shall be a VFI-type UPS (as per standard IEC 62040-2). E.4.1.2 Each UPS unit shall have a unit rating of 100kVA on Field scalable up to 120KVA and shall comprise the following components, described below in this specification:

● PFC rectifier;



● Battery charger; ● Inverter; ● Battery; ● Static bypass (via a static switch) for each UPS unit; ● Manual maintenance bypass for each UPS unit ● User and communications interface; ● Battery management system; ● Any and all other devices required for safe operation and maintenance, including circuit breakers, switches, etc complete in all respect.

E.4.1.3 The UPS system shall ensure continuity of electric power to the load within the specified tolerances, without interruption upon failure or deterioration of the normal AC source (utility power) for a maximum protection time determined by the capacity of the backup batteries installed. a) The bidder shall have to furnish copy of deration chart from the original manual of the UPS manufacturer and supporting calculations to arrive at UPS rating if the UPS is not designed for 50degC. Ambient temperature. b) It shall also be capable of satisfactorily driving the UPS at over load ratings given in section E.11.4.

E.4.2 Operating principle Each single-UPS unit shall operate in double-conversion mode (also called on-line mode); it shall be a VFI-type UPS (as per standard IEC 62040-2), made up of the following components, described in detail in this specification

E.4.2.1 Normal operation

(normal AC source available)

The rectifier shall supply the corresponding inverter with DC current while the charger simultaneously float charges its battery. The load is continuously supplied with dependable electrical power by the inverter.

E.4.2.2 Operation on battery power

(normal AC source not available or outside tolerances)

Upon failure or excessive deterioration of the normal AC source, the inverter shall continue to supply the load with power from its battery without interruption or disturbance, within the limits imposed by the



specified battery backup time.

E.5 Battery recharge (normal AC source restored)

When the normal AC source is restored, the rectifier shall again power the corresponding inverter, without interruption or disturbance to the load, while the charger automatically recharges the battery. The UPS system shall ensure equal sharing of the total load between the various parallel-connected units.

E.6 Parallel operation and redundancy

The units shall operate in parallel with redundancy, with the load shared equally between the units. Redundancy shall be of the "n+1" (or n+2) type, i.e. "1" (or 2) units shall be redundant in the total of n units. If a major fault occurs on a unit, it shall automatically disconnect. If the remaining unit(s) are sufficient to supply the load, it/they shall remain in operation. If the total available power is insufficient, the load shall be automatically transferred, without interruption, to the bypass AC source, if it is within tolerances.

E.6.1 Transfer to bypass AC source

E.6.1.1 In the event of an overload exceeding system capabilities (short-circuits, heavy inrush currents, etc.) the load shall be automatically transferred, instantaneously and without interruption, to the bypass AC source, on the condition that bypass power is available and within tolerances. To that end, synchronisation of each inverter in phase and frequency with the bypass source shall be automatic. Transfer of the load back to the UPS-unit outputs shall be automatic and/or manual. During transfer, the load shall not suffer an outage or disturbance in the supply of power. To ensure transfer in complete safety, the system shall simultaneously control the static switches.

E.6.1.2 On request, the UPS system may automatically transfer the load with a micro-interruption if a major fault occurs on the UPS system and if synchronisation with the bypass source has not been established.

E.7 Maintenance on UPS units

E.7.1 For maintenance purposes, all electronic components shall be



accessible from the front of the UPS. In addition, a built-in manually-operated mechanical bypass system shall be installed in each UPS unit. E.7.2 For personnel safety during servicing or testing, this system shall be designed to isolate the UPS units while continuing to supply power to the load from the bypass AC source. Transfer to the manual bypass mode and back shall be possible without interruption to the load. E.7.3 The UPS shall also include a device making it possible to isolate the rectifiers and the chargers from the normal AC source.

E.8 Battery maintenance

E.8.1 For safe maintenance on the battery of each UPS unit, the system shall include a circuit breaker to isolate the battery from the corresponding rectifier/charger and inverter. The battery circuit breaker should have UV coil to trip the breaker by UPS during DC fault and auxiliary contact to sense the breaker position by the UPS. E.8.2 When the battery is isolated from the system, the UPS shall continue to supply the load without interruption or disturbance, except in the event of a normal AC source outage.

E.8.3 Cold start (normal AC source absent)

E.8.3.1 The battery of each UPS unit shall be capable of ensuring UPS start-up even if normal AC power is not available and continuing operation within the specified back-up time (start on battery power shall be possible on the condition that the system was already started with AC power present).

E.9 Sizing and general characteristics E.9.1 Technology The UPS shall be based on sixpack IGBT technology with built-in thermal monitoring and a high free-frequency chopping mode to dynamically optimise efficiency and power quality. E.9.2 Rating

The UPS systems shall be sized to continuously supply a load of 600kVA at a power factor (pf) of 0.9. It shall be made up of 6 UPS units, each with an identical rating of 100kVA



scalable upto 120KVA will be preferred. The total installed power rating shall thus be 600KVA. Consequently, 1 or 2 unit may be redundant.

E.9.3 Battery backup time

The backup time of each UPS in the event of a normal AC source outage shall be min. 15 minutes. The service life of each battery shall be equal to 3 years and warranty should be min. 2 years. Battery bank of each UPS shall be selected and sized of 61200 VAH accordingly. Acceptable makes of Batteries are EXIDE / QUANATA / HBL / ROCKET/Panasonic only.

E.9.4 Reliability and MTBF

The active redundancy type architecture shall allow the installation to reach an MTBF of 1.88x106 hours corresponding to an unavailability of 5.32x10-6

E.9.5 Types of loads accepted

If all the connected loads are non-linear (100% non-linear loads), each UPS unit shall accept high crest factors (3:1) without derating of output. For both linear and non-linear loads, the voltage total harmonic distortion at UPS output (THDU downstream) shall respect the following limits:

● THDU downstream ph/ph and ph/N 2% for linear loads; ● THDU downstream ph/ph and ph/N 3% for non-linear loads.

E.9.6 Limitation of harmonics upstream of the UPS system

E.9.6.1 The UPS system shall not draw a level of harmonic currents that could disturb the upstream AC system, i.e. it shall comply with the stipulations of guide IEC 61000-3-4 (formerly IEC 1000 3-4). In particular, the UPS shall respect the following characteristics at the normal AC input:

● total harmonic current distortion (THDI) upstream of the rectifier not exceeding: - 3% at full rated load for an RCD (computer) load, at Pn; - 5% from 40% to 100% of the full rated load; ● input power factor (pf) greater than or equal to 0.95. These performance levels, due to the "clean" input rectifier drawing sinusoidal current, limit upstream distortion and avoid oversizing of upstream equipment (cables, circuit breakers, etc.), without requiring additional filters.

E.9.7 Efficiency



Overall efficiency of each UPS unit shall be greater than or equal to: ● 93% at full rated load (In) in normal mode; ● 92% at 50% rated load (In/2) in normal mode; ● 90% at quarter rated load (In/4); ● 97% in ECO mode.

E.9.8 Noise level

The noise level, measured as per standard ISO 3746, shall for each unit be less than:

● 63 dBA. E.10 AC sources The UPS system shall be designed to receive power from the sources presented below. E.10.1 Normal AC source

(rectifier input) The normal AC source supplying the UPS shall, under normal operating conditions, have the following characteristics:

● rated voltage: 340 - 470 V at full rated load, 250 - 470 V at 70% load ● number of phases: 3 ph + earth + neutral ● frequency: 50 Hz ± 10%.

E.10.2 Bypass AC source (static-bypass input, if separate from rectifier input)

The bypass AC source shall continue to supply the load, without interruption, if its characteristics remain within voltage tolerances (340 to 470 volts). Outside these tolerances, it shall be possible to supply the load, but in downgraded mode. E.10.3 If UPS batteries discharges upto to 75% of their full rated capacity, the DG sets should be automatically start & when the battery charges to their full rating the DG sets should be stopped automatically.

E.10.4 Electrical characteristics

E.10.5 Rectifiers and chargers

E.10.5.1 Supply The rectifier and charger modules shall be supplied via the normal AC



input. It should also be capable of operating without a neutral. E.10.5.2 Inrush current A device shall be provided to limit inrush currents. When AC power fails and during genset start, the rectifier shall limit the power drawn to 70% of its rating for ten seconds. The remaining 30% shall be supplied by the batteries.

E.10.5.3 Battery-current limiting For long battery life, an electronic device shall automatically limit the charging current to the maximum value specified by the battery supplier (0.1 x C10 for a SMF VRLA). E.10.5.4 Operating mode The standard charger of each unit shall be sized to recharge the battery rapidly: a battery bank with a backup time of 1hour should be recharged in less than 12 hours following a complete discharge to recover 90% of backup time. The maximum charging current delivery capacity of the charger should be at least 50Amps. E.10.5.5 Input power factor The required level of performance is indicated in section E.9.6 "Limitation of harmonics upstream of the UPS". E.10.5.6 Voltage regulation Rectifier/charger regulation on each unit shall take into account the ambient temperature of the battery and shall ensure DC output voltage fluctuations of less than 1% irrespective of load and AC input voltage variations (within the limits specified in section E.10.1 “Normal AC source”).

E.10.5.7 Batteries

Each UPS unit shall be equipped with its own battery of the sealed lead-acid type, with a service life of 3 years; and warranty should be 2 years min. The battery shall be installed in a cabinet identical in appearance to that of the UPS. The battery shall be sized to ensure continuity in the supply to the inverter for at least 15 minutes for a power rating of 100kVA at a power factor (pf) of 0.9. Sizing calculations shall assume an ambient temperature between 0° C and 40° C. The UPS system shall include devices to ensure:



● effective battery protection (see section E.17.4 "Batteries"); ● battery management (see section E.18 "Battery management").

Battery bank of each UPS shall be selected and sized of 61200 VAH accordingly. Acceptable make of Batteries are EXIDE / QUANATA / HBL / ROCKET/PANASONIC only E.11 Inverters

Each inverter shall be sized to supply a load rated 100kVA at a power factor (pf) of 0.9 having facility for on field scalability up to 120 KVA preferably, taking into account the characteristics presented below. E.11.1 Output voltage

● Rated voltage … 380 / 400 / 415 … volts rms, adjustable via the user interface (see section 10), within tolerances of +/- 3%. ● Number of phases 3 phases + neutral + earth. ● Steady-state conditions The variation in the rated voltage shall be limited to ± 1% for a balanced load between 0 and 100% of the rated power, irrespective of normal AC input and DC voltage levels, within the limits specified in E.10.1 “Normal AC source” ● Voltage variations for load step changes Output voltage transients shall not exceed ± 2% of rated voltage for 0 to 100% or 100 to 0% step loads. In all cases, the voltage shall return to within steady-state tolerances in less than 100 milliseconds.

E.11.2 Output frequency

● Rated frequency - 50 Hz. ● Variations - ± 0.5 Hz,

E.11.3 Synchronisation with bypass power

● When bypass power is within tolerances To enable transfer to bypass power (see conditions below in section E.11.5.1 "Static-bypass"), the inverter output voltage shall be synchronised with the bypass source voltage whenever possible. To that end, during normal operation, a synchronisation system shall automatically limit the phase deviation between the



voltages to 3 degrees, if the bypass source frequency is sufficiently stable (within adjustable tolerances of ± 0.5% to ± 8% with respect to the rated frequency). ● Synchronisation with an external source It shall be possible to synchronise with all types of external source. For example, if the bypass source is a generator set, the synchronisation tolerances shall be approximately ± 8% (adjustable) with respect to the rated frequency. ● Autonomous operation following loss of synchronisation with bypass power When the bypass source frequency deviates beyond these limits, the inverter shall switch over to free-running mode with internal synchronisation, regulating its own frequency to within ± 0.1%. When bypass power returns to within tolerances, the inverter shall automatically resynchronise. ● Variation in frequency per unit time During the switch to free-running mode and the switch back to synchronised mode, frequency variations per unit time (dF/dt) shall be limited to 1 Hz/s or 2 Hz/s (user defined).

E.11.4 Overload capacity

The UPS shall be capable of supplying for at least: ●10 minutes a load representing 125% of the rated load ●1 minute a load representing 150% of the rated load; ● 1 second a load representing 210% of the rated load.

If necessary, the UPS shall operate as a generator (current limiting) with a max current capacity of 270% of nominal current for 150 milliseconds, to allow highly disturbed transient operating states (high overloads, very high crest factors, downstream fault etc.) without transferring the load to the bypass. E.11.5 Static-bypass

E.11.5.1 Static bypass Each UPS unit shall be equipped with a static bypass comprising a static switch. The static bypasses shall be controlled simultaneously by a built-in system. Instantaneous transfer of the load from the inverters to bypass power and back shall take place without a break or disturbance in the supply of power to the load, on the condition that the bypass source voltage and frequency are within the tolerances specified in section E.10.2 "Bypass AC source" and that the inverters are synchronised. Transfer shall take place automatically in the event of a major overload or an internal inverter fault.



Manually initiated transfer shall also be possible. If the bypass power is outside the specified tolerances or is not synchronised with the inverter, automatic transfer of the load from the inverter to bypass power shall take place after a calibrated interruption adjustable from 13 to 1000 ms. E.11.5.2 Static-switch protection Each static switch shall be equipped with an RC filter for protection against switching over voltages and lightning strikes.

E.11.6 Discrimination and short-circuit capacity E.11.6.1 If the bypass power is within the tolerances specified in section E.10.2 "Bypass AC source" , the presence of the static switch shall make it possible to use the short-circuit power of the bypass source to trip the downstream protection devices of the common inverter output. To ensure tripping in a selective manner, the available power shall be sufficient to trip protection devices with high ratings (circuit breaker rated In/2 or UR fuses rated In/4, where In is the rated UPS-system current). E.11.6.2 If the bypass source is outside the specified tolerances, the UPS shall operate as a generator (current limiting) with a max current capacity of at least 270% of nominal current for period of 150 milliseconds. The UPS system on its own shall, for the same discrimination requirements, be capable of tripping circuit breakers rated In/2 or UR fuses rated In/4, irrespective of the type of short-circuit. E.11.6.3 Parallel connection of a number of UPS units significantly improves discrimination.

E.12 System earthing The UPS earthing shall be compatible, if the upstream and downstream earthing arrangements are different, galvanic isolation shall be provided on the static-bypass line. The earthing points shall be provided by ARIES, the supplier will have to connect as per UPS requirement.

E.12.1 Mechanical characteristics

E.12.1.2 Mechanical structure The UPS and batteries shall be installed in cabinet(s) with a degree of protection IP20 (standard IEC 60529). Access to the subassemblies making up the system shall be exclusively through the front. E.12.1.3 Scalable design



The UPS shall be designed to allow the installed power to be easily increased on site by connection of additional UPS units, either to meet new load requirements or to enhance system availability by introducing redundancy. This transformation shall be possible directly on site, without returning the equipment to the factory and without causing excessive system downtime. E.13 Dimensions The UPS shall require as little floor space as possible. To gain space, it shall be possible to install the UPS with the back to the wall. The foot print of a single UPS cubicle should be about 0.7 Sq metres, thus 6no of 100KVA should be placed within 4.2 Sq metres of space approximately. The total available space at site for installation of whole UPS Systems with all panels, battery & cables is 6mx4m only. E.14 Connections To facilitate connections, all terminal blocks must be easily accessible from the front when the UPS is installed with the back to the wall. Entry of upstream and downstream power cables, as well as any auxiliary cables, shall be possible through the bottom of UPS room. All other connections shall be as per drawing given in this tender document and duly approved by engineer incharge. The UPS shall be equipped with an earth-circuit connector, in compliance with the standards listed in section E.22 "Standards, tests & quality assursnce". The cables shall comply with the standards listed in section E.22 "Standards and tests" and be mounted in compliance with the stipulations in section E.15 "Safety". The neutral conductor shall be oversized for any third-order harmonic currents and their multiples. E.15 Safety The equipment shall meet the requirements of degree of protection index IP21, in compliance with standard IEC 60529. For the safety of maintenance personnel, the cabinet shall be provided with a manually operated mechanical bypass designed to isolate the rectifier, charger, inverter and static switch while continuing to supply the load from the bypass AC source. It shall be possible to send to the UPS an external EPO order resulting in opening of the battery circuit breaker and the upstream circuit breaker. E.16 Environment conditions

E.16.1 UPS (not including batteries)



E.16.1.1 Operation The UPS shall be capable of operating under the following environmental conditions without loss of performance:

● ambient temperature range: -5.0° C to +40° C; ● recommended temperature range: +20° C to + 25° C; ● maximum relative humidity: 95% at 25° C; ● maximum altitude without derating: 1 000 meters. ● Actual altitude at which UPS will be installed : 2000 AMSL.

E.16.1.2 Storage The UPS, not including the battery, shall be designed for storage under the following conditions:

● ambient temperature range: -10° C to +50° C. E.17 Protection

E.17.1 UPS E.17.1.1 Each UPS unit shall include protection against AC-source overvoltages (as per standard IEC 60146), excessive external or internal temperature rise and vibrations and impacts during transport. E.17.1.2 Rectifier and charger The rectifier and charger shall automatically shut down if the DC voltage reaches the maximum value specified by the battery manufacturer or if the temperature exceeds the limits specified above. E.17.1.3 Inverter Inverters shall self-protect against overloads and short-circuits, irrespective of the operating mode (AC power or battery power). E.17.2 Batteries E.17.2.1 Protection against deep discharge and self-discharge The UPS shall comprise a device designed to protect the battery against deep discharges, taking into account the characteristics of the discharge cycles, with isolation of the battery by a circuit breaker with UV release. E.17.2.2 Independent regulation and monitoring systems A regulation system shall regulate the battery voltage and the charge current. A second system, independent of the regulation, shall monitor the battery voltage and the charge current. Consequently, if the regulation system fails, the monitoring system steps in to shut



down the charger and avoid overcharging. E.17.2.3 Regulation of the battery voltage depending on the ambient temperature A temperature sensor adapts the charge voltage to the ambient temperature. This regulation system takes into account the chemical reaction and prolongs the battery service life. The permissible temperature range is set in the personalisation parameters. An alarm shall be issued for temperatures outside the permissible range. E.17.2.4 Self-test Battery monitoring shall be carried out by an automatic device. Self-test intervals shall be set to one month by default, but shall be adjustable. This self-test system shall, where necessary, initiate indications via LEDs on the front panel or a message to a remote monitoring system. E.17.2.5 Possibility of backfeed protection If backfeed protection is necessary, it must be possible to install two independent systems on the normal and bypass AC inputs. E.17.2.6 Possibility of battery circuit-breaker management Each UPS unit shall be capable of receiving and managing two battery circuit breakers. Battery availability is improved by dividing it into two sections for future compatibility. If one section is faulty, the second shall remain available and provide approximately half of the backup time. This option should be decided (if required) with prior approval of engineer in charge & depending upon the space available in UPS room.

E.18 Battery management

E.18.1 Battery meter The battery-meter function estimates the total available backup time of the UPS system as a function of the battery charge and the percent load. It shall be possible to set the battery meter so that it can take into account the exact battery configuration installed with the UPS.



E.18.2 Digital battery monitoring The UPS shall be equipped with a system for battery digital management. Based on a number of parameters (percent load, temperature, battery type and age), the system shall control the battery charge voltage and continuously calculate: ● The true available backup time ● The remaining service life. It must also automatically start the DG sets when Batteries discharges upto 75% of their rated values & when the battery charges to their full rating, the DG sets should be stopped automatically. E.18.3 Block by block monitoring To further optimise battery availability and service life, it shall be possible to equip the UPS with an optional system to continuously monitor all battery strings and display a block by block failure prediction. The system shall include the functions listed below. ● Continuous measurement of the voltage of each block. ● Continuous measurement of the internal resistance. ● Identification of faulty blocks (trend curves). ● Possibility of replacing individual blocks. ● Remoting of all information via Ethernet, dry contacts modbus, or JBus with ARIES SCADA system compatibility. If fault is identified in any part of electrical system, alarms shall blow & the calling (dial up) system will automatically make a call, send sms and/or email to 5 person one after another.

E.19 User interface and communication

E.19.1 User interface UPS operation shall be facilitated by a user interface, on each UPS unit, comprising: ● a graphic display; ● controls; ● status indications with mimic panel. The information and controls shall be centralised by a system (electronic board) built into one of the UPS units along with ARIES SCADA System.



E.19.1.1 Graphic display The graphic display shall facilitate operation by offering the functions listed below.

● operating language It shall be possible to display in different language all the operating information supplied on the screens. ● animated colour mimic diagram The mimic diagram shall enable display of installation parameters, configuration, operating status and alarms and indication of operator instructions for switching operations (e.g. bypass). ● step by step operating help The graphic display shall assist the user by providing step by step help in the user's language. ● display of measurements It shall be possible to display the following measurements: - inverter output phase-to-phase voltages; - inverter output currents; - inverter output frequency; - voltage across battery terminals; - battery charge or discharge current; - rectifier/charger input phase-to-phase voltages; - rectifier/charger input currents; - crest factor; - active and apparent power; - power factor of the load; - battery temperature. ● display of status conditions and events It shall be possible to display the following indications: - load on battery power; - load on UPS; - load on automatic bypass; - general alarm; - battery fault; - remaining battery backup time; - low battery warning; - bypass AC source outside tolerances; - battery temperature. - calling, sms, email status Additional information shall be provided in view of accelerating servicing of the system, as specified in section E.21 “Maintainability”.



● display of operating graphs It shall be possible to graphically display the measurements mentioned above on the screen over significant periods. ● log of time-stamped events This function shall store in memory and make available, for automatic or manually initiated recall, time-stamped logs of all important status changes, faults and malfunctions, complete with an analysis and display of troubleshooting procedures. It shall be possible to time stamp and store at least 2000 events.

E.19.1.2 Controls The UPS shall comprise the following controls:

● two ON and OFF buttons Located on the front panel of the UPS, they shall control UPS-unit ON/OFF status. It shall be possible to turn OFF the UPS externally via an isolated dry contact. ● EPO terminal block The UPS shall be equipped with an emergency power off terminal block for complete system shutdown following reception of an external control signal. The EPO command shall result in: - shutdown of UPS units; - opening of the static switch on the bypass line and of the battery circuit breaker; - opening of an isolated dry contact on the programmable card. ● alarm reset button This button shall turn off audio alarms (buzzer) (see section E.19.1.3). If a new alarm is detected after clearing the first, the buzzer sounds again.

E.19.1.3 Status indications with mimic panel Indication of status conditions shall be distinct of the graphic display. Three LEDs on the control panel indicate the following status conditions:

● load protected; ● minor fault; ● major fault.

The mimic panel shall represent the UPS and indicate the status of



the load supply using five two-colour (red and green) LEDs: ● load supplied (LED at UPS output on mimic panel), ● inverter on (inverter LED on mimic panel), ● operation on battery power (LED between battery and inverter on mimic panel), ● bypass activated (bypass LED on mimic panel), ● PFC rectifier on (rectifier LED on mimic panel).

E.20 Communication E.20.1 Standard communication It shall be possible to remote the following controls, indications and measurements. To that end, each UPS unit shall have as standard equipment:

● a programmable card for input/output information. This card shall provide about eight dry contacts, six for incoming information and two(or more as per requirement for outgoing information including DG sets start/stop commands. ● at least three communication ports for later addition, without interrupting operation, of communication cards implementing different protocols, e.g. SNMP, JBus/ModBus, RS 485, RS232, USB, XML.

E.20.2 Communications options The UPS system shall be designed to enable the extension of communications, without system shutdown, to the following types of cards:

● an SNMP communication card for connection to an Ethernet network, for connection to a computer-network management system; ● an RS485 serial-link communication card capable of implementing the JBus/ModBus protocol for connection to a building management system (BMS) & ARIES SCADA System, calling system, sms & email facility; ● an RS232 serial-link communication card for communication with a modem and a remote-maintenance system; ● a USB communication card; ● an XML-Web communication card for direct UPS connection to an intranet network, without connection to a server, capable of supplying information via a standard web browser. The UPS shall be detectable by supervision software for large UPS systems. Shutdown and administration software shall be available in



addition to the communication cards.

E.21 Maintainability

E.21.1 Life Cycle monitoring of Critical Components

● The UPS should be capable to predict the remaining life of the critical components like AC & DC Capacitors, Batteries, Cooling Fans and Power Supply boards to prevent the failure of the equipment. The UPS should display the remaining life of these components in the front display and give pre alarm for the preventive replacement of these components before end of their life.

E.21.2 Local and remote diagnostics and monitoring - E. Services

● The UPS shall be equipped with a self-test system to check operation of the system as a whole each time it is started. To that end, the supply control/monitoring electronics shall offer:

● auto-compensation of component drift;

● acquisition of information vital for computer-aided diagnostics or monitoring (local or remote);

● overall readiness for remote supervision services provided by the manufacturer.

E.22 Standards, tests and quality assurance

E.22.1 Standards All equipment shall be designed and built in accordance with accepted engineering practice and applicable international standards, in particular the standards listed below.

● IEC 6014B-4: UPS - Performance. ● IEC 62040-1 and EN 62040-1: UPS - Safety. ● IEC 62040-2 level A: UPS - Electromagnetic compatibility [level C3 / C2].



● IEC 62040-3 and EN 62040-3: UPS - Performance. ● IEC 60950 / EN 60950: Safety of IT equipment, including electrical business equipment. ● IEC 61000-2-2: Compatibility levels for low-frequency conducted disturbances and signalling in public low-voltage power supply systems. ● IEC 61000-3-4: Limits for harmonic current emissions (equipment input current > 16 A/ph). ● IEC 61000-4: EMC - Electrical fast transient/burst immunity. ● EN 55011 and EN 55022: Limits and methods of measurement of radio interference characteristics of industrial, scientific and medical (ISM) radio-frequency equipment - Level A conducted and radiated emissions. ● IEC 439: Low-voltage switchgear and controlgear assemblies. ● IEC 60529: Degrees of protection provided by enclosures (IP Code). ● ISO 3746: Sound power levels. ● CE marking.

What is more, the equipment must comply with environmental-protection standards, with production taking place on premises certified ISO 14001. The UPS design procedure shall be covered by an ISO 9001 quality system as well as a dependability study to ensure maximum reliability.

E.22.2 Certification of conformity The manufacturer shall provide complete qualification file demonstrating compliance with the above standards. In addition to the indicated levels of performance shall be confirmed by certification from independent laboratories (e.g. TÜV or Veritas or equivalent).

E.23 Services

E.23.1 Maintenance The supplier shall propose contracts covering four levels of maintenance after warrantee period.

● Level one: simple checks and settings, procedures accessible without any dismounting and involving no risk.



● Level two: preventive maintenance, checks not inhibiting continuous operation of the system and preparing operators for Manufacturer services.

● Level three: trouble-shooting. Repairs by standard exchange of subassemblies and functional power and control components. Preventive-maintenance operations, both systematic and when indicated by qualified diagnosis.

● Level four: major preventive and corrective maintenance operations or technical upgrades during start-up, operation or renovation of the UPS installation and recycling of equipment or components representing a risk. These operations require the use of devices and means that have been calibrated by certified organisations.

E.23.2 Technical competency ● customer operators: the supplier shall offer a level 2 training program. ● service personnel: the supplier shall ensure that service personnel are qualified for level 4.

E.23.3 Functional components - organisation of supplier services ● Sufficient geographical proximity of the supplier or an authorised agent shall ensure reasonable access times to the customer site in view of reducing the mean time to repair (MTTR). The supplier shall be in a position to offer a contract limiting the response time to four hours. ● The supplier's logistics system and the availability 24 hours a day of original replacement parts shall similarly contribute to reducing to the greatest extent possible the mean time to repair (MTTR).

E.23.4 System start-up

● The system and equipment shall be started up on site by the supplier or its authorised agent. The procedure shall include



checks on the characteristics of the upstream and downstream protection devices and on the UPS installation parameters.

E.23.5 Replacement parts

● The manufacturer/supplier shall undertake to provide certified original replacement parts for at least ten years following the date of delivery.

E.24 Recycling and renovation/substitution

● At the end of the UPS service life, the supplier shall guarantee the continuity of service of the customer's installations if necessary & desired by ARIES, including dismantling of equipment and replacement of equipment, in compliance with applicable standards on environmental protection.

E.27 SPECIFICATION OF MCCB & MCB

E.27.1 General E.27.1.1 Moulded-Case Circuit Breakers (MCCB) shall comply with IEC 60947-1 and 60947-2 standards or with the corresponding standards applicable in India (VDE 0660, BS 4752, NF EN 60947-1/2) : - they shall be of category A with a rated service breaking capacity (Ics) equal to the ultimate breaking capacity (Icu) - on all the operational voltage range for the ratings up to 250A, up to 500V for the greater ratings - they shall have a rated operational voltage of 690 V AC (50/60 Hz), - they shall have a rated insulation voltage of 800 V AC (50/60 Hz), - they shall be suitable for isolation, as defined by IEC 60947 –1 and -2, § 7.1.7 for the Overvoltage Category IV for a rated insulation voltage up to 690 V according to IEC 60664-1. . The manufacturer shall implement non polluting production processes that do not make use of chlorofluorocarbons, chlorinated hydrocarbons, ink for cardboard markings, etc E.27.1.2 MCCBs shall be designed for both vertical and horizontal mounting, without any adverse effect on electrical performance. It shall be possible to supply power either from the upstream or downstream side 1.5 MCCBs shall provide class II insulation (according to IEC 60664-1 standard) between the front and internal power circuits E.27.2 Construction, operation, environment E.27.2.1 Production site organisation shall be certified to comply with ISO 9002 and ISO 14001 standards. E.27.2.2 For maximum safety, the power contacts shall be insulated in an enclosure made of a thermosetting. material from other functions such as the operating mechanism, the case, the trip unit and auxiliaries E.27.2.3 All poles shall operate simultaneously for circuit breaker opening, closing and tripping.



E.27.2.4 MCCBs shall be actuated by a toggle or handle that clearly indicates the three positions: ON, OFF and TRIPPED. E.27.2.5 In order to ensure suitability for isolation complying with IEC 60947-2 § 7-27: - the operating mechanism shall be designed such that the toggle or handle can only be in OFF position (O) if the power contacts are all actually separated, - in OFF position, the toggle or handle shall indicate the isolation position. Isolation shall be provided by a double break on the main circuit. E.27.2.6 MCCBs shall be equipped with a “push to trip” button in front to test operation and the opening of the poles. E.27.2.7 MCCB rating, “push to trip” button, performances and contact position indication must be clearly visible and accessible from the front, through the front panel or the door of the switchboard. E.27.3 Current limitation, discrimination, durability E.27.3.1 MCCBs shall comprise a device, designed to trip the circuit-breaker in the event of high-value short-circuit currents. This device shall be independent of the thermal-magnetic or electronic trip unit. E.27.3.2 MCCBs shall be equipped with a self-test of the connection between the electronic trip unit, the current transformers and the actuator, that will not cause the circuit-breaker to trip. The self-test will be of positive logic and visible through the flashing of a green LED in case the self-test occurred correctly and the extinction of the LED in case the self-test failed. E.27.3.3 The MCCB shall trip in case the environmental conditions of the circuit-breaker get out of their specified range. However, it will be possible to overrule this feature. E.27.4 Auxiliaries and accessories Closing shall take place in less than 80 ms. Following tripping due to electrical faults (overload, short-circuit, earth fault), remote reset shall be inhibited. It shall however be possible if opening was initiated by a voltage release.



The operating mechanism shall be of the stored-energy type only E.27.4.1 MCCBs shall be designed to enable safe on-site installation of auxiliaries such as voltage releases (shunt and undervoltage releases) and indication switches as follows: - they shall be separated from power circuits, - all electrical auxiliaries shall be of the snap-in type and fitted with terminal blocks, - all auxiliaries shall be common for the entire range, - auxiliary function and terminals shall be permanently engraved on the case of the circuit breaker and the auxiliary itself, - the addition of auxiliaries shall not increase the volume of the circuit breaker. - be immunised against nuisance tripping as per IEC 60255 and IEC 61000-4 standards, - be capable of working normally down to -25 °C ambient temperature, - operate without an auxiliary power supply, i.e. it shall be capable of operating normally on any 2-phase or 3-phase power network with a voltage between 200 V and 440 V, and of tripping the circuit-breaker even in the event of voltage dips down to 80 V E.27.4.2 It shall be possible to equip MCCBs with devices indicating faults without tripping the circuit breaker E.27.5 Protection functions E.27.5.1 General recommendations MCCBs with ratings up to 250 A shall be equipped with fully interchangeable trip units in order to ensure the protection against overload and short-circuit. E.27.6.3 Load monitoring function The following monitoring functions shall be integral parts of electronic trip units: - 2 LED for load indication, one lighted above 90 % of Ir, and one lighted above 105 % of Ir - a test connector shall be installed for checks on electronic and tripping mechanism operation using an external device. E.27.6.4 Thermal memory In the event of repeated overloads, the electronic trip unit shall optimise protection of cables and downstream devices by memorizing temperature variations. E.28 MEASURING INSTRUMENTS, METERING & PROTECTION

E.28.1 GENERAL Direct reading electrical instruments shall be in conformity with IS 1248. The accuracy of direct reading shall be 1.0 for voltmeter and 1.5 for ammeters or better. Other type of instruments shall have accuracy of 1.5 or better. The errors due to variations in temperature shall be limited to a minimum. The meter shall be suitable for continuous operation between-10 degree Centigrade to + 50 degree Centigrade. All meters shall be of flush mounting type of 96mm square or circular pattern. The meter shall be enclosed in a dust tight housing. The housing shall be of steel or phenolic mould. The design and manufacture of the meters shall ensure the prevention of fogging of instrument glass. Instruments meters shall be sealed in such a way that access to the measuring element and to the accessories within the case shall not be possible without removal of the seal. The meters shall be provided with white dials and black scale markings in case of analog meter, although in most of the cases digital meter will be preferred. The pointer shall be black in colour and shall have zero position adjustment device which could be operated from outside. The direction of deflection shall be from left to right. Suitable selector switches shall be provided for all ammeters and voltmeters intended to be used on three-phase supply. The specifications herein after laid down shall also cover all the meters, instrument and protective devices required for the electrical work. The ratings type and quantity of meters, instruments and protective devices shall be as per the Bill of quantities. E.28.2 AMMETERS Ammeters shall be moving iron or moving coil type. The moving part assembly shall be with jewel bearing. The jewel bearing shall be mounted on a spring to prevent damage to pivot due to vibrations and shocks, the ammeters shall be manufactured and calibrated as per the latest edition of IS:1248. Ammeters shall be instrument transformer operated, and shall be suitable for 5A secondary of instrument transformer. The scales shall be calibrated to indicate primary current, unless otherwise specified. The ammeters shall be capable of



carrying sustained overloads during fault conditions without damage or loss of accuracy. E.28.3 VOLTMETERS Voltmeter shall be of moving iron or moving coil type. The range for 415 volts, 3 phase voltmeters shall be 0 to 500 volts. Suitable selector switch shall be provided for each voltmeter to read voltage between any two lines of the system. The voltmeter shall be provided with protection fuse of suitable capacity. E.28.4 CURRENT TRANSFORMERS Current transformers shall be in conformity with IS: 2705 (Part I, II & III) in all respects. All current transformers used for medium voltage applications shall be rated for 1kV. Current transformers shall have rated primary current, rated burden and class of accuracy as required. However, the rated acceptable minimum class of various applications shall be as given below: Measuring : Class 0.5 to 1 Protection : Class 5P10. Current transformers shall be capable of withstanding without damage, magnetic and thermal stresses due to short circuit fault of 50KA on medium voltage system. Terminals of the current transformers shall be marked permanently for easy identification of poles. Separate CT shall be provided for measuring instruments and protection relays. Each C.T. shall be provided with rating plate. Current transformers shall be mounted such that they are easily accessible for inspection, maintenance and replacement. The wiring for CT's shall be copper conductor, PVC insulated wires with proper termination lugs and wiring shall be bunched with cable straps and fixed to the panel structure in a neat manner. All Current Transformer shall be Cast resin type.



E.29 MISCELLANEOUS Control switches shall be of the heavy-duty rotary type with escutcheon plates clearly marked to show the operating position. They shall be semi-flush mounting with only the front plate and operating handle projecting. Indicating lamps shall be of the LED Type of low watt consumption, provided with series resistor where necessary, and with translucent lamp covers, bulbs & lenses shall be easily replaced from the front. Push buttons shall be of the momentary contact, push to actuate type fitted with self- reset contacts & provided with integral escutcheon plates marked with its functions.

The doors should be gasketed with high quality EPDM gaskets to prevent leakage of sound

The door handles will be lockable type.

Adequate ventilation is provided to meet total air requirement. If required, a blower is provided to meet total air requirement.

Temperature of enclosure does not exceed beyond 5 - 7°C of ambient temperature.

There should be a provision of emergency shut down from outside the enclosure.

Door hinges should be made of anti corrosive special alloy.

Viewing window if provided is fitted with toughened glass instead of acrylic sheet.

All Enclosures should have single point lifting facility for ease of handling.



E.30 Standards

Unless otherwise modified in this specification the UPS with panel materials shall confirm in all respects to the relevant Indian /International standards specifications with latest amendment thereof, some of them are listed below.

E.30.2 Material:

Material conforming to ISS or the internationally accepted standards, which ensure equal or higher quality than the standards mentioned above, would also be acceptable. In case the Bidders who wish to offer material conforming to the standards, salient points of difference between the standards adopted and the specific standards shall be clearly brought out in relevant schedule. A copy of such standards with authentic English translations shall be furnished along with the offer.

E.30.3 INSULATION MATERIAL:

Electrical grade insulation epoxy dotted Kraft Paper/Nomex and pressboard of standard make or any other superior material subject to approval of the purchaser shall be used.



E.30.4 FASTENERS

All bolts, studs, screw threads, pipe threads, bolt heads and nuts shall comply with the appropriate Indian Standards for metric threads, or the technical equivalent.

1. Bolts or studs shall not be less than 6 mm in diameter except when used for small wiring terminals.

2. All nuts and pins shall be adequately locked. 3. Wherever possible bolts shall be fitted in such a manner that in the

event of failure of locking resulting in the nuts working loose and falling off, the bolt will remain in position.

4. The length of the screwed portion of the bolts shall be such that no screw thread may form part of a shear plane between members.

5. Taper washers shall be provided where necessary. 6. Protective washers of suitable material shall be provided front and

back of the securing screws.

E.30.5 Rating and Diagram plates

The following plates shall be fixed to UPS in a visible position.

A rating plate of weather proof material bearing the data specified in the appropriate place on UPS should be fixed.

E.30.6 Joints and Gaskets

All gaskets used for making UPS & battery cabinets shall be of proven material such as granulated cork bonded with synthetic rubber gaskets or synthetic rubber or such other good material.

E.30.7 SURFACE TREATMENT OF PANELS

The UPS enclosure, I/O Panels with battery cabinets should go 7 tanks or better treatment process before powder coating.

E.30.8 PAINT MATERIAL

a) Paint may be suitably used for the items to be painted at shop and supply of matching paint to site: Heat resistant paint (Hot oil proof) for inside surface



b) For external surfaces one coat of thermo setting powder paint or one coat of epoxy primer followed by two coats of synthetic enamel/polyurethene base paint. These paints can be either air drying or stoving.



E.31 PROCUREMENT, INSPECTION & APPROVALS OF EQUIPMENTS Approved list of makes and vendors are given in this tender document. The makes of equipment/materials supplied shall be strictly as mentioned therein. For all items prior sample approval shall be taken before procurement of the same. All equipments/material supplied shall be brand new and shall be procured directly from the manufacturers, dealers or authorized agents. ARIES Electrical Engineer shall have access to the manufacturer's premises for stage inspection/final inspection of any item during its design, manufacturing, and assembly and testing. After carrying out the necessary factory tests and routine tests as per IS Standards, a copy of the routine test certificate shall be forwarded along with the call for carrying out the inspection at the manufacturer's works. Based on the inspection certificate, ARIES Electrical Engineer reserves the right to carry out the inspection at a mutually agreed date and/or give inspection waiver. Minimum of one week will be needed after receipt of complete shop inspection report and other details to depute our inspector for inspection. It is the responsibility of the contractor to ensure that all electrical works are carried out as per the IE Rules & regulations, National Building Code and IS Codes & Standards. All necessary drawings and details as required by Electricity Board, Electrical Inspector, Fire Department and other Local Statutory agencies, shall be prepared & provided by the contractor. The contractor is responsible to submit the drawings, certificates, NOC and other details as required to the Local Authorities and obtain necessary approvals including pollution control board, fire department, local authority, etc. before energizing and commissioning for whole UPS System. All official fees required for getting the approval will be reimbursed on account of Client on submission of original documents with bills.



E.32 TESTS E.32.1

a) All the equipment offered shall be fully type tested by the bidder or his collaborator as per the relevant standards including the additional type tests. The type test must have been conducted on each UPS of same design during the last three years at the time of bidding. The bidder shall furnish two sets of type test reports along with the UPS. Offers without type test reports will be treated as non-responsive.

b) Special tests other than type and routine tests, as agreed between purchaser and bidder shall also be carried out as per the relevant standards.

c) The requirements of site tests are also given in this clause. d) Before dispatch completely assembled UPS shall be subjected to the

routine tests at the manufacturer’s works.

E.32.2 ERECTION, TESTING, COMMISSIONING, PERFORMANCE & GUARANTEE TESTS/PROCEDURE AT SUPPLIER SITE & ARIES SITE The entire work of erection, testing and commissioning of equipment supplied under this package shall be carried out by contractor and performance and guarantee tests to be conducted at factory site as well as ARIES site. For this purpose the contractor shall depute suitable qualified technical supervisor to site on advance intimation to the Owner along with all special testing equipment required for testing and performance and guarantee tests. The supervisor(s) shall be responsible for the installation, testing, commissioning, checks, performance & guarantee tests mentioned in relevant clauses of this tender and the checks recommend by the contractor.

The contractor shall ensure that the equipment supplied by him is installed in a

neat workman like manner such that they are leveled, properly aligned and well

oriented. The tolerances shall be established in Contractors drawings and/or as

stipulated by the Owner.

All special tools and tackles and spares required for erection, testing and

commissioning of equipment shall be supplied by the contractor.

Erection, testing and commissioning manuals and procedures shall be supplied,

prior to dispatch of the equipment.



The contractor shall ensure that the drawings, instruction and recommendations are correctly followed while handling, setting, testing and commissioning the equipment. E.32.3 Commissioning Check Tests/Performance and Guarantee Test: In addition to the checks and test recommended by the manufacturer, the contractor shall supervise the following factory acceptance tests as well as site acceptance test to be carried out on each UPS. i. Load Test Each UPS shall be given load test at factory site for a period of at least 1 hour & ARIES site for a period of at least 5 hours depending upon the actual power factor of the load and UPS shall be subjected to the maximum achievable load without exceeding their capacity . This full load test is to be followed immediately by overloading as given in technical specification at factory site & at ARIES site. The performance of the UPS shall be satisfactory at the end of this overload run. During the load test records of the following shall be taken: a. Ambient temperature b. Voltage, wattage and current output. ii. Noise Level The sound level measured at a distance of 1 meter horizontally from the base of any equipment furnished and installed under these specifications expressed in decibels to a reference of 0.0002 microbar, shall not exceed the limit given as per CPCB norms i.e. 63 dbA average at 1 mtr. distance from UPS enclosure. iii. WIRING, CONNECTIONS, RELAYS Commissioning checks and tests shall include all wiring checks and checking up of connections. Tests for the relays adjustment/setting shall be done before commissioning in addition to routine meggar test. Checks and tests shall include the following: a) Interlocking function check. c) Insulation test: As per CPWD Specifications.

E.33 CABLE TERMINATIONS

E.33.1 Provision shall be made for top or bottom entry of cables as required. Generous size of cabling chambers shall be provided, with the position of cable gland and terminals such that cables can be easily and safely terminated. Barriers or shrouds shall be provided to permit safe working at the terminals of one circuit without accidentally touching that of another live circuit. Cable risers shall be adequately supported to withstand the effects of rated short circuit currents without damage and without causing secondary faults. E.33.2 LABELS Labels shall be anodised aluminium with white engraving on black background or as approved by engineer in charge shall be provided for each incoming and outgoing feeder of Main/Sub Distribution and all Panels with route markers at each 8m distance if required.

E.34 LOAD BALANCING Balancing of circuits in three-phase installation shall be planned before the commencement of wiring and shall be strictly adhered to.

E.34.1 Connection of UPS with DG sets , AMF Cum synchronization panel, UPS I/O panel & PLC panel

The supplier shall make all the necessary connections (with complete functioning) to both DG sets with AMF cum synchronizing panel & PLC panel, I/O panels without any extra cost.

E.34.2 RESISTANCE TO EARTH Earth & copper strip will be provided by ARIES and supplier will make all connection of earthing with all UPSs without any extra cost.

E.35 PENALTY FOR NON PERFORMANCE:

During testing at supplier’s works, if it is found that the technical specifications are different than required, ARIES will reject the UPS system & EMD may be forfeited.

E.35 The Input/Output Panel

The I/O panel & all other panels/racks shall be made with 14 SWG CRCA sheet and have gone 7 tanks treatment or better process with powder coating and paint colour shall be matched with ARIES existing substation equipments. Panel shall have sufficient insulation between phase and neutral, phase to phase and so on as per IS standard

All panels shall have suitable height from bottom so that 4x400SQmm and other cables can be easily connected from bottom. The UPS & all panels will be placed on upper basement and it does not have any trenches.



Section F

GENERAL REQUIREMENTS FOR SUPPLY OF EQUIPMENT F.1 ATMOSPHERIC CONDITIONS at ARIES Nainital

All panels/equipments/instruments shall work in the following atmospheric conditions:

a) Temperature: -10 Degree Centigrade to 50 degree centigrade b) AMSL: 2000m c) Humidity: 50% to 100%

F.2 TESTING AND INSPECTION Failure on the part of the client to inspect or to reject after inspection any work, which later proves to be defective, shall not relieve the Contractor from warranties, commitments and obligations, which he undertakes under this contract. The Contractor is solely responsible for the accuracy, quality and completeness of his work and supply. The client at his discretion shall order re-inspection of the whole / part of the material found faulty during inspection. The Contractor shall attend to all the comments noted by the client. F.3 PACKING AND FORWARDING The Contractor shall include and provide for securely protecting and packing the equipment in accordance with the best established practices so as to protect the contents from damage during transit, storage, exposure to heat, moisture or rain. Notwithstanding the above, the Contractor shall be entirely responsible for loss, damage or deterioration to the materials occasioned by faulty, defective or insecure packing. The following marks in English block letters shall be clearly stenciled on the packages with good quality non-fading paint in characters sufficiently large as the size of the package will permit. Each package shall have a detailed packing list quoting the detailed list of the contents packed within the package giving the part numbers with reference to the assembly drawings.



F.4 QUALITY ASSURANCE PLAN: a) The bidder shall invariably furnish following information along with

his bid, failing which his bid shall be liable for rejection. Information shall be separately given for individual type of equipment offered.

b) Statement giving list of important raw materials, names of sub-suppliers for the raw materials, list of standards according to which the raw materials are tested, list of tests normally carried out on raw materials in the presence of bidder’s representative, copies of test certificates.

c) Information and copies of test certificates as above in respect of bought out accessories.

d) List of manufacturing facilities available. e) Level of automation achieved and list of areas where manual

processing exists. f) List of areas in manufacturing process, where stage inspections are

normally carried out for quality control and details of such tests and inspection.

g) List of testing equipment available with the bidder for final testing of equipment along with valid calibration reports. These shall be furnished with the bid.

h) Quality Assurance Plan (QAP) with hold points for purchaser’s inspection.

F.5 DEVIATIONS :

a) The bidders are not allowed to deviate from the principal requirements of the Specifications. However, the bidder is required to submit with his bid in the relevant schedule a detailed list of all deviations without any ambiguity. In the absence of a deviation list in the deviation schedules, it is understood that such bid conforms to the bid specifications and no post-bid negotiations shall take place in this regard.

b) The discrepancies, if any, between the specification and the catalogues and / or literatures submitted as part of the offer by the bidders, shall not be considered and representations in this regard shall not be entertained.

c) If it is observed that there are deviations in the offer in guaranteed technical particulars other than those specified in the deviation schedules then such deviations shall be treated as deviations.

d) All the schedules shall be prepared by vendor and are to be enclosed with the bid.

with a higher capacity UPS can be planned. The signal light mechanism shall not reset itself when the load drops from the overloaded condition. The signal light shall remain lighted once the signal light contacts close due to overload and can be turned off by manual operation. (The signal light shall not give indication for momentary overloading).

f) The earthing will be provided by ARIES, The suppliers of UPS Will have to connect the earthing to the whole UPS System.
